Building Goodness Foundation Invests in Community with Local Build Days For the seventh year in a row, students at the UVA Darden School of Business partnered with Building Goodness Foundation (BGF) to execute an Autumn Build Day as part of BGiA (Building Goodness in April), one of the Charlottesville area’s largest community projects. The focus of this year’s event was renovating two local organizations serving youth: Barrett Early Child Learning Center and Camp Holiday Trails. For the Autumn Build Day, more than 70 student volunteers from the University of Virginia’s Darden School of Business and more than 20 skilled BGF volunteers from the construction industry spent the day completing key transformational and improvement projects at Barrett Early Child Learning Center and Camp Holiday Trails. Barrett Early Learning Center is the oldest pre-school in Virginia, opened in 1935 under FDR’s Works Progress Administration program (WPA) to provide employment opportunities for women of color. Camp Holiday Trails creates a community that empowers children and teens with medical needs to thrive by hosting a year-round summer camp that allows kids to focus on being kids and not the illness they are battling. The scope of the projects included re-flooring, painting, plumbing, and walling, as well as other much-needed maintenance work. All told, do-

nated materials and volunteer labor delivered more than $20 thousand in value to these two beloved, impactful Charlottesville area nonprofits. The Autumn Build was part of BGiA’s increased commitment and service to the Charlottesville/Albemarle community and is an extension of the flagship Building Goodness in April Build Day in the spring. Each April, students and skilled professionals volunteer to renovate 7 to 8 buildings and homes in the Charlottesville/Albemarle community; the upcoming Spring Build will be held on Saturday, April 4, 2020. Since 1991, thousands of people have volunteered and hundreds of homes have been renovated through BGiA with the generous support of local contractors and volunteers. Students, local businesses, and individual donors provide funding, materials, and labor for all projects Building Goodness in April (BGiA) is a partnership between students of the UVA Darden School of Business and Building Goodness Foundation. Darden students manage BGiA in partnership with BGF staff, selecting projects, fundraising, and coordinating with suppliers, agencies and construction volunteers. These activities give students an opportunity to exercise their business skills in real life situations while providing an invaluable service to neighbors in need. BGiA is currently accepting referrals from the community for homes in need of repair for the April Build Day. Referrals can be sent to BGIA@darden.virginia.edu. Building Goodness Foundation is a Charlottesville-based nonprofit construction organization which connects skilled volunteers from the de-

Habitat for Humanity of Greater Charlottesville has received a $100,000 Neighborhood Revitalization Learning Cohort grant from Wells Fargo. The grant will support Habitat’s partnership with Southwood Mobile Home Park residents to improve the quality of life in their Albemarle County community. Southwood Mobile Home Park is the area’s largest concentration of lowcost housing with an estimated 1,500 community members living in the 120acre park. As with many mobile home parks across the country, Southwood residents own their homes but not the land underneath them, making residents vulnerable to redevelopment pressure and displacement. Add to that the challenges of aging mobile homes and deteriorating infrastructure, and the future of Southwood as a mobile home park is ultimately unsustainable. To address these challenges, Habitat purchased Southwood in 2007 and made a promise of redevelopment without resident displacement.

Since then, Southwood residents have partnered with Habitat to lead an unprecedented, national-model neighborhood revitalization project to transform the park into a mixed-income, mixed-use community of 800+ homes without displacing residents. For the past three years, residents have been planning alongside architects and engineers for the new Southwood. They recently obtained rezoning approval for the first phase of construction and are now developing plans for the first neighborhood. Groundbreaking is slated for late 2020. “Without the support of our partners at Wells Fargo, the intensive planning and engagement process that puts residents in the driver seat wouldn’t be possible,” says Rush Otis, Habitat’s Di-

