The buzz is that this is the show not to miss this year. Besides the location at a world UNESCO site, in a castle fit for a Queen (that’s me!), nestled in the Rocky Mountains, attendees will enjoy top speakers.

I

won’t take up much space in this issue reviewing the state of the parking industry, or the weather, or current events. Well, a bit about each and then I will get over it.

The parking industry is morphing, as has been predicted for the last decade or longer, but does anyone really have a handle on how fast the changes are happening and what will be the result (which, of course will only be temporary, so similar to the weather patterns across the country these days, if you don’t like it, wait a bit and it will surely change). Ok, that is two of three topics I wasn’t going to mention. Might as well take a shot at the third – current events.

I was just recently at the IPI in New Orleans and saw quite a few Canadians enjoying the huge trade show, educational sessions and of course, the food and the music of NOLA! It was my first visit to that city, and after getting past the scenes on Bourbon Street, enjoyed the depth and beauty of that city, plus some incredible food experiences! Thanks to Shawn Conrad and his team for hosting an International Breakfast for the ‘out of towners’.

Now, we set our sights on Banff, Alberta – host to the CPA’s annual conference and trade show. Much of the program has been set, with just a few tasks waiting to be tackled before we can start to tie up the small details that will stylize the event! The theme is FUN, so come ready to kick back, relax and take in the parking scene. There are going to be many changes this year so read the schedules and registration forms carefully!

Last I checked, there are no elections in the near future so Rex should be good to go. We also have the presentation line up confirmed, with a few surprises in store. Good luck to those who signed up in time to be eligible to win one of the fabulous early bird prizes.

I wanted to acknowledge all contributors for this issue, but in particular, Patricia Kierans, MA Candidate in Critical Disability Studies at York University, who is the 2017 recipient of the Tom Arnold Scholarship in Parking Industry Advancement at York University. For those of you who don’t know, this endowment was placed at York in memory of the CPA’s late Past President, Tom Arnold, and has been providing an annual award for more than 10 years. Patricia’s studies, and her article entitled Accessible Parking Enhancements: The New Frontier are a prime example of the intricacies of our industry and how far reaching the parking-effect has on the community. We congratulate Patricia and invite her to continue to keep parking on her radar screen as she shares her views on the value of parking.

La rumeur veut qu’il s’agisse de l’évènement à ne pas manquer cette année. En plus de se trouver sur un site inscrit au patrimoine mondial de l’UNESCO, dans un château digne d’une reine (c’est moi!) juché dans les montagnes Rocheuses, les participants profiteront des meilleurs conférenciers.

J

e ne prendrai pas trop de place dans ce numéro pour parler de l’état de l’industrie du stationnement, de la météo ou de l’actualité. Ou plutôt, j’aborderai chacun de ces sujets rapidement, puis je passerai à autre chose.

L’industrie du stationnement est en pleine transformation, comme on le prédit depuis au moins 10 ans, mais quelqu’un a-t-il vraiment idée de la vitesse à laquelle les changements se produisent et de ce que sera le résultat (qui, bien sûr, ne sera que temporaire, alors comme pour les tendances météorologiques au pays ces jours-ci, si ça ne vous plaît pas, attendez un peu et ça changera sûrement). D’accord, c’était deux des trois sujets dont je n’allais pas parler. Aussi bien aborder le troisième : l’actualité.

J’étais récemment à l’IPI à La Nouvelle-Orléans et j’ai vu de nombreux Canadiens profiter de l’énorme exposition commerciale, des séances d’information et, bien sûr, de la cuisine et de la musique de NOLA! C’était ma première visite dans cette ville et après avoir passé les scènes sur Bourbon Street, j’ai profité de la profondeur et de la beauté de la ville, en plus d’expériences culinaires incroyables!

Merci à Shawn Conrad et à son équipe d’avoir organisé un déjeuner international pour ceux qui venaient de l’extérieur. À présent, nous nous tournons vers Banff, en Alberta, le site du congrès et de l’exposition commerciale annuels de l’ACS. Une grande partie du programme a été fixée et il ne nous reste que quelques tâches à accomplir avant de commencer à peaufiner les menus détails qui donneront son style à l’évènement! Le thème est le PLAISIR, alors soyez prêts à vous détendre, à relaxer et à profiter de la scène du stationnement. Il y aura de nombreux changements cette année, alors lisez attentivement les horaires et les formulaires d’inscription!

The Canadian Parking Association continues to be at the nexus of the Canadian parking industry, opening multiple channels to connect people, to enable sharing of knowledge and to provide forums for the exchange of ideas and information.

If you will indulge me for a moment, let us play a parking version of the game show that Alex Trebek made famous: Answer: Internet of Vehicles, Geo-fencing, Autonomous Vehicles, Parking Data Aggregation, In-Dash GPS Vehicle Navigation, e-Permits, Transportation Sustainability Program, Mesh Networking, etc…

Question: What are some of the elements that make up Smart Parking?

A quick scan of various parking industry publications and web forums reveals a dizzying array of information about the interwoven components of Smart Parking within the more broad-based framework of Smart City programs and Intelligent Transportation initiatives. This complex web of cloud-based solutions can leave an experienced and knowledgeable parking professional feeling as though being smart just ain’t what it used to be.

In 2017 and beyond. I believe that more than ever we need to stay connected with colleagues and industry experts to stay “literate” in the 21st century context. The Canadian Parking Association continues to be at the nexus of the Canadian parking industry, opening multiple

channels to connect people, to enable sharing of knowledge and to provide forums for the exchange of ideas and information.

There are countless opportunities to join in on compelling discussions that don’t necessarily present a clear answer.

At once, industry experts will posit that autonomous vehicles will reduce number of parking spaces? And moments later this argument is quickly countered by the speculation that autonomous vehicles will not actually reduce the total number of parking spaces, but rather will reduce the number of parking spaces needed in densely populated areas. Less expensive parking will be made available in locations outside of the city core.

The CPA staff and Board of Directors continue to encourage members to provide comments and suggestions about the programs, services and member benefits that we offer. I would also welcome direct inquiries from members to talk about anything-or all things-parking.

I hope that each of you will also spend some time this summer relearning how to properly enjoy some vacation time, and I will look forward to seeing you at the Banff Conference & Trade Show in October. n

Question : Quels sont certains des éléments constituants du stationnement intelligent?

Une consultation rapide de divers forums en ligne et publications de l’industrie du stationnement révèle une quantité vertigineuse de renseignements à propos des composantes interreliées du stationnement intelligent dans le cadre plus large des programmes de ville intelligente et des initiatives de transport intelligent. Ce réseau complexe de solutions sur le nuage peut donner à un professionnel du stationnement expérimenté et compétent le sentiment qu’être intelligent ne veut plus dire la même chose aujourd’hui.

Il existe d’innombrables occasions de participer à des discussions intéressantes qui ne présentent pas nécessairement de réponse claire.

Du stationnement plus abordable sera offert dans des endroits à l’extérieur du centre-ville.

Le personnel de l’ACS et le conseil d’administration continuent d’encourager les membres à fournir des commentaires et des suggestions concernant les programmes, les services et les avantages pour les membres que nous offrons. J’invite également les questions directes des membres pour parler de tous les sujets liés au stationnement.

J’espère que chacun d’entre vous passera aussi un peu de temps cet été à réapprendre à bien profiter des vacances et j’ai hâte de vous voir au congrès et à l’exposition commerciale de Banff en octobre. n

PROCUREMENT: Request for Proposal Process Unravelled from your Perspective

PROCUREMENT Many in sales might suggest this should be considered a four letter word. Having experienced two sides of this process, I know it can be a great tool and it can be a disaster, for any group involved. My experience is that everyone involved in the development of an RFP has the best of intentions to provide the best value or benefit to the organization.

Fundamentally issues are often created right from the beginning.

Depending on your perception you will measure value or benefit in different ways. How is the organization structured? Does it have supply chain management, strategic sourcing and/or procurement departments? How do these departments integrate with the needs of their internal clients, i.e. other departments? How are they measured and compensated?

PROCUREMENT PERSPECTIVE –

THE VENDOR

FINDING SOMETHING TO RESPOND TO Let’s start by addressing step one: finding a parking related RFP. There are dozens of places to look for these documents, from industry associations (Parking Today, Parking Network, International Parking Institute, etc.) to government posting hubs (Merx, MuniSERV, Government Bids, etc.). Then of course each organization posting an RFP is likely to have it on its own website, and if they have a good social media person then likely on all those channels as well.

Do you get what you pay for? I’m not suggesting you have to pay the most to get the best. If you’re buying a widget or commodity item then price might be the best measurement. However when it comes to services or more intangible purchases it becomes very hard to measure. RFPs that are well designed and thoughtfully put together end up being far more constructive for the organization trying to measure what the market is offering and will likely yield better quality responses for review.

These are all great places to look, however that’s a lot of work to constantly scan all these sources. A few suggestions to help you on your quest:

As a salesperson, there have been many RFPs that I haven’t responded to purely because the initial document showed the process would be arduous and painful to go through. Ironically it is often the same for the employees trying to manage the process internally, or it is really easy because they have so few responses to review. Does this bring the best value or benefit to the organization? Alternatively, I think we can all agree that sometimes the RFP process is merely for optics, to check a box and give the business to the desired proponent.

• Try a Google Alert for some key words

Here’s a personal pet peeve: non-negotiable terms.

If you are trying to build a long-term fruitful relationship with a service provider why would you not allow for negotiations in the process? Too often, embedded contracts or specific contractual terms in the RFP limit or eliminate discussion, negotiation and reciprocity. At the end of the day it does not create the best value or benefit for the organization.

What can be done? Well, in our opinion, there are a lot of things you can do, regardless of what perspective you’re looking at the procurement process from. Read on to hear our take on RFPs in the parking industry from the vendor, procurement agent, and end user perspectives.

• Sign up for weekly email highlights from bid websites • Create a weekly routine of checking key sources • Use the search function or “Ctrl F” to help you sort through the RFPs efficiently

APPROACH WITH CAUTION The next step is actually downloading and reading the RFP. These can be dozens of pages in length (or significantly longer!), technically complicated, and involve acronyms or terms specific to each organization that you’ll need to decipher. For example, a parking enforcement officer could be the same thing as foot patrol and also equivalent to a mobile citation officer. Taking each term in context is important to truly understanding what the RFP is asking for.

Once you’ve read the document, there is a strong possibility you’re now rolling your eyes at some of the requests. “Are these people joking? The solution they’re looking for is so ________!” (Go ahead and fill in the blank with outdated/obscure/unnecessary/ expensive/inefficient/another fitting term.) This leaves you with a choice. You can either conform your product or solution to the description of what is being requested, or you can propose the solution you have. I’ll suggest there’s also another opportunity, which is to present both versions. Here you can meet the stated needs of the RFP, but also illustrate the differences and show why your solution could be a better fit.

PROCUREMENT PERSPECTIVE –

TALK IT THROUGH Or, perhaps you’ve just misunderstood? Consult with someone else in your organization to see if they interpreted the request the same way you did.

