Welcome from the Agency Administrator Welcome to the 2019-2020 school year!

We are excited to offer new services to CESA 2 districts, in addition to the core services on which you’ve come to rely. Your input has been the impetus for the new service offerings this year and those we’re considering for next year.

Addressing the Substitute Shortage Securing substitutes has been a pain point for districts across the state. To help alleviate the shortage, CESA 2 developed an online training Dan Hanrahan program for potential substitutes to earn CESA 2 Administrator licensure. Nearly 400 individuals have taken the online training or participated in an in-person training. That’s 400 more substitutes available to districts around the state.

We have also developed a relationship with Rachel Wixey and Associates to provide substitute recruitment and management services to districts.

This, combined with a larger pool of substitutes, is intended to make your life easier.

ESL and Bilingual Ad-On Licensure Opportunities To better meet the diverse needs of our districts, we plan to offer ESL and Bilingual Add-On Licensure opportunities, pending WI-DPI approval. This new service would offer 1-year and 2-year licensure programs for teachers to add-on an ESL or Bilingual license.

ISTE Certification CESA 2 is one of only 11 agencies in the world to offer ISTE Certification for educators. This digital credential recognizes educators who understand how to transform teaching pedagogy with digital learning.

Other new services include School Social Work, Micro-Credentialing, and Grant Writing. You can learn more about these beginning on page 12 of this catalog.

CESA 2 Agency Administration Description: The Agency Administration incorporates the complete operation of CESA 2 services, facilities, and connections with district administrators, the Board of Control and other stakeholders.

Primary Responsibilities  Chief executive officer and legal agent on behalf of the Board of Control  Advisor to the Board of Control on Agency matters, including programs, budgets and policies  Arrangement of Professional Advisory Council (PAC) meetings to obtain its counsel for the Administrator and the Board of Control  Agendas for Board of Control, PAC, and other groups  Representation at DPI, CESA statewide, and other educational organizations and entities  Maintenance of an office with the necessary facilities for professional development and communication with school districts  Provision, management, and evaluation of all staff members, recommending salaries and implementing Board of Control policies, rules, and regulations  Preparation and supervision of the administrative budget and program budgets  Assurance of federal and state reports  Maintenance of property, equipment, and inventory  Maintenance of and recommendations for insurance policies, investments and statistical data  Dissemination of information to districts, media, and Board of Control  A system of determining services for districts and execution of contracts for these services.  Promotion of new programs and services  Liaison between DPI and local districts  Supervision of and recommendations for various CESA offices throughout the CESA 2 area Primary Stakeholders  District Administrators  CESA 2 Board of Control  Local School Boards  CESA 2 Department Directors

Board of Control The Board of Control is an 11-member board representing geographical clusters in CESA 2. Each member of the Board of Control is a member of his or her school board.

The Board of Control:  Sets policies  Authorizes expenditures of all funds  Appoints an Agency Administrator  Approves service contracts with local school districts  Receives funding from districts paying for services, state categorical aid, and state and federal grants The members of the Board of Control are elected by a delegate assembly made up of representatives from the seventy-four school districts served by CESA 2.

Board of Control members serve three-year terms.

CESA Membership The Membership Fees districts pay to their CESAs were established to support the operational expenses of the CESA Agency Administrator and Board of Control. Please note that CESAs no longer receive any direct operational funding from the state of Wisconsin.

For 2019-2020, the membership fee for CESA 2 will be comprised of a flat fee based on district size and a per pupil rate of $0.60. The student counts for the districts are from the certified enrollment files from the Department of Public Instruction for the 2018-2019 school year.

The flat fee for the four tiers based on district size: Small (0-1,000 students): $1,100 Intermediate (1,001-2,000 students): $1,200 Medium (2,001-4,000 students): $1,400 Large (4,001+ students): $1,500

Leadership Support for Member Districts In today’s dynamic education climate, it is useful to have places to network with colleagues and learn from each other. CESA 2 offers a variety of opportunities for district leaders to collaborate and share their ideas, including:

Legislative Breakfasts CESA 2 holds a monthly Legislative Breakfast when the State Legislature is in session. The meetings provide an opportunity for superintendents to talk with legislators in an informal setting and for legislators to share their work that is focused on or will have an impact on public education in our state.

Professional Advisory Committee (PAC) CESA 2’s Agency Administrator and its Board of Control are advised by the administrators of the 74 member school districts. The Professional Advisory Committee (PAC) meets monthly. All CESA 2 school district administrators are invited to attend the PAC meetings.

Affinity groups are coordinated based on the interests of the district administrators.

Regional Liaisons CESA 2 established liaisons in 2014 to ensure a greater level of direct contact with each district.

There are two regional liaisons serving the districts of CESA 2. They meet with superintendents individually and as groups within particular geographic areas.

The role of the liaison is to listen closely to district superintendents and leadership teams to determine areas of need and trends across districts. These connections allow CESA 2 to better develop services to meet district needs and co-create innovative solutions with our district partners.

Substitute Management Solutions CESA 2 has partnered with Rachel Wixey & Associates to deliver innovative substitute recruitment and management solutions for school districts.

Learning is structured in an online platform with learning experiences, research, and application. Learning is supported with email and video conference communication to enable clarity and success. Technical Assistance (TA) Network for Improvement The CESA 2 TA Network is a team of expert consultants supported by DPI funding from both ESSA and IDEA. This integrated and collaborative network will guide district and school leadership teams as they work to continuously improve their equitable multi -level systems of support.

Teams will work collaboratively to analyze current systems, design next steps, and use implementation science to effectively improve outcomes and close achievement gaps by ensuring equitable access to learning.

