Development of a 3D virtual environment for improving public participation 運用3D虛擬實境模擬場景促進居民互動成功案例-圓山子分洪計畫案 圓山子分洪計畫案(YFDW)為台灣疏洪工程史上重要的成就之一。此計劃成功的 關鍵之一為開發過程中在公開協調會得到當地居民的支持。計劃初期,由於只運 用2D模擬,無法清楚解釋疏洪工程細節複雜性。所以在決策者、工程師和居民間 的溝通是困難的。當時提供一個理想的解決方案,公開協調會中將會透過一個全 新開發的3D虛擬實境模擬場景與居民溝通。利用圓山子分洪計畫中的物理模型及 設計流速下的實驗數據,本研究建構一3D虛擬場景,此場景結合了3D模型虛擬實 境,以及人機介面等技術,藉由3D虛擬實境模擬場景的精準度,克服視覺化洪水 模擬的挑戰。透過3D虛擬實境模擬場景工具舉辦公開協調會,與居民以及利害關 係者之間的互動,提高整體溝通效率。順利將圓山子分洪計畫案的項目完成,並 且獲得居民熱烈的支持。

Development of a 3D virtual environment for improving public participation: Case study The Yuansantze Flood Diversion Works Project

The hydraulic design of the Yuansantze Flood Diversion Works (YFDW) project was considerably one of the most important flood mitigation projects in Taiwan. One of the major keys to the success of this project was to receive positive feedbacks from the pubic hearings. In the early phase of the project, communication between decision makers, engineers and the public sectors was tenuous due to the complexity of the engineering details with merely the 2D drawings. An ideal solution was then proposed – developing a 3D virtual environment for the public hearings. Through this research, experimental data obtained from the physical model of the YFDW under designed flood conditions was used to validate a 3D virtual environment, which required the integration of 3D modeling, virtual reality, and human computer interaction techniques. The 3D virtual environment possessed engineering accuracy and overcame challenges in flood flow visualization. The implementation of such 3D virtual tool in the public hearings resulted in the increase of interactivity between stakeholders and improved communication efficiency with the public sectors. Finally, the YFDW project was successfully accomplished due to the strong public supports.
