Running Start for Careers A focus on bettering the lives of Albuquerque residents: Mayor Richard J. Berry is teaming up with Albuquerque Public Schools to reinforce the Running Start for Careers (RSFC) Program. With particular attention being paid to high school juniors and seniors, the program will empower students by helping them earn college credit while at the same time presenting them with variety of career options for the future. The objective of the dual credit is to raise graduation rates among high school students in a bid to entice them to take the path to college. Juniors and seniors are encouraged to sign up and to learn more about this opportunity by calling 311 or contact Andrew Mathis <> with the Mayor’s Office. Homework Diner In 2012, an initiative was started at Manzano Mesa Elementary School called Homework Diner. The “Diner” takes place once a week and invites students and their families to enjoy a complimentary dinner as well as homework help from teachers. As of this semester Homework Diner has expanded to ten schools and is looking to grow to 12 by the fall. There’s A Better Way

The City has recently continued the commitment to curb panhandling and connect people to jobs. On May 6, 2015, Mayor Richard J. Berry teamed up with the leadership at United Way of Central New Mexico (UWCNM) to start a new initiative to prevent panhandling called “A Better Way.” To date the program has connected over 2,200 people with the City’s 311 Service. Additionally, the program has collected over $1,680 through UWCNM; which has been directly distributed to local service providers.

During the last week of August in partnership with St. Martin’s Hospitality Center, A Better Way unveiled a new van that expands the initiative even further. The van will circulate throughout the city and offer panhandlers a job for the day by transporting them to a job site under the supervision of the City of Albuquerque, Solid Waste Department. As part of the work participants will receive a pay from St. Martin’s and be transported back to St. Martin’s for emergency shelter to house them overnight as needed or available. This is just one more way that we are working to end homelessness in Albuquerque.

APD Crime Prevention Submitted by Steve Sink Personal Safety Awareness Away From Your Residence: • Always be aware of your surroundings and trust your instincts. • Be aware of other people around you and make note of their behavior. • Walk with authority and purpose while noticing people and activity around you. • Have your keys ready when approaching your vehicle (and residence) and do not have several items in your hands. If you are shopping, periodically take purchased items to the car and lock them in the trunk or away from view. • Lock all personal items in the trunk or away from view – roll up windows, lock doors and take keys. • Park in well lit areas with a lot of activity. Park as close to the entrance as possible. • Avoid carrying a purse whenever possible. Place wallet and/or money and credit cards in a front pocket or jacket pocket. Carry only items necessary for a particular outing. • If you must carry a purse, never leave it open; carry it close to your body with flap facing inward; and place strap around your shoulder (never wrap it around your body or neck). • If you carry a defensive object (pepper spray, etc.) have proper training first. • Use personal body alarm, whistle, etc. • Notify a trusted neighbor or family member where you are going and when you are expected back. • If you notice a suspicious person or activity in a parking lot near your car, return to the store and ask for an escort and notify security or store management. In Your Vehicle: • Keep all doors locked. • Place purse and other valuables out of sight (when traveling and parked). • Don’t travel in curbside lane, especially at a stoplight. • Be aware of your surroundings when stopped at a light – be aware of people approaching your car. • Don’t stop too close to the car in front of you. Allow enough space to “pull around.” • If you are followed, drive to a safe, active and well lit location (don’t drive home) and quickly leave your vehicle and go inside to call the police and request assistance or stay in the locked vehicle and draw attention. • Use a cell phone to call the police but don’t let it distract your driving. • Avoid any confrontation while driving no matter how minor. At Your Residence: • Get to know your neighbor and establish trusted relationships. Encourage them to watch out for you, your family and your residence. Consider starting a Neighborhood Watch Program. • Make sure the lighting on the exterior of the residence illuminates the entire area. • Each entrance should have solid core doors and deadbolt locks with a minimum of a one inch throw. • All primary window locks should be operational and secondary locks should be installed. • Trim all bushes down and up from the ground. Trim trees up 6-8 feet from the ground. • Place lights, radios and TV on timers to give the appearance someone is home when away. • Don’t stop mail and newspaper delivery. Have a trusted neighbor collect them and place/remove trash carts in the typical location when away. With autumn upon us and winter just around the corner, it’s time to check our homes for any needed repairs that the summer sun and rains may have caused. As you prepare for the cooler weather, it is a good time to take a look at the condition of your heaters, roofs, plumbing, etc. Many homeowners are struggling to make necessary repairs to their homes that can result in serious structural damage or health and safety hazards in the future. Most repairs, if not addressed immediately, end up costing us more money and require additional repairs that could have been avoided. The Home Owner Rehabilitation Program provides 0% interest loans to qualified homeowners. These loans allow homeowners to address code violations that make homes unsafe, unhealthy and sometimes unlivable. Some of these loans are forgivable and some may need to be paid back depending on the home owner’s level of income. What Home Improvements are Eligible? If you agree to lease your rental unit (house, apartment, mobile home, etc.) to an AHA Housing Choice Voucher Program participant, you and the tenant must complete and return the preliminary paperwork to AHA. AHA will review this paperwork and schedule an inspection of the unit. If the unit and the rent are approved, the owner and AHA staff execute a Housing Assistance Payments (HAP) Contract. Screening of potential tenants is your responsibility as owner/property manager, AHA cannot guarantee or recommend the suitability of any tenant. A. A Traffic Impact Analysis was performed as part of the environmental evaluation. All signalized intersections on Central Avenue between Unser Boulevard and Tramway Boulevard were assessed using morning and afternoon data. The results of the model found that only traffic at the intersection of Rio Grande Boulevard and Central Avenue may be impacted during the evening rush hour. The design team will continue to adjust the signal phasing at Rio Grande Boulevard to reduce negative impacts.

