ADDRESS BY DEJAN MOJSOSKI PH.D. FOR THE SPECIAL EDITION OF THE NEWSLETTER NO. 5, DEDICATED TO THE HIGH-LEVEL REGIONAL COOPERATION MEETING HELD IN BEROVO, 12-14 MARCH 2014

Distinguished Ladies and Gentlemen, It gives me a great honour and pleasure to present to you the Special Edition of the Newsletter, dedicated to the High-Level Regional Cooperation Meeting during 12-14 March 2014 held in Berovo, Republic of Macedonia. The regional cooperation is of an outmost importance for the Civil Aviation Agency. The CAA Working and Development Plan for 2014 which was approved by the Parliament of the Republic of Macedonia clearly confirms that this year is precisely dedicated to the regional cooperation and the cooperation with the international aviation organizations such as ICAO, ECAC, EUROCONTROL and others, crucial for the development of the Republic of Macedonia. Additionally, the cooperation with EASA and NATO where the Republic of Macedonia has an observer status is essential for the preparatory process of the Republic of Macedonia for the membership in EU and NATO.

Namely, the Civil Aviation Agency was presented with a great honour and pleasure to host the High – Level Regional Cooperation Meeting held in Berovo from 12 until 14 March 2014 attended by the high level representatives of the European aviation organizations as well as from Turkey, Bulgaria, Serbia, Bosnia and Herzegovina, Montenegro, Albania, Hungary, Croatia, Kosovo1, associated countries in the implementation of the vision for Single European Sky and One Sky over Europe.


On 3 April 2014 the upper air space over Kosovo was reopened after more than 15 years of blockage. In respect of the airlines this restriction resulted into longer routes and higher charges. The reopening of the upper air space of Kosovo will enable more overflights for the Republic of Macedonia. The unblocking of the Kosovo upper air space after 15 years will attract more airlines which will result into increase of the competition. It is also expected an increase in overflights for at least 20 percent i.e. 50 percent during the peak season. The revenues should be increase by the same percentage. That will result into reduction of the air transportation and air tickets prices for the Macedonian passengers travelling to the European and worldwide destinations since it will increase the competition among the airlines. It is of outmost importance the fragmentation of the airspace in the region and creating the shortest and most flexible air routes. The increased budget will be used for investment in the aviation sector as well as for reduction of the service charges. The Air Navigation Service Provider of the Republic of Macedonia annually provides services from 110,000 to 130,000 overflights in the Macedonian airspace. The estimates are that with the reopening of the Kosovo upper air space they will have additional 26,000 overflights.

Regarding the perspectives of the Republic of Macedonia, I would like to point out that, the reopening of the upper air space in Kosovo will directly reflect the improvement of the European perspective to the aviation with savings in all aspects: time, distance, economic and environment. However, in the same time it will significantly influence the improvement of the image of the Republic of Macedonia as a successful contributor to NATO but also as a serious partner in finding a solution for the removal of the technical limitations. The High – Level Meeting in Berovo has proven that by mutual cooperation with the international aviation organizations and with the regional support we can overcome all technical limitations. In this occasion I would like to express my gratitude for the attendance, contribution and cooperation to the High-Level Regional Cooperation Meeting dedicated to the reopening of the upper airspace in Kosovo to: Mr. Frank Brenner, EUROCONTROL Director General; Mr. Louis Fonseca de Almeida, Regional Director ICAO EUR/NAT Office and Mr. Katalin Radu, President of the European Civil Aviation Conference/ECAC, as well as to the representatives of delegations and Directors General of the regional civil aviation authorities. At the same time I would like to assure you that the Civil Aviation Agency of the Republic of Macedonia, as before, will remain consistent with the role that has overtaken in the region to actively participate in the work of international aviation organizations in order to strengthen the cooperation with the countries of the region, Europe and World.

HIGH-LEVEL REGIONAL COOPERATION MEETING ORGANIZED BY CIVIL AVIATION AGENCY OF THE REPUBLIC OF MACEDONIA HELD IN BEROVO IN THE RIGHT PLACE AT A RIGHT TIME – EXCHANGE OF EXPERIENCES, PROMOTION OF COOPERATION, RESOLVING OF THE OUTSTANDING ISSUES AND HARMONIZATION OF THE COMMON GOALS AND INTERESTS IN RELATION TO THE CIVIL AVIATION During the period from 12-14 March 2014 a high level meeting was held in Berovo, Republic of Macedonia organized by the Civil Aviation Agency of the Republic of Macedonia. The Meeting, which was first of this kind, was attended by the EUROCONTROL Director General Mr. Frank Brenner, Regional Director ICAO EUR/NAT Office Mr. Luis Almeida de Fonseca, ECAC President Mr. Catalin Radu as well as the Directors General of the aviation authorities from 10 countries from the Balkan and beyond (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Hungary, Kosovo’ Macedonia, Montenegro, Serbia and Turkey) and the representatives from the air navigation services providers, M-NAV and HungaroControl. Mr. Dejan Mojsoski Ph.D, Director General of the Civil Aviation Agency expressed his gratitude for the presence at the meeting and pointed out the importance of the regional cooperation between the aviation authorities and international organizations especially highlighting the importance of the Project for designating air space over Kosovo. The Director General expressed his firm believe that this aviation forum in Berovo will create a solid basis for strengthening of the cooperation, exchange of experience and knowledge between the aviation authorities, but will also be a future motivation for organizing as much as possible of this kind of meeting for the benefit of all countries in the Region.

