THE LAUGHLIN FAMILY

Bob and Tammy are proud Western New Yorkers. Both were born and raised in the region, attended Canisius College, married, and raised their four children locally.

While their careers kept them busy — Tammy in national sales within the banking industry and Bob in accounting and now manufacturing — they remained deeply involved in their community through youth sports, schools and a variety of charitable initiatives.

Their fund also enables the Laughlins to involve their children in the family’s philanthropy by inviting each of them to designate a grant each year to causes that are meaningful to them.

“Our fund at the Community Foundation allows us to involve our whole family and consistently support the charities we care about,” Bob said. “It’s perfect.” He also appreciates the Foundation’s deep local knowledge of nonprofit organizations and the flexibility the fund provides.

FINANCIALS

When it came time to think about their legacy, a friend introduced them to the Community Foundation. The Laughlins soon established a fund to support causes that matter most to them, including education and arts and culture.

Working with NativityMiguel, St. Joseph’s Collegiate Institute and Canisius University, they helped create a pathway for deserving students to advance their education.

They also support a scholarship program they helped establish in Florida, where they spend their winter months.

When generosity is shared across generations, its impact reaches far beyond a lifetime. Guided by a longterm vision, Tammy and Robert Laughlin approach their philanthropy with flexibility and purpose. Their charitable plans are designed to span generations and adapt to the community’s evolving needs.

A Final Chapter Becomes a New Beginning YOUTHTIME

COMMUNIT Y IMPACT

Even after a nonprofit closes its doors, its impact can live on. For more than 50 years, the Buffalo Christian Center, at 500 Pearl Street, was more than a building. Located near where Route 33 meets downtown, it served as a welcoming and safe haven for youth and a hub for recreation, including a pool, games and even a bowling alley.

“The sale of the building allowed us to take our resources to support nonprofits so that we could still carry out our mission,” noted David Stabler, YouthTime board member.

Throughout YouthTime’s 10 years with the Community Foundation, it has expanded its reach with increased grantmaking and convening new partnerships among Christian nonprofits serving youth throughout Erie County.

David added, “The Community Foundation’s management allows our fund to grow far better than we could on our own, and it takes it off our plate.

It’s been a very good partnership.”

“Entrusting the principal of the fund to an established organization gives us confidence.” said fellow YouthTime board member Leroy Wiggins. “Working with the Community Foundation just made sense and really allows us to plant seeds of hope.”

YouthTime’s board knew they wanted to use the proceeds from the sale to help young people and continue honoring the Buffalo Christian Center’s mission. They turned to the Community Foundation to establish a fund through which they could award grants to youth-serving, Christian nonprofit organizations in the city of Buffalo.

The board appreciates the Community Foundation’s responsiveness and partnership in supporting organizations meaningful to them.

Time and resources took a toll, however, and in 2014, the Buffalo Christian Center’s board made the difficult decision to sell the historic building to keep its mission moving forward in perpetuity. That sale led to the creation of YouthTime, a fund established to support economically disadvantaged youth in Buffalo through a Christian lens, with the necessary resources to navigate life’s challenges.

The Vogts prioritized teaching their four children, Katie Schneider, Anne McCune, Peter Vogt and Tracy Tremblay, the importance of giving back. The foundation, managed by Mary Lou until her passing in 2002, was one way they did that as a family.

To ensure that their parents’ legacy of giving is passed on to future generations, the Vogt siblings decided to transfer their family foundation to the Community Foundation. This move alleviated their administrative burden while keeping them connected.

Carrying on Their Grandparents’ Legacy

What started in a North Buffalo garage in 1926 became the nation’s largest printer of Sunday newspaper comics by the time of its sale in 1989. Greater Buffalo Press, an iconic Western New York business, was started by J. Walter Koessler, a reporter for the Buffalo Courier-Express. It remained family-owned and operated throughout its expansion. And, more than 50 years later, proceeds from its sale created the Vogt Family Foundation, established by Peter Vogt and his wife, Mary Lou Koessler Vogt.

“The areas that we concentrate on — art, education, parks, accessibility — are areas that our parents were interested in and that we took part in when we were children,” said Katie, the oldest sibling. “They’re also the things that we wanted to share with our own kids.”