Ask ART (Albuquerque Rapid Transit) Another Set of Frequently Asked Questions about Albuquerque Rapid Transit Q. Why not use the money from the grant ABQ RIDE is applying to the Federal Government for ART to expand existing service/repair roads/add parking/add routes to other areas?

The Mid Region Council of Governments’ regional transportation model shows that with the ART system, through traffic diverts to parallel routes, which have available capacity to handle the additional traffic. Studies have also found that focusing development in major transit corridors like Central Avenue makes a significant dent in future congestion because it enables more people to use transit.

A. Small Starts grant funds cannot be used for other types of infrastructure improvements nor to offset operating expenses. The grant offers a unique opportunity for the City of Albuquerque to enhance and update the Central Avenue Corridor, providing first class transit service, safety improvements, ADA-compliant, vibrant pedestrian-friendly neighborhoods that support existing businesses and attract new investment while following Albuquerque’s Complete Streets policy. The grant for this specific corridor is an opportunity for improvements that would not otherwise be available.

Q. Won’t businesses be affected by reduced access? A. FHWA found “the vast majority of businesses do as well or better after the access management project is completed.” FHWA and other scholarly studies found that most drivers will use a signalized U-turn to get to their destination business. Q. What does it cost to run ABQ RIDE?

Q. Why implement ART on Central Avenue where there are already three routes?

A. Cost of operating fixed route buses and their associated maintenance is $29.3. ABQ RIDE general fund subsidy is $21.6

A. Central Avenue is the heart of the city. The corridor has the ridership, population density, land uses and activity centers to support a successful BRT system. It would meet the demand for reliable transit service while benefiting the entire community.

Q. What will it cost to run ART? A. An increase of about 4% with the current operating plan.

Q. How will changing left turn access increase safety? A. All vehicular turns and crossings of Central Avenue will be at signalized intersections with signalized left turn/U-turns. These signals will be provided every ¼ mile, on average. These changes are estimated to cause drivers a 30-90 second delay in travel time to accomplish the safe U-turns. According to studies conducted by Federal Highway Administration (FHWA), signalized left turns/U-turns are safer for vehicles and pedestrians than uncontrolled left turns in and out of driveways and neighborhood streets. They improve visibility and reduce distractions to make travel safer for pedestrians and drivers.

Neighborhood News Moves to Digital Publishing You may have noticed that the last two issues of the Neighborhood News e-newsletter have been published using a new tool. This tool is called issuu and is the fastest-growing digital publishing platform in the world. This FREE publishing tool allows the City to reach a broader audience for its monthly newsletter by being more compatible with mobile devices, such as smartphones and tablets, than previous delivery methods. By reaching a broader audience, the City is able to expand communication to Duke City residents of all ages who are accessing the internet through various methods. As a digital publishing tool, issuu offers ease of use with the click of a mouse or swipe of your finger. You get to flip through the newsletter as if it were a real, full-color magazine printed on glossy paper. Plus, you donâ&#x20AC;&#x2122;t need to sign up for an account or pay to view anything. Itâ&#x20AC;&#x2122;s completely FREE to the City and to the community.

