Confusion about the ACA: JABA Insurance Counselors respond A recent report on local media said that people across Central Virginia are “shocked and worried” about the rising cost of health insurance under the Affordable Care Act, as open enrollment for the coverage began earlier this month. The report suggested the Affordable Care Act was no longer affordable. While it’s true that health insurance costs have increased significantly for some people, JABA’s certified ACA Insurance Counselor wanted to remind people that the ACA is still working fine for the people it was designed for— those with lower incomes who could not otherwise afford health insurance. As JABA Insurance Counselor Joe Bernheim points out, the political confusion in Washington about the future of our health insurance system—and the last minute decision not to pay for benefits that insurance companies are required by law to provide—has caused many insurance companies to pull out of the ACA marketplace, and those who have remained have had to reduce their risks by raising rates, which has hit those not income-eligible for federal subsidies the hardest. “We have noted a large difference in insurance costs for people who do and do not qualify for subsidy support,” says Bernheim, “because the benchmark premiums have gone up. But for people with a subsidy this balances out and their net premiums haven’t changed that much.” “Risk for insurance companies has gone through the roof,” says one JABA ACA Counselor, “because there is currently no stability in the system.” Indeed, one way insurance companies are trying to reduce their risk is by adjusting their rates based on state and region (and by the health networks they serve), a situation that is confusing to many people. For example, a person living in Charlottesville might have to pay more for the same plan than does a person living in Orange County, and the same goes for people living in different states. Bottom line, though, as all our JABA Counselors emphasize, if you are income-eligible for a government sub-

sidy based on your individual circumstances you can get affordable health insurance under the ACA. Recently, JABA counseled a 25-year old woman making $25,000 a year on shopping for health insurance through the ACA. JABA was able to find her an Optima Silver Health Plan for $111.00 a month. And a family of four with an income of $55,000 was able to purchase a similar Silver plan for $224.36 a month. “You can have a substantial income and still get help,” says another JABA Counselor. Indeed, individuals making $47,520 or less a year, and a family of four making $97,200 or less a year, are eligible for subsidies under the ACA. And the limits go up with household size. Of course, if you fall outside those subsidy limits, that’s where the trouble is, and that’s where people are getting hit the hardest. “Every situation is unique,” says Bernheim, “and you may be surprised by the benefits you can get. That’s why it’s important to get the facts before you decide.” Both JABA and the Legal Aid Justice Center are offering FREE counseling appointments during the Affordable Care Act (Obamacare) Open Enrollment period, now through December 15. JABA is located on Hillsdale Drive behind Toy-R-Us on Route 29 North, and the Legal Aid Justice Center is on Preston Avenue, right near Washington Park. The Arc of the Piedmont A New Location Brings New Vitality After more than five decades of providing services to people with intellectual and developmental disabilities, The Arc of the Piedmont is getting new