For Mr. Frank Brenner, EUROCONTROL Director General the opening of the Kosovo Airspace through the KFOR sector is a very good example for the annual savings of 370,000 nautical miles i.e. savings of around 24,000 tons of fuel or 75,000 tons of CO2. At the same time, it is a good example for the cooperation of the civilian with the military sector sharing the same airspace that it does not happen everywhere. Mr. Lous Fonseca de Almeida, the Regional Director ICAO EUR/NAT Office stressed that this Meeting in Berovo is a part of the ICAO mission for the strengthening of the cooperation between its Member States. He also pointed out that ICAO as an Organization provides support to the countries in all fields and especially in the field of air traffic safety and security. Mr. Catalin Radu ECAC President during his address remembered his visit of our country in June 2013 when he had an opportunity to visit the main aviation stakeholders but also to confirm the achievement of the Civil Aviation Agency of the Republic of Macedonia in the part of the achieving performances and quality of the Macedonian aviation sector’s services. Taking into account the topic regarding the opening of the Kosovo upper air space Mr. Radu stressed that the aim of ECAC is the same as the aim of this Meeting, i.e. strengthening of the cooperation and collaboration between the countries in the field of safety as well as in the field of search and rescue. According to Mr. Radu, the Republic of Macedonia shows leadership by taking upon itself the international role that it deserves.

The opening of the Kosovo Upper Air Space, according to Mr. Mojsoski, is of an outmost importance for the Region in terms of the fragmentation of the air space in the region and creation of shortest and most flexible routes, but also creating more expeditious and more flexible routs, creating cheaper flights, and strengthening of the competitiveness. The benefits of such Project assessed Mr. Mojsoski will be for the interest of the whole aviation industry and traveling public.

The High – Level Regional Cooperation Meeting was welcomed by the aviation authorities Directors General from the Region. For Mr. Dragan Djurovic, Director of the Aviation Authorities of Montenegro it is of a special importance the bilateral regional and multilateral cooperation of the civil aviation authorities in the region. The confirmation of this commitment, according to Mr. Djurovic is the Joint Service Provision Area Initiative achieving visible results in the field of international cooperation in the civil aviation. The support and the participation in this Initiative are achieved with the assistance from the members of Albania, Hungary, Kosovo, Macedonia and Montenegro while Bosnia and Herzegovina and Serbia have an observer status.

Expressing sincere congratulations to the Civil Aviation Agency for the successful organization of the Meeting I Berovo, Mr. Milan Živanović, Acting Director of the Aviation Authorities of Serbia, assessed that this kind of meetings, with the participation of the representatives of the civil aviation authorities from the Region, presents the right playground to exchange opinions, promote cooperation and resolve the open issues as well as harmonization of the common goals and interests.

For the Director General of the Aviation Authorities of Kosovo Mr. Driton Gjonbalaj welcomed such initiative for regional cooperation, especially the parties present at the Meeting, which is a first of this kind organized only by one Member State, in this case represented by the Civil Aviation Agency headed by the Dejan Mojsoski Ph. D. Assessing as a positive idea of the opening of the upper Air Space of Kosovo Mr. Dan Simonic Assistant Minister at the Croatian Ministry of Maritime Affairs, Transport and Communications, expressed his hope and believe that very soon the lower air space will be opened too.

Their own observations in respect of the benefits of the Project for the opening of the Kosovo Upper Air Space trough detailed presentations expressed the representatives from M-NAV and HungaroControl.

Mr. Brenner, аre you satisfied with the trend of development in the Macedonian aviation?;

-

I had the chance to visit Macedonia the first time as Director General of Eurocontrol in February 2013. Since than a lot has happened. The traffic in Macedonia was significantly impacted by the closure of the Kosovo air space. Within that last year we have arrange to prepare all the necessary technical steps in order to have the KFOR Sector going into operations and the Kosovo upper air space being opened. That will have a significant positive effect on the increase in traffic in the area and specifically in the country. For 2014 we anticipate following Eurocontrol simulations that 15% traffic increase is absolutely foreseeable. Only that was possible due to a great cooperation with the CAA of the country and M-NAV – the service provider of Macedonia. We have implemented in cooperation with the country in Eurocontrol being prepared between 2008 and 2013, 24 airspace design improvement packages. All these are very important in order to support the significant traffic increase that we all expect and in order to continue the brilliant performance that M-NAV is providing to the airspace users. I’ll give you just two examples: M-NAV prepared and implemented night free route airspace which happened in March 2013 and the full free airspace is being planned now for 2015 so that is only a few months away. And we want once again to say the good cooperation also gave us the occasion of a great celebration in EUROCONTROL in December last year where we had the anniversary of the 15th years of membership of Macedonia in Eurocontrol.

How much the regional cooperation and the cooperation with EUROCONTROL in general influence the exchange of experiences and improve the quality of air traffic services in Europe and beyond?;

-

We see there is a huge benefit. ATM is becoming much more interrelated in Europe and the interoperability in air traffic management is becoming more and more vital. We do not only see that on the European level. We see that on the global level. This is why Europe is so much engaged in the work of ICAO in Montreal. The International Civil Aviation Organization – ICAO in Montreal has put up plans, global air navigation plan and block upgrades of performance improvement. Europe is very actively engaged in helping these global developments and bringing its European share to it. We need to address the fragmentation and we need to address the inherent inefficiencies in Europe that go with the current fragmentation.

We have 40 Member States in EUROCONTROL with operating between 60 and 80 centres depending whether you count the militaries as well. We need to overcome fragmentation by closer cooperation. EUROCONTROL has developed the concept of some centralized services to be operated on a central pan- European level for all 40 EUROCONTROL Member States in order to increase the efficiency and at the same time to reduce fragmentation. These ideas are great news and they are great opportunities for service providers like M-NAV to cooperate with others and to actually participate in the central service provision of these pan-European functions.

Do you expect as an Organization in joint efforts to overcome the challenges related to the designated air space over Kosovo?;

-

We all need to work hard and I think we have worked hard. If you look at how long an ATM Project lasts and what the achievements might be to achieve the opening of such an air space that has been blocked for more than 15 years now in only one year of intensive technical work it really shows the real cooperation of all affected parties. Without that it would not have been possible. And it also needs to be remembered that the air space that we now open is only a part of a network structure. So it’s not only the opening of that airspace it is preparing the surrounding countries in order to cater technicly but also operationally for that additional traffic flows to go trough the region. And we will see expected traffic increase that not only M-NAV but also the neighbouring of service providers will have to handle reducing the routes and reducing the CO2 emissions.