If there is any opportunity to speak with the potential client in advance, before the parking RFP even comes out, jump on it. A phone call, coffee, on-site visit, or even exchanging emails can be beneficial. First, it will put your name and brand on their radar. Second, it will give you the chance to make a good impression if you ask a thoughtful question. Third, you may be able to clarify some details and submit a response that is more in tune with what’s being requested.

THE WRITING PROCESS And now we’ve finally gotten to the meat and potatoes of the RFP – writing your response. A few important tips: • Ask clarifying questions • Be sure to answer all questions • Address objections (either stated objections or just potential ones) • Provide competitive pricing, but leave some room for negotiation • Include diagrams or images to explain complex solutions

• Clearly state that your product or service meets all the outlined requirements • Proof read your response (or ideally get someone else to) before printing and sending • Create a calendar with key dates you’ll need to hit to ensure your response arrives on time

If you’re finding that writing a response to an RFP is too time consuming or too challenging to explain complex solutions, there are a couple ways you can handle this. First, you can use a templated RFP response (like Quosal) to choose a layout, plug information in, and generate a good looking document to submit. Alternatively, you can use a professional RFP reviewing service (like Source One) to go over your RFP for content, format, and response quality. Of course these options do have a cost associated, but could prove to be invaluable if you win a bid.

DON’T FORGET ABOUT YOUR STAFF Overall, answering an RFP can be an arduous process from the point of view of the respondent. Making sure that sales staff have the best training possible, plus resources like past responses and examples, is critical.

Provide internal support like a proof reader or a senior salesperson for junior staff. And always, always, always ask to be debriefed if you’re not the winning bidder!

I know most of us would like to cut out the RFP process entirely – but until we get there, we might as well make the best of it!

THE PURCHASER Frequently the procurement department plays the role of gatekeeper between vendors and end users; read on to find out how to prepare and execute the best parking RFP in your organization, no matter what side of the RFP fence you sit on.

TEMPLATES This can be a polarizing topic. On one hand, it’s a huge time saver for procurement to use a template rather than write a new RFP every time. Additionally, once the legal team has reviewed and approved it, you can move forward with confidence that what you are putting out has all the necessary clauses and scenarios covered.

Templates for a wide variety of RFPs are available online at no cost (www.projectmanagementdocs.com or www.rfp-templates.com just to name a few). You can cover all the major topics so you don’t have to redo the format each time. Finally, a template provides a standard set of evaluation criteria, making the process 3 familiar and more efficient over time .

On the other hand, a template often uses language specific to one industry or product and so you can’t just skim it over without making changes from one RFP to another. Also, a cookie cutter request may unintentionally exclude or alienate some vendors that may have lower prices or better products and services by including clauses you don’t need and that these potential vendors can’t meet (and therefore won’t bid on your RFP).

CHALLENGES Procurement departments face a variety of challenges that other groups rarely consider. These issues make purchasing difficult or even impossible; however, they can be addressed and overcome. Some of the often overlooked challenges are described below.

1. AUTHORITY: Does the department have the authority to sign contracts and make purchases? Are they able to negotiate terms or pricing with RFP respondents? Making sure a corporate policy which clearly addresses the authority a purchasing department has reduces time spent going back-and-forth, and avoids invalid contract awarding or signing.

2. RESPONSIBLE SOURCING: This has become prominent in the last decade, where potential business partners are vetted based on policies around employee welfare, product testing, environmental considerations, etc. It can also negatively impact brand reputation if an irresponsible purchase is made. Knowing what criteria your company follows and ensuring vendors are held to the same standards is difficult and requires clear policies. One option is to create a mandatory questionnaire as part of the RFP process, and requesting documentation where appropriate.

3. DIGITAL INNOVATION: Both a challenge and an opportunity, digitizing the RFP process is becoming unavoidable as technology progresses. For procurement, this means completely overhauling 1 the evaluation, selection, and implementation of RFP submissions .

New software programs are a daunting task when you consider the time commitment, buy-in required, and staff training needs. Be sure to provide ample time for this progression, as well as offering accommodating alternatives to those employees unable to work with the new technology. Part of the opportunity here includes the by-product of a searchable RFP response and vendor database, which saves an immeasurable amount of time for procurement staff when they need information.

4. ALIGNMENT: are business and procurement processes working towards the same objectives? Clearly outlining the desired outcome of an RFP process will help ensure that everyone involved in the project benefits. For example, addressing what your organization will do if presented with a new technology or other innovative solution (something that was not described in the RFP), and being sure you are aligned on how to proceed, is critical to a smooth and conflict free purchase.

ADDING VALUE Since procurement itself isn’t a tangible asset, it’s important for the department to add value in visible ways. Managing an RFP with a primary goal of cost savings is often the focal point, however there are several other methods that contribute positively to the organization.

MAKE VS. BUY DECISIONS: When a request from the end user is approved to move to the RFP stage, the first hurdle is to decide whether the organization can and should produce the product or service internally. Perhaps there is a readily available resource inside the company that can be used immediately and at no additional cost.

Or, maybe the best option is to purchase a ready-made solution.

CORPORATE GOALS AND OBJECTIVES: Often the procurement department is tasked with cost savings. However, knowing the long terms corporate goals and objectives will result in more informed decisions, and even more cost savings in the long term (rather than making a less expensive, short term purchase).

RISK MITIGATION: A standardized process for evaluating risks within each RFP will make purchase decisions more transparent, and 2 more likely to receive support and buy in from all involved parties .

Procurement sees the widest variety of potential threats and can implement techniques to minimize risk in the RFP process.

FOSTERING RELATIONSHIPS: Since procurement is the initial contact point for all purchasing and sales relationships, it follows that they get to know vendors over time. Long standing or repeat vendors are potential candidates for future projects and joint research and development on new technology and products. Procurement can also use experience with individual RFP respondents to create efficiencies such as fewer reference checks. There may even be the possibility of 3 mergers or joint ventures with potential suppliers over time .

BIASES AND CODE OF CONDUCT In the ideal world, the procurement department at any organization is completely unbiased. A pre-set list of evaluation criteria is determined and each RFP response is considered solely on what is proposed.

Often in the real world, certain companies are favoured (for a plethora of reasons). Worse yet, some vendors and sales people purchase gifts or expensive meals or outings for the RFP selection committee members to try and influence their decisions. Although many companies have policies against accepting gifts, others don’t – so it’s preferable to be transparent about anything you’ve accepted from a potential vendor. Unsure what’s okay? Use the ‘headline’ test: What would happen if this was published on the front page of the newspaper?

Another bias that comes into play is pricing. For procurement departments, their primary goal is often to obtain the products and services at the lowest possible price. Avoid confusion by weighting the importance of each evaluation criteria and sticking to those values. Take into account the end user’s satisfaction and use of the 4 purchase, and ask for their input where appropriate .

Another important step is to align the reward system with the intended outcome. Having goals and objectives focus around internal customer satisfaction, and meeting a budget exactly – not cutting costs at any expense – are some examples. That way performance incentives (as in that bonus you’re looking for after you arrive under budget by 10%) will not result in sub-par purchasing decisions. Value of product should always take priority over cost.

ALTERNATIVES INVITATION FOR BID SOLICITATIONS: When price is the most important (or only) factor in a purchase decision, this type of request is your best bet. It ensures you get the best prices a supplier can offer, avoiding all negotiations. It’s also convenient because the contract takes effect immediately upon award, and guarantees an on time completion in return for 5 payment . You’ll also open it up to more responses due to the minimal vendor criteria requirements.

REQUESTS FOR QUALIFICATIONS (RFQ)/REQUEST FOR INFORMATION (RFI): You can learn more about a particular industry or technology (license plate recognition, parking sensors, or parking apps for example) without a need to purchase by putting out and RFI. You can then use the information you gather to put together a great RFP when the time comes. With an RFQ, you have the chance to learn about major players in the industry and what synergies exist.

TIPS First and foremost, make sure you align your RFP process with the procurement policy of your organization. Three key factors are that the process is open, fair, and transparent. Other considerations for getting the best possible responses include: 6

• Issue RFPs during off-peak season (February/March and July ), to ensure you get the best quality responses and a larger volume of proponents who submit a proposal.

• Learn about the needs and expectations for the product that the business unit has in detail, so you can pre-emptively post FAQs and answer respondent questions. This will also enable you to award the RFP to the vendor who best meets the needs of the end user.

• If you’re new to the process and drafting an RFP, check out New Media Campaigns’ guide to writing a great RFP for a great outline. Even if you’re issuing your 200th RFP, this format does a great job of keeping it simple, and may provide inspiration on how to better organize content.

• Post your bids with sites that compile RFPs (Merx, BidSync, etc.); setting up an account will make posting them faster, especially if it’s a repetitive process for you. BUT! Don’t stop there. Use social media accounts your organization has to advertise the RFP. This will also provide content for the account and likely garner more attention for the channel.

• Be sure to focus on your procurement people by providing training and ensuring they are up to date with new technology, policies, and industry 7 practices . Inviting them to attend parking conferences or other events will help give them a deeper understanding of the products and services on the market.

END USERS

We’re wrapping up this thrilling article with our take on the end user perspective of the RFP process. Here you’ll find out the good, the bad, and of course our own musings on how to make life easier as a user of the product or service purchased for your parking business.

THE GOOD QUALIFYING VENDORS: Everyone has a unique business and team. Your organization might be extremely environmentally conscious, or maybe empowering staff with training and knowledge is paramount. Perhaps you only buy local, or only from suppliers who are equally as concerned about

workplace diversity. Whatever the requirements are, a procurement team can add questions to the RFP to filter respondents. Only responses from qualified vendors are passed along for consideration.

QUALIFYING PRODUCTS/SERVICES: Are there certain technical requirements your project has? For example, the solution must meet regulatory guidelines, or have a specific feature like a Windows smartphone app.

By detailing what the minimum standards are, the procurement department can vet potential vendors in an unbiased way. Vendors are also clear on what products and services are needed so they can clearly explain how the proposed solution meets the needs outlined in the RFP. STAYING ON TIME AND ON BUDGET: Having someone keep an eye on costs and make sure the project moves forward on time is a great asset. A procurement specialist can likely even take the stress of contract negotiation off your plate.

EXPERT ADVICE: Get access to experts on legal clauses, industry standards and best practices, and contract negotiation – and that’s just internally. With an RFP you also get access to multiple experts in supplying the solution you need. Use their suggestions to get a well-rounded solution, or incorporate new tech you didn’t know applied to parking. Rely on the collective wisdom of respondents to guide you in the right direction.

ACCESS TO PRODUCTS/SERVICES: Sometimes, and RFP will give you access to new platforms you would otherwise not be able to purchase or offer your customers. A lowest-cost RFP may let you install pay-by-plate tech and offer people using your parking facility new mobile payment methods.

THE BAD EXTRAS: Often, respondents will offer you products or services outside the realm of what you asked for.

Sometimes you’ll see a solution is complex and needs multiple components, each one of which increases the cost and complexity of the solution. Knowing your budget will help curb impulsive or not-well-thought-out purchases. Another downside is the upsell pressure that a successful RFP respondent may employ once you’ve committed to a contract. Stay open minded about suggestions (they are the expert!), but firm if you know that piece is not currently possible.