New and Expanded Services for 2019-2020 The Innovative Leaders Network This Network is an opportunity for new (and veteran) school leaders to learn with and from one another. Join peers for a facilitated book study and guest speakers around topics of emerging educational trends.

Grant Writing Understanding the need for financial resources outside traditional K-12 funding, CESA 2 now offers grant identification and grant writing services to allow you to focus on what you do best. Our consultants have written hundreds of grants to help school districts meet their professional development and other needs.

New Teacher Mentor Project CESA 2 introduced a New Teacher Mentor Project in 2018-2019, utilizing the work and training of the New Teacher Center, a national nonprofit organization dedicated to improving student learning by guiding a new generation of educators. The initial cohort of 50 mentors from 14 districts will continue through the next school year and a second cohort is expected to be added. Learn more.

Strategic Visioning and Planning CESA 2, working with pioneers in organization design and social systems theory, has developed a method and set of tools to help districts transform themselves. We work from a set of principles: that people understand best what they help to design; that people care more about what they help to design; that organization design properly includes holistic attention to function, structure, and processes within the unique context surrounding the organization to be designed; that system problems and solutions advance iteratively over time; that it is possible to influence the future, not just wait for it to occur.

Research and Development Projects Return to Table of Contents

New Services Being Considered CESA 2 consultants and leaders are continually conducting research and development to determine new and impactful ways to serve member districts and save you time and money.

Below are services currently being considered as part of our research and development process.

Special Education Director Services CESA 2 is considering offering Special Education Director Services to districts in need of this leadership role. The CESA 2 Special Education Director would assume the responsibilities of administering and managing Special Education instructional staff for all aspects of programs and services for children with special education needs.

District Assessment Coordinator (DAC) Services CESA 2 is considering the development of DAC services to school districts. This service will assume the role of the district DAC, communicating appropriate testing procedures for all required assessments throughout your district, training staff on appropriate testing procedures, and facilitating data summits to help districts understand their testing results and district report cards.

Centers of Excellence CESA 2 recognizes that the world of education is dynamic. The Centers of Excellence are the services in which CESA 2 has established designated areas of expertise to best support educators, schools, and districts. Our services in these Centers of Excellence are designed to enable educators and leaders to utilize best practices, become leaders in their fields, and to continually enhance their strengths.

Professional Development Packages CESA 2 offers professional development packages for in-district work.

Packages purchased on the annual contract or through a Request for Services before June 1, 2019 are eligible for discounted rates.

Single Day Rate: $1,000 Four day retainer package: $950/day plus mileage (5% discount) Ten day retainer package: $850/day plus mileage (15% discount) Districts may customize these days to include any combination of in-district coaching or training for individuals or groups of teachers and/or leadership teams. Packaged retainer days may be pre-purchased to be used on consultant design and delivery of customized professional development.

Senior Directors for the Centers of Excellence Curriculum and Coaching Mary Jo Ziegler has worked in diverse educational settings for over 30 years. The first 15 years of her career were spent in classrooms teaching grades 2-8. After earning a M.S. in Reading, she moved into an instructional coaching and intervention role at Sherman Middle School in Madison. A second Master’s Degree in Educational Leadership led to roles as district instructional resource teacher, a literacy coordinator, PK-12 director of instruction, and DPI Consultant.

Over the years, Mary Jo has worked to support educators as they design engaging and effective learning opportunities that motivate achievement by building routines and scaffolds that guide students through successful learning experiences.

Language and Culture Tere Masiarchin has worked in the field of culturally and linguistically diverse education since 1996 when she began teaching adults English as an Additional Language while serving as an AmeriCorps volunteer. She completed her Master 's in Teaching English as a Second Language from the University of Minnesota, Mankato in 1999 and began her career teaching Multilingual Learners.

She later earned her K-12 Administrator and Curriculum Licenses from Marian University. Prior to joining CESA 2, Tere worked for CESA 6 and in districts as an EL/Bilingual Program Director, Director of Grants, K-12 EL teacher, and an EvenStart Teacher. Tere has worked with school districts throughout the country providing highly engaging and effective professional development, EL program evaluations, EL Shadowing, and coaching. Tere has been presenting at state and national conferences, often as a keynote speaker, for 18 years.

Senior Directors for the Centers of Excellence Digital Leadership and Learning Beth Clarke is an innovative educator, whose passion lies in digital leadership. She loves working with districts and teachers to unleash potential by leveraging digital tools and resources. Beth earned her undergraduate degree in Art Education and graduate degree in Instructional Technology from UW-Whitewater. Additionally, she has earned her Education Administration licenses for Principalship and Director of Curriculum and Instruction from Edgewood College. Beth has a love of learning and applying new strategies to classroom opportunities, professional learning, and presentations.

Specialized Services and Staffing Stephanie Cobbs Woloshin, M.S., CCC-SLP/ Certified Autism Specialist. Stephanie is a practicing speech-language pathologist and certified autism specialist with 26 years of experience and national, state and DPI certifications.

Stephanie works closely with speech-language pathologists in the CESA 2 region to keep them updated on current issues in the field and helps local districts coordinate service provision to students with disabilities in the following areas: Educational Audiology, Deaf and Hard-ofHearing, Visually Impaired, Orientation and Mobility, Occupational Therapy, Physical Therapy, and Speech-Language Disability.

Senior Directors for the Centers of Excellence Data and Systems Analysis Ed O’Connor, Ph.D. had served the Monona Grove School District for 15 years as a school psychologist and Director of Continuous Improvement and Assessment before joining CESA 2. He has worked at all levels from 4K-12 and also lectures at the collegiate level in the School Psychology Program at the University of WisconsinMadison. Ed has longstanding research interests in the areas of early literacy instruction and assessment, bridging the research-practice gap, systems change and models of continuous improvement in education, and preparing students to be “college and career ready.” Ed is a frequent presenter on these topics at state and national conferences.

