Or, as Flamenco Arts Festival Founder and President Vibiana Pizano says, flamenco is “a complete art form.”

Carbajal Condemns Move to give Federal Support to Sable THE MOVE TO CLAIM LOCAL LAND THROUGH EMINENT DOMAIN for the oil pipeline on the South Coast has been included in the National Defense Authorization Act before Congress.

The Hunt amendment, included in the national defense policy bill would grant permanent easements across and under California owned land, and private lands for the Santa Ynez pipeline that caused the 2015 Refugio oil spill off the south coast of California.

Next week, flamenco’s nuanced beauty will blossom across downtown Santa Barbara when the festival returns for a season brimming with nationally-based and internationally-renowned talent. Kicking off with a free documentary screening about celebrated flamenco artist and choreographer Siudy Garrido on Friday, July 31st, the festival will then welcome Garrido to headline the annual Festival Gala on August 7th.

EPATRIATED CULTURAL ARTIFACTS AND ANCESTORS, from Harvard and Yale, have been welcomed home by the Santa Ynez Band of Chumash Indians. The Peabody Museum of Archaeology and Ethnology at Harvard University and the Yale Peabody Museum returned items of cultural patrimony and sacred objects, which arrived by truck at the Santa Ynez Chumash Museum and Cultural Center on Saturday, June 27th, after a multi-day cross-country trip, marking a significant milestone in the Tribe’s ongoing efforts to bring home its cultural items and ancestors.

UCSB Library wins prestigious national award for UCSB Reads

C SANTA BARBARA LIBRARY has been named a recipient of the 2026 John Cotton Dana Library Public Relations Award by the American Library Association (ALA).

Widely regarded as one of the most prestigious honors bestowed in the library profession, the award recognizes outstanding public relations efforts that elevate the visibility and impact of library services.

UCSB was recognized for its highly successful UCSB Reads 2025 common book program, which centered on The Book of Delights: Essays by Ross Gay. Notably, UCSB was the only academic library to win the award this year, a distinction that highlights the rarity of academic institutions securing this honor.

Established in 1946 and administered by ALA’s Core Division in partnership with EBSCO Information Services, the John Cotton Dana Award celebrates library marketing and communications excellence achieved through creative and impactful campaigns.

The award recognizes up to eight libraries across the nation each year for outstanding public relations efforts.

As part of the award, UCSB Library received a $10,000 grant funded by the H.W. Wilson Foundation to help further elevate the visibility and impact of its library services.

“Effective communications allow us to bridge the gap between our extensive collections, services, and resources and the diverse communities we serve,” said

University Librarian Todd Grappone. “Receiving the John Cotton Dana Award is a remarkable validation of our team’s dedication to creating innovative, engaging outreach campaigns that resonate deeply on campus and in the local community.”

The award was officially presented during a ceremony and reception on June 27th at the ALA Annual Conference and Exhibition in Chicago, where library leaders from across the country and around the world gathered to celebrate excellence in the field. Also at the conference, UCSB Library received an ALA 2026 PR Xchange Award, in the category of Advocacy, Fundraising, Annual Reports, and Strategic Plans, for its printed 20242025 Impact Report. The John Cotton Dana Award is the second major accolade for UCSB Reads 2025; the program was also awarded the inaugural Best of Marketing Award, academic/special library category, by the Library Marketing Conference Group in late 2025.

UCSB Reads is an award-winning program that fosters a shared sense of belonging by bringing the UCSB campus and Santa Barbara communities together

to read a common book that explores compelling issues of our time. The program is sponsored by UCSB Library and the Office of the Executive Vice Chancellor and Provost. Each year, a committee of UCSB faculty, students, staff, and community members selects a thought-provoking, interdisciplinary book written by a living author that encourages a wide range of readers to engage with a contemporary social, political, or cultural issue. Topics of UCSB Reads books have included climate change, human memory, racial justice, women in science, globalization, and wildfires, among many others. The Book of Delights marked the first and only poetry collection selected in the program’s twenty-year history.

Flamenco Arts Festival Showcases National Artists All will be invited to discover the powerful story of 2022 Latin Grammy nominee, dancer, and choreographer Siudy Garrido when the festival opens with a free screening of director Pablo Croce’s documentary Bailaora – Mis Pies Son Mi Voz, which debuted at Lincoln Center, at 7:30pm on Friday, July 31st at Center Stage Theater. Community members can reserve a free ticket by visiting centerstagetheater.org

Their mission adds to the city’s ongoing love story with flamenco, with multiple flamenco schools instructing future generations of dancers, yearround performances at historic venues, and flamenco dancers filling the streets with rhythm during Old Spanish Days.

The event upholds and expands the festival’s mission of providing free flamenco programming, such as youth and adult dance workshops, to make admiring and discovering the art form accessible to all. While the festival has screened short films about its featured artists in the past, Croce’s documentary marks the first time they have shown a full-length film about a featured festival artist.

“My father, Alberto Pizano, and I founded the Festival because we believed Santa Barbara should have access to and experience world-class flamenco while celebrating Hispanic heritage and the cultural diversity that enriches our community,” shared Pizano. “From the beginning, our goal wasn’t simply to present performances.

We wanted to create opportunities for people to learn about flamenco, connect with its history and culture, and experience one of the world’s most powerful forms of artistic expression.”

Born in Venezuela and currently based in Miami, Siudy Garrido has enchanted audiences for over 35 years.

