ell another month has just zipped by; and we are only a few months away from year end. As I mentioned in last month’s letter we were expecting the National Association of REALTORS® 2009 past president to arrive in late August for a scheduled visit of our island and meet our local REALTORS®. This has happened and Charles McMillan is certainly a great guy. He spent four days with us and attended a few of our events lined-up such as our annual REALTOR® election/luncheon meeting where he addressed our membership; a cocktail party where he met some of our local leaders and a couple dinner meetings where he met and addressed our Guam Association of REALTORS® incoming and outgoing leadership. He also had spare leisure time for an island tour and some golf. He never stopped going and was a great inspiration to us. The other big thing that has happened recently is the signing of the ROD (record of decision) on the military relocation to Guam over the next 7-10 years. I do understand the fears and concerns of some of our local residents over this - especially on how the relocation will affect our culture and standard of living. With my position as president of the Guam Association of REALTORS® and a board member of the Guam Chamber of Commerce, I have had the privilege of working closely with JGPO (the agency overseeing the relocation and coordinating this with Guam) and I do believe that they are doing everything they can to make sure our fears and concerns are being addressed. I have attended various meetings and corresponded with them many times on these concerns and they truly seem to be understanding in trying to resolve as many of them as they can. I look forward to the relocation and all the economic prosperity it will bring to our island.

Significant Future Gains Projected Steady Market May Bring 20 Percent Improvement Over 2009

G

uam's real estate market held steady during the second quarter of 2010, which is on pace toward an estimated 20 percent improvement over sales activity in 2009. During the 2nd quarter of 2010, total islandwide real estate sales reflected $66.1 million, up slightly from the prior quarter, but up sharply from the first quarter 2009 low of $36.1 million. "The market has been extremely steady with monthly sales volume of around $20 million. That's the pre-bubble rate of sales activity, so we are expecting sharp gains after the massive military and infrastructure construction projects commence." noted Nick Captain, President of Captain Real Estate Group. "By mainland standards, a steady market is a healthy market. Although the past few years has witnessed an evaporation of Asian-based foreign investment, it will return", stated Captain. Private sector foreign investment is already returning, it's just not the big money from Asia, yet. Investment has been flowing into Guam from Hawaii, Alaska, the mainland and other locations. In the residential sector, single family median pricing has stabilized over the past year in the $210,000 range. Captain Real Estate's projected 20 percent increase in total single family residences sold this past quarter was reasonably accurate with 160 units closed. In the condominium sector, sales activity showed 20 percent growth but the median price dropped below $120,000. Commercial and industrial sales activity through 6 CasaGuam October 2010

Debt Rules The new game in Guam real estate is debt. Cash is not king, because debt rules and lenders reign. As the key to leverage opportunity (and risk), debt is now the critical component of most deals. As liquidity dried up and speculative property prices declined since 2007, properties acquired during the boom suddenly experienced equity squeezes. Now, foreclosure and debt sales activity dominate the major deal landscape. At the 2009 Micronesia Real Estate Investment Conference (MREIC) at Leopalace Resort on Guam, we said that the future market would be characterized by a "take a banker to lunch" mentality. So as 2010 evolves into the Year of Debt, towering statistics are rolling in. Annualized 2010 Guam real estate lending is down by $192 million, or 36 percent from 2009 (see chart). Among other financial industry fallout, Wells Fargo will exit Guam. Notable 2003 MREIC Investor of the Year Mr. Hee Cho stormed back to life this past quarter by acquiring the first mortgages under Talo Verde Estates and Hemlani's Marine Drive land from Nara Bank. The Hemlani land sold at $6.2 million at the peak, went through foreclosure and recently sold via auction credit bid at $3.3 million in July, a decline of nearly 50 percent. The Talo Verde note was paid in full at the recent closing, but the $25 million second mortgage holder Kumho, took a beating.

In Tumon, the buyer of the first mortgage (sold by FHB at a reasonable discount) secured by the Marriott Guam is working hard to salvage that hotel's future. And debt owners may prevail at Guam's latest abandoned (temporarily on hold, shall we say?) project, the four massive towers next to GMH. Debt holders including mostly Korean lenders are further controlling numerous peak 2007 deals including raw land and other abandoned projects. At the same time, off-island lenders are showing optimism in Guam; most notably via a Resona Bank secured nine figure megadeal with the Leopalace Resort owner (no, it's not for sale), closing the largest real estate mortgage in Guam's history.

Notable Deals In an unbeatable combination of debt, equity and connections, Talo Verde Estates luxury residential

project has finally fallen into new hands, sold to a group led by Harry Chang. Talo Verde's projected cost of $35 million compares unfavorably with its $19Âą million sale price. First Hawaiian Bank proved its leadership in lending again with an $11 million note on the deal. Other major deals this past quarter include 13 additional closings at The Laguna, the high-end lot subdivision at Pago Bay, at prices up to $476,000. In the condominium sector, nearly sold out Harvest Residences has been highly successful with a perfect combination of product and price. Michael Jury and partner acquired nine Pacific Gardens condominium units from the Guzman family at an indicated price of just $38,400 per leasehold unit. During the past quarter, only five condominiums sold at prices above $300,000 and just eight houses sold at prices above $400,000.