Integrated Systems and Implementation Science Dr. Valerie Schmitz is the Educator Data and Practice Specialist for CESA 2. In this position, Valerie leads the regional work for educator development and district implementation of the Wisconsin Educator Effectiveness System, as well as data analysis and school improvement. Valerie has deep expertise in this work, serving as the Educator Effectiveness Coordinator at CESA 6 for four years. She has assisted districts with the implementation of both Educator Effectiveness and the Effectiveness Project. She also has deep expertise in data analysis, systems analysis, and school improvement. Valerie has earned a Ph.D. in Education with a specialization in Instructional Design for Online Learning as well as an Ed.D. in Educational Leadership. She also holds a M.Ed. in Technology Education as well as an M.Ed. in Educational Leadership.

Senior Directors for the Centers of Excellence Student Behavior and Support Tracy Elger, Ed.S. is the Executive Director of Integrated Programs and Services and currently serves as the Senior Director for Student Behavior and Support. Tracy has been with CESA 2 since 2015. As Executive Director, she is responsible for aligning CESA 2 programs and services with district needs.

Tracy serves on the Executive Cabinet, which functions as the agency’s executive leadership council. Tracy has both a Master’s and an Educational Specialist (Ed.S.) degree from the University of Wisconsin-Madison. She is licensed as a teacher, building principal, director of special education, and superintendent.

Consultants for the Centers of Excellence Elizabeth Witter Freeman, Ph.D. has been supporting CESA 2 schools since 2015. Her areas of specialty include school systems, school improvement, data analysis, strategic planning, RtI/E-MLSS, and pupil service delivery. Elizabeth practiced as a School Psychologist near Madison, WI after receiving her doctorate in Educational Psychology from the University of WisconsinMadison in 2007.

Diane Jensen has over 30 years of teaching experience as a middle and high school special education teacher, instructional coach, and most recently as a 5th grade general education teacher. The majority of Diane’s career was at Monona Grove High School as a special education teacher and instructional coach with an emphasis on college and career readiness skills, differentiation, and effective instructional practices. This is Diane’s 6th year working exclusively with teachers via professional development and on-site coaching experiences.

Ron Dayton is the lead on the CESA 2 Liaison Project outreach effort. Ron is a trained consultant in SMART goal setting, Educator Effectiveness, and systems planning. Previously, Ron had been the superintendent at the Cambridge School District for 12 years. He spent 13 years in elementary classroom teaching and 32 years in school and district level administrative leadership.

Consultants for the Centers of Excellence Lynée Tourdot, Ph.D. was a teacher for 11 years and an administrator for 15 years in both small rural and urban districts with diverse populations.

She has a Master’s Degree in Education and a Ph.D. from UW-Madison in Leadership for Social Justice. Lynée consults in areas of Educator Effectiveness, Effectiveness Project, English Learners, Instructional Coaching, and WISEData.

Lynée is also a Superintendent Liaison with the CESA 2 Liaison Project.

Steven Mijajlovic is a Curriculum and Coaching Consultant with CESA 2. Steven comes to CESA 2 with ten years of experience in Mathematics and STEM across all grades. He taught mathematics in Chicago Public Schools and the suburbs, and most recently was working as a STEM Curriculum and Instructional Coach in the Chicago suburbs.

Steven received his Master of Science in Education with a focus in Secondary Mathematics Education at Northwestern University. His research focused on developing student thinking through writing and discourse.

Robin Rivas is a consultant in the Language and Culture Center of Excellence supporting the areas of Language Acquisition, English Learners, and Bilingual/Multicultural Education. Robin has worked as a teacher and administrator for 34 years with culturally and linguistically diverse populations. She worked in Milwaukee Public Schools as a teacher and administrator and Racine Unified School District as the Executive Director of the Department of Language Acquisition. Robin has also taught future educators at the University of WisconsinMilwaukee. She has a Master’s Degree in urban education with a focus on multicultural education and is currently working on her doctorate degree researching RTI and English Language Learners.

She comes to this position with over 20 years of experience as a teacher working with children and families in a variety of settings as an ECSE teacher within school district programming, an Early Interventionist with Birth to Three Programming, and as a 4K and 5K teacher. Karen holds undergraduate and graduate degrees in the field of early childhood education and special education.

Nicole Aldworth is an Early Childhood Program Support Teacher at CESA 2. She joins CESA 2 with almost 20 years of experience working with young children and their families. Nicole spent most of her career working in the Sun Prairie Area School District and Marshall Public Schools teaching Early Childhood Special Education, 4K, and 5K. She holds undergraduate and graduate degrees in the field of early childhood education, special education. Providing rich and engaging early literacy opportunities for all children is a passion of hers, along with coaching and support of those working with young children.

Carlene Chavez is a Wisconsin Statewide ParentEducator Initiative (WSPEI) Family Engagement Coordinator for CESA 2. Her role is to create stronger connections and engagement between schools and the families that they serve.

Consultants for the Centers of Excellence Hector Portillo joined CESA 2 in 2018 as a Family Engagement Coordinator. His work is part of the Wisconsin Statewide Parent-Educator Initiative (WSPEI) and his role is to create stronger connections and engagement between schools and the families that they serve.

Prior to joining CESA 2, Hector worked as an Academic Case Manager at the Latino Academy of Workforce Development (LAWD).

He graduated with a degree in Public Administration and Political Sciences from Universidad Autὀnomo de Chiuahua./CD Juárez.

Donna Hutson is the Professional Resource Center (PRC) Consultant, DPI’s ATLC Director, and the Accounts Payable Associate at CESA 2. She's from Lake Mills, Wisconsin. For 20 years, Donna was the librarian for Lake Mills School District. After that, she worked at the Lake Mills Public Library. Donna enjoys visiting districts to share the many and varied PRC offerings that support student learning.

