has been over a year now since our Antillean Guilders were replaced with US Dollars and since then our monetary transactions have taken place under the watchful eye of Jefferson, Franklin and Lincoln. But as the world’s economy stutters and stalls under the weight of global debt, as America’s financial dominance seems to wane, Caribbean Homes wants to know whether the Dollar is the best currency for Bonaire.

Willy Dassen, a man whose credentials for talking on such a topic are clear. With 30 years experience working for the Dutch Central Bank as well as coordinating the 3-year preparation of Holland for the introduction of the Euro, he was the obvious choice for strategizing Bonaire’s own currency transition to the Dollar. So now that the Dollar is here, we ask Willy why it was the right choice and what needs to be done next to ensure longevity for the island’s economy.

Q:

Why was it necessary to replace the Dutch Antillean currency?

Willy Dassen: Because the Dutch Antilles ceased to exist. The BESislands (Bonaire. Eustacius and Saba) are too small to have their own currency. You will ask, “if so, how come Curacao is still using the old currency?” this is because the operation to replace currency is very costly. Also Aruba changed its currency when it got its ‘Status Aparte” in 1986

Q:

Q: What might have been the negative effects if the Euro had been introduced?

Willy Dassen: As I mentioned before, the main negative effect would have been the risk of fluctuations between the Euro and the Dollarzone the BES islands (Caribbean Netherlands after 10-10-10) are in. A very good example is the French part of St. Maarten where many of the shops and restaurants went out of business after the Euro replaced the French Franc. They simply could not compete with the Dutch side where Antillean Guilders (equivalent to Dollars) were used. Also imagine the negative effect on income sources, such as tourism. Hotels and dive packages would be booked a year in advance in Euros. Dollar-Euro currency fluctuations during that year could have a very unstable effect on the entrepreneur’s business!

Q: Why do some people on Bonaire feel that the dollar has caused the cost of living to go up?

How is it technically possible to adopt another nation’s currency?

Willy Dassen: For small countries that have little chance of creating and supporting their own economy, it is a wise decision to adopt a strong currency like the US dollar. The Dutch central bank asked the Federal Reserve to give permission to adopt the Dollar; following in the footsteps of seven South American countries.

Q: Why was the dollar chosen to replace the Antillean guilder and not the Euro?

Willy Dassen: Since the seventies the Dutch Antillean Guilder was already linked to the US Dollar with a fixed rate of 1,79. Also 67% of trade registered by the Antillean banks was done in US Dollars, not in Euros and of course all money movement between the Dutch Antilles islands was in Antillean Guilders which due to the fixed rate was basically already in US Dollars. Last but not least, most savings, for example pensions, were built up in Nafl’s, so basically in Dollars. The fluctuations between the Euro and the Dollar would have affected interest rates. If over time the dollar would lose, say, 20% in value against the Euro, people would receive 20% less of their accumulated pension; A huge risk.

Willy Dassen: At the time the dollar was introduced, many other regulations had just been changed on Bonaire. The first problem is that some months before the transition on 2010 the world food prices went up by an average of 18%. People have falsely identified that this is due to the introduction of the Dollar, when in reality it is just unfortunate timing. Also the endlessly fluctuating exchange rate between the US Dollar and the Euro has a strong effect on prices as many products we use on Bonaire are bought in Europe with Euros. (For example, between the 1st of January 2011 and July 2011, the dollar went up from around 1.3 to 1.4) A completely new tax system was introduced. The former 5% O.B. (sales tax) was replaced by 8% A.B.B. (a slightly different definition of sales tax), often leading to unfortunate situations where the A.B.B. is paid several times on the same product, including logistic services like shipping costs. In a few fields, mainly construction (sub) contracting, this accumulation has been recently corrected, but generally has not resulted in lower food prices. Also the existence of import via Curacao does not help. Most sea containers are first shipped to Curacao where an average import duty of 20% is paid, followed by 5% O.B. (turnover tax). When cargo of these >>

imported containers is sold to Bonaire by wholesalers from Curacao, the Curacao tax cannot be claimed back. Upon arrival in Bonaire the 8 % A.B.B is added. And overall, the current negative global economy adds to Islanders belief that the standard of living is not improving. But for sure there are also some business people who abused the change over to the dollar to raise their prices. Currently there are no laws to regulate fair pricing. The only way to force these rogue sellers to lower their prices is if potential customers go to more reputable sellers for their purchases.

