InTRoduCTIon

The CEEC has years of experience and recognition. During these seven years of activity, many initiatives have been undertaken with the aim of consolidating the energy efficiency sector as a major engine for economic recovery, sustainable development and the creation of skilled job opportunites. The year 2013 was an outstanding year in terms of new regulations in the energy field.: The long awaited energy certification of existing buildings, the proposed regulations for self-consumed electricity installations reform among others, have intensified the work of the work groups focused on regulation analysis. These groups have worked on proposed changes which have reached the corresponding organisms along with the media with the aim of making the position in the sector known. Also in 2013, a new date was added to the CEEC calendar, that of ‘Efficiency Night’, a celebration dedicated to the field of energy efficiency and that became the meeting point of major players in an innovative and relaxed environment. Given the great success of the first edition, this event is expected to be held as a regular celebration in the following years in order to strengthen the image of the CEEC and become the night of reference in the sector. In accordance with the objectives established in CEEC‘s Strategic Plan, new activities have begun in the area of internationalization, conducting international corporate missions in order to facilitate our partners to explore new foreign markets. The CEEC also participated in the 27th International Conference of the Electric Vehicle (EVS27) held in Barcelona in November, in which the White Paper of Sustainable Mobility in the XXI Century, prepared by the Work Group on Efficient Mobility CEEC, was presented. It should further be noted that in 2013, the CEEC was awarded the Bronze Label of the European Secretariat for Cluster Analysis (ESCA), the internationally recognized accreditation of excellence in managing the cluster, which facilitates access to participation in European programs and is an essential prerequisite to join the program of Catalan clusters of the Government of Catalonia. This certificate is accompanied by a comparative report with other clusters across Europe, a strategic tool for the CEEC, which will allow the reinforcement of the strengths identified in the report as well as efforts focused on the weaknesses identified, in order to be at the same level as the leading international clusters. 2013 has been a year full of new features for the cluster, many of which have resulted in success and others in experiences to continue improving, but from the presidency and vice presidency, we are very proud of the efforts undertaken by members and the people who work directly for the cluster and that have made all of this possible Finally, we reiterate our commitment to ensuring the accounts and treasury of the CEEC. We happily announce the increased treasury result at the close of the year 2013 and we hope that during the coming years we will continue to advance, grow and expand this great network, already formed of more than 100 associates.

INTRODUCTION

Working for a stronger and more active cluster After two years in which management has successfully led the consolidation of the cluster in the midst of a social and economic environment that was not the most amenable, it is the moment to strengthen our image abroad and enhance services for our members. It is you that can take value from the services on offer. We continue to work, as in previous years, to sign partnerships with other entities and groups with which we have common interests. During 2014 however, we believe it appropriate to focus our efforts on enhancing the participation and satisfaction of small businesses, those that historically have always been the least active. The axis on which we are working are networking events to publicize ways to facilitate and enhance the internationalization of co-operation between companies in the CEEC. At the same time though we would like to be more well-known and not only within the professional field in which we operate. We intend to be a reference point for opinion and management in the sector, participating in conferences and appearing in the media. We are a young association, with a modern image, fresh and innovative ideas that enable us to motivate businesses in both the short and long term. We strive to have further awareness of the need to save energy in society, the society which indirectly, will ask for our services. Everywhere we are told that 2014 will be the year in which the economy will begin to grow. The CEEC are not waiting around to see this but will manage activities to convert our members into the main players who will participate in this recuperation of economy. We hope to do well.