Jill Gierach is a teacher with a Master’s degree in teaching children with multiple disabilities and is a certified instructional coach. Jill holds a teaching license in assistive technology, and national certification by RESNA as an assistive technology practitioner. She has advanced training in AT assessment, non-verbal reading assessment, environmental communication teaching, and Tangible Symbols communication.

She was the last director of the Wisconsin Assistive Technology Initiative and, as such, the editor and contributing author of the 2009 WATI ASNAT manual. Jill established the Assistive Technology Academy and Assistive Technology Library and continues to support those services at CESA 2.

Co-Teaching Co-Teaching is generally defined as two licensed educators, often a special education teacher or EL specialist and a general education teacher, sharing equal responsibility for planning, delivering, evaluating instruction, and learning to meet the diverse needs of students in a shared space.

The overarching goal of co-teaching is to combine and expand upon the expertise of both professionals for the benefit of all students assigned to them.

CESA 2 has been instrumental in shaping co-teaching practices both in districts and at the state level with its involvement in the Department of Public Instruction’s Co-Teaching Workgroup. CESA 2 staff have presented on coteaching around the state and have informed the creation of DPI’s Co-Teaching Toolkit.

New Teacher Mentor Project CESA 2 introduced the New Teacher Mentor Project for the 20182019 school year utilizing the work and training of the New Teacher Center, a national non-profit organization dedicated to improving student learning by guiding a new generation of educators.

Research on the program has shown the students of new teachers whose mentors are trained by the New Teacher Center have an additional 2-6 months growth in Reading and Math per year as compared to other mentor programs. The research has also shown a retention rate more than 30% higher than in districts that use other mentor programs.

The model is designed to work in any district of any size to support districts in the mentoring of new teachers. Our initial cohort of 50 mentors from 14 districts will continue through the next school year and a second cohort is expected to be added for this year.

ESL and Bilingual Add-On Licensures Pending WI-DPI Approval CESA 2 plans to offer 1-year and 2-year licensure programs for teachers to add on an ESL or Bilingual license, pending WI-DPI approval.

As educators, we know balance between theory and practice is essential. CESA 2 plans to provide a foundation for understanding and implementing language acquisition theories, culturally and linguistically responsive teaching practices, and assessment of multilingual learners. Our flexible learning format offers online coursework, reflective and effective feedback, and collaboration with others, so that all teachers are prepared to teach multilingual learners.

Professional Development CESA 2 offers a number of opportunities for educators to enhance their practice. Workshops are offered throughout the year focused on effective strategies for teaching students who are English Language Learners, including those on the topics of sheltering instruction and assessment, program development, dual language immersion, and determining language and/or disability.

Program Evaluation and Other Services CESA 2’s Language and Culture Center of Excellence offers support to districts in the development of effective programs for students who are English Language Learners.

The service includes a needs assessment specific to the district.

Services are tailored to the needs of the district based on the results of the needs assessment, which may include an analysis of relevant data, on-site meetings, the development of individual English Language Development Plans (ELDP) and the development or updating of the district’s plan for English Language Learners or bilingual students.

Thinking Maps This in-district professional learning opportunity is designed for teachers and school leadership teams to use Thinking Maps as a common visual language for applying and improving thinking processes, communicating ideas and points of view, and assessing progress over time.

Thinking Maps is a visual thinking tool that provides a systemic approach for all students to access content. By visualizing our thinking, we create concrete images of abstract thoughts. These patterns help all students reach higher levels of critical and creative thinking by utilizing consistent visual patterns linked directly to eight specific thought processes.

WIDA Screener & ACCESS Training and Administration The CESA 2 Language and Culture Center provides support for you to meet the legal needs regarding identification, assessment, and reclassification of ELs. Our staff are certified in administering the WIDA Screeners (K, Grades 1-12) and WIDA ACCESS (K, Grades 112). Additionally, we provide the training needed to complete the WIDA courses for staff to become certified in administered the WIDA Screener, ACCESS (K, Grades 1-12), and Alternative ACCESS. We provide the training on-site in your district or at CESA 2 (WIDA Screener training is in August and the WIDA ACCESS trainings are November).

The Digital Leadership and Learning Center has three micro-credentials: 1. Empowering Learners Today and Beyond: Dig into research on the learners of today and how we can better meet their needs. Start looking at learner-centered practices that can change how students in your setting interact with learning. Go on a school visit and participate in a workshop if desired to support your learning.

2. Learner-Centered Practices - The Essentials: Building relationships is key to supporting learners in your educational setting. You will look into key moves that can support relationships and build a learnercentered environment. You will also examine various models that support learner-centered practices and chose a project that supports a component from a model.

3. Learner-Centered Practices - Implementation: It is time to dig into more strategies and resources to support your learner-centered environment. We will connect with an expert and engage in realtime studies to transform our practices.

Micro-Credentials: Micro-credentialing is an opportunity for educators to learn on their own time, pace, and place. Learning is structured in an online platform with learning experiences, research, and application. Learning is supported with email and video conference communication to enable clarity and success.

Note: This is not graded, instead criteria are met and strategies implemented. The participants will engage in a problem to solve in their classrooms and apply learning to solve that problem with an action research project. They will plan, implement, reflect, and adjust for their final project. A peer will provide feedback to their project for further dialogue and growth.

ISTE Educator Certification This internationally-recognized educational technology certification is offered at a handful of Certification Authorized Providers (CAPs) across the country. CESA 2 was chosen as one of the national training centers.