Q: Did you take any measures to avoid unfounded price in creases in, for instance, super markets?

Willy Dassen: The Dutch Ministry of Finance, the institution who is the authority responsible for overall price policy on Bonaire, asked the local government to take action. For example, the local government were asked to implement rules for counteracting double pricing. They alsosupplied DEZA (Local Department of Economic Affairs) with lists and special software from the Netherlands to keep track of this. Unfortunately the local authorities have chosen not to use these systems so far.

Q:

Why have you stayed on Bonaire after your job for the bank was done?

Willy Dassen: First of all I like Bonaire. Before I got here I never contemplated the place, but now I have discovered many of the wonderful things this island has to offer. Second, I have built up a strong network over the years and there are other opportunities for me here to practice my skills. As far as payment-automation is concerned many systems can be improved and I like focusing on that.

Q: Why are you building your new home on Bonaire? Willy Dassen: Again, Bonaire is a nice place to be, I live here now, so why not build my own home? At the same time the interest rate on my savings is marginal, so I hope investing in brick and stone is a good alternative. .

‘Just accept exceptions, and then you don’t have to struggle with too many rules.’

Q:

What suggestions would you like to make for the ‘Dutch Government’ (R.C.N.) to help make Bonaire an increasingly prosperous island?

Willy Dassen: The local politicians should attract companies from the Netherlands to settle here, do business, enjoy tax advantages in the long run and educate local people. These companies will not come to them, they will have to go out and promote Bonaire. As far as the Dutch government is concerned, Bonaire needs a system that fits the small scale. Cutting and pasting policies does not work. Don’t implement too many rules; they will never apply to everyone. Just accept exceptions, and then you don’t have to struggle with too many rules.

Dassen answers all of our questions in a measured and assured way. It seems that there is a lot more just below the surface at play that is contributing to the cost of living on the island, and things that could possibly be set straight if only the right strategies were applied. Willy has shown that it is easy to blame the things that are most alien and new to us, almost as a knee jerk reaction to the global changes that are affecting our life experiences. What is clear is that the bureaucratic contingency, both locally, and in Europe could do a lot to steady the ship. Creating business through effective use of local policy, realistic approaches to taxation as well as a workable system that embraces the small-scale economy are all tools that will safe guard the longevity of the island’s success, making the changes of a new currency seem merely a pocketchange-sized problem.

How often do you find a restaurant that after 19 successful years moves to a brand new ocean front Palazzo, serving you delicious food and drinks, while still retaining that authentic, homely Italian feel? Owners of Capriccio, Lola and Andrea, bring you to Italy with their fresh seafood, delicious pasta and homemade... everything! Our new place isn’t just about design; it’s about customer experience.” We went down to the stunning new location of Capriccio to find out about the move, Andrea’s love of food, Lola’s for wine and to talk about growing up on a small vineyard and Playboy playmates, among other things!

Q: Andrea, clearly, you’re a successful chef and the great food and experience we got from visiting the old Capriccio is testament to your talent; so tell us, when did you first experience cooking as a business?

Andrea: From a very early age, I was 14 when I enrolled at a culinary school called Carlo Porta in Milan where, for 3 years, I was surrounded by professional-level chefs, preparing for life cooking in a working environment. When I graduated, I began work as an apprentice chef and was lucky enough to work with Claudio Sadler, a two star Michelin chef, who now has restaurants all over the world. After my apprenticeship, I took charge of the kitchen at Hotel La Panoramica where, together, we earned a Michelin star. By that time I was 21.

Q: So you had clearly attained a lot of professional

experience while still relatively young. Are we right in saying that gaining that Michelin star made you the youngest Italian chef to attain such a prize?

