Orange hits the sale trail: starts ‘strategic review’ of Kenyan operation 10 March 2014

Vodafone said to have upped offer for ONO

Orange Group, the majority owner of Telkom Kenya, has confirmed speculation that it is evaluating its options regarding Telkom Kenya, the country’s smallest mobile operator by subscribers. As previously reported by TeleGeography’s CommsUpdate, the French group has hired asset management firm Lazard to find a buyer for Orange Uganda; it is now apparent that Telkom Kenya has also been included in the mandate. Orange Group press officer Tom Wright told Business Daily: ‘The group has recently started a strategic review with regards to our activities in Uganda and Kenya. One option would be to find new partners in these countries to ensure that the necessary financial and operating resources are available to maintain investment and support the continued development of operations.’ The announcement of a re-

Vodafone Group is said to have submitted a revised offer to buy Spanish cableco Grupo ONO, with the British company also said to have initiated an accelerated due diligence process over the past weekend with a view to presenting a binding offer ahead of ONO’s board meeting this week. According to the Financial Times, which cites two people close to the process, the revised indicative bid values the Spanish operator at more than EUR7billion (USD9.6 billion). With two previous approaches by Vodafone for the cableco which valued it at EUR6billion and EUR6.5 billion, respectively, both of these were said to have been rejected as too low. As previously reported by CommsUpdate, last month

ONO confirmed its intention to press ahead with plans to pursue an initial public offering (IPO), despite the interest from Vodafone. At that date the cableco’s directors were said not to have discussed the matter of a takeover at a meeting held on 11 February, and instead it was said that the company’s private equity shareholders would meet on 13 March to approve the listing plan. In line with previous reports, ONO was said to foresee a valuation of between EUR7 billion and EUR8 billion, according to people familiar with the matter. Vodafone’s latest offer, however, is now expected to be considered at an upcoming board meeting this week.

view of the company’s Kenyan operations came less than a week after Kenya’s third-largest mobile operator, Essar Telecom Kenya (yu), sought approval from the Communication Commission of Kenya (CCK) to sell its infrastructure and subscribers to rivals Safaricom and Airtel, respectively – effectively leaving Telkom stranded at the bottom of the market. TeleGeography notes that Orange’s plan to exit African markets where it is not the largest or second largest provider is a strategy that it has already implemented across its European footprint. Further, the plan may yet impact on another struggling unit, Orange DRC. Acquired in October 2011 from Chinese equipment vendor ZTEand the Congolese government, the company is currently the fifth-largest operator in the Democratic Republic of Congo (DRC), with a meagre 7.3% market share.

Coreix benefits from a secure, scalable route between its operations at Virtus, Enfield and the London Hosting Centre, Docklands. Coreix needed to put a new connection in place having recently migrated to the London Hosting Centre from another Docklands site. The new direct route provided by Geo has reduced latency by 50% compared to the previous connection through central London.

South Korean mobile operators banned from new sign-ups for 45 days 10 March 2014

South Korea’s Ministry of Science, ICT and Future Planning (MSIP) has announced that each of the nation’s cellcos – SK Telecom (SKT), KT Corp and LG Uplus – will be barred from signing up new subscribers for 45 days. Yonhap News Agency reports that the regulator has opted to penalise the mobile operators as a result of their continued provision of illegal subsidies, despite numerous warnings to halt such practices. Unlike

previous occasions where the ministry has banned telcos from registering new customers, however, the MSIPhas confirmed that, rather than suspending one carrier at a time, it will impose the ban on two firms simultaneously; the regulator said that such a course of action had been decided upon as previous experiences showed that the market became overheated when a single operator was

punished. Notably, the decision marks the longest business suspension since 2004, when the government banned SKT from new signups for 40 days. As per the regulator’s latest ruling, market leader SKT will be restricted from adding new subscribers between 5 April and 19 May, while the second-largest cellco in terms of customers, KT, will be suspended from new business between