There is a 2 day on-site training followed by a self-paced online experience that includes 5 learning modules. Each module focuses on one specific aspect of effective technology integration and includes blended learning, classroom/district application of best practices, and reflection on professional learning. It also provides opportunities to collaborate with other ISTE educators and to receive personalized feedback from instructors.

Upon completion of the online portion of the certification process, participants will have six months to create a portfolio that demonstrates learning and shows evidence of effective technology integration practices.

Participants who complete the certification process, and whose portfolios are accepted by the national ISTE evaluation team, will become ISTE Certified Educators, an internationally-recognized edtech certification.

Educational Audiology Educational Audiologists licensed through DPI and the Department of Safety and Professional Services work in collaboration with teachers of students who are deaf or hard of hearing, the medical community, parents and school staff to evaluate whether a child has a need for special educational services related to hearing loss.

Following federal and state guidelines, the Audiologist may select, fit, and verify personal assistive listening devices, provide on-site visits to monitor the function of any hearing equipment and provide coordination of repair and maintenance as needed.

Most importantly, CESA 2 Audiologists provide hands-on support for classroom and special education teachers who work with hearing impaired students.

Occupational Therapy Occupational therapists use purposeful activity to facilitate a child's active participation in self-maintenance; academic and vocational pursuits; and play or leisure activities that occur in school environments.

Using direct and indirect services, as well as assistive technology and environmental modifications, school occupational therapists collaborate with parents, teachers and other educational staff to help implement a child's special education program.

Physical Therapy The emphasis of school-based physical therapy is to help students access the academic environment and participate in educationally related activities as part of an Individualized Education Plan (IEP).

Physical therapists are responsible for evaluating and treating students with disabilities, maintaining daily progress and attendance records, writing progress reports, attending IEP meetings, and recommending adaptive equipment, environmental accommodations, or assistive technology.

Physical therapy services are provided primarily through an integrated service model, meaning services are a combination of direct student-therapist contact with consultation and instruction to others involved in the student’s educational program.

School Social Work Children today are subjected many social forces that negatively affect their capacity to learn. The unmet physical and emotional needs of students can interfere with their academic performance and ability to succeed in school.

School Social Workers are trained mental health professionals with a degree in social work who provide services related to a person's social, emotional and life adjustment to school and/or society. School Social Workers are the link between home, school and community in providing direct and indirect services to students, families and school personnel to promote and support students' academic and social success.

Speech/Language Therapy Speech-language pathologists (SLPs) in the public schools work to assess and treat speech and language disorders including: articulation/phonological disorders, disorders in language-learning; pragmatic/social communication disorders, cognitivecommunication/executive functioning disorders, voice disorders, fluency/stuttering disorders, and augmentative-communication (AAC) needs.

SLPs work collaboratively with teachers, parents, and professionals from other disciplines to help students access the school curriculum and develop necessary life skills for communication at all developmental levels (EC-Adult). The use of data is essential for record keeping and driving the intervention for students enrolled in speech and language programming.

Assistive Technology Lending Library Why an AT Library?

An AT Library provides districts with access to technology, tools and software for trial use.

How does the library benefit school districts?

Districts can save money and time by borrowing devices and software from the AT Preview Library. We provide district staff with the ability to trial several similar pieces of technology on behalf of a student. After a trial period, the district can then purchase whichever tool is deemed best-suited for their student.

How does the library work?  A yearly subscription allows all district staff access to an online catalog of materials that support all aspects of curriculum  District staff may place requests for the purchase of library items specific to their needs  A subscription also includes email or phone support for use of the library items  Included in the price is the CESA 2 van service—all materials are delivered and picked up from a central location in the district on a weekly schedule Subscription fees based on total district size (see chart).

Professional Resource Center (PRC) The Professional Resource Center (PRC) is an instructional materials library for both special and regular education classrooms to use to support students. School districts can get the most out of their evertightening budget by borrowing anything from listening devices and learning kits to board games and books from the PRC. There are books, 3D printers, learning assessments, classroom kits, and so much more available for school districts to borrow, with over 8,700 items in the collection. A CESA 2 PRC membership has the potential to pay for itself very quickly.

This service includes a district visit/consultation and CESA 2 van delivery service. Resources are delivered and returns picked up once a week at the drop-off/pick-up site (determined by the district administrator).

How Can This Service Benefit Your District?

Membership in the PRC saves districts money by providing access to high-cost resources that may only be in demand periodically. This service provides staff with an opportunity to preview and trial appropriate materials before purchase.

Staff may access the online catalog at anytime from anywhere to place an order. Orders can be placed by email, phone or fax.

Alternative Compensation Planning Many districts in Wisconsin are considering revising compensation packages for teachers and other staff groups since the passage of Act 10, which created additional flexibility in recruitment, hiring, and compensating staff.

A large and evolving literature has emerged that indicates traditional compensation packages that include static steps and lanes for compensation calculation may not be the best routines for attracting and retaining high quality educational professionals.

CESA 2 has developed a systematic routine for facilitating planning groups that include staff, administrators and board members through a series of discussions and research activities to define clear goals and success criteria for improved compensation packages.

CESA 2 staff with experience on school boards, as school administrators, teachers, and support staff serve as facilitators and external coaches through a process that supports your district in developing and scaling an alternative compensation routine that is uniquely suited to your organization’s circumstance and culture.

Alternative compensation planning supports require a long-term contract to be developed to match the specific needs of your district. Typical contracts will involve 4-6 foundational sessions of 2-3 hours and several additional workgroup support sessions to guide plan development and deployment planning. Alternative compensation planning packages also include support for ongoing evaluation of outcomes and follow-up review activities to ensure long-term success.

Assessment Review and Assessment Implementation Supports Over the past two decades, the collection of data reflecting student outcomes and measurement of a broad range of variables important for continuous school improvement have proliferated. In this time, schools have incorporated numerous different assessment tools and data routines in an attempt to gather information about program impacts, strengths and opportunities for improvement.