rector of Southwood Redevelopment. “We are pleased to partner with Wells Fargo, who shares Habitat’s vision that having a safe, stable home helps bring strength, security and independence to families and ultimately communities.” Habitat for Humanity International launched the Neighborhood Revitalization program in 2010 to better meet the aspirations of local communities. Habitat offers an array of housing services and partners with local residents, housing leaders, community groups and businesses to transform neighborhoods and enhance the quality of life in communities such as Southwood. In 2018, Habitat for Humanity, with funding from Wells Fargo and other partners, launched a five-year effort to study the health and quality of life impact of a neighborhood revitalization approach that puts residents in the driver’s seat for change, with a focus on ten neighborhoods across America. The 3rd quarter median sales price is up by $6,700 for the region. All jurisdictions in the CAAR footprint had both median sales price growth and sales transaction growth this quarter, the first time this has occurred since the spring of 2017. • Homes are selling faster in the CAAR region. The average days on market in the 3rd quarter is downby 1 week (-7 days) from a year ago, a reflection of the tight supply of active listings on the market.

Economic Overview In the 1st quarter of 2019, job growth was fairly steady in the Charlottesville region. (For this report, the Charlottesville region includes the City of Charlottesville, and the counties of Albemarle, Fluvanna, Greene, Nelson, and Louisa.) Between March 2018 and March 2019 (the latest data available), the Charlottesville region added 1,362 net new jobs. While this reflects slower job growth than what the region experienced in 2017 and early 2018, it represents a turnaround from relatively slower growth at the end of last year. Between March 2018 and March 2019, there was job growth broadly across many sectors in the Charlottesville area economy, including the Health Care & Social Assistance (+919 jobs), Educational Services (+798 jobs), and Accommodation & Food Services (+384 jobs) sectors. The Professional & Technical Services sector grew slowly in the region (+68 jobs). There were job losses in the Retail Trade sector (-253 jobs), which reflects statewide trends, as well as the Construction sector (-861 jobs). The unemployment rate in the Charlottesville region was 2.6% in August 2019, slightly lower than the statewide unemployment rate of 2.8%. The very low unemployment suggests that businesses and organizations in the Charlottesville area are continuing to find it challenging to attract and retain skilled workers. New residential construction activity in the Charlottesville Metropolitan Statistical Area (MSA) has increased steadily over the course of 2019. In September 2019, there were 118 permits issued for new residential units, which more than double the number issued in September 2018. New con-

struction levels in the Charlottesville area are higher than they have been in more than six year. However, even as construction has picked up, new construction still is not accelerating fast enough to meet demand in the region. This lack of sufficient new supply has contributed to the continued upward pressure on prices in the region. About 38% of the permits issued so far in 2019 for new construction were for units in multifamily buildings (both rental and condominium) while 62% were for single-family homes. Consumer confidence in the South Atlantic region remains positive, though there may be signs of anxiety about future economic conditions. The measure of confidence in consumers’ present situations was 183.1 in August. The index of expectations was at 113.6, after being as low as 104.3 in June. When these measures fall below 100, consumers have begun to feel more pessimistic about the economy. Interest rates remain very low. In the 3rd week of September, the 30-year fixed-rate mortgage rate was 3.49%, which is about a half percentage point lower than a year ago. It is likely that the Fed will cut rates again before the end of the year, which will either stabilize mortgage rates or send them even lower before the end of the year. The national housing market continues to perform fairly well, aided by the lower mortgage rates. Existing home sales nationally were up in August for the 2nd consecutive month, posting the strongest sales activity in almost a year and a half. Prices of existing homes continue to rise and there has been a slight decline in inventory at the national level. New home sales have been up, and at 713,000 units in August, sales were at their highest since 2007, before the recession.

Housing Market Overview Sales growth resumed in the CAAR region in the 3rd quarter, after three consecutive quarters of sluggish sales. In addition, homes prices climbed throughout the region, with the 3rd quarter median sales price up $6,700 from a year ago. All jurisdictions in the CAAR footprint had both sales and median price growth in the 3rd quarter compared to last year; the first time this has occurred since spring 2017. The healthy market conditions are being driven by strong economic growth in the region. While signals of a possible recession continue to loom at the national level, the region’s economy continues to show positive indicators. The job base in the region is expanding, and the unemployment rate remains below the state and national levels. Interest rates also remain historically low. These metrics point

to continued confidence for buyers in the region’s housing market in the near-term.