Croce’s documentary follows the totality of Garrido’s story, from her professional debut at the age of 15 and her early collaboration with Spanish singer/composer Alejandro Sanz, to her evolution as an artist, ongoing tenure as an Arts Partner at the Adrienne Arsht Center, and her performances across on international stages.

“For us, that’s an important part of what the Festival is about—helping people understand flamenco and appreciate the artists who have dedicated their lives to it,” said Pizano.

Jumping from the screen to the stage, Garrido’s creativity and commitment will be on full display when the Festival Gala welcomes her to debut the West Coast premiere of Flamenco Suite at 7:30pm on Friday August 7th at the Lobero Theatre.

Starring Garrido and a company of ten dancers and musicians, Flamenco Suite offers an enticing examination of flamenco’s history and future by incorporating modern touches throughout presentations of traditional

dance forms such as Seguirillas, Alegrías, Caña, and Soleá.

“I’m especially excited because Siudy represents the kind of artist we want to present through the Festival,” explained Pizano. “Spain is the birthplace of flamenco, and we’ll always continue bringing artists from Spain, but it’s equally important to recognize the many outstanding flamenco artists who have built their careers here in the United States.”

House Bill Would Allow Eminent Domain for Sable "This amendment broadly preempts California law by eliminating state permitting requirements and blocking state injunctions. It also requires the Secretary to grant the operator an irrevocable license that cannot be revoked by California courts, state agencies, or future administrations, except under extremely limited circumstances,” said Representative

Salud Carbajal, during the House of Representatives debates on Tuesday evening.

Within the amendment a single certification from the Secretary of Defense would be able to allow protections for fossil fuel projects, according to Carbajal.

“We know that the military does not

need this provision to ensure a stable supply… we [the US] are already the largest oil producer in the world,” stated Carbajal in his statements to the House.

The annual national defense policy bill, also known as the National Defense Authorization Act is currently being debated in congress, with U.S. Representative Salud Carbajal (D-CA24), from the South Coast, providing

context to the House of Representatives.

Continuing, Carbajal said, "I guess Sable is worried about losing in court—as they should be—because this amendment would allow the company to avoid accountability by moving to a more favorable court, blocking the California lawsuit, and preventing any court from issuing an injunction against this project."

Key oil company claims against SB County thrown out by Federal Judge

HEN THE SANTA BARBARA COUNTY BOARD OF SUPERVISORS DENIED THE TRANSFER OF PERMITS to operate two local pipelines and fossil fuel processing stations from Exxon to Sable Offshore Corp., the companies sued the county, making several claims. On July 14th, a federal district court dismissed some of those legal claims, ruling in part that the County’s denial of permits for Sable was not an illegal “taking” of the company’s property.

The pipelines, known as Lines CA324 and CA-325, which hadn't been operational for ten years since the Plains oil spill in 2015, start at the Las Flores oil processing facility and runs across Gaviota State Park, through the City of Buellton, under major rivers, and across the Los Padres National Forest before ending in Kern County.

The board's denial of the transfer in December 2025 was based on Santa Barbara County law and was due to the Sables’ limited financial capacity and its "problematic legal history in Santa Barbara County, including felony criminal charges against the company, a state Attorney General civil enforcement action, and numerous violations from state agencies related to Sable’s largescale, unpermitted excavation work, which regulators say did significant damage to habitats and waterways along the pipeline route," according to a release from the Environmental Defense Center.

According to the EDC, experts say the same problem still exists with the pipeline, making it vulnerable to corrosion and another failure.

Additionally, Sable has continued to operate the equipment despite the Board of Supervisors’ decision to deny the company’s application to take over the permits from Exxon.

In a July 14th ruling, Chief U.S.

District Court Judge Dolly Gee granted motions by the County and the Environmental Defense Center to dismiss several constitutional claims and a breach of contract claim. The order specifically dismissed Sable’s takings claim outright and dismissed Exxon’s takings claim with leave to amend the complaint, according to an EDC release.

“We are pleased that the Court carefully evaluated each of Sable and Exxon’s constitutional claims and found them to be inadequate,” said Tara Rengifo, Senior Attorney at the Environmental Defense Center. “This ruling reinforces that compliance with environmental laws and established regulatory processes is not optional.

Santa Barbara County’s policies are intended to protect the community from oil operators who do not comply with the law, and we remain committed to ensuring those protections are upheld.”

In May 2025, Sable and Exxon sued Santa Barbara County to force the transfer of permits, and EDC on behalf of their clients (Sierra Club, Santa Barbara County Action Network (SBCAN), Get Oil Out! (GOO), and Santa Barbara Channelkeeper) joined the case as an intervenor in July of last year. While some of the companies’ claims were dismissed this week, their challenge to the Board of Supervisors’ denial will continue to be litigated in federal court.

EDC is also leading a statewide coalition of environmental groups, students, Tribal organizations, businesses, and concerned citizens opposed Sable’s operation.

The EDC expects that, per the Court’s order, Sable and Exxon will file a Second Amended Complaint by August 4th and the litigation will proceed from there. According to EDC in response to questions from VOICE, "this case concerns the scope of local authority, and the Court has now rejected all of the oil companies’ preemption claims. The judge dismissed their arguments that

federal law, the Secretary of Energy’s March 2026 order, and state law prevents the County from exercising its authority under Chapter 25B. While Sable and Exxon may seek to amend some of their federal claims, the ruling confirms that the Court would need a lot more to even entertain their claims."