More recently, many districts and schools have begun to question the usefulness and effect of the assessment tools and routines that have been established.

CESA 2 offers strategic support through a facilitated process for reviewing existing assessment tools and procedures. The basic Assessment Review routine includes training of staff reviewers to establish common and up-to-date knowledge of critical assessment issues and quality indicators; analysis of data from existing assessments; and, facilitated review activities that result in a summary report including recommendations.

District Assessment Coordinator (DAC) Network District Assessment Coordinators (DACs) have a myriad of responsibilities to ensure that their district assessments run smoothly.

The DAC Network provides an opportunity for DACs to share best practices, tools and insights.

The DAC Network meets quarterly throughout the year and is a free network for CESA 2 member districts.

WISEdash/WISExplore CESA 2 staff provide districts with support around understanding their data in WISEdash. The support focuses on helping educators to perform comprehensive data inquiry to assist with school improvement planning and implementation.

Educators are supported in the use of state and local data systems and tools, as well as, how to research and implement data-informed practices. Trainings focus on helping participants understand Report Card scores and their interpretation, navigation of WISEdash features, the key data types available in WISEdash, investigation of basic data questions using WISEdash and documenting data inquiry.

More advanced training is provided around importing graphs from local data, the Cohort Tool, achievement gap data, the Forms Manager, DEWS data, practice using the WISEdash tools to investigate relevant data questions and understanding advanced data inquiry processes such as root cause analysis.

Assistive Technology Academy What is the Assistive Technology (AT) Academy?

The purpose of the Assistive Technology Academy is to advance teachers’ skills. We deliver the tools, training, legal updates, collegial support, and leadership critical to achieving this goal. The end result is that students with disabilities will be successful learners through the thoughtful application of universally designed learning (UDL) environments. This, augmented with more specialized assistive technology, provides the flexible scaffold teachers need to personalize the learning needs of all students regardless of label or program type.

CESA 2 Bridges the Gap for Districts Districts are legally required to provide assistive technology supports to students with IEPs. However, in a study of teachers’ knowledge on use of AT, 93.7% reported being not prepared or poorly prepared to provide students with special education needs assistive technology services (Alkah Tani, Keetam 2013).

CESA 2 Assistive Technology Services has bridged this gap for 19 years by providing cutting edge access to information, tools, and training.

This is accomplished by:  Creating an integrated professional learning community to build individual and corporate skills in the area of assistive technology  Providing resources, technology, and hands-on training in the application of these technologies to increase student success  Making technical assistance available to build local capacity

Educator Effectiveness CESA 2 provides support for both the DPI model (based on the work of Charlotte Danielson) and for the CESA 6 Effectiveness Project (an approved equivalent model based on the work of James Stronge).

This service includes professional development, consultation and customized support for districts as they implement either model.

Supporting District Implementation DPI model Working on the Work (WOW) is an annual, four part, free training designed specifically for school-based teams of educators to gain a deeper understanding, achieve consensus, and build success strategic for local implementation of Educator Effectiveness.

Effectiveness Project (CESA 6 model) The DPI approved the CESA 6 Effectiveness Project as an “equivalent model” for use by districts as their performance evaluation system.

RSN—Regional Service Network The Wisconsin Regional Service Network (RSN) is offered in cooperation with the Department of Public Instruction as a free support to all area Directors of Special Education. The mission of the Wisconsin RSN is to improve the quality of educational services to students with disabilities. The RSN has identified the strategies of communication, staff development, and leadership for accomplishing this mission. The RSN also provides technical assistance to local special education leaders via phone calls, district visits, information dissemination, and discussions at CESA 2 RSN meetings. The State Performance Plan-20 Indicators (SPP) influence the RSN responsibilities at both the state and local levels.

Site Specific Technical Assistance Frequently, individual district or school sites require technical assistance for addressing challenges or are seeking support for improvement in areas that are unique and specific to a particular site or circumstance.

CESA 2 consultants and staff reflect highly diverse experiences, have functioned in most roles and functions within school settings, and have decades of experience in school systems of all sizes and contexts. In addition, CESA 2 maintains a network of relationships with educational experts across the state and nation that may serve as consultants for addressing essentially every challenge or capacity building need.

Special Education Consultation The Special Education team provides consulting services designed to strengthen the capacity of school districts to meet the diverse needs of individual students within both their special educational programming and their regular education programming.

Title I Statewide Network Overview The Title I Network is a collaborative effort with the Cooperative Educational Service Agencies (CESAs) that provides increased technical assistance and professional development for districts and schools with Title I programs. With financial support from the Department of Public Instruction (DPI), each CESA provides free or reduced cost Title I services for all school districts in their CESA. CESA 2 provides the following services: Title I Coordinator Leadership Information and resources are provided through one-on-one technical assistance, three Title I Network meetings, and a Title I New Coordinator Orientation. Title I and ESSA Application Consultation to districts regarding Title I law, programming, reporting requirements, and monitoring guidance are always available, in or out of district.

Title I Related Professional Development Teacher Professional Development workshops provide in-depth professional development for Title I teachers, classroom teachers and Title I coordinators, focused on core curriculum in reading, writing, speaking, literacy, and math.

Title I Resources and Collaboration School districts are kept informed through timely emails and web updates. A variety of Title I related resources also available for use by school districts.

Transition Advisory Network (TAN) The CESA 2 Transition program works with school districts throughout a seven-county area to develop a strong Transition Advisory Network (TAN). The purpose of our network is to partner with school districts, youth, families, and communities.

TAN was developed to provide ongoing information and support to district staff working in the area of transition. Members have the opportunity to network with other districts and build a learning community of unique ideas to assist in their transition plans within their districts.