YOU DON’T KNOW WHAT YOU DON’T KNOW: Computer processing speed doubles every 18 months and technology is advancing at an exponential rate 8 (remember Moore’s law? ). Even if you follow all the biggest players and scour social media daily, it’s extremely difficult to keep up with new technology.

Self-driving cars and smart cities are just a few of the phenomena we’re seeing impacting the parking industry so far. I can’t even imagine when artificial intelligence and the hyper-loop and implantable 9 devices arrive. The point is that you might not know the latest parking trends, the latest tech, or how they fit together. And if you don’t, how do you know what solutions to look for in an RFP response?

COMPLEXITY OF THE NEED: Purchasing a parking solution is complex. What technology will you use?

What hardware do you need? How do these things work together?

How many will you need? Does this work with existing equipment?

All these things add up when looking to purchase a new parking management system. It’s hard enough to stay on top of all these things, let alone try to explain every eccentricity to a procurement specialist who isn’t a parking expert. This can easily lead procurement staff to ask the wrong questions and evaluate responses based on incorrect assumptions.

LOST OPPORTUNITY TO DEVELOP SUPPLIER RELATIONSHIPS: By running the RFP through a procurement department, the chance to meet and get to know vendors is removed. Although it’s debatable if this is a good thing, it definitely has some negative side effects.

Users can’t ask questions and get to know product options. They can’t “kick the tires” of products or take anything for a test drive, because as we all know the communication (and influence) channels are closed during the RFP process. And this definitely doesn’t lead to a supplier intimately getting to know user needs, never mind the potential to do some product development together.

NOW WHAT?

CONCLUSIONS Hopefully this piece has provided a perspective that you hadn’t considered before. Often in business, when we’re faced with a task (like writing, responding to, or using the result of an RFP), we put our nose to the grindstone and get to it. Accessible Parking Enhancements:

The New Frontier We have all seen cars cruising around and around parking lots, looking for the ‘sweet spot’ parking space that will get them closest to their destination. And for accessible parking spots, this pressure is only magnified. The Ontario Building 1

Code (OBC) only requires a minimum of one accessible parking space per every one hundred . With the number of people with disabilities, and accessibility parking permits, increasing every year, how will parking lot owners rise to the challenge of increased demand for accessible parking?

The percentage of people with disabilities in Canada is increasing at a faster rate than the growth of the general population. Today, approximately 14% of Canadians have a disability that impacts their daily activities, with 80% of those report use of an accessibility 2 aid . In 2011, Human Resources and Skills Development Canada predicted the annual population growth from 2006 through 2036 3 would be ~1.3% per year, but the number of people with disabilities will increase by ~2.5% per year .

The exact concentration of people with disabilities impacting mobility varies greatly across the country. People with disabilities, when possible, migrate toward urban areas seeking better access to specialized medical care, social services, and accessible public transit and buildings. Consequently, urban regions are predicting a major increase in the percentage of people with disabilities. The Peel Region of Ontario, including Brampton, has predicted a general population increase of 38% between 2001 and 2021, but an increase 4 of 75% in the number of people with disabilities .

A crucial question to parking lot owners will centre around the economic argument: as each accessible parking spot has larger dimensions than a standard spot, can the loss of a few standard spots be recouped with accessible parking spots?

While each province within Canada has differing requirements for the percentage of accessible parking spaces required for any parking facility, the ratio of accessible parking spots to regular spots remains extremely low. While all parking lots in Ontario adhere to the OBC’s minimum 1 space per 100i, some parking lots offer a greater number of spots, according to Facility Accessibility Design Standards (FADS) 5 developed by the City of London, Ontario . FADS proposes a dynamic curve: 1 accessible space per 2-4 regular spaces, 4 accessible per 76-100 regular spaces, and 2% of the total for lots between 501 and 1,000 spacesv. The latter is a “Best Practice”: not required legally, but a sound business practice that promotes accessibility. Such a policy not only pre-empts future overwhelming demand, but positively impacts a parking lot’s reputation and improves access to nearby businesses.

Enhanced access will encourage repeat parkers, and word-ofmouth will lead to new customers using the parking lot and patronizing nearby businesses.

My contention is yes, and my research has pointed to the reverse situation: instead of causing a net loss of profits, these additional accessible parking spots will be full, and lead to increased general use of the parking lot, through recommendations passed on by people impressed by increased accessibility.

In the UK, the Extra Costs Commission (ECC) was set up in 2015 to examine the financial situation of people with disabilities, and how this affects their interaction with 6 businesses . It reported that 75% of disabled people and their families left a shop that was not accessible without purchasing anything, and rated good accessibility (55%) as the key factor when deciding where to shopvi. With buying power of £212 billion pounds per year, there is every reason for businesses to make accessibility a core principle of their corporate ethosvi.

In Canada, a similar situation exists: people with disabilities are often supported by their families, who offer time and assistance free of charge. The Martin Prosperity Institute published “Releasing Constraints: Projecting the Economic Impacts of Increased Accessibility in Ontario” in 2010, and stated that “enabling increased workforce participation among persons with disabilities (PwD) will not only increase their individual and family income, but it could also increase the GDP per capita in Ontario by up to $600 per person 7 per annum .”

Merely by implementing the AODA’s minimum requirements, the Martin Prosperity Institute concluded: Ontario’s tourism and retail sectors can realize increased revenues as a result of the AODA. We have estimated that over the next five years, the implementation of AODA standards could stimulate between $400 million and $1.5 billion in new spending on tourism and generate increases in retail sales ranging from $3.8-$9.6 billionvii.

As we are now already seven years after the publication of this document, the benefits of increased accessibility have already been felt in Ontario. But adhering to minimums will soon no longer be

I have devoted my university education, in particular a Certificate in Advancing the AODA from Ryerson University, and my Master’s in Critical Disability Studies at York University, to the study of accessible transportation. Very few scholars have devoted time to studying issues such as federal, provincial and municipal policies mandating access, and their impact on both businesses and people with disabilities. My own research has focused on many varied transportation issues, including safety standards of modified accessible minivans, accessible taxicab legislation, Pearson’s wheelchair porter policy, and finally accessibility information as presented by GTHA transit agencies.

I hope that my article meets your expectations for the Scholarship; I was very excited to be have the chance to examine the reality of accessible parking spaces, and their effect on parking businesses.

A few common reasons are: The world must be ending; casinos in Las Vegas are making it the 1 norm to charge for parking . In life, there are very few guarantees – but free parking at a casino in Vegas, or at your neighborhood Walmart, seemed like one of them. No, I’m not saying WalMart is starting to charge for parking (although I will address this opportunity below). But maybe they should.

This article is about the copious amounts of free parking that presents itself at nearly every big box retail store across North America. It’s commonplace, but does it make common sense?

I’m going to propose that Walmart is one of the most iconic, prevalent, and effective of all big box stores. As such, I’ll use them as an example of how most of this type of retailer tackles parking management.

In Calgary, there are 11 Walmart locations. Each of these locations offer roughly the same amount (if not more) of square footage for parking as there is shopping/interior of the building. Here are a few images (thanks Google maps) to illustrate what I’m saying:

MANDATORY MINIMUMS: Some municipalities force builders to include a certain number of parking stalls per square foot of space.

PROFIT MAXIMIZATION: You’d never want a customer to leave without coming into the store because they couldn't find parking.

PEAK DEMAND: The lot must be able to accommodate every single shopper at the busiest time on the busiest day. (Side note here – peak demand is often way over estimated. Take Black Friday for example. It’s allegedly one of the busiest shopping days of the 2 year, however lots are way underutilized .)

CORPORATE ORDINANCES: stores develop their own internal space requirements at a national level, and don’t take local or regional factors into account Alright, so there is some logic to their presence. What if there are valid reasons NOT to have these lots though? Let’s explore.

Large parking lots lead to large volumes of cars (there’s parking, so let’s drive!). Large volumes of cars lead to congestion, eventual expansion of the roadways, and less green space. It reduces the appeal of the spaces and takes away the opportunity to walk or bike to the destination (trust me, riding your bike down a 6 lane road full of traffic is NOT a good decision). It also makes it necessary to build the big box stores further and further towards the edges of cities to keep costs down. That means it’s more expensive for cities to service the stores with water, sewer, transit, and other necessities.

Another consideration is what the empty stalls are actually being used for. Things like drifting and student driving lessons are regular occurrences. Plus these large lots leave room for anonymity for thieves, plus a large supply of unattended valuables. Heck, would anyone even notice a car (your car!) being stolen from one of these huge lots?

We’ve covered a few of the ‘whys’ and ‘why nots’ of these parking craters. But are these mega lots the only option?

1. ALTERNATIVE TRANSPORTATION: people could walk, bike, or take public transportation to these same destinations. Making sure that bike racks and bus stops line up to provide access to the stores is important. However, we know a very small number of patrons will do this. So…

You’ll also notice something else in these images – a LOT of parking stalls without vehicles parked in them. So, why would Walmart, a very savvy retailer, opt to purchase all of that land and designate it for unused parking?

2. REDUCING STALL COUNTS: If there was a limited supply for parking spots, they would be in higher demand. It might even be a victory or prestigious commodity that people can brag to their friends about finding. Think this is a joke? It’s not. Consider Trader Joe’s.

Parking spots are so limited there that a quick Google search on the topic turns up about 738,000 hits. Results range from homemade 3 commercials (if you love TJ’s, definitely watch the video) to Twitter

obsessions (tweets, accounts, rants, hashtags and more) to CityLab, Fortune, 4 Business Insider, Strong Towns and even Donald Shoup himself praising the 5 minimalist parking setup . People are legitimately excited when they find a parking spot at Trader Joe’s. And they brag about it!

way towards not alienating customers. Appropriate signage and instruction on how and when to pay are a must. And the store could even offer incentives (like a discount) to park at off-peak times to balance traffic.

3. RESERVED PARKING: What if you could book your spot in advance and plan your shopping around the time frame you have a spot for? Using a parking management tool that offers and online reservation system in a 6 scramble format (like ParkPlus , for example) would allow patrons to come knowing there’s a spot. For retailers, they would have a steadier, predictable traffic flow. They could also capitalize on marketing efforts exactly when they’re most effective, through push notifications, geotargeting, or even retargeting customers after they’ve left.

What would consumers think about paying for parking? Well, my gut is that there would be quite a bit of uproar initially. We conducted a twitter poll and found that 80% of respondents 15 wouldn’t shop at Walmart if they charged for parking . But what if it resulted in lower overhead for stores, and could translate into lower prices or improved services for those customers?

Over time people may grow as accustomed to paying for parking at big box lots as they are to paying when downtown. And hey, Vegas can do it, so why not Walmart? Besides, there are a lot of retailers that charge customers for the use of their shopping carts and consumers don’t even flinch at that request. Maybe it’s just a matter of time before it becomes common place.