However, this case does not address the Federal actions to reclassify the pipelines as interstate and place them under Federal jurisdiction, which Sable based its decision to re-start operations.

That issue, which saw the Federal government giving permission to reopen without permits is being litigated in the Ninth Circuit and Central District.

“California's coastline is not for sale to enrich the President’s fossil fuel friends,” said Attorney General Bonta.

“No matter how many times the Trump Administration attempts to help Sable evade state regulation, my office will see them in court at every illegal turn and continue to protect California’s communities and environment.”

"In the lawsuit, filed in the Ninth Circuit Court of Appeals, the Attorney General and the State Fire Marshal challenge PHMSA’s issuance of a nonemergency permit for Sable and the new reasoning underlying PHMSA’s attempt to assert federal jurisdiction over Lines CA-324 and CA-325 as unlawful," the AG writes.

On July 20th, California Attorney General Rob Bonta filed a second petition against the Trump Administration, challenging the Pipeline and Hazardous Materials Safety Administration’s (PHMSA) recent issuance of a new “non-emergency special permit” for Sable Offshore Corp.

The Promenade: Into the Past or the Future?

OK, AFTER SIX YEARS, A GAGGLE OF CONSULTANTS, and long committee meetings to decide the future of our main street, the results are in…..we have discovered what doesn’t work. Still, council voted to continue the status quo. No “interim plan” as continually promised, no “trial and error” closing and opening of blocks. One councilmember made a suggestion that we form a committee or hold a workshop.

As I recall, we have traveled that well-beaten path before. We are apparently defending a concept labeled “The Promenade” which, as confirmed by the State Street Advisory Committee Chair at the final meeting, we’ve had in name only.

We are into our seventh summer of the closure of downtown State Street, a legacy of little compromise or improvement, resulting in stagnation and expenditure of taxpayer money.

Santa Barbara’s traditional parades and festivals have been displaced. E-Bike rider misbehavior, unobstructed by traffic, and unhampered by mid-block pedestrian crossing flashers, dominates the blacktop.

Property values have fallen, rents have decreased dramatically, and businesses have experienced uncertainty.

Downtown property owners have self-assessed a good deal of money to help maintain the downtown but also to have a voice with council. Wanting something to happen, many of them favor going forward with a master plan, but their collective desire to open the street in the interim fell on deaf ears among most of the council. We should not fear success.

State Street and its cross streets are our central business and cultural district. El Pueblo Viejo was designated to be protected along our Main Street as part of our architectural heritage.

The return of linear circulation to State Street has been dismissed as “dated” or “nostalgic” thinking. The “Urban Mall” concept, which we have test-driven here for the past six years, was the hot ticket in the 1970s. Ninety percent of those configurations have failed across the country and reverted back to normal streets. It’s not about affection for the automobile, it’s about circulation, vibrancy, and activity. It’s about successful storefront retail viability and entertainment accessibility, not to mention optimized public safety response. The revenue to support civic activities and public safety is generated by business. We need to support those who have taken risks to own properties and open businesses. They are the key to fiscal sustainability for our city.

In the meantime, there are a number of positive things happening on State Street that should really help inject life back into our downtown business corridor. The Santa Barbara Film Festival’s new headquarters in the old Fiesta Five Theater, The Music Academy of the West, UCSB’s investment and commitment to downtown, and finally, the conversion of the Paseo Nuevo Mall into housing and the International Headquarters of the Yardi Company, bringing 600 employees to our civic center. These promising occurrences are happening in spite of council’s insistence on maintaining the current conditions on lower State Street, not because of it. Santa Barbara still represents value and opportunity, but only if we do our part.

It’s time to move forward, not back to the 1970s heyday of the next urban mall.

ICE: It’s Greek-Tragedy Bad Out There

SHOCKINGLY, PEOPLE ASK IF ICE IS STILL A PROBLEM. Yes, but the performative terror is now conducted quietly. A year has gone by since heavily armed, masked troops arrived to violently arrest 360 people at Glass House Farms. How many troops, how many were released, how many deaths in detention are not known because the government has told its agencies not to report much of it and, as time goes on, to report less and less. So on this anniversary, here are notes from the front.

By the numbers: Number kidnapped from Carpinteria: 26. Number kidnapped from Santa Barbara County: 780. Percent of immigrants detained by ICE with no history of crime: 74 percent. Deaths in detention: impossible to know, but >1/week. (Wikipedia “List of deaths in ICE detention”) “All animals are equal, but some animals are more equal than others,” — George Orwell.

ICE agents parking in handicapped zones, running red lights, driving dangerous speeds: hourly.

Police seen observing it and responding: 0.

There is a domino effect. When a father is taken, families can’t meet rent and many live in their cars (with children as young as one year old). Out of fear, many go into hiding and lose access to food and education. Children are traumatized, being pepper sprayed for pleading with ICE agents (age 12), being trapped in a car seat (age five), having to translate violent messages to their parents (age nine). Showers in detention are scalding, not adjustable, and so heavily chlorinated that it causes sores. Detainees can’t afford calls or enough soap or toothpaste. When we check in, they tell us, “Please don’t forget us.”

Is ICE still a problem? Yes, and it’s Greek-tragedy bad out there.