How much the opening of this aviation bottleneck will affect the increase of the capacity of overflight and the charges in regard to the use of the European airspace?

-

EUROCONTROL has done some simulations what could be the effects and the good news is aviation in Europe is growing again, so we are a grooming industry in the future. So the question will be how will now the area be affected with the opening of the KFOR sector and the Kosovo upper air space. We estimate that about 370 000 nautical miles per year can be saved which are 685 000 km trough the shorter routings we now can offer. And that equals to 24 000 tones of fuel that do not to be burned any more flying around. And these fuel burned that can be saved equals to 75 000 tones of CO2 less emissions. So more direct routes are possible and more direct routes means generally lesser charges and lesser expenses for the aircraft operators. So, that’s brilliant news for the them. The reduction for Europe as a whole is 0.02 which seams very small but when you look at the overall system in Europe. But we are currently trying to bring down the horizontal route extension from 5.11 % to 4.7%. So 0.02% Kosovo adds to it is a significant gain and we are very happy with it.

Mr. Almeida, you are visiting the Republic of Macedonia for the first time. Did you have any previous knowledge about our country? Who we are, what aviation capacity do we have at our disposal?;

-

Well I am visiting for the first time the Republic of Macedonia, indeed. But it does not mean that I had no knowledge about your country. In my previous capacity as ECAC President from 2007 to 2010, I had very close relationship with the Macedonian delegations. Basically at the international level. So, I can say that I had a very good general idea about your country but of course with my first visit now I can get more detailed information an know better your civil aviation sector. And by the way thank you very much for the invitation to come.

Are you satisfied from the trend of the development in the Macedonian aviation during the recent years, in respect of the achievements of the criteria imposed by your Organization in terms of safe, secure, regular and efficient international air traffic, based on the principles of equality and uniformity of all its participants?

-

Well as you know aviation is by definition international. So it is a global activity and I must recognize that Republic of Macedonia is a new country and during the last years I think that I can say that it did in fact a lot of work. But it does not mean that everything is done. In aviation we are permanently building things, we are permanently with new ideas. And for example, the last ICAO Assembly decided about five new strategic objectives. So everybody has a big challenge in order to follow this new five strategic objectives. By the way safety, aviation security and facilitation, air transport development, environmental protection and also air navigation efficiency. So it’s a huge workload that we have to do in the next triennium. And Macedonia as a new country has a big challenge but it does not mean that it is not going well. Opposite you are going very well but we must keep these efforts in order to continue close to the international organization like ICAO. And I think that we will be successful together. I am sure.

How much the cooperation with your Organization in general influence the exchange of experiences and improve the quality of air traffic services in Europe and beyond?;

-

Well you know that we used to say that ICAO is the global regulator so ICAO is regulating the main aspects of the international civil aviation including the air navigation services. So it’s important for every ICAO Member State to comply with our standards our provisions and at the regional level we have I think a very good team in terms of expertise and we are in Paris as the ICAO Regional Office for Europe and North Atlantic. We are there to support, to assist the states in order to help every state to implement the international standards. So I think and repeating again, I think that together we will do everything that we must do. But, I must confess that the main responsibility is for the states. We are there just to help and to assist you.

Where do you see the perspectives of the Macedonian aviation in the forthcoming period?

-

Well today, we heard about the future from several speakers during our meeting and I know that we know that we have a very good reasons to be optimistic in terms of growth of traffic in terms of safety, security and so on. But of course your country, the Republic of Macedonia must be closer and closer to the regional and international organizations in order to go on this very good work which was done in the past in order to get the advantages from the international system and in particular from the regional aviation system. I am sure that you will go on that way.

Mr. Radu, ECAC is an Organization composed of 44 Member States, including the Republic of Macedonia. What is your opinion of the current situation of the Macedonian aviation?;

-

Thank you very much. First of all let me express my deepest feelings about your invitation and it is a very important event for us. We promote amongst our 44 Member States of ECAC the regional cooperation but it is very important to see that in this field of regional cooperation, Member States come together and promote themselves the initiative that brings some added value to our overall aspects of civil aviation. In this context let me say that the Macedonian Civil Aviation is not a new player in our ECAC field. You know that you have already 20 years of experience when you first set it up the Civil Aviation Agency and a long standing member of ICAO, ECAC, Eurocontrol, you have several working arrangements with EASA and you are member of the ECAA. So from this point of view you are big player, one of the big player of our Organization and we are very happy to see that today you put one more step forward in designing and putting together the Member States of the Balkan Region.

Are you satisfied with the cooperation of the Civil Aviation Agency of the Republic of Macedonia and ECAC?;

Of course, your Director General Mr. Dejan Mojsoski is a very active person during our meetings and it’s important that from this point of view your participation brings some added value to our meetings. It important also because at this level of Director Generals you have a voice and it is not always just the Macedonian voice but it also the Balkan voice. And from this point of view we really feel the added value bring by your Director General and from this point of view I think that the Civil Aviation Agency of Macedonia is an important player and could help us for the future to bring some added value to our Organization.

How much the regional cooperation and the cooperation with your Organization in general influence the exchange of experiences and improve the quality of air traffic services in Europe and beyond?;

ECAC is a long standing Organization while established one starting we have started the set up the Organization in 1955. Next year we will have 60 year of existence. During this period, we tried to promote the things that will help the civil aviation. I remember that the time we were the first that put the basis of the creation of EUROCONTROL at least at the latest period we were involving the creation of the revised convention of the EUROCONTROL. We had a lot of initiative in terms of safety like SAFA, like also 20 years of SAFA. This year we established JAA, after that the JAA was took over by the European Commission transformed in EASA. So a lot of initiative which brought steps forwards in the promoting and improving of the civil aviation. And from this point of view we are considering that in our ECAC Forums we can bring added value also in air navigation and because not only at our level nowadays EUROCONTROL presents 40 Member States. We are 44 but also in the exchange and in the our discussion with other sister organizations worldwide we can promote our way to do things and from this point of view I think that we have manage to have some added value also at this level.