The Goals of the CEEC The CEEC was set up as a nonprofit innovative business cluster (Agrupació Empresarial Innovadora [AEI]) that brings together businesses and organizations which, as part of their activity, promote or develop products or services related to energy efficiency in the following areas: buildings, mobility, public services, industry and education. Specifically, the CEEC has the following goals: • Develop collaborative innovation among members • Enhance member companies’ business activities • Make the CEEC a leader in energy efficiency and sustainability • Provide services to members (2.0 spaces, event organization, regulation alert system, internationalization, tours...) • Efficiently manage the association’s economic and financial resources

Actions The CEEC is based on collaboration among member companies and organizations in order to enjoy the benefits resulting from this synergy. Accordingly, the association has defined several lines of action: • Enhance the quality of the work groups and identify their shortcomings • Encourage entrepreneurs and research in innovative areas • Carry out pilot projects in the work groups • Submit EU projects with external partners • Form alliances with experts in EU projects in order to submit projects • Market pilot projects • Promote 2.0 spaces (Twitter, LinkedIn, etc.) • Strengthen ties with financial and legal institutions to develop ESCO models • Take down barriers in the ESCO environment • Foster institutional visits from the association • Develop a system to provide alerts about regulations, calls and tenders • Promote the association’s internationalization • Make regular onsite visits to CEEC members • Increase the number of CEEC members with a focus on quality

BALANCE OF THE YEAR 2013 2013 was mostly a year of establishment of the CEEC as a company leader in the sector in Catalonia. Included in this task for example, were the15 conferences in different formats and with varying objectives held, the promotion of networking to expand the network of contacts, sessions with other clusters to generate new opportunities and sessions of diverse areas of interest for members (regulations, business efficiency etc.). According to various surveys conducted by the CEEC, these activities were considered of a high standard by the attendees. Details of the conferences organized by CEEC can be found in the following section in which we show the chart monitoring the organizations Strategic Plan. Moreover, Public Administration has requested that the CEEC collaborate in different areas, such as the definition of contract models for Energy Service Companies or strategy development for promoting energy rehabilitation of buildings. In addition, the CEEC has, where necessary, and to prevent barriers in business development for associated companies, sent its positioning on specific proposals for new regulations. This is the case, for example, in the proposed Royal Decree on Electrical self-consumption, ITC - BT52 on electric vehicles, power sector reform, etc. Understanding the work groups of the CEEC as a forum for networking among members, we continued to foster the creation of new groups. In 2013 we created three new work groups: the Work Group on Electrical self-consumption, with the WG on Energy Efficiency with Renewable energy and Leave performative Walls ; details can be found in the section on work groups in this document. Finally, we should mention that in November 2013 the Extraordinary General Assembly of the CEEC was held, during which the new President of the CEEC was announced. The position, occupied for the last two years by Charles Xavier Alba and Cortijo , General Manager of ISTEM, is currently held by Isabel Tejero Fernandez, Assistant Technical Director of Cofely.

STRATEGIC PLAN 2012-2014 CEEC In early 2012, the leadership of the CEEC developed a three year (years 2012 to 2014) strategic plan for the organization, with the aim of defining the strategic areas where the association wants to maintain or improve its services to members and thus focus their activity. Strategic objectives and the Strategic Plan 2012-2014 of the CEEC are: 1. For this review, we will consider the results achieved during the term of the current Strategic Plan, as well as suggestions and comments received annually from associates; particularly through the annual surveys conducted by the CEEC. At the time of closure in 2013, the activities carried out in each of the strategic objectives are listed in the following monitoring plan table.

Work groups


CEEC - ANNUAL REPORT 2013

The CEEC work groups are one of its main assets, through which it aims to promote innovation in energy efficiency in different areas: buildings, mobility, utilities and industry. Through these groups, members of the CEEC partners can develop new products, technologies or energy efficiency services and specialize in specific sectors in order to differentiate themselves from the competition and therefore be more competitive. In summary, these groups allow the CEEC to promote professional training in energy efficiency. The groups are formed generally by between 4 and 6 members of the CEEC, its members meet regularly to discuss and promote new business opportunities with which to generate synergies and relationships of trust between them. The different participants in the group therefore gradually acquire a deep understanding of their respective areas of specialization, and collaborations regularly arise on various projects included in their daily activities. Thus, the work groups are nothing more than networking spaces among members, where their proactive attitude is essential in order to generate stable collaborations between them. The CEEC work groups are usually small groups in order to maintain operability and facilitate the establishment of relationships of trust. For that reason members of a group may decide not to allow the entry of new members to the group. So that any member is able to participate in a working group within the CEEC, management of the organization facilitates the creation of new groups provided that the initiative for the creation of the group comes from a partner that is committed to leading and coordinating the group, always with the support of the association’s management team. During 2013, three new work groups were created: 1. Electrical self-consumption WG. This work group, led by CEEC and open to all members, aims to share information on the state of regulations regarding electrical self- consumption, as well as other issues of general interest to group members. This work group analyzed the proposed Royal Decree on electrical self-consumption published by the state in July 2013, developing a common position that the CEEC took to the CNE. This organization, responsible for publishing a report evaluating the proposed RD, integrated almost all the proposals included in the document prepared by the CEEC. All documentation on this process is publicly available on the CEEC website. The following members formed part of this working group