Katie’s sister, Anne, finds joy in how the Vogt Family Foundation continues to bring the family together. “Through the process of making grant decisions together, we broaden each other’s horizons and learn about each other’s lives,” said Anne. “The Community Foundation has helped us bring the next generation in, which has enhanced our understanding of what a legacy is.”

As a member of that next generation, Tracy’s daughter, Laura, agrees. “I can’t tell you how many times my grandparents took me to a show or a museum,” she recalled. “Now, through the Community Foundation, we can support that kind of work with our charitable dollars. Having my grandparents’ legacy really continue to flourish in this community has been a great gift, as if they’re still here.”

For decades and across generations, the children and grandchildren of Mary Lou Koessler Vogt and Peter Vogt have relied on the Community Foundation to facilitate conversations around charitable giving that continue to bring their family together.

Securing Resources to Serve for Years to Come LIONS CLUB

Thomas H. Reinagel, WNY Lions Clubs Districts Past District Governor, is confident in the Community Foundation’s investment performance, and knows that the Lions Clubs’ philanthropic funds will always provide for its charitable wishes. “ The Community Foundation’s Investment Committee has an enviable history of not only preserving, but also growing invested funds to provide an increasing benefit as the years unfold,” said Tom. “And, most importantly, we have peace of mind knowing that the resources will continue to support the Lions Clubs’ ‘We Serve’ motto through the member clubs and the organizations we assist.”

To ensure their organization can support this work for years to come, the WNY Lions Clubs turned to the Community Foundation to establish the Lions Blind & Charity Fund in 2013. The fund provides resources for local Club chapters to continue supporting such efforts as

Lion Joe of the Kenmore Lions Club chapter describes their mission as, “Doing a little bit of good for a lot of people, and a lot of good — life-changing good — for a few people.”

This is the mantra of the WNY Lions Clubs, which serve 45 communities throughout our region. Lions Clubs International is the world’s largest service club organization.

Comprised of volunteer members, these “Lions” dedicate their time to helping those in need.

The WNY Lions Clubs fund at the Community Foundation enables local chapters to continue supporting various efforts. These include pop-up eyeglass clinics, such as this one in Niagara Falls, that provide free prescription eyeglasses and frames to the community as well as hearing tests and hearing aid clinics.

Giving with Intention to Make Meaningful Impact

“Buffalo is a place with a very rich history and we both want to be a part of its future,” noted Peter Gold. For years, Peter and his wife, Athalie Joy, have been quietly woven into Buffalo’s civic and cultural life. Peter spent much of his career at the University at Buffalo, devoted to undergraduate education and research, while Athalie followed a long career path as an esteemed psychologist.

Beyond the campus and the clinic, the couple found a shared love of Western New York, history, arts and culture and giving back.

FINANCIALS

Upon retiring, Peter and Athalie knew they wanted to continue to give back to Western New York in deep and meaningful ways. They joined the 21st Century Fund, a giving circle of the Community Foundation in which members vote to award a $100,000 grant every other year.

“The organizations named in our legacy plan all speak very highly of the Community Foundation. That says a lot about the important role it plays with nonprofits,” Peter said.

“I’m confident that we can leave a lasting legacy in Western New York and entrust it to the Community Foundation to carry out our wishes.”

From there, they expanded their relationship with the Community Foundation by establishing three funds: an IRA rollover fund; a fund that supports racial equity, building arts, music and the environment; and a legacy fund that will support specific organizations and interest areas after their lifetimes.

“ I volunteered to be on the 21st Century Fund grant committee, and I began to learn about charitable giving,” explained Peter. “That got both of us thinking about how to spend our money wisely and how to do good.”

Promote regional vibrancy through architecture, arts and culture

Upon his passing, what is now known as the Community Foundation for Greater Buffalo was created when George’s family set up the first endowment to address the changing needs in Western New York. Today, more than a century later, George’s generosity continues to support our region.

Just in recent years, changing needs funds — established by generous individuals who choose to support Western New York’s evolving needs over time — have supported the Community Foundation’s leadership work and important unforeseen needs in our community, including the WNY COVID-19 Community Response Fund, Buffalo Together Community Response Fund and the WNY Forward Fund, which you can read about on the following pages.

This Fund is a multi-year commitment to help ensure that Western New York’s nonprofit sector remains strong, resilient and equipped to adapt.

