SPEAKER PROFILE RAJA SINGHAM Managing Director, Brickfields Asia College (BAC) Education Group Raja Singham is a well-known entrepreneur and a founding member of companies specialising in corporate training, advertising, publications, event management and IT development. Having founded BAC in 1991, his focus on innovation and educational excellence has been honoured by numerous distinguished awards. He is also involved in many government initiatives to improve the Malaysian education sector and was also a Circle Expert for Transformasi Nasional 2050 (TN50) on Work and Value Creation. He is an accelerator of revolutionary digital business models and have invested in numerous technology startups. Amongst them are: ● ● ●

John Matheson joined India-based legal technology innovator, OneDelta, as a Board Advisor in 2016 and following the recent incorporation of One Delta Singapore, he was appointed as Chairman. He is a consultant in the area of ethics & compliance and in the deployment of legal-tech solutions. His achievements include: ●

Initiating and leading a worldwide program to develop and embed leading ethical compliance practices throughout Intel Corporation and was the recipient of Intel’s inaugural Worldwide Excellence Award for “Significant Impact, Proactive Thinking and Leadership in Ethics”;

Developing Code of Conduct initiatives and innovative compliance training in the fields of Ethics and Foreign Corrupt Practices;

Launching an open source Legal Compliance Manual with the Indian Institute of Corporate Affairs with the support of the Minister of Law.



SANDEEP KAPOOR Director - Legal, Sequoia Capital India

Sandeep Kapoor is the Director-Legal at Sequoia Capital India. He received his law degree from the University of Delhi, is a qualified company secretary, a member of the Institute of Chartered Secretaries and Administration, U.K., the ABA Section of International Law and the International Bar Association. Sandeep started his career as in-house counsel and has also worked in law firms serving in the Delhi offices of Vaish & Associates and Luthra & Luthra Law. Before joining Sequoia Capital in 2010 where he was Sequoia’s first legal hire globally, Sandeep worked at Intel where he was the General Counsel South Asia for Intel Technology and Senior Attorney South Asia for Intel Capital. Sandeep has a deep passion for legal technology and the efficiencies it offers the legal profession. He actively monitors worldwide developments in Legal-Tech and Fin-Tech and has created numerous technology tools that have reduced complexity and accelerated the onboarding, compliance and approval of legal transactions. Sandeep’s achievements in Legal-Tech were recognized by the Financial Times Legal Awards 2018, for the Best In-House Legal Team.



GREGORY VIJAYENDRAN President, Law Society of Singapore Gregory presently serves as President of the Law Society of Singapore. In that capacity, he also serves on strategic and influential boards and committees impacting and developing the legal sector such as (i) Singapore Academy of Law (as Vice President) (ii) SAL Ventures Ltd (iii) Future Law Innovation Programme Steering Committee and (iv) Singapore Institute of Legal Education. Gregory is privileged to serve as a lawyer leader of the Bar during the yearlong Tech Start for Law Initiative Programme (a tripartite collaboration with the Ministry of Law and SPRING Singapore) commencing from 1 March last year as well as past and ongoing complementary tech initiatives of the Law Society such as the Smart Law Assist and SmartLaw Recognition mark. His present practice as a Rajah & Tann Disputes Partner encompasses litigation and arbitration on a variety of complex commercial disputes as well as banking and insolvency matters.

MODERATOR PROFILE EDMUND BON Head of Chambers, AmerBon Advocates

Edmund is frequently consulted by private clients, multi-national companies, the Malaysian Bar Council, public authorities, and governmental bodies on legal issues and law reform. He is also Malaysia's representative to the Asean Intergovernmental Commission on Human Rights (AICHR). He was previously a 5-time elected member of the Malaysian Bar Council and chaired the Constitutional Law (2009-2011), Human Rights (2007-2009) and National Young Lawyers’ (2006-2008) committees. After a break of five years, Edmund recently stood for election and was elected to the Bar Council for the term of 2016-2017. In 2008, Edmund was appointed to advise a Chief Minister and State Government and since then has been dealing with – both as a contract negotiator and litigator – major issues pertaining to the management of State resources. Edmund is regularly invited to speak at local and international conferences on constitutional law and other matters of law, and on human rights advocacy. He has conducted more than 900 hours of training for young lawyers and activists on similar topics. His articles and papers have been published in law journals and by news media. Edmund’s latest published work is in the Halsbury’s Laws of Malaysia, entitled “Citizenship, Immigration, National Security and the Police”.