Where do you see the prospects for the development of the Macedonian aviation in the context of cooperation?

-

I think that you have good opportunities to set up new improvements in all area that you are working in, and I am talking about improving always because the goal of all Member States of ECAC to improve their performance. We expect that Macedonia will also follow this pace with increasing of the results obtained after the audits of USOAP, USAP and the one made by other organization. We expect that people from your country, experts from your country will participate actively in our working groups, in our processes to define new ideas for the benefit of all Member States. And I am sure that the Macedonian civil aviation will bring a lot of added value to our European common approaches and I am sure that at this level we can really manage to have some good opportunities to work with you in a coordinated way and manner.

Mr. Mojsoski, where do you see the perspectives of the Macedonian aviation?

-

So the Macedonian aviation is on the right track to achieve a huge leadership in the region especially when we compare the growth. As you know, we have the increase in the traffic and in the number of passengers for 18% last year and we have achieved one million passengers departing from the Macedonian airports. So we saw a good regional cooperation and it is important to be part of the regional perspective and the European perspective in our future collaboration in the aviation field.

How much the regional cooperation and the cooperation with the aviation authorities in Europe influence the exchange of the experiences and improve the quality of air traffic services?

-

As the conclusion of our High Level Regional Cooperation Meeting says we have expressed huge importance in the regional cooperation in the aviation field. This will strengthen the relations between the civil aviation authorities, between the air navigations service providers and between the international aviation communities especially between the organizations as EUROCONTRO, ICAO and ECAC which is the main aviation umbrella and an important part in our support for achieving of the European success.

Have we managed to bring the Macedonian aviation closer to all classes of citizens, and at the same time to keep the high performances of the prompt, efficient, safe and secure aviation?

What is more important the Macedonian aviation is going in a right track. As you know the low cost carrier has established a good destination. We saw that lot of Macedonian citizens use air transportation as a very useful model and they can fly cheep to Europe and to the worldwide destinations. Our diaspora has a better connection, the visiting of the relatives and friends is now more easier and the possibility for tourism and the generation for the economic growth and social quality of life are now on a high importance. But now we can say that this is just a first step. We know our performances and the capacity and we know that with a good cooperation between the CAA of the Republic of Macedonia, the Government and the Ministry together with the other relevant aviation organization we can achieve our huge success in the European and worldwide aviation.

What are the economic impacts on the State from the trend of the development in the Macedonian aviation in which you personally put so much effort?

-

So from the economic perspective we saw that the liberalization of the air transport market in the Republic of Macedonia first of all provides a huge number of new destinations, accession in the aviation market by new airlines and also the development of the infrastructural project regarding the airport and creation of new jobs, paving the economic road we can increase the economic activities and we can achieve more benefit to our economy. Concerning the social aspects it is also important to stress that the quality of life for the Macedonian passenger and Macedonian citizen is now more close to the European market, to the European tourist destinations and using those destinations as liaisons they will find some solutions to go worldwide.

Lider: Mr. Mojsoski, at the beginning I would like to thank you for accepting the interview for Lider Tv. As a Director General of the Civil Aviation Agency you are very active in your duties, and recently a High-Level Regional Cooperation Meeting was held in Berovo in respect of reopening of the upper airspace in Kosovo. Can you tell us something more about this event? Mojsoski: Let me express my gratitude for your interest and readiness to visit the Agency and your concern for our activities in respect of the aviation traffic development. Recently we have hosted a High-Level Regional Cooperation Meeting in Berovo, attended by the EUROCONTROL Director General, President of the European Civil Aviation Conference – ECAC and the Regional Director ICAO EUR/NAT Office as well as ten more regional Director Generals of the civil aviation authorities. The topic of the Meeting was the regional cooperation, but the main focus was the reopening of the upper air space in Kosovo. What is important is that the target i.e. 3 April 2014 for the reopening of the upper airspace in Kosovo was successfully performed and the Republic of Macedonia in that manner has proven itself as an equal partner with the international aviation organization in respect of exceptional important projects. After 15 years of blockage of the Kosovo upper airspace and the after extremely high damages caused to the industry and our country, with the initiative of the international organizations as well as the regional partners we have succeeded to reopen the upper air space in Kosovo in technically safe manner and once again the Republic of Macedonia could be a regional leader in the midst of these events for the development of air transport.

Lider: The reopening of the upper space in Kosovo means benefits for the Macedonian air traffic. What does that exactly mean, what are the benefits? Mojsoski: As you are already aware the overflights on the European level i.e. those overflights over the Republic of Macedonia are performed through the EUROCONTROL enroute charging systems which are considered to be a direct foreign investment, in terms of fresh capital entered into the country with an aim to be used as an investment for the benefits to the civil aviation development. The one thing that is important is that we expect increase from 20% to 50 % in the number of overflights, and proportional equal increase in the revenues to the air navigation system provider as well in the regulatory aspects. These investments are going to be further used for modernization of the M-NAV air navigation system and also for the development of the civil aviation institutional capacities. We believe that with this project the finances that will enter into our country will be exceptional economical benefits, mainly in the contribution to the GDP, also in the decrease of unimplemented and in the increase of productivity and capacity of the new modernized systems as a result of which the air transport system slowly but surely becomes the one of the most dominant in the Republic of Macedonia which will further be necessary for the development of the small and medium business as well as for the development of tourism. Lider: For three years in a row the air transport in the Republic of Macedonia marks high rates of growth. What is the reason for this increase? There are subsidies provided by Government. What has been done to encourage the growth of air passenger traffic? Mojsoski: During 2011 there was a dynamic change in the air transport system in the Republic of Macedonia , although in the past period there were still potentials that were not used enough. In 2011, primary with the modernization of the airport infrastructure system and further with the liberalization of the air transport by providing free access to the market to several airlines, especially to low cost carriers, the dynamic growth was noted not only in the region but also by the entire European community.