As significant changes in federal priorities began to take hold in the spring of 2025, a group of local funders, including the Community Foundation, began conversations about how best to address both funding shortfalls and the increasing community needs facing many nonprofit organizations.

As part of the Fund’s initial launch, nonprofits were invited to apply for grants of up to $25,000 to explore strategic alliances that may enhance effectiveness, capacity and financial stability. Applicants were encouraged to consider and pursue various collaboration models, including partnerships, shared services, mergers and, if necessary, dissolution.

J UVENILE JUSTICE WORKS, with more than 35 partners working collaboratively, focuses on young people by

implementing restorative justice programs within institutions. It also pilots diversion strategies to reduce youth contact with the justice system. In 2025, this was illustrated through key initiatives:

Reflecting this understanding of the broad community benefit of racial equity, the Community Foundation’s Board affirmed in 2025 its long-standing commitment to racial equity, a priority that has shaped the Foundation’s work since 2007.

For nearly two decades, the Foundation has convened cross-sector, community-informed efforts to advance diversity, inclusion and belonging across our region. In 2025, we continued to advance this work in several ways, including through the Greater Buffalo Racial Equity Roundtable, which the Community Foundation first convened in 2015.

• The Juvenile Justice Works Runaway Initiative, led by BestSelf Behavioral Health, in partnership with the Buffalo Police Department, the Community Action Organization of WNY STRIVE Initiative and other community stakeholders, provides an immediate and supportive alternative to traditional criminal justice pathways for runaway youth and at-risk teens. The initiative ensures that youth encountered by police are directed to safe spaces where they can receive intake, medical or behavioral health assessments, as well as wraparound services.

• A three-part restorative justice series, in partnership with the Erie County District Attorney’s Office and Erie County Restorative Justice Coalition, included implementing restorative justice practices at the district attorney’s office. This series results in youth with first-time offense status to have their felony charge dropped.

The Community Foundation continues to champion the broad and collective efforts needed to advance racial equity and strengthen Western New York. Together, we are creating a community where racial equity is a shared reality.

We see more consumers strengthening those businesses — buying groceries, cars and homes, and sustaining our cultural assets. When economic growth in our region is more equitable, everyone benefits, and collaboration across differences helps build stronger, healthier communities.

In June, the Community Foundation and the Greater Buffalo Racial Equity Roundtable hosted a private screening of “Pain and Peace,” a powerful documentary by hate-crime survivor Rais Bhuiyan, to deepen understanding of targeted hate and forgiveness. A panel discussion with Rais and state, local and faith-based leaders followed, along with meaningful conversations among clients, panelists and community partners.

15 major employers in our region that created a business cooperative to explore strategies and share resources to expand purchasing opportunities. In 2025, the BPI expanded its reach to include small businesses with fewer than 100 employees that are headquartered in the Buffalo Niagara region. The program has:

To help develop and refine an economic mobility agenda in Western New York, the Community Foundation and its partners — including representatives from our Board, government and business — joined CF Leads’ Economic Mobility Action Network (EMAN) cohort. This national program builds the Foundation’s capacity to advance this work.

The ripple effect is that positions are going unfilled, with employees turning down promotions or more hours because they cannot afford to lose 100 percent of their benefit. The result is that employers are struggling to build their businesses due to a limited workforce pipeline, ultimately leading to stunted economic growth for our entire region.

That is the Community Foundation’s “why” in our commitment to promote economic mobility — the ability of individuals or families to improve their economic status over time or across generations through educational achievement, workforce readiness and access to family-sustaining jobs for residents living in low-income households.

Sometimes, more means less. That is the case when employers are paying people in the workforce a higher salary due to career advancement — which should increase their overall means — but in reality, they are bringing home much less because that salary increase results in a loss of public benefits. Simply put, one dollar over the earnings threshold is all it takes for an individual to lose 100 percent of healthcare, housing and nutrition benefits. This is called the Benefits Cliff.

The cohort also provided an opportunity to leverage cross-sector partnerships focused on racial equity in economic mobility and received a generous capacity-building grant.

“Economic mobility requires us to engage in conversations with individuals who have lived experiences, and as a community, we are creating opportunities for individuals to have those discussions,” said Lisa Chimera, Deputy Erie County Executive, who participated in the cohort.