First, you’ll see the zoom feature on the lower left side under the newsletter. This allows you to zoom in and increase the size of the section you are reading. Simply slide it to the plus or minus symbols to increase or decrease size. Next is the issuu menu on the lower right side under the newsletter. This menu features four buttons. The magnifying glass allows you to search the publication for keywords. The next symbol allows you to change the view of the newsletter so you can see all the pages. The third symbol takes you to a single page view and the fourth symbol, with the arrows, allows you to make the publication viewable in full screen mode. Did You Know? The City of Albuquerque has an ordinance governing the numbering of buildings within the city including homes. It’s part of the Albuquerque Code of Ordinances, Chapter 14, Article 4. It basically says that house address numbers need to be three inches or larger in height and be visible from the street. With regards to businesses, they need to be five inches or larger in height and also be visible from the street.

Funds for the Department of Senior Affairs to assist with the program costs to provide congregate meals to 1700 unduplicated low income seniors located in census tracts where incomes are 51% AMI or below. Eviction Prevention - Public Services Funding: CDBG $109,400 Funds for Youth Development Incorporated (YDI) to provide emergency rental and utility assistance for up to 3 consecutive months to 200 families or 960 individuals to prevent homelessness. Employment Training - Public Service Funding: CDBG $30,000. Funds for Southwest Creations to assist in employing and training 30 low to moderate income persons. Human Rights -Fair Housing, Equal Opportunity Public Service Funding: CDBG $10,000. Funds for the City of Albuquerque’s Human Rights Office to further Fair Housing and equal opportunity awareness.

IDA monies can be used by City residents to fund small business start-up activities, to obtain additional education/job training or can be used as down payment on a home.

Funds for Cuidando Los Ninos for child development services and case management to homeless children and their families.

Water Authority Reminds Customers to Reduce Watering for Fall Water by the Numbers Program Calls for Two Days a Week in September Contact: Katherine Yuhas, 505-289-3056 The Water Authority is reminding customers to ramp down outdoor irrigation to twice a week. “The hot and mostly dry weather in August in the metropolitan Albuquerque area reduced our community’s year-to-date water savings,” said Katherine Yuhas, conservation officer for the Water Authority. “So, it’s important to follow our Water by the Numbers plan and reduce outdoor irrigation to two days a week in September.” At the end of July, Albuquerque’s water use stood at 1.3 billion gallons below last year’s use. As of the end of August, we were only 970 million gallons below last year, Yuhas said. Under the Water by the Numbers Program, customers are encouraged to water their outdoor landscapes twice a week in September and October and once a week in November until the first hard freeze. Time-of-day watering restrictions prohibiting use of sprinkler irrigation between 11 a.m. and 7 p.m. remain in effect through October 31, 2015. Yuhas explained landscapes need less water in the fall because although the days may be warm, night time temperatures drop so soil retains moisture longer. She added that while customers should water landscapes less, it’s also important to take special care of their existing trees by watering them once a month at the drip line (not at the trunk) and mulching around the base of the tree to conserve and moderate soil temperatures and prevent weed growth. Yuhas reminded Water Authority customers that they can take steps to save additional water outdoors and earn rebates on their water bills by installing outdoor irrigation equipment such as rain sensors, backflow prevention valves, pressure regulation valves and pressure vacuum breaks and multi-stream rotor heads as well as rent equipment for removing grass and replacing it with xeriscape, purchasing compost and installing rain barrels. Neighborhood News - September/October 2015 EPC Hearing Notice

Neighborhood Alert - Be aware that public comments at EPC Meeting have a time limitation due to the length of the EPC Hearings. The 48-Hour Rule of the EPC: All written materials and other documents shall be submitted to the Planning Department no later than 9 a.m. on the 2nd Tuesday of the Public Hearing Week. For an Appeal Hearing - no communication with EPC is allowed within five days of the Public Hearing. In order to make maximum use of the following information - please note:

• Scan the entire list to see if your neighobrhood association has a case this month. • The name and phone number of the developer/agent is listed so that you can easily contact them should you have any questions. • The assigned staff planner is identified with each agenda item should you need additional information (i.e., check on the actual placement of your case on the agenda). All staff may be reached at 505-924-3860.