The one thing that should be point out is that this growth continues. In the last three months starting from January to March 2014 we have increase of 8.1 % in the number of transported passengers, although the starting point for calculating of the absolute amount is significantly increased. If we compare this with some past years we can notice growth for more than 30%. The fact that there is a growth in the cargo transportation and the interest showed by other companies is a great satisfaction to us. For the Summer Season 2014 we have a new airline Alitalia operating to Rome. It is very significant that the number of destinations is also growing. We should also mention our new destination Paris , Brussels and Frankfurt. All this provides a basis for attracting new investment in the aviation. Lider: How many airlines are operating in the Macedonian air market at this moment? Mojsoski: Currently there are 14 scheduled airlines, but it is not the case anymore the number of airlines to be connected with the number of destinations. For example, now we have an airline that operates to 15 destinations while in the past in total there were only 15 destinations from Skopje and Ohrid airports. So the number of airlines and the number of destinations varies and that is a good sign, since it means that the market is open and the European transportation system is offered i.e. an opportunity is given to the company that has an interest to operate not only to their country of origin, but also to any Member State of the European Union . Additionally on the market there are still those airlines that operate intercontinental such as FlyDubai, which for us is an important indicator in respect of the sustainability of the airline market. What is important is that each airline entering to the market and beginning to operate to a certain destination, continues to operate in the next summer or winter season, following with its operations during the next year, which is an indicator of the market sustainability. If compared with examples from the past when certain airline began to operate and after few months starts canceling the flights or destinations, generating problems, which in this case that is no longer an issue. As you know the number and that psychological barrier of 1 million passengers are overcoming and now we are expecting optimistic targets so that in the next period the figure of 2 million passenger and further 3 million passengers is reached, as it is the capacity of our airports.

This means that with the dynamic and a proper policy and open aviation market these figures in the coming decades, according to estimates made by the European Union and the estimates provided by the ICAO the air transport in the future will become one of the most important and fastest growing transport. Lider: You have mentioned plans for new distant destinations. Can we expect that in the future the Republic of Macedonia will have transatlantic flights, for example to the USA? Mojsoski: What is important is that the first stage of negotiations for those intercontinental flights is already completed. What is satisfying is that we already have two destinations that serves as intercontinental connection. The first one is through Dubai, through which we are connecting with Australia and also to Singapore as well as to those destinations which are interesting in that part of the world. The second connection is via Rome i.e. through intercontinental connection with some of the countries that operate under the code share bases, on the multilateral agreements, and that will be one point to the desired destination. Certainly that direct lines are desirable and we are working on that issue, but still the mutual interest remains so that it could be developed on a commercial basis. Lider: Thank you for your time.

MEMORANDUM OF UNDERSTANDING SIGNED BETWEEN THE CIVIL AVIATION AGENCY OF THE REPUBLIC OF MACEDONIA AND THE CIVIL AVIATION DIRECTORATE OF THE REPUBLIC OF SERBIA

The Director General of the Civil Aviation Agency of the Republic of Macedonia Mr. Dejan Mojsoski Ph.D. on 17 April 2014 in Skopje, signed the Memorandum of Understanding with the Director General of the Civil Aviation Directorate Mr. Milan Živanović in respect of strengthening of the regional cooperation in the area of civil aviation as well as improving efficiency and effectiveness in the application of the safety requirements laid down in the ECAA Agreement. By signing of the Memorandum of Understanding both aviation authorities are strengthening the regional cooperation regarding the usage of the experts, expertise in certain aspects of the civil aviation as well as documentation. This Memorandum of Understanding also covers the areas of programs, examinations and licensing; flight operations and airports; airworthiness and register; search and rescue as well as the matters related to the National Supervisory Authorities – NSA and Air Navigation Services – ANS. Signing this Memorandum formalizes the good neighbourly relations and cooperation that although existed in the past, was confirmed by this document, noted at the meeting CAA Director General Mojsoski. Scheduled flights on the line Skopje - Belgrade - Skopje as well as the route Ohrid -Belgrade and vice versa, which are especially common during the summer period, confirms the need for specifying and documenting the good cooperation between the both aviation authorities.

MR. DEJAN MOJSOSKI PH.D., DIRECTOR GENERAL OF THE CIVIL AVIATION AGENCY OF THE REPUBLIC OF MACEDONIA, ELECTED FOR THE POSITION OF A VICE-CHAIRPERSON AT SAFETY REGULATION COMMISSION (SRC)

Mr. Dejan MOJSOSKI Ph.D., Director General of the Civil Aviation Agency of the Republic of Macedonia, was elected for the position of a Vice-Chairperson at Safety Regulation Commission (SRC). The EUROCONTROL Provisional Council has agreed the appointment of Mr. Mojsoski to the position for a period of three calendar years (i.e. 01 January 2014 to 31 December 2016, inclusive). MORE INFORMATION ABOUT SAFETY REGULATION COMMISSION (SRC) In 1997, the Ministers of the European Civil Aviation Conference (ECAC) established a formal mechanism in Europe for the multilateral development and harmonisation of an ATM safety regulatory regime, separate from service provision, within a total aviation safety system approach. The EUROCONTROL Permanent Commission, under the early implementation of the EUROCONTROL Revised Convention, established the SRC as an independent body to the EUROCONTROL Agency to provide advice in order to ensure consistent high levels of safety in air traffic management (ATM) within the ECAC area. The SRC reports to the EUROCONTROL Permanent Commission through the Provisional Council on all matters relating to the safety regulation of ATM, including recommendations for the improvement of ATM safety. The Safety Regulation Commission (SRC) undertakes EUROCONTROL's work in the field of ATM safety regulation across the whole ECAC area and is composed of senior executives from within organisations responsible for ATM safety regulation at national level.

SRC is responsible for the development and uniform implementation of harmonised safety regulatory objectives and requirements for the European Air Traffic Management (ATM) and ensuring their effectiveness through measurement of safety performance. The SRC is composed on the basis of each Member State being able to be represented in the Commission, and to designate a Commissioner, on the understanding that all nominations will be approved by the Provisional Council and that the chosen candidates will be senior executives within organisations responsible for ATM safety regulation. Each Commissioner may be accompanied by Advisers. In addition, the European Commission, EASA, ECAC and ICAO, together with Regulatory Authorities from ECAC Member States which are not EUROCONTROL Member States may participate as Observers. The SRC may decide to invite, as Observers, other relevant organisations, as appropriate, who can contribute to the work of the SRC.

