MISSION STATEMENT The mission of the California State PTA is to positively impact the lives of all children and families.

“Connecting Families and Schools” Colleen A.R. You, California State PTA President Join me at the 115th California State PTA Annual Convention! This is a great time to make connections, gain knowledge and grow in our PTA roles as we positively impact the lives of California’s children and families. PTA convention is a one-of-a-kind opportunity to be inspired. We will recognize and celebrate our scope and power. We will also see the amazing, positive outcomes that occur when passionate, diverse and caring individuals share a collective purpose. In LA you will be given the opportunity to network with fellow delegates to exchange and celebrate successes and best practices. Attend workshops and connect with presenters to enhance your skills in speaking up, leading, working together and communicating. A multitude of exhibitors and sponsors will be there with ideas for products and programs. In general meetings, you’ll see firsthand the power of association as we conduct business, and you will be motivated by engaging panelists and speakers. Every delegate has a vital role to play - and a story to share - when returning to local PTAs. With a new state funding formula, and opportunities to consider and inform local school districts’ accountability plans, the parent, teacher, and community voice is more important than ever. And, this year it will be even easier to register several attendees at once—with discounts given when more delegates from your PTA attend. This registration is transferable. Payments for transfers must be handled between you and your replacement and your unit/council/district PTA president. There are no refunds for California State PTA Annual Convention registration and event fees.

GENERAL MEETINGS

WORKSHOPS

The business of the California State PTA is conducted in general meeting sessions. Delegates have the opportunity to influence the direction of the organization through debate on bylaws, resolutions, and the legislation platform. You will hear presentations from each commission on their work to support the goals developed by your state leadership, as authorized by past convention delegate decisions.

All workshops will be held at the Los Angeles Convention Center. They are open to all properly credentialed attendees until room capacity has been met. Electronic handouts will be available for download or printing at www.capta.org beginning April 18, 2014. As a gift to you for attending convention, a USB device will be provided in your convention tote bag, and will include all available handouts and other PTA resources to use at your unit, council or district PTA. Workshop details begin on page 19.

Four general meetings are scheduled to carry out California State PTA business. Delegates are responsible for attending all meetings, and are encouraged to report back to units, councils and districts on actions taken. The first general meeting is scheduled for Wednesday afternoon, with the remaining three general meetings in the morning hours. Attend convention and take part to Connect with PTA! Opportunity drawings Special opportunity drawings will take place before the close of convention on Saturday, May 10. These include the Membership challenges for 100% Connected and 14 More in 2014, as well as the Exhibit Hall contest Text-2-Win! Registration fees include workshops. You do not need to pre-register for workshops prior to attending convention. You may attend any workshop with available seating. We have an extensive variety of topics to offer something for everyone. Workshops are your opportunity to gain skills in areas of leadership, finance, membership, education, parliamentary procedures and more.  Regular Workshops Workshops are 90 minutes in duration with one session each on Wednesday and Saturday, and two sessions each on Thursday and Friday. With the exception of Saturday, all workshops are in the afternoon. Registration Book


Reflections and Awards Night 8 to 10 p.m. – Friday, May 9 Join together for a night of celebration and applaud as Reflections winners present their work! Cheer on our units, councils and districts as they are honored. Feel the excitement! Will you have a winner there? FREE!

 X-TrEAM Workshops X-TrEAM workshops are three hours in duration, with one session each on Thursday and Friday. They run concurrently with the 90minute workshops. ACTIVITIES FOR EVERYONE We have plenty of activities to keep you busy, engaged and having fun. Here is a sample of what you can expect.

School Smarts Academy 8:30 a.m. to 3:30 p.m. – Wednesday, May 7 School Smarts is PTA’s award-winning parent engagement program. This all-day session will help you gain a better understanding of your child’s learning style, how to support learning at home, and how the education system works. Learn the communication and leadership skills to become a comfortable and confident advocate for your child’s education. Open to all properly credentialed convention attendees. FREE!  A concurrent session presented in Spanish will also be available.