Andrea: Yes, that it correct. It was the same year that I met Lola so it was a good year for me!

Q: What else had you done before arriving in Bonaire? Andrea: I worked in various restaurants in Italy, including 5 years at another two star Michelin restaurant called Antica Osteria Del Ponte. I used the time to really perfect my cooking and to meet other enthusiastic and passionate food people.

Q: So you came to Bonaire in 1992, to open your own little bit of Italy among the palm trees. Why did you choose the name Capriccio,

and what does it mean?

Andrea: Capriccio, in English means ‘whim’. We thought it sounded catchy, it worked and I suppose it did fit because, 19 years ago, it was on a bit of a whim that we decided to open up an Italian restaurant on tropical Bonaire!

Q:

Andrea, the service is always top-draw at Capriccio; how do you train your local staff to be so hospitable and knowledgeable?

Andrea: Love. It’s simple. Lola and I do not have kids so for us it is great to work with young people; to have them around us and around the restaurant is great. We try to treat them like family and not just as employees, so it’s more than transferring skills, it’s about transferring the love that we have for what we do. We love cooking and we also love the Bonairian people so if we can pass something on to them that they can take and use as a profession then that is the most important thing.

Q: So the new-look Capriccio, is it going to differ from the old? If so, how? Andrea: Not really, we want to treat it the same way; the same good service and the same approach to cooking. Nothing has changed; Capriccio just got a fancy new dress, that’s all.

Q: We have noticed a new trend among chefs and restaurants for producing food completely from scratch, like cheese for example. How much of your produce do you make in this way?

Andrea: Most things. Bread, pastry, ice cream and pasta are all made from raw ingredients at Capriccio’s and we could make cheese if we could get hold of fresh, unpasteurized milk. However, this is hard to get in Bonaire.

Q: Would you share with us the secret to your renowned, beautifully crispy, pizza bases? Andrea: A lot of muscle! The dough must be kneaded thoroughly, to get all the ingredients to mix well to insure even cooking. You also need to put in a lot of effort rolling out the dough before putting it into our special brick oven. The dough goes straight on to the brick and that gives it a crisp finish.

Q: And the pizza bases are also served chopped as part of a side dish? Andrea: Yes. It is a tradition from southern Italy, they serve it as a ‘nibble’ and they call it focaccia. You can get thin focaccia, thick focaccia, all kinds. And it is so versatile, for example, there is a salad dish called panzanella that includes dry focaccia and tomatoes, which is a beautiful and simple summer dish in Italy.

Q: Every time we eat at your restaurant, it is clear that the meals are steeped in tradition and influenced by emotion. Are many of your dishes influenced by places you have travelled to?

Andrea: Of course. Anywhere I go I get inspiration, be it new ingredients, new smells, new colors. When you have been in the industry as long as I have, food becomes your life. Food becomes like a second language and, in the same way as when you hear a new word that you like and you begin to use; when I taste something new, I want to use it in my cooking vocabulary.

Q: Do you think you would have ever done anything else, other than becoming a chef? Andrea: No, not really. I like to eat too much! It has always been a part of my life, not just when I went to the culinary school, but always.

Q: Lola, congratulations on the new location and design of Capriccio; the place really does look incredible. So, how did you go about designing the new restaurant?

Lola: Thank you, I’m glad you like it. Jeffrey Silberstein, who has been a friend of ours since we moved to Bonaire, designed the exterior. He hails from Curaçao and trained in America, where he owns his own architectural design company. We always agreed that, should we move from a rented site to our own, he would design the property for us. But, as we are good friends, I was given a lot more freedom to collaborate with him. For the interior design I spent hours upon hours trailing through Google, looking at colors, textures, matches etc. I also kept an eye on catalogues, taking pages out if I thought the content might be helpful. And, of course, the obligatory trips to Italy for inspiration!

Q: I see you have added a delicatessen to this new design; what made you decide to include one? Lola: We always, always wanted one as, in Italy, it is traditional for a restaurant of a certain quality to also include a deli. Unfortunately, at the old Capriccio, it was a question of space. But now we can offer a taste of what we serve in the restaurant to customers who are on the go or maybe for those who want to recreate what they have experienced at Capriccio, in their own kitchen.