CAA HAS APPROVED 141 FLIGHTS WITH THE SUMMER SEASON TIME TABLE FOR 2014

With the Summer Season Time Table becoming effective from 30 March 2014, the Civil Aviation Agency of the Republic of Macedonia has approved 141 flights, operating weekly from the both Macedonian airports. The traveling public will be presented with 16 operations more than the same period last year. For the first time, with the approval issued by the CAA for the Summer Season on the route Skopje-Rome-Skopje, Alitalia will operate from May 2014 with 7 flights per week. From the airports Skopje Alexander the Great Airport and Ohrid St. Paul the Apostle Airport, 14 airlines will be included in the scheduled air services, with direct flights to 24 destinations i.e. Vienna, Belgrade, Zagreb, Istanbul, Ljubljana, Zurich, London, Malme, Gothenburg, Eindhoven, Dortmund, Memingem, Bazel, Venice, Stockholm, Brussels, Paris, Cologne, Milan, Frankfurt, Rome, Berlin, Zurich and Dubai.

From the approvals issued so far from 10 June until 25 October 2014, 7 flight per week are planned on the route Skopje – Antalya – Skopje. Starting from 27 June until 10 October 2014 air transfer from Skopje to Bodrum will be offered to the traveling public. From 2 April until 25 October 2014 the airline will operate to Dusseldorf, as well as with one flight per week to Amsterdam. The number of passengers at the both Macedonian airports every year is intensively growing. As of March 2014, during the first quarter at the Skopje and Ohrid airport 207 963 passengers were transported, which is 8.1 percent more than the same period last year. Still 95.2 percent of the passengers have used the scheduled air traffic, and only 4.8 percent charter flights. This year there is an increase of even 24 percent compared to the period from January to March 2013 in respect to the transported cargo and mail. During the first three months of this year Istanbul remained the most popular destination for the traveling public. No less attractive are Zurich, Vienna, London, Basel, Malmo, Dortmund, Ljubljana, Belgrade, Zagreb.

The largest increase of 18 flights more than the Summer Season 2013 has the EC carrier Wizz Air who for the first time this Season joins the scheduled air traffic operating on the route Skopje-Brussels-Skopje twice per week. With the same number of flights per week it will operate to Skopje-Paris-Skopje, Skopje-Cologne-Skopje, Skopje-Frankfurt-Skopje. Five times per week it will operate on the route Skopje-Milan-Skopje. CAA has also given approval to the airlines operating charter flights, expecting the list with the approved charter flights to be additionally increased.

The Macedonian passengers during the following period will have in their disposal various European destinations that could be directly reached with the scheduled routs such as to Eindhoven, Memmingen, Gothenburg, Milan and other cities which according to the Summer Season Time Table the Hungarian company Wizz Air is providing the services.

The airline Gemania Fluggesellschaft will operate two flights more compared to last year on route Skopje–Berlin–Skopje. Also, Jetairfly has one more flight, i.e. will operate four times per week on the route Skopje – Brussels-Skopje, Ohrid-Brussels- Ohrid.

Director General of the Civil Aviation Agency, Dejan Mojsoski Ph.D. in the interview for the magazine Factor stated that after the opening of the Kosovo upper air space, the most reserved scenarios will be at least 20 percent increase in the number of overflights since the presently used air routes are bypassing Kosovo upper air space resulting into avoiding a major part of our airspace, and operating over Albania and Bulgaria. Mojsoski is expecting drop of the airline tickets prices due to the increased competition between the airlines. Factor: Can we expect new air destinations during this year? Mojsoski: Certainly we can and we are expecting an increase in the number of destinations that can be reached from both Macedonian airports. The Civil Aviation Agency’s policy and liberalization of the procedures, in addition to the scheduled lines will increase the number of charter flights during the summer tourist season. The airline Alitalia has submitted a request to our Agency for operating the routes from Skopje to Rome, scheduled to start from the 1 May 2014 till the end of the Summer Season. 20

The airline Wizz Air, although has not yet submitted a formal request for approval of new flights to the CAA, informed the public that it will start to operate with the second aircraft to four new destinations such as Paris, Frankfurt, Cologne and Brussels. The most important thing is that the interest of new airlines operating to and from the Macedonian airports is intensively increasing, as for us as a Civil Aviation Agency is a real confirmation of our intention to create a fast, efficient, safe and reliable air transportation available to all interesting parties.

Factor: Is it possible to expect a reduction of the airline tickets price?

Factor: What should we expect from the Summer Season Time Table?

Mojsoski: Increasing of the competition among the airlines to operate to certain destinations certainly affects and will additionally affect the reduction of the airline tickets prices. That certainly represents a top priority in the work and in the development of our company, creating even larger number of passengers and air traffic at the Macedonia airports and certainly cheap prices for the travelling public.

Mojsoski: It is still early to talk about it, what will be the final list of airlines operating at the Summer Season Time Table , which comes into force from We as the Civil Aviation Agency are at disposal to the airlines 24 hours 7 days a week, as to receive, consider and if the documentation is in accordance with the positive legal regulations to issue an approval to their requests to operate to and from the Macedonian airports.

Factor: What was the effect of the introduction of low cost flights, what is the number of passengers using these lines?

Factor: What is the situation, what is statistics showing regarding the transport of the cargo in the country?

Mojsoski: The statistics reveals fascinating number of passengers using the low cost airlines in 2013. From the total number of one million passengers who have departed from the Macedonian airports during last year, 440,127 passengers used the services of the low cost airlines, representing an increase of 240 percent in respect of 2012, when with the so-called cheaper flights 150,000 passengers were transported. Given the fact that just over three years the low cost carriers were unknown to the Macedonian air passengers now the numbers are showing slowly overtaking of the Macedonian air market.