Arts Education Advocacy Breakfast 8 to 9:30 a.m. – Friday, May 9 Must be pre-registered. $15 fee. Space is limited. Join arts education leaders at this fun breakfast for presentations, round table discussions and handson training with the goal of providing every child access to quality arts education. Be inspired to be a hero for arts education! Candidates Forum 12 to 1:15 pm – Friday, May 9 Meet the candidates running for state office. The forum is co-sponsored by the League of Women Voters. FREE!

Text-2-Connect Stay connected with attendees you meet at convention with the new Text-2-Connect. Simply text the attendees name to the number provided in your tote bag. You will be provided with their name, organization and email address once the attendee agrees to share their information by replying “YES” to a text they receive asking for permission. This service is FREE to registered attendees.

Delegate Orientation 8 to 8:30 a.m. – Wednesday, May 7 A special introduction on what convention is all about, what you can expect to see, and what your role is as a delegate. Open to all properly credentialed convention attendees. Highly recommended for all first-timers. FREE! EdSource Symposium 9 a.m. to 12:30 p.m. – Wednesday, May 7 Join leading California State PTA and policy experts in an exciting forum presented by EdSource. The forum will examine the latest proposals for school reform in California. Open to all properly credentialed convention attendees. FREE!  Pre-registration is only required for participation in the continental breakfast. $25 fee will apply.  No fee or pre-registration required if not participating in the continental breakfast activity.

STUDENT ACTIVITIES California State PTA is delighted to have student delegates attend convention and activities. Convention offers students a great way to build leadership skills, have a voice on issues, and interact with PTA members from around the state. Students are encouraged to take advantage of the workshops offered. Several workshops are developed specifically by and for students. Student Orientation 11 a.m. to 12 p.m. – Wednesday, May 7 This is an opportunity for student delegates to meet each other and interact with student members of the California State PTA Board of Managers. FREE!

National PTA Town Hall Meeting 8 a.m. to 9 a.m. – Thursday, May 8 Meet and interact with the National PTA President. Share ideas and learn what you can do as a PTA leader in your community. FREE! 2014 California State PTA Convention

 “Text-2-Win!” is a digital twist to the Exhibit Hall treasure hunt game. While visiting exhibitors, you need to obtain a code from at least one exhibitor per section. Text the code to the number we provide. When you enter at least one code from each section, you will automatically be entered into a drawing to be held on Saturday, May 10 during the fourth general meeting. “Text-2-Win!” is sponsored by SMART-Reg International. Details on how to sign up and the number to text will be provided in your tote. Must be present to win.  Caution: Do not sign any contracts which will commit your association in the next term. Remember: All contracts must be approved by your association prior to signing, and must be signed by your association president and one other board member. HEARINGS Hearings are conducted to give you an opportunity to learn specific details on items which will be voted on during General Meetings. This year, delegates will vote on changes to the legislation platform, a proposed increase in the state portion of PTA membership dues, and a resolution. Hearings are also conducted to impart very important information to our PTA local leaders. The Local Control Funding Formula and Local Control Accountability Plan will have a huge impact on local school districts. A special hearing will be conducted for you to learn about these topics from experts.

2013 National Teacher of the Year Jeff Charbonneau, Zillah, Washington 9-12th grade Chemistry, Physics and Engineering Teacher Zillah High School Scheduled to speak on Wednesday, May 7, 2014 Jeff Charbonneau is a chemistry, physics and engineering teacher at Zillah High School in Zillah, Washington. Many students see his course subjects as the “hard” science classes and he welcomes the challenge to overturn that stigma. In addition to his role as a science instructor at ZHS, Jeff is a yearbook advisor, drama assistant director, science club advisor, and is the 9th grade class advisor. He is also an adjunct faculty member at three colleges and universities, allowing students who do take his classes to earn 24college credits upon successful completion. Jeff admits his classes are “more rigorous” but says they are designed to be accessible. He’s created interactive learning experiences, like the robot challenge, to help students develop confidence in their abilities. Jeff believes his greatest accomplishments are revealed each time a student realizes he or she has an unlimited potential, and the rest are simply vehicles to make it happen.