Healthy Homes, Resilient Communities UNCOVERING LEAD IN OUR COMMUNITIES

With 90 percent of our City’s homes built before 1978, when lead paint was banned, Buffalo ranks among the top 10 cities nationwide for elevated blood lead levels in young children, which can permanently harm them and cause cognitive, behavioral and developmental delays.

In 2025, the Task Force also created a new educational documentary, available at getaheadoflead.org, that shares perspectives from some of our community members affected by lead. Although there is much more to be done, the video highlights some of the important work that is currently underway and how the public can get involved in ridding our community of lead poisoning forever.

To address this issue, the Community Foundation has been convening the community since 2000 to find solutions.

The Lead Safe Task Force seeks to amplify the voices of parents with young children, increase the volume of grassroots engagement and engage a broad array of stakeholders in making Buffalo lead-safe.

By working together to identify risks, educate families and take action, we can make Buffalo a city where every child grows up safe from lead.

In recent years, nearly 40 partner organizations have come together and called on the City of Buffalo to be part of the solution by inspecting the 36,000 rental units at the highest risk of lead poisoning. This resulted in six new inspectors being added to the City’s inspection team and a renewed commitment to ensuring this important service gets done.

Everyone deserves to live in a healthy home, free from hidden hazards. Behind the peeling paint of many of Buffalo’s beautiful old houses lies one of the City’s most preventable health risks — lead.

If you really want to address a city full of children who are at risk for lead poisoning, you have to do it in a way that addresses the systems, and given our rental stock, it has to be directed to those rental units.

Where progress has been made in other cities, it’s worked because of those rental inspections.

The Ralph C. Wilson, Jr. Foundation’s Arts & Culture Initiative at the Community Foundation was established to recognize the key role that arts and culture organizations play in a thriving economy. This investment provides the Community Foundation with an opportunity to develop an intentional vision for the arts sector: a healthy, coordinated arts & culture ecosystem rooted in the collective good of the sector and the people it serves.

To further this vision, the initiative launched a capacitybuilding grant process in 2024 for arts organizations with budgets of $500,000 or less, resulting in an inaugural cohort of 35 organizations across the eight counties of Western New York, as well as Monroe County.

The purpose of this cohort, which met throughout 2025, is to augment capacity-building — strengthening an organization’s skills, knowledge and resources to improve its ability to perform tasks and achieve goals — and to establish and build a community of support among arts organizations. “ There is potential for real connection within many of these organizations and it is so inspiring and motivating to see that and start churning on ideas for how to activate it in our own little organization.”

Visually Impaired Advancement (VIA) established a new fund at the Community Foundation in 2025.

In 2025, a scholarship fund was established to honor the late Robert and Sylvia Coles.

The Buffalo Together Community Fund Report was released in February 2025, and outlines key strategies for building a thriving East Side community.

Created through the collaboration of foundations, including the Community Foundation, corporations and individuals, the Fund was designed to address longterm community issues. Guided by a steering committee and supported by the Foundation, the work to date has included listening, learning and exploring proven strategies to dismantle systems that have disinvested in East Side residents.

The organization, now called Buffalo Together, released a report outlining their learning and details key strategies designed and grounded in wealth building, development without displacement and a focus on safety, resilience, health and wealth.

According to Dr. LaVonne Ansari, Buffalo Together Board Chair, “In 2025, we have gotten much closer to making our vision a reality. We have been successful in establishing a framework that will ensure that our work is sustainable and that it honors the victims of 5/14 and their families.

Buffalo Together will continue to be community-led as we work to create something good from this tragedy and take action to build a stronger, healthier and more resilient East Side.”

Buffalo Together has now established a formal board, obtained 501(c)(3) nonprofit status and established funds at the Community Foundation to plan for its long-term focus. It also awarded a second round of grants totaling $600,000 to 30 organizations serving the East Side and aligned with the strategies outlined in the report. An executive director is expected to be hired in early 2026.

In October, the Community Foundation was honored to be part of Native American Community Services of Erie & Niagara Counties’ 50th anniversary celebration. At the gala, the Community Foundation received the 2025 Bundled Arrows Award, which is inspired by the Haudenosaunee Confederacy’s Great Law of Peace and the ancient lesson that a single arrow can be broken, but a bundle remains strong.