4. IMPROVE ONLINE PRESENCE: Online shopping is growing by leaps 7 and bounds. In fact, nearly 12% of retail sales were made online in 2016 and that percentage is growing. If big box stores were to improve their online stores, they could push a larger percentage of customers online and out of the parking lot. A few improvement suggestions include transaction security, site navigation, product selection, fast and free shipping, a clear return process, in-store pick-up, and easy-to-use mobile apps.

5. MULTI-STORY GARAGES: Building a gated or gateless multi story garage offers benefits. First, less land is required so there’s a lower cost to 8 purchase it. Second, less environmental impact and damage . Third, it’s easy and convenient to collect infinite data points about customer parking and shopping habits. And you can do a lot to increase sales with that information.

These are big changes – I know. So what if retailers aren’t ready for such radical moves? Are there ways to improve new and existing lots? There are: 1. PERMEABLE SURFACES: Building parking lots out of traditional asphalt is pretty bad for the environment. It creates precipitation runoff which leads to eroding, flooding, and all sorts of pollutants making their way 9 into the water system . A permeable surface allows water to seep through the concrete and drain back into the ground. REDUCE PARKING MINIMUMS: This trend is apparent in residential 10 and retail downtowns across Canada and the US . Municipalities are working with developers to reduce the number of parking spaces required for new construction, which encourages both more development in the core as well as alternate means of transportation. There’s also the potential for parking 11 construction freezes, or for maximum parking construction limitations .

Re-evaluating how parking minimums and maximums are set, both on the municipal and the (big box) corporate level, is a useful place to start.

3. REPURPOSING: The parking lots are already built. So, what if they could be used, even temporarily, in a different way? You could hold a farmers market one evening a week. How about a temporary venue for a concert or performance? Maybe even a skate park or a car show or a sidewalk chalk 12 art competition (yes, really). Who knows – this could be a new source of customers for the retailer, or a way to increase good will in their community.

4. “GREEN” REQUIREMENTS: Enforcing standards about the number of trees or square footage of green space every hundred feet or so can go a long way in the esthetics department. It also reduces environmental damage 13 and makes the space more appealing to consumers .

It’s about time we tackled the elephant in the room: could big box stores, including Walmart, charge for parking? Well, it’s a new potential revenue 14 stream, and if properly managed, a profitable one . Installing the equipment for enforcement would be simple – a gate at each entrance/exit, a ticket machine or camera to capture licence plates, and a barrier to driving around the gate. A gradual implementation and enforcement policy could go a long

When push comes to shove, do big box stores care about this parking abundance? They do. Here’s the proof: 1. BIG DATA: Orbital Insight is already conducting car counting via satellite imaging for BestBuy, Carmax, Buffalo Wild Wings, Walmart, Ulta, Popeye’s Chicken, Autozone, Wendy’s, Staples, Jack-in-the-Box, Ethan Allen, JC Penny’s, Panera, and about 16 80 other major retailers I didn’t mention. This data provides detailed, time-sensitive, accurate traffic information, patterns, correlation of promotional tactics to actual traffic, or customized data sets can answer almost any question a retailer poses. It isn’t cheap, but the biggest of big box retailers have determined it’s worth the price.

2. STOCK PRICES: lower volumes in parking lots mean emptier stores and lower inventory turnover, which is the key to success in big box stores. Lower turnover means declining profits and that directly correlates with stock price of these 17 retailers – and we can all agree that definitely matters to them.

After all this, are you still on the fence about whether parking spots are a valuable asset (maybe even worth charging for)?

Banff, Alberta awaits A parking and transportation tale of the 2017 Conference Host Site

The town of Banff is set in the confluence of three river valleys in some of the most biologically diverse lands in Banff National Park. The town site, which is just under 4 square kilometres, sits at the foot of Cascade, Tunnel, Rundle and Sulphur Mountains, alongside the Bow River and serves as a base camp to the national park experience. Banff’s awe-inspiring landscape attracts millions of visitors come here each year to experience the Town’s UNESCO World Heritage Site setting.

With 93% of Banff’s 3.8 million visitors per year arriving in a personal vehicle, traffic congestion is an issue which has required considerable time and resources to manage in recent years. In 2013 a “congestion threshold” of around 20,000 vehicles per day (vpd) at the town entrances was identified.

Beyond this threshold it was established that traffic congestion is inevitable given the finite capacity of Banff’s road network.

Since 2013 a number of initiatives have enabled an increase in the congestion threshold to around 24,000 vpd. Parking plays a key role in the current situation, with visitors consistently reporting that finding a parking spot in Banff was one of the least satisfying aspects of their visit. Additionally, a significant source of congestion within the town’s core is thought to be associated

with vehicles circulating while looking for available parking.

In response, the Town commenced a pilot project in 2012 to install real-time stall availability technology in the largest downtown parking garage. This involved the installation of a parking guidance system making use of overhead ultrasonic detection. Once acceptable accuracy levels were reached, stall availability signage was deployed on the facility and on adjacent streets to help guide motorists to available stalls.

Subsequent to the initial pilot, a parking guidance system for a surface lot was deployed making use of individual in-ground sensors. While the data obtained from stalllevel sensors was promising, accuracy levels never reached an acceptable threshold due to a number of factors. As a result, the stalllevel system was replaced with a facilityscale system which met the Town’s accuracy thresholds. Based on this experience, additional lots are currently being brought online, with a current inventory of 706 stalls being monitored (around 75% of off-street parking stalls). Off-site directional signage will be brought in at key decision points, including on-highway, town entrances, and in-town intersections.

Supplementing traditional signage is a range of online technologies including a mobile website targeted at parking users (banffparking.ca), an informational dashboard on congestion and parking aimed at key in-resort stakeholders (http:// dashboard.banff.ca/), all aimed at providing real-time information to assist visitors, residents, and businesses in order to assist in decision making.

Ultimately the transportation goals for Banff are focussed around intercepting vehicles at the town entrances and transitioning visitors from vehicles to walking and transit.

In a compact resort community, most key destinations are within easy reach on foot or by bus. However the primary obstacle in creating intercept parking has always been the availability of land. The efforts to secure intercept parking in Banff have recently experienced a seismic shift, when on April 25th, 2017 Liricon Capital Ltd. announced plans for an up to 900 stall mass transit parking lot which would be supplemented with shuttle service and pedestrian and cycling infrastructure. Making use of a former rail siding, the proposed lot would mark the first significant step forward in transitioning Banff toward a transit-based community, and removing congestion from the community’s roads. The Town of Banff is exploring partnership opportunities with Liricon around lot management, including the opportunity to expand existing parking guidance systems to the facility. Parking delinquents: careless, unlucky, absent-minded, scofflaws – a little bit of all this?

Illegal parking is a major nuisance in urban environments. It leads to reduced traffic speeds, congestion, changes in travel modes, loss of revenue from valid parking spaces, decline in 1

respect for the law and even to accidents .

Illegally parked drivers run the risk of having their cars towed or, as it has been happening in private parking lots in some 2

Canadian cities , being clamped with a ‘Denver Boot’ and having to pay steep fines to recover the use of their car.

Parking psychology So, what makes a driver decide he or she can park somewhere even though it’s forbidden?

Obviously, convenience and not having to pay must be powerful incentives, but let’s dig a little bit deeper into parking psychology.

3 According to a study on the subject , a driver’s behaviour is determined by a combination of four factors: attitude, intention, situation and habit.

A driver can have a well thought-out attitude towards a particular parking system, such as parking garages, or a particular parking garage, maybe based on safety preoccupations or location reasons. In some instances, situational factors (the weather, the traffic volume) that may influence a parking choice will intervene.

Trip characteristics (destination, number and type of passengers) will also impact the decision-making process. Finally, some decisions are simply based on habits, a process more or less automatic that needs little attention in its execution, depending on the degree to which the decision is thought out, familiarity with the parking location, and convenience.

One of the main factors is likely to be travel goal. Whether our driver is travelling for business or personal reasons, such as an afternoon of shopping, price and proximity will be play a role. For the driver late for an important business meeting, proximity will be of the utmost importance and price, not so much. Conversely, the shopper won’t mind walking a bit, but free parking will be a nearly absolute pre-requisite.

Foraging for free parking Parking expert Donald Shoup thinks that “most drivers seem to think that charging for parking on a residential street is like charging children to play 4 in a public park”. For another scholar, people expect parking to be free of charge “because they fail to understand that parking is a cost of doing 5 business .”

Or, as Andrew Velkey a psychologist from Christopher Newport University, explains it, drivers hunt for free parking “the way animals hunt for food [and it’s] not as different as you might think. Many scientists believe that animals’ foraging habits can be explained by a model known as “optimal foraging” – animals seek to gather the most food with the least effort (thus leaving them with more time and energy to, say, reproduce). These strategies evolve in response to the myriad numbers of life-or-death 6 decisions that are made in each successive generation.... ” “Optimal foraging” behavior may explain why many drivers are always looking for the best parking option, for free, without having to walk half a block… And the best option may happen to be in an illegal spot.

So, there you have it: people become parking offenders because it’s a throwback to their animal instincts!

On a more mundane level though, most offenders behave that way because of one very simple reason: they’ve gotten away with it in the past, so they’re gambling that this could continue.

“People are just willing to take the risk”, says Todd Sullivan, Enforcement Support Coordinator at Calgary Parking Authority. Other compliance and parking enforcement officers interviewed for this article concur. Randy Berg, Supervisor of By-law Compliance, Security and Licensing for the City of Guelph describes it as “the attitude of ‘I can get away with it, I’ve parked here without paying many times before so I should be able to get away without paying again’.”

It’s the same observation in the private parking business: “Generally, says Brad Babcock, Regional Manager, Southern Alberta for Indigo, “we see shorter term parkers as the ones who try to get in and out without paying and without receiving a parking infraction. I suppose it’s the “I’m only going to be 15-20 minutes” thinking that some people have that justifies why they choose to not pay for parking.

But, it’s a small percentage that have this approach as most pay for their parking”.

Also, as Todd Sullivan points out, “there are some people who genuinely don’t understand how it works, particularly visitors to the city”. Ryan Arabsky, Manager Regulations and Compliance at Winnipeg Parking Authority calls it a “lack of understanding of the parking bylaws”.

A company, RFM Parking, has been using the Denver Boot as a tool of parking enforcement for private parking lots in Canada. It currently does business in Atlantic Canada, Alberta and British Columbia. RFM patrols private parking lots and puts Denver Boots on vehicles parked without authorization. The company will not remove the boot until a $300 fine is paid.

The CBC News Edmonton website reports that use of the Denver Boot by private companies such as RFM is growing as they expand in Canada, even though it’s legality is being challenged. The Edmonton Police Service, for instance, has determined that putting boots on vehicles is a crime and have arrested the partners that own the company and charged them with fraud, mischief and extortion (all the charges were later dropped).

For its part, RFM maintains that their activities are legal because the lots they patrol are private property and parking in them is like entering into a legal contract to abide by the rules. “If there’s a sign in a parking lot, it’s your job to read the sign.”

In all fairness, some cities can be perplexing places in which to park, with contradictory parking signs piling up on one pole.