Mojsoski: We have noted good news and positive energy in the number of aircraft operations, which in 2013 was increased by 9 percent compared to the same period in 2012 where i.e. 11,576 take-offs and landings were performed, transferring 2449.09 tons to and from both Macedonian airports.

The figures of transported passengers over the last year shows that the Macedonians passengers regularly fly to Istanbul, Vienna and Zurich, frequently to London and Malmo but also to Dubai. The relatively low prices of twenty euros inspired the Macedonian citizens as well as many others who have never imagined to travel by plane, to travel for the first time on short tourist trips to the European capitals. Last year Wizz Air carried 358.003 passengers. Other low cost carriers as„Pegasus“ transferred 57.075, and „Fly Dubai “ 25.049 passengers.

Factor: What are the countries with which we have signed Memorandum of Air Transport and are there announcements for new agreements? Mojsoski: The Civil Aviation Agency during 2013 also remained thoroughly committed and active at the international level. We have initialled Open Sky Agreements with Chile, Canada and Brazil, and together with Australian, Singapore and USA aviation authorities we have created a legal framework for realization of intercontinental flights, as a symbol of the opening of the Macedonian sky, beyond the European one, and targeting global prestige destinations on 5 continents. Factor: Are there any indications for a direct route between the Republic of Macedonia and Australia? Mojsoski: The Civil Aviation Agency during 2012 signed a Memorandum of Understanding with the Australian aviation authorities laying down the arrangements in the international air transport on the code share basis and other commercial agreements between the both countries. We have created opportunities for including more airlines in the transport of passengers between the two countries and opening offices for tickets sale.

This connectivity is aimed towards the strengthening of the tourism and efficiently, economically and securely connecting of the Republic of Macedonia with its diaspora and connecting of our emigrants with their home state. CAA takes action to establish a legal basis for entry of airlines on the Macedonian market in order to establish greater connectivity of the Republic of Macedonia. Factor: What will happen after the opening of the Kosovo Upper Air Space? Will the announcements for the lowering of the en route charge be implemented, so that the routes over the Macedonian sky could become more attractive? Mojsoski: The opening of the Kosovo upper air space during the middle of 2014 will definitely increase the number of overflights in the Macedonian sky. After the opening of the Kosovo upper air space, the most reserved scenarios will be at least 20 percent increase in the number of overflights since the present used air routes are bypassing Kosovo upper air space resulting into avoiding a major part of our airspace, and operating over Albania and Bulgaria. According to the scenarios and simulations that Eurocontrol has prepared for specific days during August 2011 i.e. what it would be like if the Kosovo upper air space was opened during that period with even bigger parameters showing results of 35 percent increase. Therefore, it is a serious challenge that we have to deal with. The period is short, and the set date according to Eurocontrol Action Plan is 3 April 2014. In the meanwhile, the new air navigation system will provide increased capacity of the air traffic control systems, improvement of the efficiencies in the services and maintaining of the current level of security and its further improvement. It has been anticipated that systems will be enable to coop with the increased level of air traffic compared to the present level which is three time more for the period until 2028. Factor: What is the situation with the National Aviation Safety Program? Mojsoski: The National Aviation Safety Programme was adopted in 2011. During 2013 the CAA continued with its implementation, based on some few basic pillars, such as the aviation security policy and objectives , managing security risk, providing the security and the promotion of the aviation safety . Significant part of the set elements in the program are already implemented. But we remain true to our intention as the Civil Aviation Agency of the Republic of Macedonia to continue with the implementation of large number of international, European and national legislation in terms of harmonization of the Macedonian with the European aviation sector.

With this commitment the Civil Aviation Agency clearly shows that the European projects and visions are integrated into the working philosophy of the Macedonian regulator. Factor: What are your estimations for 2013? Mojsoski: The year 2013 was year of reforms, intensifying of the development of the Macedonian aviation, raising of the standards in the spirit of the modern European air trends and its bringing closer to a larger number of Macedonian citizens. And we have succeeded in it. The confirmation of our commitment is the fact that we have marked 2013 with the imposing number of one million passengers who arrived and departed from both airports in the Republic of Macedonia. Moreover, we have noted the good news and the positive energy in the number of aircraft operations, which in 2013 was increased by 10.09 percent. For us as an Agency 2013 will be remembered after the celebration of the CAA 15th years membership in EUROCONTROL, Brussels. It is a jubilee representing a one and a half decade of active participation in this pan-European Organization, and same number of years of progress, reforms and meeting of the criteria meaning high established Macedonian aviation into the European aviation structures.

At the same time, the Republic of Macedonia continues to support the EUROCONTROL projects for centralized services at Pan-European level, which will boost the efficiency and performance of the European system for air traffic management. and detailed introduction to the regular activities of the CAA, expressed his highest assess for the current operations, but also gave his future guidance. During 2013 the practical realization of the idea for the Initiative of establishment of a Joint Service Provision Area under the auspices of the Regional Cooperation Council has started. The aim of the Initiative is to strengthen the cooperation in the field of air transportation by providing safe and efficient air navigation services. Factor: What are the expectations for 2014? Mojsoski: We are expecting maximum of 2014, meaning a consistent implementation of clearly set goals, rising the Macedonian aviation level at the European one, to successfully regulate the air transport in the Republic of Macedonia and transform it into a safe, secured, regular, efficient, economic and environmentally sustainable national aviation, fully in accordance with international standards and harmonized and integrated with the European Union. Aviation for the interest of all its participants especially focused towards the protection of the air passenger rights. Quality international policy and creation of legal framework for the opening of the Macedonian air transport towards range of new attractive destinations for the travelling public to Australia, Brazil, Chile, Canada, Singapore ...…, remain our top priority in 2014. We strongly believe that we are strongly reformatory oriented and we are confident that 2014 will introduce a new era in the development of the civil aviation. Clearly and unequivocally, we will set the Republic of Macedonia on the map of attractive destinations, to which will arrive and depart twice more passengers than the last year.