United Way Offering Scholarships For Childcare PROVIDING RELIEF FOR THE HIGH COST OF CHILDCARE, United Way of Santa Barbara County has released the second round of funding for the Brighter Futures Childcare Scholarship Program in support of working families.

"Receiving the scholarship has been an incredible blessing for our family,” said one scholarship recipient. “High-quality childcare is absolutely essential, but the financial burden is a massive hurdle for working parents. This support has given us peace of mind, allowing us to balance our professional careers while knowing our son is in a safe, nurturing environment. We are deeply grateful to United Way for recognizing this need and investing in local families like ours.”

Since launching the program, United Way has awarded over $220,000 in scholarships to support nearly 40 local children and their families across the county. The program targets households in the “missing middle” – those making too much to qualify for public assistance programs, but not enough to afford the high cost of quality care for their children in Santa Barbara County.

"The high cost of childcare remains a significant barrier for working families,” said Christian Patterson, Manager of Early Care & Education at the Santa Barbara County Education Office.

Jonathan Limon Pleads Guilty to 2017 Murder

A COLD CASE WAS RESOLVED when Jonathan Isaiah Limon plead guilty to first-degree murder in connection with the September 3, 2017 murder of Edward Jonathan Ramirez, according to Santa Barbara County District Attorney John T. Savrnoch, on July 22, 2026

"Although nearly nine years have passed since Edward Ramirez was murdered, today's guilty plea brings this case to a close and provides long-awaited accountability," said District Attorney John T. Savrnoch.

Limon is scheduled to be sentenced on August 4th, 2026, before the Honorable Judge Kristy Imel in Department 6 of the Santa Maria Division of the Santa Barbara County Superior Court. He faces a sentence of 25 years to life in state prison.

HE SANTA BARBARA UNIFIED SCHOOL DISTRICT Board of Trustees voted Tuesday night to recommend screen time limits for school-issued iPads and to consider the ability for parents to opt their children out of certain tech use.

The changes, outlined in an “Intentional Use of Technology” resolution, will be implemented through a policy that the board will consider by October. Tuesday night’s vote was 4-0, with board chair Bill Banning absent.

The policy will prohibit students from using their personal devices on campus, reduce device-use for transitional

kindergarten through 2nd grade, and provide recommended screen time limits per grade. It will also explore the option of giving parents autonomy over certain technology use for their children.

Two months ago, parents packed the board room, urging the trustees to implement a series of changes over district devices and how they’re being used in the classroom. They pointed to the Los Angeles Unified School District, which passed a similar resolution in May, as the example to be followed.

Since then, the district has banned YouTube on all iPads — much to the dismay of some students — and installed new content filters.

The approval follows a prior attempt to vote on a previous version of a techuse resolution at the last board meeting, where trustee Sunita Beall had concerns about the vague implementation language and motioned to postpone the vote. She said the new resolution “satisfied [her]

Though trustees were in alignment with the resolution, they had a few concerns about students retaining access to certain platforms for learning, spurred by the comments made by students.

Santa Barbara Unified Board passes ‘intentional use of tech’ resolution

New student board member, Victoria Martinez-Penaranda, brought up a recent example involving a Dos Pueblos student.

The student was taking a hybrid class at Santa Barbara City College over the summer, which required her to watch lecture videos strictly on YouTube.

Martinez-Penarada said the student had to buy a new iPad to watch her professor’s lectures.

“As this moves forward, I think it’s really good to consider all school models,” Martinez-Penaranda said. “It could be a little bit of a challenge for students who don’t have personal devices… Because even if SB Unified teachers can approve videos on YouTube, over the summer, it’s kind of hard to reach teachers or staff.”

Rob Cooper, the district’s director of educational technology, said the district is

BUSINESS Goleta Design Review Board to Review Proposed Storke Medical Center Amendment

THE PROPOSED AMENDMENT TO THE STORKE MEDICAL CENTER PROJECT will be reviewed by the Goleta Design Review Board at its July 28th meeting in the City Council Chambers.

The project is a two-story Medical Clinic building proposed in western Goleta, adjacent to Ice in Paradise and Girsh Park.

The project includes a childcare facility, an additional parking lot, landscape buffers, and a change from two buildings to one building, which triggers site plan changes. A previous medical center project at the same location was approved in October 2023.

The design and layout of the original project have been refined based on the needs of the medical services to be provided and, as a result, the applicant has requested changes to the project, which necessitates a Development Plan Amendment.

A Conceptual and Preliminary Design Review of the proposal will be held at the Design Review Board Meeting on Tuesday, July 28th at 3pm. The meeting will be held in person at Goleta City Hall Council Chambers (130 Cremona Drive) and via the Zoom platform.

EADLINES, such as that consumers “haven’t lost their mojo” have popped up when retail sales rose 0.2 percent in June. It’s a sign that consumers are willing to ‘shop until they drop’, which may keep the U.S. economy growing for some time.

It also means that the same level of irrational exuberance of the 1990s is back once again, with the major market indexes at record levels, and consumers seemingly oblivious to the conditions that prevailed during the late 1990s.

We don’t have to look at just the dot-com bubble, either. I see an unsettling resemblance to the ‘roaring twenties’ of an earlier era from the recovery of another pandemic, the Spanish Flu pandemic of 1919 to 1920 that killed what would be millions of Americans if at our current population level.