National PTA President Otha Thornton, Fort Stewart, Georgia Senior Operations Analyst General Dynamics Scheduled to speak on Friday, May 9, 2014 Otha Thornton is a retired Lieutenant Colonel. Traveling with the U.S. Army provided him with volunteer opportunities throughout the country and the world, from San Antonio, Texas to Kaiserslautern, Germany. He has been active with two state PTAs Georgia and Maryland, and of course the National PTA serving in a variety of positions including on the legislative, membership, and executive search committees. Otha is active in his community as a member of Atlanta’s West End Church of Christ and Alpha Phi Alpha Fraternity Incorporated. He is a life member of the National Eagle Scout Association and has more than 25 years of active service in the scouting program across the United States and around the world. Otha received his bachelor’s degree in urban studies from Morehouse College and a master’s degree in communications from Michigan Technological University. He was awarded an honorary doctorate degree from Michigan Technological University in 2009. Otha has been married to Caryn, an educator, for 24 years. They have a son and daughter.

CONVENTION SPEAKERS 

2014 California Teacher of the Year   Tim Smith, Elk Grove, California   9‐12th grade Algebra 1 and AP Statistics Teacher   Florin High School  Scheduled to speak on Saturday, May 10, 2014    Tim Smith’s interest in teaching began while attending community college,  where he pursued a two‐week opportunity to substitute for his old fourth grade  teacher. The experience was frightening, but made a lasting impression that  followed him for years to come.     “When I see students walk in the door or sitting down as class begins, I see the  future. I owe it to them to prepare them the very best I can for that future. It takes each new class of students  about three weeks to really begin to trust me and see that I will do anything to help them learn. Without the  trust, learning will not occur,” said Smith.   “I didn’t really like math” said Martinez, a student. I was really bad at it, but it’s my favorite subject now.”  Principal Don Ross agrees that he could have used a teacher like Smith when he was in high school.   For this teacher, there’s one equation which will never be solved in numbers.  For his love of math, his students  and teaching, it is as endless and ongoing as π.

VOTING INFORMATION UNIT DELEGATES A delegate representing a unit in good standing is eligible to vote at the California State PTA Annual Convention general meetings. A unit in good standing is one that has paid dues and insurance to California State PTA by March 31, 2014 (California State PTA Bylaws, Article VI, Section 1). Each unit in good standing is entitled to be represented at the California State PTA Annual Convention by the president or president-elect or an elected alternate and one additional elected delegate (California State PTA Bylaws, Article XV, Section 5). The number of delegates to which a unit is entitled is determined by the total memberships recorded in the California State PTA office by March 31, 2014 (California State PTA Bylaws, Article XV, Section 3). The number of delegates is set forth in Article XV, Section 5, of the California State PTA Bylaws. Each unit of more than 250 members may be represented by additional elected delegates or their alternates (California State PTA Bylaws, Article XV, Section 5) as follows: A delegate shall not be allowed to represent more than one unit and must have been a member of that unit at least thirty (30) days prior to convention or a member of a unit at a feeder school, where applicable. This shall not apply to units organized within ninety (90) days prior to convention (California State PTA Bylaws, Article XV, Section 5). Voting delegates are issued a voting card at registration. These cards are nontransferable and not replaceable. It is the responsibility of each voting delegate to ensure he/she receives and signs this card at registration. NON-VOTING REGISTRANTS Non-voting registrants will receive a convention badge and tote bag; may attend all meetings and workshops; and have all the privileges of a delegate except the right to make motions, debate, vote or speak at a microphone. When a PTA has more members who wish to attend than the number of delegates to which the unit, council or district PTA is entitled, the additional attendees may register as full-time or one-day, non-voting registrants.

COUNCIL DELEGATES Council delegates shall be as follows: one delegate or alternate elected from each council executive board, in addition to the council president or presidentelect or elected alternate for a maximum of two voting delegates per council (California State PTA Bylaws, Article XV, Section 3c).