SIGNIFICANT GROWTH OF THE FLIGHTS WITH THE LOW COST AIRLINES Source: Nova Makedonija – daily newspaper http://www.novamakedonija.com.mk/

We usually fly to Istanbul, Vienna and Zurich, but we are also discovering Dubai. During the last peak year, the low cost airlines have transported 440,127 and the scheduled airlines 481,809 passengers. Wizz Air is dominating with 358,003 passengers, and from the scheduled airlines Turkish Airlines is leading with 127,855 air passengers.

The number of passengers using low cost airlines services has tripled Significant growth of the flights with the low cost airlines. The statistics of the transported passengers during 2013 shows that the Macedonian citizens are flying to Istanbul, Vienna and Zurich, but they are also flying to London and Malmo, and discovering Dubai. The statistic reveals a sudden increase in the number of passengers with the low cost airlines during 2013. Namely, from the total number of one million passengers who flew last year from the Macedonian airports 440,127 passengers were using low cost airlines services, showing an increase of 240 percent compared to 2012, when with the so-called cheap flights 150,000 passengers were transported. Given that just over three years ago the low cost companies were unknown to Macedonian air passengers, now the numbers are depicting their slow overtake of the Macedonia market. Low prices. The relatively low prices of twenty euros inspired the Macedonian citizens as well as many others who have never imagined travelling by plane, to travel for the first time on short tourist trips to the European capitals.

By the abolition of the visas and the introduction of cheap flights an opportunity arose for visiting European cities. With little savings now we can plan short or even weekend sightseeing. Last year we have attended a football match between AC Milan and Juventus with my friends. We flew to Venice, and the tickets cost only two thousand denars – stated Igor Dragevski from Skopje. In accordance with the TAV Macedonia statistic records, last year 358.003 passengers travelled with Wizz Air. Other low cost carriers as Pegasus transferred 57.075, and Fly Dubai 25.049 passengers. In the meanwhile the scheduled airlines achieved revenue from 481,809 passengers, with their individual effect is much more modest than the one of Wizz Air. Turkish Airlines is the leading airline in this category with 127,855 passengers, or nearly a third of those transferred by Wizz Air which given the "wind in the back" from the government subsidies makes the Macedonian recorder in transferred passengers by air. In addition to this list is Austrian Airlines with 104,995, Adria Airways with 53,207, Croatia Airlines with 47,098, Air Serbia with 44,715, Edelweiss Air with 42,106, Helvetic Airways with 35,250 and Germania Fluggesellschaft with 26,583 passengers transported by air.

New subsidiaries and new flights The Government of the Republic of Macedonia by the end of 2014 will subsidize airlines who will offer more competitive and lower prices in the aviation planning to spend 306 million denars. The subsidy is made on basis of two models, introduction of new destinations and increasing of the number of passengers. Regarding the introduction of new destinations, a one-time financial assistance is planned in the amount of 40,000 euros for each of the first six new destinations, then each next new destination has one-time financial support of 30,000 euros. There is a subsidy regarding the number of passengers of nine euro subsidy per passenger departing during the first year of the contract, eight euros per passenger during the second year and seven euros per passenger during the third year.

Namely, according to the agreement signed with the Government the airline Wizz Air that now has 38.6 percent market share in the Republic of Macedonia opened several new air destinations from the Macedonian capital. Wizz Air announced that it will open base for its second aircraft in Skopje and will begin flights to four new destinations - Paris, Frankfurt, Cologne and Brussels. TAV Macedonia announced flights to Berlin with Germania Fluggesellschaft/ Air Pristina, and starting from May 2014 Alitalia will commence to operate to the Italian capital Rome. The interest for new airlines operating to and from the Macedonia airports is intensively increasing, which for us as the Civil Aviation Agency is a real confirmation of our intention to create a fast, efficient, safe and reliable air transportation available to all – stated Dejan Mojsoski Ph.D., CAA Director General, who is expecting a new impulse for the Macedonian air transport with the opening of the Kosovo upper air space.

Mr. Brenner, please, short statement about how you asses this last 15 years of cooperation with the Macedonian civil aviation? I congratulate to the Republic of Macedonia to this step – 15 years is a significant time and one has seen a lot of changes in the country in reaching out to Europe, in reaching out to the west. And I think that the country, the economy, the aviation has benefited dramatically when you see where the country started, becoming an independent country and where it is now in economical terms. So I think cooperation with Eurocontrol representing 40 European Member States, cooperating with other international organizations has shown the benefit in supporting the economical growth and the economical situation for the benefit also of the people in the country dramatically.

Can you please tell us something about the future projects? The Director General of the Republic of Macedonia and myself are working on different improvement projects be it in the airspace design in close cooperation with M-NAV – the service provider, be it in respect to modern control techniques we call that “free route airspace” be it in providing the capacity that will be needed in the country when the Kosovo airspace will open in April next year (2014), which will bring additional traffic to the country that will be safely and very efficiently being controlled by the service provider.

How do you аssеss the 15 years of cooperation with EUROCONTROL and which are your future projects? I presented to the Provisional Council of EUROCONTROL today the achievements and the civil aviation situation in the Republic of Macedonia, before 40 Member States, before 40 Air Navigation Services Providers, as well as other international aviation organizations, and the European Commission. We pointed out our achievements in terms of the growth of air travel, i.e. the number of passengers, thus becoming one of the European countries with the largest growth in civil aviation. We also referred to our future projects with EUROCONTROL, regarding the opening of the Kosovo Upper Air Space, that would produce an increase of air traffic by over 15%, and also in regard to the fulfillment of the European standards and practices, and introduction of highest international standards.

Do your future projects include introduction of flights to new European or worldwide destinations and possible reduction of the air tickets prices? All the projects that we have undertaken are aimed to improvement of the quality of life of our citizens, in line with the commitment of our Government to upgrading of the standards and reduction of the prices, and improvement of airports' infrastructure. Furthermore, the network management will reduce the costs, and especially the opening of the Kosovo Upper Air Space and the increase of the Macedonian air traffic, would certainly reduce the costs that would give rise to reduction of the air tickets prices for the Macedonian citizens.