It was a long recovery—until 1929 and the Black Friday stock market crash that led to the Great Depression, caused in part from another era of high tariffs that led to product shortages.

How long may this era of irrational exuberance last that has driven the financial markets to record levels with so much wealth pouring into a new space age that will take us years to return to the moon, much less turn a profit?

We are at another turning point in what currently looks like an A.I. revolution, much like the Internet’s introduction that took decades to adopt and survived a Great Recession, let’s not forget.

The best way to survive another bout of irrational exuberance is to be patient, in my opinion, rather than listen to the crowd that always promises the next big thing.

Cottage Health in Buellton: Planned facility designed to expand footprint and meet outpatient demand

ROM HOUSING AND HOTELS TO AN IN-N-OUT BURGER AND A MILES-LONG RIVERBED TRAIL, perhaps no other place in the Santa Ynez Valley anticipates as much change as Buellton.

One of the most significant developments on the horizon is a $35 to $45 million Cottage Health medical building planned for the site of the old Parks Plaza Theatre.

The shuttered movie house screened its last film in 2020, forced from business by the COVID-19 pandemic.

“We really want to be a trusted partner for many, many years to come,” said Kevin Davidson, president of Cottage Medical Group and vice president of ambulatory services.

About 60 people will work there, a number expected to fluctuate regularly as some care teams split time at other locations.

That means many valley residents—including some accustomed to traveling to Santa Barbara or other places for treatment—will find themselves accessing imaging, lab work, infusion and oncology, cardiac, chronic illness, and other routine care closer to home.

“We’re continually assessing community needs,” Davidson said, adding Cottage is exploring a women’s health component. “It will get clearer as we get a little closer.”

City Hall enthusiasm As the Cottage proposal wound its way through the public hearing review and approval process, it met relatively little City Hall resistance.

By that point, officials were largely focused on understanding traffic impacts and ensuring design details fit with the surrounding neighborhood and its mandated Agrarian architectural style.

While the new Cottage facility will in some ways shift and consolidate healthcare in the valley, its arrival won’t completely reshape the medical landscape.

Santa Ynez Cottage Hospital opened in 1964, and its 24-hour emergency room will remain the valley’s primary destination for critical care.

Similarly, the Cottage Urgent Care at 328 McMurray, just down the road from the planned medical building, is expected to stay open as a complement to the new facility.

Time will tell whether the Cottage Primary Care clinic on Mission Drive in Solvang stays or goes.

In the battle of the sexes, the pay gap persists

“The theory says that we devalue women’s contributions in society” and sheds light on the persistent pay gap between men and women, said Catherine Taylor, an associate professor of sociology at UC Santa Barbara. “Women still earn 85 cents for every dollar men earn, and we know part of the reason is because women are in occupations that pay less. But our research is asking, do we actually pay occupations less because women are in them?”

Principally authored by Taylor, a recently published study, Occupational gender composition is related to occupational wages: Causal evidence from a survey

Taylor and co-authors — Safa Salim (New York University), Asaf Levanon (University of Haifa), Tamar Kricheli-Katz (Tel-Aviv University) and England (NYU Abu Dhabi) — developed an experiment in which respondents were presented with an occupation composed of different percentages of women and asked what they thought the job ought to pay.

As their model occupation, the researchers choose management consulting, which is generally viewed as gender neutral. They then presented that occupation with three distinct gender demographics: the first as male-dominated (composed of 25 percent women); the second as gendermixed (45 percent women) and the third as female-dominated (67 percent women). Study participants were then asked to suggest a salary to each group.

Injury Accident Involving an E-bike

RESPONDING TO A CALL REPORTING A TRAFFIC COLLISION involving an e-bike, Santa Barbara Police officers arrived at the corner of Carrillo Street and Chino Street on July 22nd, 2026, at approximately 10:35am.

The collision involved a single rider who was traveling eastbound on Carrillo Street. Santa Barbara Fire Department personnel and paramedics also responded and immediately began providing medical care to the injured rider.

Based on the preliminary investigation and witness statements, the adult rider lost control of the e-bike and fell to the roadway, sustaining a serious head injury. The rider was not wearing a helmet at the time of the collision.

The rider was transported by ambulance to Cottage Hospital for medical treatment.

The Santa Barbara Police Department’s Traffic Unit responded to conduct a comprehensive investigation into the circumstances surrounding the collision. The investigation remains ongoing.

The identity of the rider is not being released at this time.

“Our study showed a causal mechanism,” Taylor said.

Occupations with a higher percentage of women pay less precisely because women are associated with them. And the gender of the respondent did not influence his or her salary recommendation; both women and men respondents recommended lower pay to the occupational group more heavily populated with women employees.

The study suggests that reasons rest more with inherent societal biases than overt sexism, and real world takeaways could help employers combat biases, Taylor said.

“I think it’s important that employers understand that they themselves — well-meaning individuals — sometimes devalue women without thinking about it. The pay gap is not about some inherent preference in women for jobs that offer lower wages, but

En el accidente estuvo implicado un único conductor que circulaba en dirección este por la calle Carrillo. Personal del Departamento de Bomberos de Santa Bárbara y paramédicos también acudieron al lugar e iniciaron de inmediato la atención médica del conductor herido.