2. WG Energy Efficiency with Renewable Energy. This work group, led by Istem and SUD Renewable Energy, was created to promote activities that include energy efficiency projects with renewable energy . Part of this working group:

3. WG Leave performative Walls. This group, led by PGI engineering, is involved in the project resulting from the tender won by PGI of innovative projects for Barcelona City Council. The project includes the installation of photovoltaic panels and titanium oxide on the facade of a building in Barcelona with a double objective: to generate electricity and also absorb nitrogen oxides from the city air. This year, the CEEC has received the aid of the Department of Communication in the College of Industrial Engineers of Catalonia (COEIC) to manage their internal and external communication. Main actions taken have been to promote the participation and visibility of the CEEC and its partners both in social networks and the media.

InTERnAl CoMMunICATIon To publicize the actions that are carried out within the framework of the association, as well as the activities of its members, the following tools have been used: WEBSITE: one of the principal channels used and the platform that brings together all CEEC activity. In early 2013 the new CEEC website was launched: www.clustereficiencia.cat, which has improved flexibility of the site, its contents and monitoring. The website is updated almost every day, so everyone can have immediate access to a range of information about the sector; conferences organized by the CEEC, new regulations, energy efficiency projects partners, etc. nEWSlETTER: A monthly digital newsletter is sent to a total of 826 people, 13% more than last year, following the continuous increase in subscribers since its creation. This newsletter is a source of information on CEEC’s acts, events, conferences and presentations as well as a tool to explain to members and interested parties, the projects run by associated businesses and the impact CEEC actions have on media and society. Eight newsletters were sent out in 2013: five bimonthly newsletters and three extra newsletters. SoCIAl nETWoRkS: The importance of being present on social networks has been a key communication strategy for making people aware of the association’s activity. Twitter (@clusterEE) allows us to immediately reach our members and others. The CEEC closed in 2013 with 967 followers and a clear increase in activity over the previous year. vIdEoS: During 2013 the following videos were made and are available on both the CEEC website and our youtube channel (Cluster Eficiencia): • Electric vehicle. The main services that associate members can enjoy in the CEEC are: • Participation in all internal CEEC networking events. • Participation in all seminars in the CEEC, some of which are only open to associate members. • Visibility of partners • The Efficiency Night, the annual media event in which members can present, in a very novel way, their innovative products and services in energy efficiency • Intervention in CEEC events and conferences • Participation and Intervention in fairs and conferences in which the CEEC is present • Space in the CEEC newsletter (Annual basis) for the dissemination of energy efficiency projects partners for more than 700 subscribers of the publication • Twitter: via the social network, the CEEC comments on its activities and that of its associates

• Training. Associate members have a discount on courses organized by CEEC. Furthermore, the association maintains partnership agreements with educational institutions that allow members employees to enjoy discounts on enrollment in courses and masters in energy efficiency. • Discounts on fairs and congresses of relevance to the sector. • Internationalization. During 2013, the CEEC began offering partners the possibility of participating in business meetings of an international nature for those partners who wish to expand their network of contacts abroad. The organization intends to continue offering services related to internationalization where they do not overlap with services provided by other entities.