Wolke says that by using a sandy color palette for the floors and the walls you affect the space visually by fooling the eye into making the bathroom seem larger. Keep in mind that color is the fastest and most dramatic design element. The color of paint, wallpaper, fabric or furniture can change the atmosphere of any room. Pastels or light colors, with a lot of white reflect light and draw the eyes upward — making the room seem taller. Dark tones like green and red tend to draw the eyes down and make the room appear smaller. If you’re able to invest some money into purchasing certain elements to broaden your bathroom space, then you may want to consider a vessel sink, larger mirrors and suspended lighting fixtures. Wolke explains that suspended lights will reflect off of the mirror to make the room look bigger. Another trick you’ll want to remember if you’re completely remodeling your bathroom is if you install lower

You won’t make any money until you sell a property, as Real Estate Agents work on a COMMISSION ONLY basis. You can make less than nothing, as your expenses continue to accumulate, even if you have no income, or you can make a lot, depending on your ability to sell and your drive to be on call 24/7 for your clients. Besides worries about getting listings and selling houses, you have to pay for advertising, signs, business cards, desk fee at the agency you decide to associate yourself with, Association fees, MLS fees and all other real estate provisions such as CEU’s — A REALTOR® is required to complete continuing education units (CEU), and a specific number of credits to acquire a license or to renew one. Also, to be highly efficient in the business, you should be abreast of the changes taking place in the industry such as the effects of the economy on the real estate market, financing options, advertising trends, the evolution of real estate business online, and all other related issues. You must arm yourself with reasons why it is beneficial for consumers to use a real estate

professional to facilitate their transactions. On top of all this, there are many everyday overwhelming challenges a REALTOR® must face- such as dealing with clients with unrealistic expectations and requests, driving around even on the weekends to show properties, conducting open houses which can be nerve racking, time consuming and expensive, tons of paperwork, writing contracts and getting turned down, or contracts written up, accepted but could not be fulfilled, resolving issues to be able to move transactions to closing, and so much more. It’s difficult for most successful agents to

find a balance between their careers and their private life. Some people balance it very well, but it takes a lot of determination and work. It doesn’t just happen. You have to be driven. It has to be your passion. And because you’re always chasing after that commission check, there will be times you’ll have to put work above family or other commitments. Is this really what you want to do? Bottom line is, as a real estate agent, you have to invest a lot of work, a lot of hours, incur expenses and expect no guarantee that you will get paid. So is it easy? You tell me!

Suzanne Naputi sees her role in real estate as helping families one home at a time.

need. As a member of the Air National Guard for eight years and then a key player in a non-profit organization in California, she says helping people is in her blood. When she moved back to Guam in 2008 to be closer to her family, she found that real estate became her avenue to do so. “I have always been fascinated by real estate,” Naputi says. “But I didn’t work in real estate until very recently.” She obtained her license soon after moving back and began working for Today’s Realty in June of 2009. She says that when she first came back, so saw that a lot of families didn’t own their own homes and it bothered her, because the primary reason that they couldn’t get a house is because of affordability. “Having a home to call your own is one of those satisfying things in life, and knowing that we have something to leave for our children,” she says. “So when I got into real estate, I wanted to go directly into doing what I could about that.” Naputi says she loves working with young families, especially those that have small children. “That’s where our future lies,” she says. “It ties into my desire to be a contributor in making a difference in people’s lives. Most peo-

ple want something better for themselves, but they just don’t think they can do it.” One of the things she finds challenging is the lack of resources for people to get on their own two feet. “Cost of living here is so high when put side by side with our low wages,” Naputi says. But she believes that if people can afford rent, there is a way to afford a mortgage. “We just have to worry about closing costs,” she says. And she’s working on creative ways to help her clients tackle that challenge. “That’s the way I see my role as a Realtor.” Naputi shares a story of one her clients who is a young, single mother with five children whom she accompanied in getting a loan. At first, the client had wanted to back out, saying she was scared to do so. “She was ready to give up before she even started. But today, she is a home of her own,” Naputi says. “She now takes pride in being a good example for her children.” Naputi laughs and says she may be idealistic, but she has great hope. “I want to contribute to betterment of the island. I want Guam to be the place I know it is, where people want to help other people and people trust other people. That’s what it’s all about.”