SPEAKER PROFILE KAREN CHEAH Chairperson, Ad Hoc Committee on Amendments to the LPA

Karen Cheah is a Partner at Chooi & Company + Cheang & Ariff (CCA) and is currently an office bearer of the Malaysian Bar Council. She was also the past Honorary Secretary and Treasurer of the Malaysian Bar and was awarded the ATC Outstanding Alumni Award in 2016. Karen is currently the Chairperson of the Ad Hoc Committee for Amendments to the Legal Professional Act and a member of the Institutional and Law Reform Committee, Child Rights Committee, Trades in Liberalisation of Services, and Finance Committee; under the Malaysian Bar Council. Karen was a speaker at the University of London Alumni Debate on the topic ‘Arbitration is not about just settlement, it is just about settlement’ in 2017. She also spoke at the Trilateral Regulatory Exchange Programme 2017 organised by Bank Negara Malaysia on the topic of how lawyers comply with AML/CFT regulatory requirements, challenges and compliances. In 2016, she was a presenter on the topic of ‘Technology & the Legal Profession’ at the International Malaysian Law Conference. She regularly speaks at seminars, forums and conferences domestically and on international platforms.



NOEMIE ALINTISSARMOONEY Manager, Future Law Innovation Programme (FLIP) Noemie is a passionate commercial strategist, bringing over 13 years of international business development experience, including 10 years in South-East Asia. Noemie is a technology & innovation enthusiast and currently leads FLIP by the Singapore Academy of Law, an industry-wide innovation initiative aiming to encourage technology adoption, catalyse innovation, and develop new business models for the delivery of legal services in the future economy. Noemie graduated from University College Dublin with a Bachelor of Science in Management (Honours) and holds a Master of Business Administration (Merit) from Strathclyde Business School (FT Top 100 rankings / Economist Top 50 rankings). CHARYA RABINDRA President, Indonesian Regtech and Legaltech Association (IRLA)

Charya Rabindra is the President of IRLA and also the CEO and Co-Founder of Lawble, a pioneer company in the Regulatory Technology (Regtech) industry in Indonesia. Charya was previously an investment banker at Helios Capital Asia. His interest in legal and compliance matters began as he served in the capacity of Head of Operational Division II at the Indonesia Securities Investor Protection Fund (Indonesia SIPF), a subsidiary of the Indonesia Stock Exchange. Armed with his experience from working in the department of Capital Market & Financial Transactions, Charya then moved on to serve as Legal Counsel in UangTeman, a fintech company that provides short term loans to businesses and consumers. Charya graduated from Universitas Gadjah Mada (Indonesia) in cooperation with University of Groningen (Netherlands) in 2009, majoring in Accounting and International Business (dual degree program). He received his Master of Law, Business Law from UGM in 2015 and is currently pursuing his Bachelor of Law at Universitas National, Jakarta, Indonesia.

JOSHUA TAN Managing Director, Business Network Solutions Joshua graduated from Bradley University, Peoria, Illinois, USA with a BSc Electrical & Computer Engineering. His involvement in the sales and marketing activities in the ICT industry begins with Hewlett Packard in 1990 and had spent 8 years in the company in various positions, from engineering, sales management and country marketing management. His last assignment at HP was a regional assignment in Singapore, where he was the Marketing Manager for the Personal Systems Group division, managing the PC portfolio budget in excess of USD 600M. After his stint in Singapore, he joined a local payment systems company in Malaysia, GHL Systems Sdn Bhd from 1998 to 2002 as Sales and Marketing Director of the Systems Integration division. He later joined Digiland Distribution Malaysia Sdn Bhd as the Managing Director before venturing out on his own. Currently, Joshua provides strategy, directions and management for Business Network Solutions and its associated group of companies.

