Gr. 11 Callies meisie glo by skool verkrag Cerise du Plooy ‘n Gr. 11 meisie van Hoërskool Carletonville is na bewering, verlede Dinsdag, 3 November seksueel deur drie seuns wat ook leerlinge van die skool is, verkrag. Volgens mede-leerlinge wat anoniem wil bly, het die meisie en seuns in die klas kamer ‘geraas’. Die onderwyser wat dié spesifieke klas aangebied het, het die meisie en seuns uit die klas gejaag. Een van die leerlinge vertel dat die seuns heeltyd weer die klas binnegegaan het, en die onderwyser op die ou end ‘n lepel onder die deur ingedruk het sodat hulle nie weer sou kon inkom nie. Twee van die seuns het die meisie glo vasgedruk, vermoedelik buite op die stoep, terwyl die derde seun sy hand in die meisie se broek gesteek het. Van die leerlinge beweer dat die meisie, volgens die seuns wat betrokke was, gelag het daaroor, maar ander sê dat sy baie skok

as gevolg van die insident ervaar het. Sers. Busi Menoe van die Carletonville SAPD het bevestig dat die voorval plaasgevind het, en dat daar ‘n saak van verkragting tans geondersoek word. “Hoewel daar geen gemeenskap tussen die seun en meisie plaasgevind het nie,” het Menoe verduidelik, “is daar penetrasie deur vingers gemaak, en is sy inwendig seergemaak. “Enige penetrasie word as verkragtijng beskou.” Mnr Charles Phahlane, woordvoerder van die Gauteng department van onderwys, is ook genader in verband met die seksuele misdaad. More taps run dry Adele Louw Residents of various areas in the Merafong municipal area have had to struggle with water shortages during the past few weeks. The Herald reported in the newspaper of 28 October that water shortages had occurred the previous week as a result of a valve that failed at a reservoir just outside Carletonville. Together with this problem, someone had seemingly started to tamper with valves regulating pressure to water pipes in several residential areas, causing the pressure to rise and pipes to break. The problems, however, did not stop at that time but is still continuing. “I woke up this morning at about 05:00 and the first thing that I noticed was that there was no water,” a resident of Umkomaas Street in Carletonville, Mrs Diane Hartley, told the Herald on Tuesday. According to Hartley, she immediately contacted Rand Water, who said that the problem was not on their side but had something to do with the services delivered by the Merafong municipality, who she also phoned to report the matter. Hartley says that there had been no water at their house several times during the past few weeks. “I keep a diary of when the water is off. During only these past few days we had to do without water several times. We had no water during several hours of Friday, Saturday, and Sunday and had only a bit on Monday,” says Hartley. “We have heard that there are problems with vandalism, but why does the municipality not put guards or something at the places where problems occur,” Hartley wondered. Other residents from amongst other ­places, Coronation Street and Oranje Street in Carletonville, also reported various water cuts during the past few weeks, most of which were the result of pipes breaking. In some areas various sidewalks had to be dug up to repair the pipes.

Municipality answers The Merafong municipality did respond to the Herald’s enquiries about the water problems this week. According to a municipal spokesman, employees of its water section had to repair twenty burst pipes in Extension 8 and 9

in Carletonville after both the valves that regulate the water pressure were tampered with. Normal water pressure is 2,5 – 3 bar. During the repair process it was discovered that the valves controlling the pressure in the system were tampered with, raising the pressure in the system to 5,5 bar. At both the valve chambers the steel lids were stolen. “The council security services do regular inspections at the valve chambers to curb such action, but it is not possible to monitor all the points at all times. The reason for the vandalism is not known and the perpetrators have not been identified to date. The public is requested to assist council if they see unauthorised people tampering with Council infrastructure. At the end of the day the cost of repair and the discomfort of service interruptions will affect every­body,” the spokesman said. Another problem is that a main water valve from Rand Water Board pipeline, feeding the main reservoir at Carletonville was out of order due to a mechanical failure. During the repair period of about 15 hours only a limited water supply to the area could be maintained with direct feed. Carletonville experienced low pressure in the system during this time. As a result of this failure and the high demand for water in town, due to high temperatures and low rainfall, the reservoirs are currently not full to capacity. The municipality is also still experienced some problems in the water network due to lots of water being used. The water section is, however, monitoring the situation. According to the municipality, the fact that some Merafong residents are connecting water pressure pumps to the Council’s network is also a factor contributing to the extremely low water pressure experienced in some areas. Despite the fact that these people consume huge amounts of water, which puts even more pressure on the already stretched water network, such action is also illegal and culprits will be fined if caught. The municipality also called on residents to use water sparingly during the next few weeks in order to assist with the filling of reservoirs to their original capacity. Residents can report problems at the emergency call line at 107 or can contact the municipality if they know about any transgressors.

Die seuns is glo tydelik geskors, maar word tans by die skool toegelaat om in ‘n ander lokaal as die meisie eksamen te skryf. “Hulle mag die meisie glad nie kontak nie, en die kriminele ondersoek van verkragting gaan voort,” het Phahlane gesê. Volgens Phahlane is die skool en die Gauteng department van onderwys woedend oor wat Dinsdag gebeur het en sal daar ondersteuning en berading aan die meisie gebied word. Phahlane sê dat, om verdere sulke insidente te voorkom, die skool van plan is om met leerlinge oor verkragting, seksuele teistering en soortgelyke onderwerpe te praat en dat geen leerling weer gedurende klastyd uit die klas gestuur sal word nie. “Die department van onderwys gaan ondersoek instel in verband met hierdie saak by Hoërskool Carletonville, en gaan ‘n organisasie wat spesialiseer in seksuele misdade gebruik om dit te doen,” het Phahlane gesê.