STUDENT DELEGATES (12-18) A student member between 12 and 18 years of age wishing to register MUST present a current PTA membership card and a Parent/Guardian Approval and Consent to Treatment Form signed by a parent(s) or guardian(s). You can download the form at www.capta.org. Browse through the convention page and look for “convention downloads.”

DISTRICT DELEGATES District presidents register as members of the California State PTA Board of Managers at the preconvention Board of Managers meeting. Convention delegates shall be a maximum of three delegates or their alternates elected from each district PTA executive board, one of the delegates being the president-elect in an election year (California State PTA Bylaws, Article XV, Section 3b).

Members participating in convention activities are encouraged to register online or by mail (form on page 14). Fees entitle participants to attend the general meetings, workshops, X-TrEAM Workshops, Reflections Art Gallery, Reflections & Awards Night, EdSource Symposium, and the Exhibit Hall (except Exhibit Hall only registrations). Fees are nonrefundable. Check with your council and/or district PTA for other fees and fee procedures.  There are NO REFUNDS for California State PTA Annual Convention registration, event fees, district fees or pre-ordered promo packages.  FAXED registrations will not be accepted. Children at convention  Children under 12 – Parents may register children under 12 at no charge. Special badges will be issued allowing them to accompany a parent to meetings or workshops on a space-available basis. If a workshop is at capacity, children will not be admitted. Please be considerate of fellow PTA members when bringing children to meetings.  Children 12 and older – Must register and pay student registration fees. Exhibit Hall Free Day is available on Thursday to anyone wanting to visit only the Exhibit Hall. Register onsite to receive a wristband required for entering the Exhibit Hall. Reflections Art Gallery Free Day is available on Thursday to anyone wanting to visit only the Reflections Gallery. Register onsite to receive a wristband required for entering the Reflections Gallery.

ONLINE REGISTRATION – RECOMMENDED 1. Online registration is open March 3 to April 30. Go to www.capta.org/sections/convention-2014 and click on “convention registration.” • The last name of your unit, council or district president is required to verify PTA membership. 2. You will be asked for an address where you want exhibitor information to be sent (home or school). If you choose a school address, identify the recipient on the “Attention” line. 3. Choose the events/activities and any promo-pack(s) you desire. 4. If your district PTA has chosen to participate in online registration you will be linked to their site for district and event fees prior to completing your payment information. 5. Complete payment information. Missing this step will delay processing of your order. 6. Upon completing the online registration, you will receive an email confirmation, which will include your registration number, a bar code, and any item or event you paid for.  Bring this confirmation with you to the Registration Booth at convention for prompt access to your credentials and tote bags. 7. Changes can be made online to your registration until April 30. Additional fees, if incurred will be billed to your credit card. After April 30, only registration name changes or transfers can be made onsite. See transfers and name changes on page 13 for details. MAIL-IN REGISTRATION - Form on page 13 1. Mail-in registration runs March 3 to April 15.  Mailed registrations must be received by April 15 to qualify for the discounted rate. 2. Fill the form out completely. You may only represent one unit or council or district. Be sure to write in your Unit ID number, as listed on the front of your membership card. 3. Read ALL NOTICES on the form. 4. You may pre-order promo packs, WiFi access, and sign up for the EdSource and Arts Advocacy breakfasts on this form. 5. Payment and a copy of your membership card must accompany the registration form. 6. Units can mail multiple forms with one check.  If your completed registration request is received by April 15, confirmation will be sent to the email address provided on the registration form. Bring the email confirmation with you to the Registration Booth at convention. This will provide prompt access to your badge and totes.  Remember to discount $10 per attendee for each additional person from your unit, up to 5 people. 7. Changes to any registration can be made online after receipt of the confirmation email. Additional fees will be collected, if incurred. 8. Mail-in registration will not be accepted after April 15. REGISTRATION FOR NEW UNITS AND COUNCILS Special guidelines are necessary for recently organized units and councils awaiting acceptance of membership into the California State PTA at the pre-convention Board of Managers meeting. 1. Applications for membership into the California State PTA by new units and councils will be accepted prior to the pre-convention Board of Managers meeting in May. 2. All required dues, applications and approved bylaws must be processed by district PTA prior to California State Board of Managers acceptance. 3. Registrants from new units or councils not yet accepted by the Board of Managers must register onsite and will be registered as nonvoting attendees. 4. Bring a current PTA membership card. 5. Make checks payable to California State PTA. In consideration of your membership, the discounted rate will apply to your registration. 6. MEMBERSHIP REQUIREMENTS

WHEN CONVENTION BEGINS

You can verify your membership by: 1. Entering your president’s last name when registering online and bringing a copy of your membership card to the Registration Booth at convention. 2. Sending a copy of your membership card with your mail-in registration form.