digs—moving from its long-time home on Park Street to a new spacious facility at 1149 Rose Hill Drive. The new building will allow for the expansion and upgrade of activities and programs and provide a safe and stimulating space from which to spearhead The ARC’s core mission of service, community education and advocacy. The property on Rose Hill Drive is currently undergoing a significant renovation to adapt the building and outside space to better serve The Arc’s programs and to elevate its accessibility for both clients and staff. Included in the project: a 2-story addition with an elevator and a 2,000 square foot activity center—a vast improvement over the current space with just 350 square feet. A generous donation from the Perry Foundation provided a $240,000 matching grant. Additional funding came through a USDA special program as well as grants from Bama Works, the Civitan Foundation and Charlottesville Gives Fund. Blue Ridge Bank wrote the mortgage. The Arc also has an active capital development program soliciting individual and corporate donations and using creative fundraising events to augment the fundraising program. The organization’s signature kick-off event—the Casino Royale Gala—at the elegant Glenmore Country Club took place on April 22, 2017 and raised more than $25K and the recent Fall Golf Classic at Old Trail Golf Club in Crozet netted $20K+. Our next event is our annual Great Charlottesville Santa Fun Run & Walk on December 3 and we are hoping to have over 750 Santas and elves on the Downtown Mall. The Arc of the Piedmont provides services to individuals with developmental disabilities using five group homes, three day programs, seven sponsored residential sites and in-home services. Evidence of quicker sales in Spring Creek’s resale market is definitely good news. Easter explained that “the challenge in selling resale homes is that they are competing with new construction. If a buyer can purchase a new, comparable home at the same price as a resale they most often will go with a new home.” Of course, as with all real estate, “if you price it right, it will move.” A big plus for people who want to build a home in Spring Creek, but who are not yet ready to move, is that they can purchase a lot today and hold it until they are ready to build thus locking in prices at a time when an active real estate market is sure to start pushing them higher soon. Buyers can choose from the subdivision’s featured builders, or they can bring their own. “We have people intending to move here but are not ready yet,” Easter said. “This is an opportunity for them to select a lot matching their specifications and purchase it at today’s price. ow much are you spending on energy to heat and cool your home? How efficient is your home at energy conservation? How energy efficient are your lights, and your computers and other electronics? Winter is on its way—if you can’t answer these questions, it’s time to assess your home’s readiness for cold weather by conducting a home energy audit. Does an audit sound difficult and complicated? It needn’t be. Of course you can always hire a professional to do the work for you, but taking just a few minutes for a simple inspection can save energy, save money, and make your home more comfortable. Even recently built homes can often be made more energy efficient, thanks to rapidly evolving technology. The U.S. Environmental Protection Agency’s voluntary energy conservation program, Energy Star, offers the following breakdown of energy usage in the average home: heating, 29 percent; cooling 17 percent; water heating 14 percent; appliances 13 percent; lighting 12 percent; computers and electronics 4 percent; other 11 percent. Altogether, these processes and devices push the average annual energy bill up to $2,200. Finding and fixing common home deficiencies can lower bills by 5 to 30 percent annually. That means a little investigative effort and a little repair and upgrade work could save you as much as $660 a year. Get out a flashlight, a measuring stick, a dust mask, screwdriver and goggles, some candles, some work clothes, and a ladder, and you’re ready to go. Here’s a checklist of what you should look for.

Seal Your Home With heating and cooling adding up to a whopping 46 percent of estimated energy bills, the first thing to do is to make sure your home is well sealed— that means caulked, weather-stripped and insulated. One good way to detect air leaks is to light a candle or incense stick and hold it up to window and door frames, switch plates and electrical outlets, plumbing and ceiling fix-

If you have a heat pump, check and replace the filters as recommended by the manufacturer, usually every month or two, especially summer and winter.

Single-pane windows are not nearly as effective at keeping out extreme outdoor temperature as storm windows. An un-insulated or inadequately insulated attic will leak heat as well. Has the insulation been evenly applied? Is it fallen down and in need of reapplication? Has the attic hatch been insulated and weather-stripped? Are the openings around the pipes and ductwork sealed? Make sure the electrical boxes in the ceiling are sealed with flexible caulk from either the living room side or the attic side. Also, look for stains on the insulation, which may be signs of air leaks from duct holes or cracks in the outside wall. Does the attic insulation have a vapor barrier underneath it— tarpaper, a plastic sheet, or Kraft paper attached to fiberglass batts? If not, you can paint your ceilings with vapor

New lighting standards set by the Energy Independence and Security Act of 2007 took effect in 2012, requiring bulbs to use roughly 25 percent less energy than the old incandescents. In fact, the new alternative bulbs—halogen incandescents, compact fluorescent lamps (CFLs), and light-emitting diodes (LEDs)—use anywhere from 25 to 80 percent less energy, and many last longer as well. The amount of light a bulb emits is measured in lumens—the more lumens, the brighter the bulbs. If you’re replacing a 100 watt incandescent, you want a bulb producing 1,600 lumens. For a 75W bulb, you want 1,100 lumens. For a 60W bulb, it’s 800 lumens, and for a 40W bulb, 450 lumens. Upgrading 15 old incandescent bulbs can save about $50 per year. Installing sensors, dimmers, and timers is another effective way to save energy by reducing lighting use.

Plug these and other appliances into power strips, and either turn the strips off when they’re not in use, or unplug the appliances, and you’ll save even more. A professional home auditor will make a thorough assessment of your home, if that’s what you’re most comfortable with. But for fix it up chappies and do-it-yourselfers . . . the fun awaits! n