: Lets talk about the wine list; Capriccio has one of the finest lists in the Caribbean, if not the finest. You are the person responsible for the wine choices at the restaurant so tell me, when and why did you fall in love with wine? Lola: In Italy, restaurants of a high standard treat wine in the same regard as they treat the food they serve. Wine is studied in the same way as food so the two can be matched well and this is done by collaboration between chef and sommelier (wine expert). I am a trained sommelier and have been so from an early age as it was an important attribute to have during my time working in restaurants in Italy. As well as this, my family ran a small vineyard when I was growing up. I learnt to harvest grapes, to produce wine and, most importantly, to taste wine. So you could say I was born into it.

Q: So that experience must come in handy when overseeing the 350 different labels that you stock at Capriccio. With such a huge wine list, how often do you get to re-taste them all?

Lola: More often than you would think actually. As you know, we are back and forth from Italy a lot of the time, and we will always try to visit the wineries over there that we do business with. As we are also the main distributer of many of the labels that we stock for the whole of the Caribbean, we are regularly having meetings with the wineries’ associates and at these meetings we will always taste the wine. It is a tough job, but we have to do it!

Q: What would you say is the best value label on your list? Lola: To be honest, we have many wines that would be considered good value. There is always a preconception that successful restaurants will only stock expensive wines but, for me, my philosophy on wine is to provide great tasting, but inexpensive wine. It is more challenging, yes, but it is also more satisfying than relying only on established labels. So I couldn’t give you just one good value label, there are many inexpensive wines on our list and they all taste really good. But maybe, as an example for you, we have just acquired a wine from Puglia, which will sell in our delicatessen; it is a beautiful wine and is available for around $15.

Q: So how do you select your wine? Is it only Italian wine that you serve? Lola: Well, being an Italian restaurant, a lot of our wine is from there as that is what the customer often wants, but we do have wines from other places such as California. As far as selection goes, obviously a lot of it is done on our trips to Italy, as it is good to go to the source, as with anything. We also get wines sent to us and if it suits our dishes then we will take it on. The other opportunity to select wine is when we go to Italy; we have links with a great wine distributor there who provides wines from various countries. So, even when we are in Italy, we don’t just taste Italian produce.

Q: What is going to be the must-try wine for 2012? Lola: We have just taken on a 2009 Pinot Grigio called Praepositus Veltliner. Veltliner is the name of the grape which originates from Austria and the winery, Abbazia Di Novacella, is located in Südtirol, the northern-most part of Italy; a mainly German speaking area. What is special about this wine is that it is produced on a fully functioning abbey; one that has been established since the year 1001 and this is highlighted by the bottle’s crest, which is that of the Pope.

Q: Who is the most famous person you have served food or wine to? Lola: Over the years I have encountered many celebrities; Gene Hackman, Glenn Close and Kathleen Turner are a few that stand out. But the most memorable famous person I have ever served was Hugh Hefner when I was working in LA. I remember him being extremely pleasant and very generous to everyone. He was sat there with 12 playmates and a gigantic, triple magnum, champagne bottle. I just remember how, despite all his wealth and reputation, he was so polite and welcoming.

Q: When did you have your ‘Grape Epiphany’, your greatest moment tasting wine? Lola: My Grape Epiphany? Wow! Let me think... … After a long pause..... I think I must have an epiphany with wine every day. For me, when I taste the wine we serve, it takes me back to where the wine is from. The taste of every wine is dictated by the earth that its grape is grown in and by the people who make it; so, for instance, if I am drinking a wine from Tuscany, the smell takes me to a Tuscan sunflower field. If I am drinking a wine from the Alps it is nostalgic of sitting high up there, enjoying the cool air.

Q: Are people going to leave Capriccio with a dining experience unique to anything else they can find on the island? Lola: I believe in our purpose and our passion for good food, fine wine and positive dining experience. I suppose if people go away feeling the love that we put into the food then we have achieved our goal.