OUTLINING THE POTENTIAL AND UNAVOIDABLE ENVIRONMENTAL IMPACTS of the proposed Santa Barbara County Recreation Master Plan, the plan’s Draft Program Environmental Impact Report (EIR) will continue to accept public comment and review until 5pm on August 10th. Published by the County of Santa Barbara Community Services Department, Parks Division in late June, the EIR evaluates the ways the larger master plan and its associated Comprehensive Plan and Ordinance Amendments will affect the region’s environment as per requirements under the California Environmental Quality Act (CEQA).

The County Recreation Master Plan details plans to fund, build, and maintain parks, trails, and public recreational facilities over the next 20 years within the unincorporated areas of the county. The plan also proposes capital improvements, programs, funding strategies, and implementation tools, including the proposed Recreation Benefit Project (RBP) Program to allow contributions from private developments.

Tree of the Month, July 2026

HE TIPU (PRONOUNCED “TEEPOO”) TREE is an ideal choice if you are looking for a tree that will grow quickly and will provide cooling shade over a large space. For these utilitarian reasons, it has often been selected for Santa Barbara’s parks and parking lots. Of course, its aesthetic qualities have also been appreciated beautiful, yellow-orange flowers and long, weeping boughs, which add quite an exotic and tropical appearance to our landscapes.

They have graced our community since it was introduced into California by Dr. Francesco Franceschi in 1897. Not Tipu Tree flowers surprisingly the oldest tree in our area resides in Franceschi Park.

The tree’s bark is a distinctive grayish brown forming interlacing flaking ridges.

The Tipu Tree is a broad spreading deciduous tree that can grow up to 30 feet with an equal or greater spread in ten to 15 years, with a mature height of over 60 feet with spread exceeding 90 feet!

The Tipu Tree briefly drops its leaves in winter. In the spring, it pushes out bright-green, six- to 12-inch long, fern-like, pinnately compound leaves. Each leaf has eleven to 12 leaflets (1½ inch and ½ inches wide).

In summer, its bright yellow-orange with red center flowers (3/4” wide, displayed Tipu Tree bark June through August) provide a delightful show throughout the canopy. They are attractive to bees, and, when fallen, create a lovely yellow-orange carpet. In the fall, its two-inch long seed pods appear - these are winged (they

Tipuana tipu look like one-half of an unrelated maple tree samara seed) and, consequently, spin lazily as they drop off.

Other common names for the tree are Pride of Bolivia, Yellow Jacaranda, and Rosewood. It is native to Brazil, Bolivia and Argentina. It is in the Fabaceae plant family. The Tipu Tree’s botanical name is Tipuana tipu. The genus and species names are derived from “Tipa,” its common name in South America.

This native of South America has made itself perfectly at home in Santa Barbara’s microclimates.

It is not fussy about our various soils, is happy enough with our normal rainfall, and, after three to five years of establishment, will tolerate some drought. It will look better if given several deep watering sessions during the dry season. In wetter areas worldwide, it can be invasive, but this is not a problem in our Mediterranean climate, because it does not grow here from uncultivated seeds.

It grows best in full sun and deep sandy loam soil. It is drought tolerant once established. It can tolerate high heat and is cold hardy to 22° F. It is not affected by any serious insect or disease pests.

Because of its fast growth it requires occasional pruning to maintain its structure.

Because of its growth potential, the primary consideration in planting a Tipu Tree is providing adequate space for its ultimate canopy and root system.

Ray Carney’s been selling used furniture in Harlem forever. It’s a useful front.

OLSON WHITEHEAD MADE HISTORY as the first novelist to win two Pulitzer Prizes for Fiction for consecutive works, The Underground Railroad (2017) and The Nickel Boys (2020). Now, Whitehead (’91) is back in the limelight with Cool Machine, the final installment of his Harlem trilogy.

The novel, set in the 1980s, continues to follow the shenanigans of furniture salesman Ray Carney as he juggles family life with the unexpected needs of various criminal enterprises. In an interview with the Gazette, which has been edited for clarity and length, Whitehead discussed Cool Machine, and where the trilogy sits among his other works. ______________________ The trilogy begins in the ’50s and ends in the ’80s. What was your process for building such a vibrant picture of Harlem across a period of tremendous change?

In the first book, Harlem Shuffle, we meet Ray Carney and his wife, friends, cousin, and criminal associates. Each book has three different sections, so it felt like not just three books, but nine novellas. It’s daunting when you step back. I was really trying to make a new world, looking to history to make it real.

The most fun I had as part of this process was location scouting, zigging and zagging around Harlem trying to find cool buildings and blocks that would be good sites for Carney’s interactions. Where did he grow up? Where did he live? Where’s a good place to dump a body?

I had to figure out how much I wanted to play with reality and how much I wanted to stick to the real architecture and voice of the people of that time.

How did you capture the voices of your characters?

Colson Whitehead: I’ve always found first-

person accounts and memoirs to be very useful.

Bumpy Johnson was a famous Harlem numbers guy, drug dealer, and criminal. His wife helped him in his activities, and she wrote a memoir.

William Burroughs, whom we know as the author of Naked Lunch and various Beat

Era classics, also wrote a book called Junkie.

It’s about being a hustler on the Upper West Side in the ’40s and ’50s.

When I read these accounts, I’m always snatching up slang, trying to figure out how things worked, how people referred to themselves and their world to make it real for us.

How was writing this trilogy compared to writing a standalone novel?