Like Carole Whitehorne, executive director of the Canadian Parking Association told the CBC News reporter, “It’s an aggressive way to get someone’s attention, but in some cases it’s the most economical and simplest way to encourage compliance.”

Whatever the reason, parking contraveners remain a nuisance, disturbing traffic flow, denying other drivers access to parking they may be entitled to (like handicapped parking) and depriving business and cities of revenues.

Obstructing as a new compliance tool

Thus, the need for enforcement.

Enforcement measures: the return of the Denver Boot The objective of most parking enforcement services being to promptly remove parked vehicles found to be obstructing traffic, towing and impounding are their preferred way to deal with the issue.

But for some private parking owners, there is a far more efficient method of cracking down on illegally parked cars than the standard practice of issuing tickets and having vehicles towed to impound lots.

Enters the infamous Denver Boot, the device designed to prevent vehicles from being moved. Originally known as the auto immobiliser, the Denver Boot was invented in 1944 and patented in 1958 by 7 Frank Marugg. According to Wikipedia , Frank Marugg was “a pattern

Having a boot clamped on the wheel of your car will surely get your attention and it is less of an inconvenience than having to find where your car was impounded and getting there – without a car…

But you may still have to wait hours for someone to come and remove it. So, another contraption for parking enforcement by immobilising a vehicle has been invented: The Barnacle, a six-square foot block of yellow plastic splayed across the windshield, rendering it impossible to see a thing. The Barnacle is a gentler version of the boot because you may make a payment over the phone in exchange for the code needed to release the thing (you then have 24 hours to return it to 9 its owner) .

Let’s give the last word to Donald Shoup, whose book, “The High Cost of Free Parking,” is considered by many the definitive text on the subject: “ We grow up thinking that somebody else should pay for parking. The cost doesn’t go away just because the driver doesn’t 10 pay for it .” n

Smarking, a technology company specializing in aggregating and processing parking data, started in 2014 when then MIT PHd student, Wen Sang, saw a huge gap in the market – he noticed that there was an abundance of parking garages, but no real-time tracking solutions for open spaces. This realization sparked the idea for the Smarking platform; a holistic business intelligence software designed to increase efficiency and enable data driven decision making for parking operations.

While still an early idea, Smarking began working with Boston Logan Airport as an experiment to learn if it could help the international transportation hub access its parking data quickly, efficiently and effectively. This taught all involved that this type of work was doable, but more importantly, much needed. In Just three years since this experiment, Smarking has graduated from the Y Combinator (Winter 2015); won the grand prize during IPIs Park Tank competition; and attracted world-class investors, happy customers, and grown into a team with experts from both parking and tech.

One of the members that make up Smarking’s team of rockstars, is VP of Growth, Diego Torres-Palma who joined Smarking in 2014 Since joining, he has worked very hard to make Smarking a well known name in the parking industry. In his role there are three clear cut goals: keep revenue coming into the organization, build an above average sales team, and created meaningful partnerships/relationship with the industry’s leading companies. He counts his role as simple as-long-as he doesn’t over complicate things and stays focused on these goals. n

Smarking, une société technologique spécialisée dans l’agrégation et le traitement des données de stationnement, a été lancée en 2014 quand Wen Sang, alors étudiant au doctorat au MIT, a remarqué une importante lacune dans le marché. Il a noté qu’il y avait une abondance de garages de stationnement, mais pas de solutions de suivi en temps réel des places disponibles.

Cette observation a fait naître l’idée de la plateforme Smarking; un logiciel de renseignements holistique conçu pour améliorer l’efficacité et permettre une prise de décisions axée sur les données pour les opérations de stationnement.

Alors qu’il s’agissait encore d’une idée précoce, Smarking a commencé à travailler avec l’aéroport Boston Logan dans le cadre d’un essai pour savoir si elle pourrait aider le centre de transport international à accéder à ses données de stationnement rapidement et efficacement. I am the Operations Coordinator for Parking Services, at Trillium Health Partners (THP). THP is a leading health care organization with an outstanding record of performance, integrity and quality patient care. In 2012, Trillium Health Centre and the Credit Valley Hospital celebrated the first anniversary as one organization with the launch of a new name, collaboration, and strategic plan: Trillium Health Partners, Better Together.

The hospital encompasses three main sites – Credit Valley Hospital, Mississauga Hospital, and the Queensway Health Centre – offering the full range of acute care hospital services, as well as a variety of community based programs. Of the 1,250 patient beds across the three sites, THP receives over 1.6 million patient visits per year and over 270,000 to the Emergency Departments and Urgent Care Centre specifically.

My role consists of overseeing the 5,400 parking stalls across the three campuses, managing and understanding the financial components of the RYAN LECLAIR program, working alongside our vendors who we have contractual agreements with, and creating a safe and accessible environment for our patients, visitors and staff. Within the Parking Services team, we’re also responsible for overseeing a variety of contracts that are assigned to the exterior including: grounds and snow removal; shuttle bus service; non-urgent patient transport; parking garage maintenance, and our parking operations agreement.

In fall of 2016, the Ministry of Health and Long-Term Care (MOHLTC) issued new directives that would impact the way patients and visitors park at hospitals. THP and the Parking Services team looked at this as a valuable opportunity to meet and engage directly with our patients and families to provide an overview on our plans and to ultimately receive their feedback on how we could improve parking at our hospital. This in-person dialogue gave our team a great opportunity to identify areas of concern, and strategically create options that would work best for the community we serve and as a result has been a very memorable experience. n

APPROVISIONNEMENT :

L’APPROVISIONNEMENT Plusieurs personnes dans le domaine des ventes pourraient suggérer que ce mot devrait être considéré comme un juron.

Ayant fait l’expérience des deux facettes de ce processus, je sais qu’il peut être un excellent outil comme il peut être un désastre pour tout groupe impliqué. Selon mon expérience, tous ceux impliqués dans l’élaboration d’une DP cherchent à fournir la meilleure valeur ou le meilleur avantage à l’organisation.

Fondamentalement, les problèmes sont souvent créés dès le début. Selon votre perception, vous mesurez la valeur ou les avantages de différentes façons. Comment l’organisation est-elle structurée? Dispose-t-elle de services de gestion de la chaîne d’approvisionnement ou d’approvisionnement stratégique? Comment ces services s’intègrent-ils aux besoins des clients internes, c’est-à-dire les autres services?

Comment sont-ils mesurés et rémunérés?

Le prix correspond-il toujours à la qualité? Je ne suggère pas qu’il faut payer le prix le plus élevé pour obtenir le meilleur résultat. Si vous achetez un gadget ou une marchandise, le prix pourrait être la mesure la plus appropriée. Cependant, quand il est question de services ou d’achats plus intangibles, il devient très difficile de juger. Au bout du compte, les DP qui sont bien réfléchies et attentivement élaborées sont beaucoup plus constructives pour l’organisation qui cherche à mesurer ce que le marché peut offrir et entraîneront probablement de meilleures réponses à l’évaluation.

En tant que responsable des ventes, nombreuses sont les DP auxquelles je n’ai pas répondu simplement parce que le document initial indiquait que le processus serait difficile et pénible. Ironiquement, c’est souvent la même chose pour les employés qui tentent de gérer le processus à l’interne, ou alors c’est vraiment facile parce qu’ils ont très peu de réponses à évaluer. Est-ce que ceci apporte la meilleure valeur ou le meilleur avantage à l’organisation? Par ailleurs, je pense que nous pouvons tous convenir que le processus de DP n’est parfois qu’une façade, une étape obligée avant d’attribuer le contrat au promoteur désiré.

Voici une bête noire personnelle : les conditions non négociables.

Si vous cherchez à bâtir une relation fructueuse à long terme avec un fournisseur de services, pourquoi ne pas accepter de négocier en cours de route? Trop souvent, des contrats intégrés ou des conditions contractuelles spécifiques dans la DP limitent ou éliminent la discussion, la négociation et la réciprocité. Au bout du compte, cette pratique ne crée pas la meilleure valeur ou le meilleur avantage pour l’organisation.

Que peut-on faire? Eh bien, à notre avis, il existe plusieurs choses à faire, peu importe de quelle façon vous abordez le processus d’approvisionnement.

Poursuivez votre lecture pour connaître notre opinion sur les DP dans l’industrie du stationnement du point de vue du fournisseur, de l’agent d’approvisionnement et de l’utilisateur final.

POINT DE VUE DE L’APPROVISIONNEMENT –

LE FOURNISSEUR TROUVER UN DOCUMENT AUQUEL RÉPONDRE Commençons par la première étape : trouver une DP qui concerne le stationnement. Il existe des dizaines d’endroits où chercher ces documents, des associations de l’industrie (Parking Today, Parking Network, International Parking Institute, etc.) aux plateformes gouvernementales (Merx, MuniSERV, Government Bids, etc.). Ensuite, bien sûr, chaque entreprise publiant une DP la publie probablement aussi sur son propre site web, et si elle possède un bon responsable des réseaux sociaux, la DP se trouve probablement aussi sur toutes ces plateformes.

Ce sont tous de bons endroits où regarder, cependant, surveiller constamment toutes ces sources représente beaucoup de travail. Voici quelques suggestions pour vous aider dans votre quête : • Inscrivez-vous pour recevoir des faits saillants hebdomadaires par courriel des sites web d’appel d’offres • Créez un programme hebdomadaire de vérification des sources clés • Utilisez la fonction de recherche « Ctrl F » pour vous aider à trier efficacement les DP • Essayez une alerte Google pour certains mots clés

ABORDER AVEC PRUDENCE L’étape suivante consiste à télécharger et à lire les DP. Elles peuvent compter des dizaines de pages (ou être encore plus longues!), être techniquement complexes et utiliser des acronymes ou des termes spécifiques à chaque organisation que vous devrez déchiffrer. Par exemple, un agent d’application du règlement pourrait être la même chose qu’une patrouille à pied ou un agent de contravention mobile. Il est important de considérer chaque terme selon le contexte pour bien comprendre ce qui est demandé dans la DP.

Une fois que vous avez lu le document, il est fort probable que vous leviez les yeux au ciel devant certaines requêtes. « Ils plaisantent? La solution qu’ils cherchent est tellement ________! » (Allez-y, remplacez le mot manquant par dépassée/obscure/inutile/dispendieuse/inefficace/un autre terme approprié.)

Ceci vous laisse un choix. Vous pouvez soit adapter votre produit ou votre solution à la description de ce qui est demandé, soit proposer la solution que vous avez. Connaître votre budget aidera à éviter les achats impulsifs ou non réfléchis. Un autre inconvénient est la pression de vente incitative qu’un répondant retenu peut utiliser après l’obtention d’un contrat. Demeurez ouverts aux suggestions (ils sont les experts!) mais fermes si vous savez qu’une chose n’est pas possible actuellement.