Upon your arrival at convention, go to the Registration Booth to pick up your badge, voting card (if entitled) and tote bag. Your badge will be encoded with special events and promo packs you purchased. A “Tap-N-Go” system is in place throughout the workshop areas and convention hall. Simply tap your badge to the unit for access to workshops, events or to receive your prepurchased products at the PTA Store.

Failure to prove membership will cause your convention fees to be assessed at the non-member rate.

Be sure to bring the following with you: 1. Current membership card. 2. Barcode confirmation email. 3. Students must bring a signed Parent/Guardian Approval and Consent to Treatment Form. Forms are available from district PTAs or online by clicking here. Mailed copies are not accepted.

TRANSFERS AND NAME CHANGES If you have registered in advance and are unable to attend convention, your registration may be transferred to another person. Payment arrangements are to be managed between you, your replacement and your unit/council/district PTA president. If you registered online, provide your user ID, password and email confirmation to your replacement. If your replacement makes online corrections (name, events, etc.) by April 30, an email confirmation will be sent to your replacement and will include their personal registration number, bar code and any other items they paid for in advance. If changes are needed after April 30, changes can be made onsite. A membership card must be presented at the Registration Booth upon arrival to convention. If you mailed your registration and an email address was provided, changes may be made online. If no email address was provided, then transfers must be made onsite. Give your original barcode confirmation email to your replacement. Your replacement must bring it, and their membership card to the Registration Booth to complete the transfer. Changes may be made onsite; however, events may not be available for exchange, and will be changed on a space-available basis only. These changes may incur additional fees. Transfers who have not submitted changes must present a current PTA membership card and the barcode confirmation email at the Registration Booth. If no membership card is presented, then the replacement must pay the nonPTA member fee and will not be eligible to vote in the general meetings.

Using Credentials Credentials may not be shared. Once convention begins, attendees may not give their credentials to another individual. The only exception is if credentials have not been used and the initial attendee will not be participating in convention activities. Name badges are provided to each person attending convention, and are required for entrance to workshops, general meetings, special events, Reflections Gallery, and the Exhibit Hall. Voting cards will be provided to voting delegates at registration and will not be replaced if lost. REGISTRATION BOOTHS Upon arrival at convention, you will need to check in at Registration. Use the Express Line  If you pre-registered for convention.  You must present your membership card to receive your credentials. Use the Onsite Registration Line  If you have not pre-registered through the online or mail-in process.  You must have your membership card to receive the PTA member price.  Registration forms will be available in the registration area to complete prior to getting in line.  Full payment is required upon registration.

GETTING AROUND LOS ANGELES The host hotel for the 115th California State PTA Annual Convention is the JW Marriott LA Live. It is located within walking distance of the Los Angeles Convention Center. California State PTA knows convention attendees have a choice when it comes to staying in Los Angeles; however, staying at the convention host hotel will give you the best convention experience. We have negotiated to get you the lowest possible price. See page 16 to plan your stay. GETTING AROUND LOS ANGELES Always be safe. When walking between the convention center and hotels or walking downtown, be sure to travel with at least one other person or in a group. If you need someone to walk with, stop by the Registration Booth and they will find someone to accompany you safely back to the hotel. PTA shuttle buses are not provided between the hotel and convention center. The Los Angeles Convention Center is located at the southwest corner of the city, allowing easy access to freeways, Metrolink and Metro Rail. These are brief instructions. Explore las altas y bajas de los elementos financieros básicos como presupuestos, banca, declaración de impuestos y más.