Efficiency Night

In 2013 we held the first edition of Efficiency Night, a media event that we wish to hold every year and that we would like to become an event of reference in the industry. CEEC is pursuing different objectives in the organization of this event: Getting more visibility for both the CEEC and for their partners, to help raise awareness about the energy efficiency sector and to establish the image of the CEEC as a point of reference in the sector. In this first celebration, which took place in the Agbar building in Barcelona and was hosted by journalist Jaume BarberĂ , over two hundred people attended and the event included the participation of industry experts such as London Refit program director, Dimitri Hadjidakis, and Mariano Marzo, Professor of Energy Resources and Petroleum geology UB. In addition, several members associated with the CEEC presented their most innovative products and services. The Minister for Enterprise and Employment, Felip Puig, in his closing speech of the event, stressed the strategic importance of energy efficiency: “The twenty-first century is the century of energy and food. The energy efficiency policies and all the commitment we have to make from this perspective, also places energy as a vector facing the transformation of our economic model. “

PROJECTS

MARIE European project During 2013 the collaboration of the CEEC in the MARIE project (ending in 2014) continued, working together with the Department of Planning and Sustainability (project leader) and ACC10 (leader of a work package in the project). Participation in this project has allowed us to carry out actions that have resulted in services to members; We would like to highlight the following: • The organization of two business meetings abroad: in Udine, Italy, during the month of May, and in Montpellier, in November, coinciding with important fairs in the sector. Several companies in the CEEC participated, attending trade shows, taking part in seminars and participating in brokerage events to meet international companies with whom to share synergies and find business opportunities. Another meeting, this time in Barcelona is planned to be organized in 2014. • Participation in the definition of the Catalan Strategy for Energy Renovation of Buildings in which the Government is working within the framework of an agreement initially for twenty-five public and private organizations, and at the end of 2013 already had more than fifty members signed up. In this context, the CEEC has coordinated the work group aimed at facilitating the encounter between supply and demand for products and services in energy efficiency and facilitate access to innovation in the market. The strategy will be finalized in 2014 and will be implemented immediately.

WHITE PAPER efficient mobility The work group Efficient Mobility CEEC has been working for over two years on the preparation of a document that offers solutions to various problems arising from urban mobility in cities: wasted time, environmental impact, accident rate, deteriorating health ... This white paper aims to establish a strategic framework which gathers a set of measurements and guidelines that allow cities to answer questions such as: What can we do to make our cities more attractive for inhabitants and their businesses? How can we get an efficient and sustainable transport infrastructure? How can technology help us achieve it? The paper, which is publicly available on the CEEC website, has involved the collaboration of experts in the area of mobility in Catalonia and has been prepared by:

ESCO energy management in the Catalan Government buildings On 30 August 2011 the Government approved the Savings Plan and Energy Efficiency in Buildings and Equipment of the Government of Catalonia from 2011-2014, which aims to reduce energy consumption, increase energy efficiency and reduce the energy bill of the Catalan administration, through among others, the recruitment model energy services company in the Government buildings. ICAEN is the entity responsible for the execution of this plan, and has been working on defining formats contracting energy service companies (ESCO) based on different types of buildings. Depending on the level of consumption of public buildings, it aims to hire ESCO companies with contracts that include, or not, large investments in the replacement of energy consuming equipment. In the case of buildings with low levels of consumption, there is an improvement mainly through good energy management of facilities and awareness of users. The CEEC, with the participation of companies potentially interested in the tenders of these buildings has been actively collaborating with ICAEN with the aim of defining a model of contracting ESCO in which both public administration and the private sector feel comfortable and thus ensure the success of the tender and the results achieved after implementing measures. This process is currently unfinished as there are improvements to be made in the documents produced, but we are confident in the success of the projects and that they will be implemented during 2014.

Introduction During 2013, taking into account the context of the current crisis, the CEEC has continued its policy of reducing costs, as in recent years, working with a budget close to zero in 2013, staying only with membership fees and commissions for projects already signed. The CEEC Board agreed that during the year 2013, that grants/subventions awarded to CEEC (to finance its structure or activity of their companies) would be considered subject to refund until the justification of expenses submitted was approved.