VOUS NE POUVEZ PAS TOUT SAVOIR : La vitesse de traitement des ordinateurs double tous les 18 mois et la technologie progresse à 8 un rythme exponentiel (souvenez-vous de la loi de Moore ). Même si vous suivez tous les gros joueurs et que vous parcourez les réseaux sociaux chaque jour, il est extrêmement difficile de rester au fait des nouvelles technologies. Je ne peux même pas imaginer le moment où l’intelligence artificielle, l’hyperloop et les appareils implantables arriveront. Avec 93 % des 3,8 M de visiteurs par année arrivant en véhicule personnel, la congestion routière est un problème dont la gestion a nécessité du temps et des ressources considérables au cours des dernières années. En 2013, un « seuil de congestion » d’environ 20 000 véhicules par jour (vpj) aux entrées de la ville a été déterminé.

Au-delà de ce seuil, il a été établi que la congestion routière était inévitable en raison de la capacité limitée du réseau routier de Banff. Depuis 2013, un certain nombre d’initiatives ont permis une augmentation du seuil de congestion à environ 24 000 vpj.

Le stationnement joue un rôle clé dans la situation actuelle, les visiteurs rapportant régulièrement que trouver une place de stationnement à Banff était l’un des aspects les moins satisfaisants de leur visite. De plus, on estime qu’une source importante de congestion au centre-ville est associée aux véhicules qui circulent pour trouver une place de stationnement.

En réponse, la ville a lancé un projet pilote en 2012 pour installer une technologie de

disponibilité des places en temps réel dans le plus grand garage de stationnement du centre-ville. Il a été nécessaire d’installer un système de guidage de stationnement utilisant la détection par ultrasons au plafond. Une fois que des niveaux d’exactitude acceptables ont été atteints, la signalisation de disponibilité des places a été déployée dans l’installation et les rues adjacentes pour aider à guider les automobilistes vers les places disponibles. À la suite du projet pilote, un système de guidage de stationnement pour un terrain en surface a été déployé, utilisant des capteurs individuels au sol. Bien que les données obtenues grâce aux capteurs au niveau des places étaient prometteuses, les niveaux d’exactitude n’ont jamais atteint un seuil acceptable en raison d’un certain nombre de facteurs. En conséquence, le système au niveau des places a été remplacé par un système à l’échelle de l’installation qui a atteint les seuils d’exactitude de la ville. Sur la base de cette expérience, des parcs de stationnement additionnels sont actuellement mis en ligne, avec un inventaire actuel de 706 places surveillées (environ 75 % des places de stationnement hors rue). Une signalisation directionnelle hors site sera ajoutée aux principaux points de décision, notamment les autoroutes, les entrées de la ville et ses intersections.

Une gamme de technologies en ligne complémentent la signalisation traditionnelle, dont un site web mobile pour les utilisateurs du stationnement (banffparking.ca) et un tableau de bord d’information sur la

congestion et le stationnement destiné aux principaux intervenants du centre de villégiature (http://dashboard.banff.ca/), qui visent à fournir de l’information en temps réel pour assister les visiteurs, les résidents et les entreprises afin d’aider la prise de décisions.

Ultimement, les objectifs de transport pour Banff se concentrent sur l’interception des véhicules aux entrées de la ville et sur la transition des visiteurs des véhicules à la marche et au transport en commun.

Dans une communauté de villégiature compacte, la plupart des destinations clés sont facilement accessibles à pied ou en autobus. Cependant, l’obstacle principal à la création du stationnement d’interception a toujours été la disponibilité des terrains.

Les efforts pour obtenir du stationnement d’interception à Banff ont récemment connu un important changement, lorsque le 25 avril 2017, Liricon Capital Ltd. a annoncé des plans pour un parc de stationnement incitatif massif comptant jusqu’à 900 places qui serait complémenté par un service de navette et par de l’infrastructure pour les piétons et les cyclistes. Utilisant une ancienne installation ferroviaire, le parc de stationnement proposé marquerait un premier pas important pour la transition de Banff vers une communauté axée sur le transport en commun et l’élimination de la congestion routière dans la communauté.

La ville de Banff explore des possibilités de partenariat avec Liricon concernant la gestion du parc de stationnement, notamment la possibilité d’étendre les systèmes de guidage de stationnement existants à l’installation.

WARREN MACDONALD Son histoire est fascinante et son message est profond.

Un moment catastrophique a redéfini la vie de Warren en avril 1997 quand il est resté coincé sous un rocher d’une tonne à la suite d’une chute de roche sur une île australienne éloignée.

Durant deux jours, il est demeuré prisonnier et seul, survivant l’épreuve en perdant les deux jambes à mi-cuisse.

Les médecins lui ont dit qu’il ne pourrait plus jamais marcher. La réponse de Warren : « Je ne crois pas qu’ils aient dit quoi que ce soit concernant le vélo, le kayak ou l’escalade de montagne... » Dix mois plus tard seulement, il a escaladé Cradle Mountain, et en février 2003, Warren est devenu le premier double amputé au-dessus des genoux à atteindre le sommet de la plus haute montagne d’Afrique, le mont Kilimandjaro.

Contrevenants : insouciants, malchanceux, distraits, délinquants... ou un peu de tout ça?

Le stationnement illégal est un problème majeur en milieu urbain; il entraîne une réduction de la vitesse de circulation, des changements sur le plan des moyens de transport, des pertes de revenus découlant des emplacements de 1 stationnement facturables, un déclin du respect des lois et même des accidents.

Les voitures stationnées illégalement peuvent se faire remorquer ou, comme on l’a observé dans les stationnements 2 privés de certaines villes canadiennes , se faire immobiliser à l’aide d’un « sabot de Denver », puis se voir octroyer une amende salée dont le paiement est préalable au retrait du dispositif.

Psychologie du stationnement Quels facteurs poussent un chauffeur à décider de se garer à un endroit interdit? Évidemment, l’aspect pratique et le fait de ne pas avoir à payer doivent constituer des motifs non négligeables, mais examinons la psychologie du stationnement de plus 3 près. Selon une étude menée sur le sujet , le comportement d’un chauffeur est défini par une combinaison de quatre facteurs : attitude, intention, situation et habitude.

Un chauffeur peut avoir une prédisposition pour un certain système de stationnement comme les stationnements intérieurs ou pour l’un de ceux-ci en particulier, peut-être en raison de préoccupations sécuritaires ou liées à l’endroit. Dans certains cas, les facteurs circonstanciels (météo, débit de circulation) peuvent influencer les décisions afférentes au choix du stationnement.

Les caractéristiques du déplacement (destination, nombre de passagers) influeront aussi sur le processus décisionnel.

Finalement, certaines décisions se fondent simplement sur l’habitude, un processus

plus ou moins automatique exécuté sans trop d’attention, en fonction du degré auquel la décision est réfléchie, de la familiarité avec l’emplacement du stationnement et de l’aspect opportun.

jouer dans un parc public ». Pour un autre chercheur, les gens s’attendent à un stationnement gratuit, « car ils ne comprennent pas qu’il s’agit d’une partie du 5 coût d’exploitation d’une entreprise ».

L’un des principaux facteurs se révélera probablement être l’objectif du déplacement.

Le prix et la distance joueront un rôle en fonction du fait que le chauffeur voyage pour affaires ou pour raisons personnelles, comme un après-midi de magasinage. Pour un chauffeur accusant un retard à une réunion d’affaire importante, la proximité revêtira la plus haute importance, contrairement au prix. À l’opposé, un consommateur ne sera pas contrarié s’il doit marcher un peu, mais un stationnement gratuit est un prérequis indispensable.

Autrement, comme l’explique Andrew Velkey, psychologue de la Christopher Newport University, les chauffeurs recherchent les stationnements gratuits « comme les animaux cherchent leur nourriture et ce n’est pas aussi différent que vous pourriez être portés à le croire. De nombreux chercheurs croient que les habitudes de recherche alimentaire des animaux peuvent être expliquées par un modèle appelé « stratégie optimale de recherche de la nourriture » : les animaux tentent d’amasser un maximum de nourriture en engageant les efforts les plus réduits, leur laissant donc, par exemple, plus d’énergie pour se reproduire. Ces stratégies évoluent en réponse à une panoplie de décisions de vie ou de mort prises au fil des 6 générations... »

La chasse au stationnement gratuit Donald Shoup, expert en stationnement, est d’avis que « la plupart des chauffeurs semblent penser que facturer un stationnement sur une rue résidentielle équivaut à faire payer des enfants pour

Le comportement analogue à la « stratégie optimale de recherche de la nourriture » peut expliquer pourquoi de nombreux chauffeurs recherchent toujours le meilleur

emplacement, gratuit, sans avoir à marcher la moitié d’un coin de rue...et la meilleure option peut se révéler être un emplacement illégal.

Voilà donc la réponse : l’instinct animal des gens les pousse à transgresser les règles de stationnement!

D’un point de vue plus pratique, la majorité des contrevenants agit toutefois comme tel pour une raison très simple : leur comportement est resté impuni dans le passé et ils renouvellent le pari. « Les gens sont simplement prêts à prendre le risque », affirme Todd Sullivan, coordonnateur de l’application du règlement à la Calgary Parking Authority. D’autres agents d’application des règlements de stationnement interrogés dans le cadre de cet article sont en accord.

Randy Berg, superviseur de la conformité aux règlements, de la sécurité et de la délivrance de permis à la ville de Guelph décrit cette attitude comme suit : « si je peux m’en tirer; je me suis stationné ici sans payer à de nombreuses reprises dans le passé, je devrais donc pouvoir m’en sortir sans payer une fois de plus ».

La même observation s’applique pour le secteur des stationnements privés : Brad Babcock, gestionnaire régional pour le sud de l’Alberta à Indigo, affirme que : « Généralement, nous percevons les chauffeurs désirant se garer pour un court laps de temps comme étant ceux qui tentent de partir sans payer et sans se voir octroyer de contravention. Il doit s’agir du raisonnement voulant qu’on ne soit garé que pour 15 ou 20 minutes que certains utilisent pour justifier leur choix de ne pas payer pour leur emplacement. Il ne s’agit cependant que d’un faible pourcentage des gens, puisque la plupart d’entre eux payent leur stationnement. » De plus, Todd Sullivan souligne que « certaines personnes ne comprennent véritablement pas le fonctionnement du système, particulièrement ceux en visite dans la ville ». Ryan Arabsky, gestionnaire des règlements et de la conformité à la Winnipeg Parking authority avance un « manque de compréhension des règlements de stationnement ».

En toute équité, certaines villes peuvent se révéler être des endroits compliqués sur le plan du stationnement en raison de panneaux contradictoires superposés sur un même poteau.

Peu importe leurs raisons, les contrevenants demeurent un problème : ils nuisent à la circulation, empêchent d’autres chauffeurs d’avoir accès aux stationnements leur étant réservés (comme les emplacements pour handicapés) et privent les commerces et les villes d’une partie de leurs recettes.

Il est donc nécessaire de faire appliquer le règlement.

Mesures d’application du règlement : le retour du sabot de Denver L’objectif de la plupart des services d’application des règlements de stationnement est de retirer rapidement les véhicules stationnés qui nuisent à la circulation; le remorquage et le séjour en fourrière sont donc leur méthode privilégiée pour aborder ce problème.

Cependant, pour certains propriétaires de stationnements privés, il existe une méthode beaucoup plus efficace que l’approche traditionnelle d’octroi d’amendes et de remorquage et mise en fourrière pour s’attaquer aux voitures garées illégalement.