Whitehead: Figuring out the characters early

meant that I knew how people walked and talked from the first 100 pages. So 900 pages later, I know who Ray is, I know who Pepper is.

That was very fun.

You want to keep it fresh, which can be hard when there are nine different stories. I had to ask: Am I repeating myself? Is the 10th heist we see still exciting? How do I make it exciting?

How do I go big in the ’80s? I had a list of names that I Colson Whitehead was assembling for eight years, all these character bits, character names, descriptions, moments of interaction, and really accumulating so much content.

It was different in that way because I had a real volume of material that accumulated over time.

What was the inspiration for the main character, Ray Carney? He seemed both completely average and extraordinary.

He was also obsessed with furniture.

Whitehead: There are few books about the

life of a fence, a person who deals with stolen goods. A lot of them will have a storefront that they show to the world — where they sell furniture or electronics — and in the back is where they do their illegal business.

So immediately, a fence to me has a divided nature, a front of putting out to the world as well as this deep interior that no one else sees.

That became Ray’s template. He wants to be an upstanding member of the community, a family man, but there’s a part of him in the back that’s always saying, “Let’s do some crimes.” Over the three books we’re watching him wrestle with his darker impulses, and just that one decision to have the split

personality ends up paying off pretty well, I think.

Throughout the series, you return to various characters. Someone who played a relatively minor role in your first book may be the focus of a vignette in another. How did you decide which of those characters that you wanted to revisit?

Whitehead: Some of it was planning and

some of it was serendipity. I’m a big outliner, and so when I finished the first book and started the second, I knew I should probably figure out the major movements in the third book before I continued. I wanted to know what was going to happen on the last page when we leave Carney: Is he alive? Is he dead?

A lot of planning happened along the way.

Then, of course, you have to be open to where the story takes you.

Pepper (a career criminal with ties to Carney’s father) was a small character in the first book.

When I started the second book I realized I wanted him to have his own adventure. He’s a powerful personality who shows a different side of the criminal lifestyle. He’s a loner, so he’s a good foil for Carney’s adventures. We get to leave Carney for 100 pages and explore Pepper.

One theme that you visit a lot throughout the series is this idea that we’re all a little bit crooked, whether we want to acknowledge it or not. How does that shape the motivations and actions of characters throughout the series?

Whitehead: It makes sense to me. Maybe

that’s my twisted point of view of society and how people work. We’re one self when we’re alone, one with our family, our loved ones, romantic partners, our friends at work — all of us have these different selves that we’re negotiating in different moments.

That aspect of being human is great to dramatize and explore. I think there’s always that tension between who we are in our thoughts and how we’re playing out in the world, and that’s true for characters as well.

Reflecting on your body of work to date, including your two Pulitzer-winning novels, how does the Harlem trilogy fit in your evolution as a writer?

Whitehead: Hopefully I’m getting better as

I go along.

There are things in the Harlem trilogy that I can see I started doing five books ago, or ten books ago, in terms of character and setting a scene. I’m hopefully finding new material that will challenge me and force me to step up, and I can sit back and look at Crook Manifesto or Cool Machine and say, “Oh, you know, old Colson would have done it this way, or the me of 20 years ago would not have approached it in the same way.”

I’ve hopefully grown as a person, both as a writer and as a person in the world, and that kind of that wisdom will feed the work.

What recommendation would you give to someone who has read some of your other books but none of the trilogy and is thinking of picking it up?

Whitehead: Underground Railroad and

Nickel Boys made a big splash, and I was really grateful for the reception. I think the Harlem trilogy is a very different thing.

There are people who probably didn’t like Underground who will like this. I’m always trying to switch it up to keep it fresh for me.

That means sometimes disappointing readers and having people who come along for this book and leave for the next one.

If you’ve never gotten on the bus, this is a perfect opportunity with the Harlem trilogy. I hope you find it funny. I hope that you can see your hometown reflected in the complexity of New York City, whether you’re from Boise or Paris or New York.

With the three books, there are nine different stories. Some of them deal with great, grandiose themes, and some of them are more discreet and compact. I think there’s a lot to chew on if you decide to take this adventure on.

What’s next for you?

This was such a big project that after I handed it into my editor and finished editing, I told myself I’m going to take a year off and just flush the pipes and get rid of Carney’s voice. But about four months in I was so bored I had to start another book.

It’s great to find a new canvas, some new characters to knock around, and a new voice to play with.

Léa Drucker plays the lead with a kind of seriousness that is galvanizing.

Not a showy actor, she embodies the steely reserve of someone that pays close attention to what is right or wrong. And in this role she shows the vulnerability and emotional low points of the main character’s journey to uproot the lies and collusions that surround unjustifiable police actions. The supporting cast are all excellent and for this role Léa Drucker deservedly was awarded Best Actress at the Lumière Awards last January.

N AWARD-WINNING FILM THAT SHOWS THAT JUSTICE IS IN A LONELY PLACE, Case 137 (Dossier 137) is a new film by Dominik Moll. A well-structured police procedural, the film flips that type of story’s standard formula, where the main protagonist is a police force internal investigator, uncovering wrongdoing by her own department. The film is suspenseful Léa Drucker in Case 137 with some outstanding scenes that reveal corruption at the bottom and the top of various governmental agencies. Case 137 meticulously tracks down the rightwing conspirators and their careless violent treatment of citizen protesters.

