European Union Development Education and Awareness Raising Call for Partners

The food we eat: European action towards socially and environmentally sustainable food production in Europe, Africa and the Middle East We are a consortium of European NGOs dedicated to tackling the scandal of hunger in the developing world. By uniting across Europe, we can take advantage of processes culminating in 2015 and the golden opportunities they bring for action against hunger. We want to build a partnership that campaigns for changes to policies on hunger at the very highest levels and motivates European citizens to act for change.

Background information The next EC Call for proposals 2014-2017 will be launched in October with a total budget of €35million. This document is for NGOs in different Member States likely to be interested by such a project.

Thematic programme NON-State Actors & Local Authorities in Development Title of the programme component Development Education and Awareness Raising (DEAR) – objective 2 of the thematic programme Regulatory Context The criteria recently set by the EU (June 2013) for the upcoming EC-DEAR Call has evolved a lot and looks like this: Financing:  Budget between €3 and €5 million  15% co-financing for old and new member states.  Possibilities for sub granting (up to 60.000 €) per sub grant Partners:  Minimum 10 countries Duration of the project:  (up to) 3 years Division of projects per Lot (1 to 5):  Lot 1: Global learning within formal education  Lot 2: Global learning outside formal education  Lot 3: Campaigning, advocacy and public awareness  Lot 4: New Member States (MS)  Lot 5: Non State Actors Thematic Priorities: Addressing the European Year of Development 2015 / Introduction of the theme “Decent Life for all” meaning:  Basic Living Standards, e.g., the unfinished business of the current MDGs  Inclusive and sustainable growth, e.g., sustainable agriculture, fisheries  Sustainable management of natural resources  Equality, equity and justice, e.g., good governance Timescale:  The Call will be issued in October 2013 with confirmation of the conditions, criteria and agenda  Concept note has to be submitted up to six weeks after the Call issue Although these criteria favour large NGO families, the EC will consider the opportunities that the Call represents for small and medium sized NGOs to build partnerships across Europe. When drafting the project, a balance will have to be found between common and shared activities within the (minimum) 10 partners and the room for manoeuvre for each partner at its national scale.

Our vision for the next EC Call 1. Lot: Our choice would be Lot 3 This bid is to Lot 3 (Campaigning and Advocacy) of the DEAR Thematic Component and fits within both the 2015 1 2 European Year of Development + Decent Life for All major themes.

2. Themes for our project 2015 is a key year for development and environmental agendas as processes to develop a post-2015 development framework and a set of Sustainable Development Goals conclude. Despite MDG 1c to reduce hunger by half by 2015 being on track globally, progress is very uneven and 870 million people are undernourished and 1 in 8 people go to bed hungry every night. Progress towards MDG 7a, to integrate the principles of sustainable development into country policies and programmes and reverse the loss of environmental resources is also uneven, with progress insufficient to reach the target if prevailing trends persist in northern and sub-Saharan Africa.

These two agendas are linked: food security and sustainable access and management of the natural resources like land, energy and water upon which agricultural production depends are key issues within current debates about the content of future poverty reduction and sustainability goals.

Current global rates of consumption and production are pushing against environmental and social limits in many countries around the world and scarcity is beginning to define many of the natural resources which are critical to food production, exacerbated by climate change. The poorest and most marginalised people are the first and worst to suffer the consequences of poorly managed and overly exploited natural resources, driving hunger.

These are not issues only for developing countries: small scale and family farmers in many European countries also face difficulties with their livelihoods in a context of scarcity and struggle to access resources, something to highlight in the International Year of Family Farming 2014. And given the difficulties farmers face producing our food, we should aim to be more mindful of our consumption and waste less.

There is space for us to address natural resource scarcity in the context of food production and consumption. For example, large amounts of water are consumed in the production of the food we eat in Europe, a significant proportion of which is imported. The EU is responsible for one sixth of the global environmental footprint. Yet in countries where food is grown for export, smallholder farmers struggle to have sustainable and equitable access to water and other natural resources in order to grow basic food for their families and communities. Water scarcity is the biggest threat to 3 global food security. Similarly, our food also has a land footprint and a carbon footprint and both have social consequences. Given that global population is set to continue to increase, our food production and consumption must get smarter – these are development issues.

3. Target groups: Youth (16-30) and especially networks of young people in informal settings (students etc) People of faith and networks of faith communities (churches, mosques, synagogues etc.)

4. Overall Objective/ Specific Objective/ Expected Results: Overall objective:  To take co-ordinated European action towards socially and environmentally sustainable food production and consumption in Europe, Africa and the Middle East Specific objectives:  To campaign for policy change at a European level as laid out below  To raise awareness among priority audiences about socially and environmentally sustainable food production and consumption  To support priority audiences to change their lifestyle behaviours in support of socially and environmentally sustainable food production and consumption Expected results:  Policy change at national and European levels as defined below  Knowledge enhanced by the target groups 1

5. Policy change: The consortium we are putting together can use our power to lobby national governments to use their influence at the European level to support the achievement of the MDGs and to push for ambitious and universal sustainability goals in 2015. Now is the time to begin to do this.

We have therefore chosen to focus on the MDGs and the Post-2015 Development Framework and the role of the EU as an international actor: a) To highlight the link between MDG 1c to reduce hunger and MDG 7a to reverse the loss of environmental resources and the absence of a direct link between reducing hunger and access to natural resources, for example water for food production. b) To call for the EU to adopt a position that supports separate food and resource (e.g. water) goals in the post-2015 development framework, which have targets and indicators for sustainable agricultural practices, including increased access to irrigation for smallholder farmers and increased (water) efficiency for agri-business. c) To call for the EU to adopt a position that supports sustainable consumption and production, or the sustainable management of natural resource assets, as a specific goal within the Sustainable Development Goals.  This goal should endorse mandatory reporting for all companies on their resource consumption (land, water, carbon and materials) and resource reduction targets based on sustainability and equity*.

Major Activities: For all partners: the food we eat campaign – planning and delivering a pan-European campaign together at crucial points delivering core awareness raising activities and lifestyle tools sharing campaigning and advocacy best practice via seminars and other materials Up to each partner: the food we eat campaign – national-level advocacy and mobilising national networks in support a variety of locally-relevant activities to gain popular attention national-level training of multipliers and leaders media and social media as appropriate 6. Leadership and partners: Progressio will lead the project. We are experienced at managing EU projects and have an excellent finance department, independently audited. We have a track record of successful campaigning at the EU level as well as developing high-impact local-level campaigning. We are joined by a number of highly skilled food-specialist partners across new and old Member States and are looking for partners to join this Call. th