C’est ici qu’entre en jeu le tristement célèbre sabot de Denver, le dispositif conçu pour empêcher les véhicules d’être déplacés.

D’abord appelé dispositif d’immobilisation de voitures, le sabot de Denver a été inventé en 1944 et a été breveté en 1958 par Frank Marugg. Selon Wikipedia7, Frank Marugg était un « patronnier et violoniste avec l’orchestre symphonique de Denver” qui était aussi ami avec beaucoup de politiciens et de fonctionnaires du service de police auquel on aurait demandé de penser à une façon d’immobiliser les véhicules.

Au Canada, une entreprise nommée RFM Parking utilise le sabot de Denver comme outil d’application des règlements de stationnement dans les stationnements privés. Elle fait actuellement des affaires dans le Canada atlantique et en ColombieBritannique. RFM patrouille dans les stationnements privés et installe des sabots de Denver sur les véhicules garés sans autorisation. L’entreprise ne retire le dispositif qu’après le versement d’une amende de 300 $.

RFM connaît un essor au Canada même s’il est contesté d’un point de vue légal.

Le service de police d’Edmonton, par exemple, a établi que l’installation de sabots sur les voitures constitue un crime et a arrêté certains associés propriétaires de l’entreprise pour les accuser de fraude, de méfait et d’extorsion. Néanmoins, toutes les accusations ont ultérieurement été abandonnées.

Pour sa part, RFM maintient que ses activités sont légales, car les stationnements qu’elle patrouille sont privés et que s’y garer équivaut à accepter un contrat légal et à en respecter les règlements. « S’il y a un panneau dans un stationnement, il vous incombe de le lire ».

Comme l’a affirmé Carole Whitehorne, directrice générale de l’Association canadienne du stationnement, à un journaliste de CBC : « il s’agit d’une manière agressive d’attirer l’attention d’une personne, mais dans certains cas, cette méthode est la plus économique et la plus simple pour encourager le respect des règlements ».

L’obstruction comme nouvel outil d’application du règlement Un sabot fixé à la roue de votre voiture ne manquera pas d’attirer votre attention et demeure plus pratique que devoir chercher un véhicule ayant été remorqué puis se rendre à la fourrière, sans voiture...

Il est toutefois possible que vous deviez attendre des heures avant que quelqu’un ne vienne retirer le sabot. C’est pourquoi un autre dispositif d’immobilisation pour faire respecter le règlement a été inventé : la 2 moraille est un bloc de plastic de 0,55 m déployé sur la longueur du pare-brise qui obstrue complètement la vue. Il s’agit d’une version modérée du sabot, car il est possible d’effectuer un paiement par téléphone en échange du code nécessaire pour retirer le dispositif pour lequel un délai de 24 h est ensuite accordé pour le retourner à son 9 propriétaire .

Ce doit être la fin du monde; il est maintenant normal pour les casinos de Las Vegas de percevoir des frais pour le 1 stationnement . Dans la vie, il existe très peu de garanties, mais le stationnement gratuit à un casino de Las Vegas, ou au Walmart de votre quartier, semblait être l’une d’elles.

Non, je ne dis pas que Walmart fait maintenant payer pour le stationnement (mais je vais aborder cette possibilité ci-dessous). Mais peut-être qu’il devrait le faire.

Cet article traite de l’abondance de stationnements gratuits qui se présente à presque tous les magasins à grande surface en Amérique du Nord. C’est la norme, mais est-ce logique?

J’avancerai que Walmart est l’un des magasins à grande surface les plus emblématiques, répandus et efficaces. À ce titre, je vais l’utiliser comme exemple de la façon dont la plupart des détaillants de ce type s’attaquent à la gestion du stationnement. À Calgary, il existe 11 succursales Walmart. Chacune d’entre elles offre approximativement la même superficie (ou davantage) pour le stationnement que pour le magasinage à l’intérieur du bâtiment. Voici quelques images (merci Google maps) pour illustrer ce que je veux dire :

Il existe plusieurs réponses à cette question, qui varient en fonction de l’emplacement que vous considérez. Quelques raisons répandues sont les suivantes :

MINIMUMS OBLIGATOIRES : Certaines municipalités obligent les constructeurs à inclure un certain nombre de places de stationnement par pied carré d’espace.

MAXIMISATION DES PROFITS : Vous ne voulez jamais qu’un client parte sans entrer dans le magasin parce qu’il n’a pas trouvé de place de stationnement.

DEMANDE DE POINTE : Le parc de stationnement doit pouvoir accueillir chaque client au moment le plus achalandé du jour le plus achalandé. (Une parenthèse ici : la demande de pointe est souvent très surestimée. Prenez le Vendredi fou par exemple. Il est considéré comme l’un des jours de magasinage les plus achalandés de l’année, cependant 2 les parcs de stationnement sont très sous-utilisés. ) DÉCRETS D’ENTREPRISE : Les magasins élaborent leurs exigences internes en matière de places au niveau national, sans tenir compte des facteurs locaux ou régionaux.

D’accord, il existe une certaine logique à leur présence. Mais s’il y avait des raisons valides de NE PAS avoir ces parcs de stationnement?

Regardons de plus près.

De gros parcs de stationnement mènent à de gros volumes de voitures (il y a du stationnement, allons-y en voiture!) De gros volumes de voitures entraînent de la congestion routière, une expansion éventuelle des routes et moins d’espaces verts. Ils réduisent l’attrait des espaces et réduisent la possibilité de se rendre à pied ou à vélo à la destination (croyez-moi, faire du vélo sur une route à six voies achalandée n’est PAS une bonne décision). Ils font également en sorte que les magasins à grande surface doivent être construits de plus en plus loin aux limites des villes pour réduire les coûts. Il est alors plus coûteux pour les villes de fournir l’eau, les égouts, le transport en commun et les autres nécessités à ces magasins.

Une autre considération est l’utilisation réelle des places de stationnement vides. Des activités comme le « drift » et les leçons de conduite sont des évènements réguliers. De plus, ces grands parcs de stationnement offrent l’anonymat aux voleurs, en plus d’une grande quantité d’objets de valeur sans surveillance. Qui remarquerait qu’une voiture (votre voiture!) est en train de se faire voler dans l’un de ces énormes parcs de stationnement?

Nous avons abordé quelques-uns des « pourquoi » et des « pourquoi pas » de ces cratères de stationnements. Mais ces parcs de stationnement géants sont-ils la seule option? Non, je ne crois pas. En voici quelques autres : Vous remarquerez aussi autre chose sur ces images : BEAUCOUP de places de stationnement vides. Alors, pourquoi Walmart, un détaillant très averti, choisit-il d’acheter tout ce terrain et de le consacrer au stationnement inutilisé?

1. MODES DE TRANSPORT ALTERNATIFS : Les gens pourraient marcher, faire du vélo ou prendre les transports en commun pour se rendre aux mêmes destinations. S’assurer que les supports pour vélos et les arrêts d’autobus sont adéquats afin de faciliter l’accès aux magasins est important. Cependant, nous savons que très peu de clients le feront. Alors…

2. RÉDUIRE LE NOMBRE DE PLACES DE STATIONNEMENT : S’il y avait une quantité limitée de places, la demande pour celles-ci augmenterait. Ce pourrait même être une victoire ou une ressource prestigieuse dont les gens pourraient se vanter auprès de leurs amis.

Vous pensez qu’il s’agit d’une blague? Pas du tout. Considérez Trader Joe’s. Les places de stationnement y sont si limitées qu’une rapide recherche Google à ce sujet donne environ 738 000 résultats. Ils vont 3 des publicités faites maison (si vous aimez TJ’s, ne manquez pas cette vidéo) aux obsessions sur Twitter (tweets, comptes, diatribes, mots-clics et autres) en passant par CityLab, Fortune, Business 4 Insider, Strong Towns et même Donald Shoup lui-même vantant leur 5 stationnement minimaliste . Les gens ont raison de se réjouir quand ils trouvent une place de stationnement à Trader Joe’s. Et ils s’en vantent!

3. STATIONNEMENT RÉSERVÉ : Et si vous pouviez réserver votre place de stationnement à l’avance et planifier votre magasinage en fonction de la période où vous avez une place? Utiliser un outil de gestion du stationnement offrant un système de réservation en 6 ligne dans un format sécuritaire (comme ParkPlus , par exemple) permettrait aux clients de venir quand ils savent qu’une place est disponible. Les détaillants profiteraient d’une circulation plus constante et prévisible. Ils pourraient aussi tirer profit des efforts de marketing au moment exact où ils sont les plus efficaces, avec les notifications poussées, le géociblage et même le reciblage des clients après leur départ.

4. AMÉLIORER LA PRÉSENCE EN LIGNE : Le magasinage en ligne connaît un essor fulgurant. En fait, près de 12 % des ventes 7 au détail ont été effectuées en ligne en 2016 , et ce pourcentage augmente. Si les magasins à grande surface décidaient d’améliorer leurs magasins en ligne, ils pourraient pousser un pourcentage plus élevé de clients à acheter en ligne et à ne pas utiliser les parcs de

stationnement. Quelques suggestions d’améliorations concernent notamment la sécurité des transactions, la navigation sur le site, le choix de produits, l’expédition rapide et gratuite, un processus de retour clair, le ramassage en magasin et des applications mobiles faciles à utiliser.

5. GARAGES DE STATIONNEMENT À PLUSIEURS ÉTAGES : Construire un garage de stationnement à plusieurs étages ouvert ou fermé présente des avantages. Premièrement, il nécessite moins de terrain, alors le prix d’achat est moins élevé. Deuxièmement, il cause 8 moins d’impacts et de dégâts environnementaux . Troisièmement, il est facile et pratique de recueillir un nombre infini de données concernant le stationnement et les habitudes de magasinage des clients. Et vous pouvez en faire beaucoup pour augmenter les ventes avec ces renseignements.

Ce sont des changements importants, je sais. Et si les détaillants n’étaient pas prêts pour des changements aussi radicaux? Existe-t-il des façons d’améliorer les parcs de stationnement nouveaux et existants? En voici quelques-unes : 1. SURFACES PERMÉABLES : Construire des parcs de stationnement avec de l’asphalte traditionnel est très mauvais pour l’environnement. Cette méthode entraîne des ruissellements qui causent de l’érosion, des inondations et l’entrée de toutes sortes de 9 polluants dans les réseaux hydrographiques .

Une surface perméable permet à l’eau de s’écouler à travers le béton et de retourner dans le sol. RÉDUIRE LES MINIMUMS DE STATIONNEMENT : Cette tendance est apparente dans les centres résidentiels et commerciaux au Canada et aux États10 Unis . Les municipalités travaillent avec les promoteurs afin de réduire le nombre de places de stationnement requises pour les nouvelles constructions, ce qui encourage à la fois plus de développement au centre-ville et des modes de transport alternatifs. Il y a aussi le potentiel

de gels ou de limites de la construction de 11 stationnements . Réévaluer la façon dont les minimums et les maximums de stationnement sont fixés à la fois au niveau des municipalités et des chaînes de magasins à grande surface est un bon endroit où commencer.

