in 2016 and 2018 1. That hardly suggests a keen interest in Spanish creators on the part of Spain’s most important museum. In perspective, the creation of the Alcobendas City Council Photography Collection can be seen as an alternative to the initiatives that should have been forthcoming from staterun museums and cultural institutions. The acquisitions advisory committee was appointed directly by the council and included Manuel Sonseca, director and instructor at the Casa de la Juventud (municipal youth association) photography workshop from 1987; Josep Vicent Monzó, head of the Photography Department at the IVAM (Institut Valencià d’Art Modern) in Valencia; and Luis Revenga, film director and exhibition curator. The professionalism of the selection process was therefore guaranteed. After the spectacular cultural and sporting events of 1992, expectations that photography would become consolidated as a habitual component of public collections had not been met and, furthermore, there was no longer any money available with which to pursue that objective. Hence the extraordinary importance of the Alcobendas initiative. The main activity of local institutions had usually been to organize visual arts competitions and salons. Sidestepping such activities, with their high degree of popular participation, was one of the first achievements which reinforced the Collection’s autonomy. In fact, the first two catalogues of Géneros y tendencias en los albores del siglo XXI (Genres and Tendencies at the dawn of the 21st Century), published in 1994 and 1997, came in a paper sleeve listing photographs acquired in the XIII and XIV Visual Arts Salon. The inside cover and the spine of the second catalogue bore the title Monzó had proposed. The municipal strategy was to maintain the Salon, but, after negotiations with the councillors, the project entered the definitive phase in which the Collection would become a

No parece un gran derroche de atención hacia los autores españoles por parte del museo más importante de nuestro país. Vista en perspectiva, la formación de la colección de fotografía en el Ayuntamiento de Alcobendas puede verse como una acción alternativa a las que debían haber surgido desde las instituciones culturales y museísticas en el ámbito estatal. El comité asesor para las adquisiciones fue nombrado por los regidores municipales y estuvo integrado por Manuel Sonseca, director y profesor desde 1987 del Taller de fotografía en la Casa de la Juventud, Josep Vicent Monzó, responsable del departamento de fotografía del IVAM en Valencia y Luis Revenga, director de cine y comisario de exposiciones, lo que garantizaba la profesionalidad del proceso de selección. Tras los fastos culturales y deportivos de 1992, no solo no se habían cumplido las expectativas de normalización de la presencia fotografía en las colecciones públicas, tampoco había ya dinero para abordarla. De ahí el carácter extraordinario de la iniciativa de Alcobendas. La práctica habitual en las instituciones locales había sido la organización de concursos y salones de artes plásticas. Esquivar esa actividad de participación popular fue uno de los primeros logros que reforzaron la autonomía de la colección. De hecho, los dos primeros catálogos de Géneros y tendencias en los albores del siglo XXI, publicados en 1994 y 1997, venían forrados por una camisa de papel que inscribía las adquisiciones de fotografías en el XIII y XVI Salón de Artes Plásticas. En las portadas interiores y en el lomo del segundo catálogo aparece el título dado por Monzó a la colección.