• On the day of the EPC Public Hearing, call the Planning Department at 505-924-3860 and the receptionist will give you the status of the EPC Public Hearing.

• Staff Reports are available at the Planning Department beginning at 3 p.m. on the 1st Thursday prior to the EPC Public Hearing. On the 1st Thursday of each month, the EPC has a Case Distribution to review the applications scheduled for the all-day Public Hearing which occurs on the 2nd Thursday of each month. As with the Public Hearing, the public is invited to attend the Case Distribution, however, Case Distributions do not provide an open forum. Discussion is limited to staff and the EPC. Case Distributions regularly begin at 3 p.m. in the Planning Department Hearing Room, Plaza Del Sol Building. ABC-Z UPDATE “ABC to Z” is an ambitious project to update the Albuquerque/Bernalillo County Comprehensive Plan (“ABC Comp Plan”) and overhaul the City’s zoning and development framework. COMP PLAN: The Project Team is hard at work drafting updates for the Comprehensive Plan based on staff and public input at the Community Workshops in May and June and the Focus Groups in July. Clarion Associates is busy drafting the first of three modules that will become the Integrated Development Ordinance. The first module will propose new zones and the uses allowed in each. Neighborhood News - September/October 2015 AFD Submitted by Melissa Romero Fire Prevention Week Location matters when it comes to your smoke alarm. That’s the message behind this year’s Fire Prevention Week campaign, “Hear the Beep Where You Sleep. Every Bedroom Needs a Working Smoke Alarm!” Along with firefighters and safety advocates nationwide, Albuquerque Fire Department is joining forces with the nonprofit National Fire Protection Association (NFPA) during Fire Prevention Week, October 4-10, to remind local residents about the importance of having working smoke alarms in every bedroom, outside each sleeping area and on every level of the home, including the basement. According to the latest NFPA research, working smoke alarms cut the chance of dying in a fire in half. Meanwhile, three out of five fire deaths resulted from fires in homes with no smoke alarms or no working smoke alarms. This year’s Fire Prevention Week campaign includes the following smoke alarm messages: • Install smoke alarms in every bedroom, outside each separate sleeping area and on every level of the home, including the basement. •

Interconnect all smoke alarms throughout the home. This way, when one sounds, they all do.

Test alarms at least monthly by pushing the test button.

Replace all smoke alarms when they are 10 years old or sooner if they don’t respond properly.

• Make sure everyone in the home knows the sound of the smoke alarm and understands what to do when they hear it. • If the smoke alarm sounds, get outside and stay outside. Go to your outside meeting place. • Call 911 from outside the home.

Neighborhood News - September/October 2015 NM State Association of Parliamentarians Submitted By Janice Strand Amendment or Revision of Bylaws...A FollowUp to the Earlier Article on Bylaws Amendment The bylaws are the document that contains the organization’s own basic rules that relate specifically to itself as an organization. The bylaws must contain an article that outlines the procedure for amendment. Article IX. Amendment of Bylaws These bylaws may be amended at any regular meeting of ____ by a two-thirds vote, provided that the amendment has been submitted in writing at the previous meeting (or sent by US Mail or email to members a stated length of time before the meeting). When presented, the motion to amend is the main motion to Amend Something Previously Adopted; therefore previous notice and a two-thirds vote is required. Previous Notice Previous notice is giving notice to all members who have the right to be present to vote on the adoption of bylaw amendments or revision. The bylaws (see above) state when the notice is to be given. The correct format for giving the notice for amendments is as follows: Current Proposed If Adopted, Wording Amendment Will Read________ __________________________________________________________________________ __________________________________________________________________________ __________________________________________________________________________ __________________________________________________________________________ Isolated changes can be proposed as segments of an article by using the format above. Substitution of segments of the bylaws can be proposed for large separate sections of the bylaws. Revision Changes of the bylaws that are so extensive and general that they are scattered throughout the bylaws should be considered as a substitution of a new set of bylaws and called a revision. The notice given is that a new document will be presented and open to amendment as if the organization is adopting bylaws for the first time. The group is not confined to consideration of only the points of change. After consideration, the revision can be rejected altogether. Bylaw amendment takes effect An amendment to the bylaws goes into effect immediately upon its adoption unless the motion to adopt specifies another time for its becoming effective. Careful consideration must be given as a bylaws committee works through the proposal of amendments or a revision. Committee members must include persons of all points of view.