Non-Violent Crisis Intervention® (NVCI) Training The Non-Violent Crisis Intervention® training program is a holistic behavior management system based on the philosophy of providing the best care, welfare, safety, and security for staff and those in their care, even during the most violent moments. The program focuses on preventing disruptive behavior by communicating with individuals respectfully and with concern for their well‐being. The program teaches physical interventions to be used only as a last resort—when an individual presents an imminent danger to self or others—and all physical interventions taught are designed to be non‐harmful, non‐ invasive, and to maintain the individual’s dignity. Follow‐up debriefing strategies are also key components of the training program.

This training will benefit school staff members who may find themselves in a position to intervene or diffuse a potentially physical or violent situation, including teachers, paraprofessionals, principals, guidance counselors, social workers, office personnel and psychologists.

PBIS - Positive Behavioral Intervention and Supports PBIS is a systemic approach to proactive, school-wide behavior based on the Multi-Level System of Support model. It is NOT a curriculum, but rather a decision-making process that guides selection, integration, and implementation of evidence-based behavioral practices and strategies for improving important academic/behavior outcomes for all students.

Coach and Team Training CESA 2 offers a comprehensive sequential training program for both coaches and district/building team members to facilitate implementation of PBIS (EC-12). These trainings are held throughout the school year in collaboration with the Illinois and Wisconsin PBIS Networks.

In-District Training CESA 2 offers a variety of in-district professional development opportunities to support district/building needs, including NVCI and Functional Behavior Assessments/Behavior Intervention Plans (FBA/ BIP). The varied educational backgrounds and experiences of the CESA 2 PBIS team allow for customized services to meet the diverse needs of district/building staff.

Dialogue with Attorney Program The Dialogue with Attorney program is intended to address general procedural compliance questions regarding special education law.

Typical questions and topics include IEP content requirements, IEP meeting requirements, student discipline procedures, least restrictive environments, evaluation procedures, student transfers, Section 504 accommodation plans, etc.

The program does not include development or review of policies, letters, or extensive review of school district documents. The attorneys in the program will advise participants when the request may be outside the program.

Driver Education Driver Education is a foundational offering of CESA 2. Districts that contract with CESA 2 are able to offer a driver education program to students at no cost to the district. Contracting with CESA 2 for this program allows districts to offer driver education to their high school students without incurring operational, vehicle, staff, and liability costs.

The program is 100% funded by student fees.

Traditional classroom Driver Education is taught in the local high schools of the CESA 2 partner districts. The traditional classroom course meets all requirements of the DPI and the DOT for Driver Education. CESA 2 instructors are certified educators through WI-DPI, an important distinction compared to commercial driving schools. Behind-thewheel driving is conducted locally with CESA 2 instructors providing instruction.

Online Course CESA 2 offers an online option for completing the classroom phase of driver education. The online course can be offered along with a high school program as an alternative for students. It offers another option to students who may be unable to attend the class at the high school.

The online course meets all DPI and DOT requirements for online learning. It also meets the online learning standards set by iNACOL, an international association that specializes in competency-based online learning.

Innovative Student Loan Solutions Assist your employees with the reduction or elimination of their student loan debt through CESA 2’s partnership with the Hamilton County ESC and Fiducius.

The ISLS team uses the Public Service Loan Forgiveness Program established by Congress in 2007 to work with employees to reduce monthly student loan payments and maximize loan forgiveness. ISLS can also assist employees in the financing of advanced degrees and to increase retirement account contributions through the reductions of student loan payments.

This program is open to all full-time employees in your organization regardless of position or title. There is no “cap” on the loan forgiveness amount. Districts do not incur any costs by offering this benefit to employees.

Rock County’s Birth to Three Program Rock County’s Birth to Three program is an early intervention program for children ages birth to 36 months with developmental delays or disabilities. Using a family-centered approach, the program helps families to receive the necessary supports and services they need to enhance their child’s development.

Services are provided in the child’s natural environment and individually tailored to meet each child’s and family’s specific needs.

Natural environments are unique to each family and may include the home, child care, and other community settings.

An Individual Family Service Plan is created for each family that outlines the goals, strategies, and services that will be provided.

Services provided may include:  Service coordination  Special instruction  Family education  Specialized therapy (including speech and language, occupational and physical therapy)  Other health related services  Community Playgroup - available to children in the program, as well as community peers The Birth to Three program also works in conjunction with local school districts and community service providers to transition children out of the Birth to Three program and into community services when they turn three, so they may continue to receive the necessary supports and services.

Union Grove Special Education Consortium Union Grove Area Special Education Consortium oversees the provision of special education and related services for five school districts located in Western Racine County: Dover #1, Raymond #14 School, Yorkville Jt. #2 School, Union Grove Jt. #1 School, and Union Grove Union High School District.

The consortium works closely with CESA 2 for fiscal management and human resources support. The Union Grove Consortium is the center for administration and coordination of referral, evaluation, placement, instruction, and supervision of programs. The consortium operates by maintaining consistent collaboration with the district administration and district personnel in the schools. The consortium’s mission is to provide quality services through a consistent practice of positive communication and research-based instructional approaches. We provide leadership and thorough collaboration with families and staff, assessment and intervention to support the needs of all children with disabilities.

Vocational Opportunities and Assistance CESA 2 VOA is a community-based transitional employment and placement program designed for individuals with a disability. VOA has been successfully operating since 1982, providing a wide range of employment assistance to those individuals with multiple barriers to employment. Our agency has placed over a thousand individuals in successful careers over the past 20 years by creating successful community and employer resources.