A seasoned Legal Technology veteran of over 10 years, Jason Lim has worked with many users on both sides of the technology divide, a divide which he feels strongly must be removed in order for legal firms and corporate legal departments to fully leverage on technology to better their service offerings. Trained as an engineer, his early days involved getting his hands dirty implementing and supporting legal solutions for law firms across Asia. He then moved on to a solution consulting role and then to solution sales. The experience and insights gained in those years helped him understand the needs of both users in the implementation of technology thereby allowing him to help firms and organizations adopt technology positively with the common aim of improving efficiency, productivity and, most important of all, helping firms providing quality service to their clients.



DIANE TEO Senior Account Director, Alternative Investments & Legal Services, Intralinks Diane Teo is a Senior Account Director in Intralinks, helping clients in SEA region with Alternative Investments on fund raising, reporting on fund performance and manage portfolio companies more efficiently, with transparency and compliance. Armed with a degree in Communications and English Language, Elizabeth handles content specifically for the online consumption of legal information. This includes the Asia Law Network resource site as well as publishing vetted legal content across various social media channels in collaboration with law firms and partners. Elizabeth works closely with lawyers in the region to create content that is relevant to their practices. Her experience in helping curate content that are highly specialised and making them easily understood by the man-on-the-street is deeply valuable. She endeavours to expand Asia Law Network’s mission of access to justice by enlarging its digital footprint and drive more value through online content. The Asia Law Network platform has grown to include meaningful ways to use technology to power pro bono cases, in collaboration with Law Society’s Pro Bono Office, as well as a client management system which will redesign lawyer-client interactions. Communications is at the heart of the mission and Elizabeth infuses the team with her exuberance and care through her words.

Fareez Shah was enrolled as an Advocate & Solicitor of the High Court of Malaya in July 2013. He is also a registered Company Secretary with the Companies Commission Malaysia (CCM). Since the inception of Fareez Shah & Partners (FSP), Fareez Shah has represented and acted for various startups & social enterprises with various types of work, which includes setting-up, fundraising, compliance and risk management. EFFON KHOO Founder, founder Effon Khoo was a General Manager in NASDAQ:CCIH, owning P&L of a business unit of approximately 100 people. Before that he spent 5 years in Microsoft Office R&D working on products such as Office 2010, Office 2013, Office 365, Microsoft OneNote and Microsoft Lync (now known as Skype for Business) on Android. SPEAKER PROFILE HARPREET SINGH CEO and Co-Founder, Blocklime Technologies Sdn Bhd Harpreet Singh started exploring the field of Blockchain at the age of 19 and eventually led him to become a Blockchain Developer. Harpreet envisions a future where blockchain is integrated into everyone's daily lives, and he firmly believes that blockchain's applicability can be extended beyond financial and asset management. With this vision, he founded Blocklime, a Malaysian-based blockchain company. Harpreet is now the CEO and Co-Founder of Blocklime Technologies Sdn Bhd from previously being the software developer in Blocklime Technology Malaysia. He also graduated from Universiti Tenaga Nasional (UNITEN) with a Bachelor’s Degree in Computer Science (Hons) Software Engineering back in 2016 and now is undergoing his studies in Master’s in Software Engineering. He also holds a number of certificates like the Cisco Certified Network Associate Routing and Switching (CCNA), Cisco Certified Network Associate ICND 1 (CCNA), Certified Big Data Analytics Training by MDEC, and so on.



CELINE MOILLE Partner, Yellaw

Lawyer, partner at the international law firm YELLAW, and Ph.D in private international law, Céline is today at the heart of her firm’s FinTech department. For many years, Céline has also been a lecturer in Lyon’s University. Sure the LegalTech is the new best way to bring legal support to companies, she is one of the founding member of Dodo Bank in 2017 and today she is running YELLAW blockchain’s department. Céline is well-known for her knowledge in blockchain’s legal issues. She regularly participates in national and international conferences as a speaker, she collaborates in these issues’ debates and she writes articles.

She believes lawyers have indeed a central place in this new ecosystem as neither the general public nor political and legal institutions are at ease with the blockchain and its specificities. Rules are not yet perfectly established but risks do already exist from a legal point of view: legal advice is therefore essential.