Selecting the Proper Paint

T

here are three basic ingredients that make paint work: pigment, binder and thinner. Pigments give paints their color and allow them to cover the substrate. The binder is the “glue” which holds the pigment to the substrate. And thinner is what makes the paint liquid. As the thinner evaporates, only the binder and pigment are left as a solid layer over the substrate. Like primers, there are two types of paint — latex and alkyd. The main difference between the two is the thinner. In latex paints, water is used as the thinner — while in alkyd paints the solvent is paint thinner or mineral spirits. Latex paints can be used for both interior and exterior applications and are the most popular and widely used paints on the market. Latex paints dry more quickly — usually within a half an hour of application and have fewer odors than alkyd paints. And because tools can be cleaned with soap and water, clean-up is not a problem. Interior latex paints have a smooth, blended consistency that usually eliminates any need for thinning — it can be used straight from the can. Exterior latex paints resist blistering and peeling and offer excellent color and gloss retention. Alkyd paints, like latex paints, are used in both interior and exterior applications. Alkyd paints are durable, adhere and flow well, and leave few brush marks. Alkyds dry more slowly than latex paints and create a smooth, non-sticky film. Alkyds also have a more noticeable odor and require a solvent to cleanup any brushes or tools. Exterior alkyd paints differ in composition from ones designed for interior use. The binder used in exterior alkyds does not dry as hard as the binder in interior alkyds. Because of this, exterior alkyds are more flexible than interior alkyds and enable the paint to withstand extreme temperature and humidity changes, as well as increase the life of the paint. For maximum exterior durability, an alkyd primer and two finish coats of a high quality latex paint is your best solution. The appearance of the dry paint film is referred to as the paint finish. There is a wide range of finishes for both latex and alkyd paints. And the type of fin-

ish directly affects the cost of the paint and its durability. The most common types of finishes are: flat, satin or eggshell, semi-gloss, and gloss. Flat finishes create a soft, uniform, light-diffusing appearance. On exterior surfaces, a flat finish is popular on shingles and rough siding because it hides many surface defects. On interiors, a flat finish diffuses the light, hiding minor imperfections. Flat finishes are also the least expensive type of paint finish. Satin or eggshell finishes have a low luster and are excellent for high use areas where a scrubbable finish

Plastic Fence Pros: Plastic is durable and does not deteriorate easily. These fences are available in various colors, and they will retain their color well for several years. They do not need painting unlike other fence types. Plastic does not collect dirt easily, so cleaning is minimal and easy. The material is lightweight, so installation is simple. Should any damage occur to your plastic fence, repair parts are widely available. Cons: Plastic fences usually often cost twice as much as other fence types.

Cons: The wire mesh structure is not particularly attractive and provides minimal privacy. However, you can grow small shrubs or climbing plants over the fence to conceal the wire mesh and improve privacy.

Wooden Fence Pros: Many different wood types are available for fencing purposes, giving you flexibility in choosing according to your budget and style preferences. You can easily install a wooden fence yourself and therefore save on costs. Repair and replacement parts are inexpensive and very easy to acquire, and you can even add gates and railings. Decorate your wooden fence with homemade flower boxes. Cons: Maintenance presents more of a challenge with wooden fences. Wood is not very durable and is susceptible to infections by insects and weather. You must regularly apply sealant to protect and maintain the fence, and even apply fresh paint, which may chip over time.

SHORT SALES On May 14, 2009, the Obama Administration announced its Foreclosure Alternatives Program. The program: • Establishes financial incentives for servicers, sellers, and second lien holders to encourage the completion of short-sale transactions. • Requires that a timeline, of no fewer than 90 days, be set to allow a homeowner to sell a home, without threat of foreclosure action. • Requires the short sale agreement to specify reasonable and customary real estate commissions and costs to be deducted from the sales prices. (The servicer must agree not to negotiate a lower commission after receiving an offer.) • Provides standardized documents, including short-sale agreements and offer acceptance letters. Effective April 5, 2010, the Home Affordable Foreclosure Alternatives Program provides incentives in connection with a short sale or a deed-inlieu of foreclosure used to avoid foreclosure on a loan eligible for modification under the Home Affordable Modification Program. HAFA only applies to loans not owned or guaranteed by Fannie Mae or Freddie Mac, which will issue their own versions of HAFA. SFR is the only NAR-recognized short sales and foreclosure certification, and is the only one of its kind that focuses on both the buyer and

seller sides of distressed property transactions. Currently, 50,000 REALTORS® have earned the SFR certification. As the leading advocate for homeownership and housing issues, the National Association of REALTORS® believes that any family who loses a home to foreclosure is one family too many. Therefore, REALTORS® are working hard to keep more people in their homes, but when this is not possible, REALTORS® can help some homeowners avoid a foreclosure by facilitating a short sale. A short sale is a transaction in which the lender agrees to accept less than the mortgage amount owed by the current homeowner. Short sales represent about 12 percent of recent home sales in the U.S. NAR has been advocating on behalf of homeowners who may qualify for a short sale. When a family is absolutely unable keep their home, REALTORS® want lenders and servicers to approve reasonable short sale offers that allow homeowners to avoid foreclosure. The current short sale process can be time-consuming and inefficient, and many would-be buyers end up walking away from a sale that could save a homeowner from foreclosure. NAR supports making short sales subject to a uniform process, standard forms, and deadlines. -National Association of REALTORS®-