The mission of CESA 2 VOA is to promote the independence, selfsufficiency, and productivity of individuals with disabilities. CESA Purchasing Search - Mention - Save CESA Purchasing is a Wisconsin statewide cooperative that works with over 100 vendors to provide contracts with discounts and other value-added benefits to K12 schools, libraries, technical colleges, universities, municipalities, and other non-profit educational entities.

CESA Purchasing's mission is to level the playing field for ALL Wisconsin schools. By negotiating contracts on behalf of all Wisconsin schools, CESA Purchasing can create contracts with discounts that benefit the smallest school as much as the largest district.

Google Apps for Education This Statewide Service is made available to all Wisconsin school districts through the CESA Statewide Network in partnership with the Department of Public Instruction.

Google Apps for Education allows schools to give Google’s communication and collaboration applications to their entire education community for free.

Collaboration Made Easy The Department of Public Instruction has partnered with Wisconsin’s CESAs to offer professional development and technical deployment assistance trainings. Through a statewide agreement, districts have greater access to Google Apps for Education. All Wisconsin public, PK-12 schools and related public agencies are covered under the statewide agreement.

What is Google Apps for Education?

Google Apps for Education offers two categories of Google services: 1. Google Apps Core Services are Gmail, Calendar, Classroom, Contacts, Drive, Docs, Forms, Groups, Sheets, Sites, Slides, Talk/ Hangouts and Vault.

2. Additional Services (like YouTube, Maps, and Blogger) are designed for consumer users and can optionally be used with Apps for Education accounts if allowed for educational purposes by a school’s domain administrator.

The Google Apps for Education Privacy Notice describes how Google collects and uses information with Google Apps for Education accounts. As stated in this Privacy Notice, for Apps for Education users in Primary/Secondary (K-12) schools, Google does not use any user personal information (or any information associated with a Google Account) to target ads.

Equitable Multi-Level System of Support in Wisconsin (E-MLSS) EquitableMulti-Level System of Support (E-MLSS) is a process for achieving higher levels of academic and behavioral success for all students. It is an over-arching framework and logic for organizing and increasing the efficiency with which evidence-based practices are selected, organized, integrated, implemented, and adapted.

In Wisconsin’s vision for E-MLSS, the three essential elements of high quality instruction, balanced assessment, and collaboration systematically interact within a multi-level system of support to provide the structures to increase success for all students. Culturallyresponsive practices are central to an effective E-MLSS system and are evident within each of the three essential elements. In a Multilevel System of Support, schools employ the three essential elements of E-MLSS at varying levels of intensity based upon student responsiveness to instruction and intervention. These elements do not work in isolation. Rather, all components of the visual model inform and are impacted by the others. Taken together, this relationship forms Wisconsin’s vision for E-MLSS. As schools work with the Wisconsin RtI Center, they will start with the readiness process and engage in professional development to reach an ultimate goal of becoming a school sustaining a multilevel system of support for all students academically.

The Wisconsin RtI Center and the Wisconsin PBIS Network are collaborative efforts for statewide implementation and support between the Wisconsin Department of Public Instruction and Wisconsin’s CESAs.

Wisconsin PBIS Network The Wisconsin PBIS (Positive Behavioral Interventions and Supports) Network is a collaborative effort for statewide PBIS implementation and support between the Wisconsin Department of Public Instruction and the state’s Cooperative Educational Service Agencies (CESAs).

The goal of the Wisconsin PBIS Network is to provide training and support to schools to successfully implement Positive Behavioral Interventions and Supports to improve the academic success of their students.

What is PBIS? Positive Behavioral Interventions and Supports (PBIS) is a positive, school-wide, systematic approach to support the academic and behavioral functioning of students. PBIS is based on a proactive Response to Intervention model that utilizes evidence-based policies, procedures, and practices to provide consistent, intentional, and intensive intervention for students in a tiered model of support. Schools that successfully implement school-wide PBIS have experienced increased academic performance, decreased disciplinary actions, improved safety, and higher ratings of positive school culture.

Schools can subscribe to a year of trainings with CESAs for teams of 6-8 people.

Subscription fees include:  Training materials  Administrator and Coaches Orientation - 1 day  Team Training - 3 days The cost for each school is $1,600.00 per tier of training.

Wisconsin Transition Improvement Grant The Transition Improvement Grant (TIG) combines two long-standing discretionary grants: The Wisconsin Statewide Transition Initiative (WSTI) and the Wisconsin Post High School Outcomes Survey (WPHSOS) into one dynamic, statewide IDEA discretionary grant.

TIG is intended to provide effective, targeted, and low cost professional development to Wisconsin youth, parents, educators and all stakeholders in the area of postsecondary transition to improve strategies that will positively affect the post school outcomes of students with disabilities.

This grant is designed to strengthen and accelerate the transition process in our Wisconsin schools to improve the quality of postsecondary transition plans, increase high school graduation rates, encourage outside agency connections and develop strong career and college readiness among our students with disabilities.

TIG regional coordinators and statewide post high school coordinators will assist students, educators, parents and transition stakeholders to transform transition programming by providing professional development through statewide networking opportunities, transition academies, in district trainings, county council support, and other support as needed.

Wisconsin Safe and Healthy Schools The Wisconsin Safe & Healthy Schools Training & Technical Assistance Center builds the capacity of Wisconsin school districts to implement programs that effectively prevent and intervene in alcohol and other drug abuse and violent behaviors among students in order to reduce these barriers to learning.

Offerings include:  Training and technical assistance for public schools in Wisconsin around ATOD and School Safety/Bullying/Crisis Management/ Suicide Prevention 

Provide professional development for K-12 educators on strategies that are evidence-based or promising practices in the areas of ATODA and violence prevention. Professional learning is via online, blended education or face-to-face settings.



Provide follow up technical assistance to participants in professional learning event in order to support implementation