SPEAKER PROFILE NIZAM ISMAIL Head of Regulatory Sub-Committee, ACCESS Singapore

Nizam Ismail is the head of Regulatory Sub-Committee in ACCESS Singapore and als a Partner and Head of the Financial Services Practice of RHTLaw Taylor Wessing in Singapore. He is also Co-Founder of RHT Compliance Solutions, a dedicated regulatory compliance consultancy based in Singapore, Malaysia and Indonesia. Nizam has regulatory experience as Deputy Director and Head of the Market Conduct Policy Division of the Monetary Authority of Singapore. He also established a background in compliance as Head of Compliance for Southeast Asia at Lehman Brothers and Morgan Stanley. In terms of his legal experience, Nizam was previously a Deputy Public Prosecutor/State Counsel at the Commercial Affairs Department and Senior Legal Counsel at Citigroup. He draws upon his vast experiences in those various fields to help FinTech, cryptocurrency and blockchain companies as well as financial institutions in Southeast Asia with various legal and regulatory compliance issues, and to also design practical and risk-focused compliance programs.

Philip is a dual qualified Singapore and Malaysian lawyer with 28 years of experience. He is also part of the international legal networks of ASEAN Plus, Terralex and First Law International. GIGLIONE Consultant, Mediator, Arbitrator & Trainer for ANT Lawyers Thomas is an accredited Mediator with the Ministry of Justice of Vietnam and a court-appointed Mediator in the Supreme Court of Ontario, Canada. His professional memberships include the Internet Bar Association and the Legal and HR Training Committee at the European Chamber of Commerce. He is also a Mediation and Arbitration Committee Member at the International Bar Association. Thomas has been featured as the Podcaster Interviewer for Law Tech’s Lawyer of the Week podcast. In addition to being an Accredited Mediator and Arbitrator with the World Mediation Organization and University of Windsor Faculty of Law, Thomas has written on the topic of law tech and online dispute resolution on LawTech.Asia. Aditya Shivkumar is the Co-Founder of RDO. The company, headquartered in London, is a LegalTech startup that focuses on building bespoke ODR solutions for B2B and B2G verticals. Aditya is a trained lawyer from England and is a sought after litigator in India specialising in Blockchain Law and Sports Law. He has close to half a decade experience in the field of litigation and it was this quest to improve access to justice that made Aditya co-found RDO. Under his leadership, RDO witnessed a period of robust and sustainable growth by collaborating with governmental agencies, mediation providers and companies with the sole focus on end users to resolve disputes with effortless ease. ILIA PUTILIN Deputy Head, Legal Services Asian International Arbitration Centre (AIAC) Mr Ilia ‘Elijah’ Putilin acts as the Deputy Head of Legal Services at AIAC (formerly known as KLRCA). At, Mr Putilin co-leads a team of counsels and supervises all adjudication, arbitration, mediation and domain name dispute resolution proceedings. Currently, Mr Putilin chairs a sub-committee of the Sports Law Association of Malaysia responsible for the revision of the Sports Development Act 1997 and development of sports arbitration in the ASEAN region. Prior to joining the AIAC, Mr Putilin practised principally from the Moscow offices of Squire Patton Boggs and Clifford Chance. He represented and advised clients in more than 50 cases before SCC, LCIA, ICC, ICDR and ICAC (Russia) tribunals, foreign and domestic courts of all levels, including the RF Supreme Courts, and international trade tribunals. Mr Putilin is also co-authoring a title on blockchain regulations across the globe to be released in 2019.

Professor Ray Campbell is a scholar of civil procedure and professional responsibility. His current research concentrates on the intersection of law and commerce, with a special focus on the changing nature of the legal services marketplace in light of technological and economic innovations. Before embarking on his career in academia, Professor Campbell served as law clerk to U.S. Chief Justice Warren Burger of the United States Supreme Court, as a law clerk to Judge Malcolm Wilkey of the U.S. Court of Appeals for the D.C. Circuit, as a prominent litigation partner in the multinational law firms of Kirkland & Ellis and Jenner & Block. Professor Campbell received his undergraduate degree from Yale College and his Juris Doctor degree from the University of Virginia. Professor Campbell regularly is invited to make presentations on topics related to changes in the legal profession, including, most recently, at the International Legal Ethics Conference in London, which included a separate presentation to the British Legal Services Board, and the Law and Society conference.