3. CONVERTIR : Les parcs de stationnement sont déjà construits. Et s’ils pouvaient être utilisés, même temporairement, de manière différente? On pourrait y tenir un marché fermier un soir par semaine. Ou encore, un site temporaire pour un concert ou une performance? Ou peut-être même un planchodrome, une exposition de voitures ou une compétition de dessins à la craie sur le 12 trottoir (oui, vraiment). Qui sait, ce pourrait être une nouvelle source de clients pour le détaillant ou une façon d’améliorer la bonne disposition de leur communauté.

4. EXIGENCES « VERTES » : Appliquer des normes concernant le nombre d’arbres ou la superficie d’espaces verts par cent pieds carrés environ pourrait grandement contribuer à l’embellissement. Ceci réduit également les dommages environnementaux et rend 13 l’espace plus attirant pour les clients .

Il est temps de parler de la question difficile à aborder : les magasins à grande surface, comme Walmart, peuvent-ils faire payer pour le stationnement? Eh bien, c’est une nouvelle source de revenus potentiels qui, si elle est 14 gérée correctement, peut être profitable .

Installer l’équipement d’application serait simple : une barrière à chaque entrée et sortie, une machine à billets ou une caméra pour saisir les plaques d’immatriculation et un obstacle pour empêcher les voitures de contourner la barrière. Une mise en œuvre et une politique d’application graduelles pourraient grandement contribuer à ne pas éloigner les clients. De la signalisation et des instructions appropriées indiquant comment et quand payer sont essentielles. Et le magasin pourrait même offrir des incitatifs (comme un rabais) pour ceux qui se stationnent en dehors des heures de pointe afin d’équilibrer la circulation.

Que penseraient les clients du stationnement payant? Eh bien, mon intuition me dit qu’il y aurait un tollé initialement. Nous avons mené un sondage sur Twitter qui a indiqué que 80 % des répondants n’arrêteraient pas de magasiner à Walmart si le stationnement était

payant . Mais si le stationnement payant entraînait une diminution des coûts indirects pour les magasins pouvant se traduire par des prix plus bas ou des services améliorés pour les clients? Au fil du temps, les gens pourraient devenir aussi habitués à payer pour le stationnement aux magasins à grande surface qu’au centre-ville. Et si Vegas peut le faire, pourquoi pas Walmart? D’autre part, de nombreux détaillants font payer les clients pour l’utilisation de leurs chariots et les clients ne bronchent pas. C’est peut-être une simple question de temps avant que cette pratique ne se répande.

En fin de compte, est-ce que les magasins à grande surface se préoccupent de cette abondance de stationnement? Bien sûr. En voici la preuve : 1. MÉGADONNÉES : Orbital Insight effectue déjà le compte des voitures par imagerie satellite pour BestBuy, Carmax, Buffalo Wild Wings, Walmart, Ulta, Popeye’s Chicken, Autozone, Wendy’s, Bureau en gros, Jack-in-the-Box, Ethan Allen, JC Penny’s, Panera et environ 80 16 autres grands détaillants que je n’ai pas mentionnés. Ces données fournissent des renseignements détaillés, ponctuels et exacts sur la circulation, les tendances, la corrélation des tactiques promotionnelles avec la circulation réelle ou des ensembles de données personnalisées qui peuvent répondre à pratiquement n’importe quelle question d’un détaillant. Ce n’est pas donné, mais les principaux magasins à grande surface ont déterminé que ça en vaut le coût.

2. COURS DES ACTIONS : de plus petits volumes dans les parcs de stationnement signifient des magasins plus vides et un roulement plus faible des stocks, qui est la clé du succès pour les magasins à grande surface. Un roulement plus faible signifie une diminution des profits qui est en corrélation directe avec le cours des actions de ces

détaillants , et nous sommes tous d’accord pour dire que ceci est important pour eux.

Après tout ce qui précède, êtes-vous toujours ambivalents quant à savoir si les places de stationnement constituent un actif de valeur (qui devrait peut-être même être payant)? Eh bien, regardez la vidéo de la 18 note en bas de page et découvrez à quel endroit la valeur du terrain d’une seule place de stationnement est de 1 000 000 $. Oui, vraiment.

Les améliorations du stationnement accessible :

La nouvelle frontière Nous avons tous vu des voitures tourner en rond dans les parcs de stationnement, à la recherche de la place de stationnement idéale qui les rapprochera au maximum de leur destination. Pour les places de stationnement accessibles, cette pression est encore plus grande. Le Code du bâtiment de l’Ontario (CBO) n’exige qu’un minimum 1 d’une place de stationnement accessible par cent places . Alors que le nombre de personnes handicapées et de permis de stationnement accessible augmentent chaque année, comment les propriétaires de parcs de stationnement relèveront-ils le défi de la demande accrue pour le stationnement accessible?

Le pourcentage de personnes handicapées au Canada augmente à un rythme plus rapide que la population en général. Aujourd’hui, environ 14 % des Canadiens souffrent d’un handicap qui affecte leurs activités quotidiennes, et 80 % de ceux-ci rapportent utiliser 2 une aide à l’accessibilité . En 2011, Ressources humaines et Développement des compétences Canada a prédit que la croissance annuelle de la population de 2006 à 2036 serait d’environ 1,3 % par année, mais que le nombre de personnes handicapées 3 augmenterait d’environ 2,5 % par année .

La concentration exacte de personnes ayant un handicap affectant la mobilité varie considérablement entre les régions. Les personnes handicapées, lorsque possible, migrent vers les zones urbaines pour y trouver un meilleur accès aux soins médicaux spécialisés, aux services sociaux et aux transports et aux bâtiments accessibles. Par conséquent, une augmentation majeure du pourcentage de personnes handicapées est prévue dans les régions urbaines. Pour la région de Peel en Ontario, qui comprend Brampton, on prédit une augmentation de la population générale de 38 % entre 2001 et 2021, mais une augmentation de 75 % du nombre de personnes 4 handicapées .

Bien que chaque province au Canada présente des exigences différentes par rapport au pourcentage de places de stationnement accessibles requises pour une installation de stationnement, le rapport entre les places de stationnement accessibles et les

places régulières demeure extrêmement faible. Bien que tous les parcs de stationnement en Ontario adhèrent au minimum du CBO d’une place par cent placesi, certains parcs de stationnement offrent un plus grand nombre de places, selon les Facility Accessibility Design Standards (Normes de conception sur l’accessibilité des installations) 5 élaborées par la ville de London, en Ontario . Ces normes proposent une courbe dynamique : 1 place accessible par 2 à 4 places régulières, 4 places accessibles par 76 à 100 places régulières et 2 % du total pour les parcs de 501 à 1 000 placesv. Le dernier point est une « pratique exemplaire » : il n’est pas requis par la loi, mais il constitue une bonne pratique commerciale qui favorise l’accessibilité. Une telle politique devance non seulement l’énorme demande future, mais a aussi un impact positif sur la réputation d’un parc de stationnement et améliore l’accès aux entreprises voisines. L’accès amélioré encouragera les utilisateurs à revenir et le bouche-à-oreille attirera de nouveaux clients qui utiliseront le parc de stationnement et fréquenteront les entreprises à proximité.

Une question cruciale pour les propriétaires de parcs de stationnement concernera l’argument économique : puisque chaque place de stationnement accessible a de plus grandes dimensions qu’une place régulière, la perte de quelques places régulières peut-elle être recouvrée grâce aux places de stationnement accessibles? Je soutiens que oui, et mes recherches ont indiqué la situation inverse : au lieu de causer une perte nette de profits, ces places de stationnement accessibles additionnelles seront occupées et entraîneront une utilisation générale accrue du parc de stationnement, grâce à des recommandations transmises par des personnes impressionnées par l’accessibilité accrue.

Au Royaume-Uni, l’Extra Costs Commission (Commission des coûts supplémentaires) a été mise en place en 2015 pour examiner la situation financière des personnes handicapées 6 et la façon dont elle influence leur interaction avec les entreprises .

Elle a rapporté que 75 % des personnes handicapées et leur famille avaient quitté un magasin qui n’était pas accessible sans rien acheter et qu’ils considéraient une bonne accessibilité (55 %) comme le facteur clé pour choisir l’endroit où magasinervi. Avec un pouvoir d’achat de 212 G£ par année, les entreprises ont toutes les raisons de faire de l’accessibilité un principe fondamental de leur philosophie commercialevi.

Au Canada, une situation semblable existe : les personnes handicapées sont souvent soutenues par leur famille, qui offrent temps et assistance gratuitement. Le Martin Prosperity Institute a publié « Releasing Constraints: Projecting the Economic Impacts of Increased Accessibility in Ontario » (Réduire les contraintes : Projection des impacts économiques de l’accessibilité accrue en Ontario) en 2010 et a déclaré que « permettre une participation accrue des personnes handicapées au marché du travail augmentera non seulement leurs revenus individuels et familiaux, mais pourrait également augmenter le PIB par habitant en Ontario de jusqu’à 600 $ par personne par an. » Simplement en mettant en œuvre les exigences minimales de la Loi sur l’accessibilité pour les personnes handicapées, le Martin Prosperity Institute a conclu que : Les secteurs du tourisme et de la vente au détail de l’Ontario peuvent accroître leurs revenus en raison de la Loi sur l’accessibilité pour les personnes handicapées. Nous avons estimé qu’au cours des cinq prochaines années, la mise en œuvre des normes de la loi pourrait stimuler entre 400 M$ et 1,5 G$ en nouvelles dépenses de tourisme et générer des augmentations des ventes au détail allant 7 de 3,8 à 9,6 G$ .

Mes propres recherches ont visé plusieurs questions de transport, dont les normes de sécurité des fourgonnettes accessibles modifiées, la législation relative aux taxis accessibles, la politique de porteur de fauteuil roulant de Pearson et finalement les renseignements en matière d’accessibilité tels que présentés par les sociétés de transport de la grande région de Toronto et Hamilton.

Puisque sept ans ont déjà passé depuis la publication de ce document, les avantages de l’accessibilité accrue se sont déjà fait sentir en Ontario. Dear Editors of The Parker, and sponsors of the Tom Arnold Scholarship in Parking Industry Advancement, I would like to take this opportunity to thank you, most profoundly, for being chosen as the recipient of the Tom Arnold Scholarship this year.

I have devoted my university education, in particular a Certificate in Advancing the AODA from Ryerson University, and my Masterâ&#x20AC;&#x2122;s in Critical Disability Studies at York University, to the study of accessible transportation. Very few scholars have devoted time to studying issues such as federal, provincial and municipal policies mandating access, and their impact on both businesses and people with disabilities.

My own research has focused on many varied transportation issues, including safety standards of modified accessible minivans, accessible taxicab legislation, Pearsonâ&#x20AC;&#x2122;s wheelchair porter policy, and finally accessibility information as presented by GTHA transit agencies.

I hope that my article meets your expectations for the Scholarship; I was very excited to be have the chance to examine the reality of accessible parking spaces, and their effect on parking businesses.