And more than that, the film unleashes debate about the criminal behaviors of rogue order-keepers that is relevant on a global scale. The script was developed by the director and frequent collaborator Giles Marchand, and based on a real story deriving from riots stemming from the Paris Yellow Vest Protests that started in 2018 and lasted until 2020. A remarkable story element is that the film presents all sides of the equation, unflinchingly.

HERE’S SOMETHING UNNERVINGLY MODERN about Diary of a Chambermaid (Le Journal de Una Femme de Chambre, 1964), a sometimes dark, often humorous film that lays bare the social and economic class conflicts between the idle rich and the employees they exploit.

Luis Buñuel and writer Jean-Claude Carrière adapted the novel by Octave Mirbeau, taking the 1890s story into the 1930s, when France was experiencing rising antisemitism, which the director had witnessed during his first years in Paris, when he directed L’Age d’Or (1930), banned by Jean Chiappe, the Parisian police prefect. Chiappe gets a mention in Chambermaid.

UCSB Emeritus Professor Víctor Fuentes writes in The Worlds of Buñuel (Los Mundos de Buñuel, 2000) that the Spanish director returned to film in France, after decades in Mexico, “to berate the Frenchman’s intolerance of the foreigner,” adding how prophetic he finds the film.

An Operatic Delight: The Art of the Duet

American Lament, Hope, and Music

Premiered in 1942, less than a year after the United States joined fighting in World War II, this brief yet compelling work combines excerpts from President Abraham Lincoln’s speeches with Copland’s stirring score that blends swelling orchestral majesty with whispers of familiar Americana tunes.

Lloyd’s distinct voice infused each of Lincoln’s remarks with gravitas and poignant hope, as Academy fellows faithfully delivered Copland’s compositions under New’s graceful baton. Numerous audience members were moved to the point of tears as Lloyd read Lincoln’s words that could have been written yesterday: “the dogmas of the quiet past are inadequate to the stormy present. The occasion is piled high with difficulty, and we must rise with the occasion. As our case is new, so we must think anew and act anew. We must disenthrall ourselves, and then we will save our country.”

Heightening and continuing this resonant opening work, the Academy’s Lehrer Vocal Institute Co-Director and mezzo-soprano Sasha Cook next took to the stage to debut the world premiere of the orchestrated version of Jasmine Arielle Barnes’ American Lament.

Collectively, the lyrics bridged generations of words penned by Black Americans to examine how the “America” other songs have lauded has never truly existed. Or, as Cooke sang, “Let America be America again—the land that never has been yet—and yet must be, where every one is free.”

Cooke’s strong and expressive voice carried the weight of each line, alternating between sorrowful and assertive, contemplative and victorious.

Barnes’ orchestration matched and intensified the lyrics with equal emotion, combining engaging percussion with peaceful river-like rushes. Audiences leaped to their feet in ovation, thrilled to have seen the fully orchestrated work premiered by the very voice for whom the song cycle was written.

The Academy Chamber Orchestra concluded the evening with a return to the classical canon, revealing the full force of the fellows’ growing talents and New’s masterful guidance as a conductor with an exciting performance of Schumann’s Symphony No. 2. Despite being composed during a period of illness and personal turmoil for Schumann, the work reverberates with triumphant harmony. Scott Thure’s Artwork Returns to Santa Barbara

ITH A TRUE LOVE FOR ASSEMBLING FAMILIAR OBJECTS INTO NEW MULTI-DIMENSIONAL FUN, Scott Thure has returned to the Santa Barbara art scene after devoting the last 16 years to his family.

Inspired by surf, sound, and texture, his work is currently on display in Santa Barbara at both Art & Soul and Gallery 113 through August.

he was pursuing a degree in Graphic Arts at Santa Barbara City College. There, he explored design and composition using any and all materials that inspired him, a background that continues to shape his art, which is often constructed using combinations of mediums and elements.

“I was always doing construction work side by side with my art, and I enjoy construction work because I do mosaic tile and I’m building stuff with my hands,” explained Thure. “And so all of my artwork is very constructive.”

“I recreate old surfboards in miniature form,” he explained. “I might resin them, I might not resin them. I might make them look like an old board that’s been dinged up. Put little skegs on them, so they’re just these really cool little surfboards.”

Untamed Desert:

Captured by Paulette Donnellon VAST, RUGGED, AND FULL OF LIFE, Untamed Desert ~ Captured by Paulette Donnellon, a photographic tribute to the extraordinary beauty of AnzaBorrego Desert State Park will open on Saturday, July 26th at The California Nature Art Museum and run through January 18th, 2027.

From the powerful, surefooted climb of a desert bighorn sheep along rugged ridgelines to the alert, wide-eyed stance of a burrowing owl guarding its sandy doorway, each image reflects Donnellon’s deep reverence for this arid landscape. More than Desert Majesty, Dec 2024 by Paulette Donnellon a visual journey, this exhibition is a celebration of the park’s wild spirit and a reminder that even in the harshest environments, beauty endures.

“Paulette Donnellon’s photographs have the power to connect people with a place they may never have experienced before – reminding us of the rich biodiversity and beauty within the fragile desert ecosystem,” said CalNAM Executive Director Jessica Tade. “My hope is that these images will encourage visitors to see the desert landscape as an extraordinary place full of life and inspiration.”

As a nature and wildlife photographer, Paulette Donnellon is drawn to the quiet intensity of desert life and the hidden stories etched across the land.