Sales After a slow first half of the year, sales activity has increased in the CAAR footprint in the 3rd quarter. There were 1,311 sales in the 3rd quarter, which is 99 more sales than a year ago, an 8% increase. This is the first sales gain at the region level since the summer of 2018, and the largest gain since the 1st quarter of 2018. Led by Nelson and Fluvanna counties, all jurisdictions in the CAAR footprint had more sales in the 3rd quarter compared to a year ago. The last time all CAAR jurisdictions had sales growth in the same quarter was the 1st quarter of 2018.

Sales Prices Home prices in the CAAR regional market continue to climb at a steady pace. At $305,000, the 3rd quarter median sales price was 2% higher than a year ago, a gain of over $6,700. This increase was slightly below the price growth in prior years, largely driven by the modest 1% gains in Albemarle County. However, with the exception of a median price drop in the 1st quarter of 2019, the region’s median sales price has risen each quarter since the 2nd quarter of 2016. There has been some variability across the local markets, but the general upward trend for home prices has been fairly consistent in the CAAR area. The tight inventory and strong economic conditions in the region are playing a role in the upward pressure on home prices.

Sold Volume The sold dollar volume in the CAAR area rose in the 3rd quarter compared to last year, driven by the increases in sales transactions and median sales prices this quarter. There was approximately $483 million in sold volume in the 3rd quarter throughout the CAAR footprint, which is about $31 million more than a year ago, representing a 7% gain. Most of the sold volume growth occurred in Albemarle and Fluvanna counties, each with more than $12 million additional sold volume compared to a year ago. Charlottesville was the only jurisdiction to have a drop in the sold dollar volume, with $7 million less than last year. The sold dollar volume for the region is nearly $100 million higher than it was in the 3rd quarter of 2016, evidence of the market expansion that has occurred in the region over the past several years.

Days on Market Homes sold faster, on average, this quarter in the CAAR region. The 3rd quarter average days on market was 53, which is a week faster (-6.9 days)

than last year. This is the sharpest drop for this metric in the CAAR area since the fall of 2018, and the low supply of active listings is driving this trend. As fewer homes are available on the market, buyers are submitting offers in less time for properties that are available in their price range. The largest drop in the 3rd quarter days on market occurred in Nelson County, where homes sold more than two weeks faster on average (-14.7 days) compared to last year.

Inventory The supply of active listings in the CAAR region continues to shrink; however, the rate of decline has been moderating for over a year. There were 1,746 active listings on the market at the end of the 3rd quarter in the CAAR footprint, a 3% decline from a year ago, 62 fewer active listings. Nelson County had the largest inventory reduction, with 45 fewer active listings than a year ago. With 21 additional active listings, Greene County had the largest supply expansion in the region this quarter. The low inventory is putting upward pressure on prices within the local markets, a trend that continues in other regions across Virginia. There was approximately 4.7 months of supply at the end

of the 3rd quarter in the CAAR region, down from 4.9 months a year ago.

Price It Right “Determining your ‘asking price’ is the most important step in prepar-

ing your house for sale,” says Michael Guthrie, CEO and Principal Broker at Roy Wheeler Realty Co., adding that “the best resource” for information is your REALTOR’S® experience in selling homes similar to yours. While most sellers have access to statistics about home prices, their REALTOR’S® data will be more current and filtered through their knowledge of the local market based on long experience and actually viewing the competition. An agent’s pricing recommendations also take into account pending sales (homes sold but not closed) as well as the length of time a home was on the market before it sold. Insight into the value of green improvements in homes and how to incorporate them into the sales price is also critical for selling a home today. Keeping the Transaction on Track Most buyers and sellers have no idea how much work agents do to effectively manage a transaction once the parties agree on price and terms. A REALTOR’S® ability to objectively evaluate the condition of a home and to advise sellers about effective staging is additional value added they bring to the process. Suggestions can include everything from de-cluttering, painting, trimming the landscaping and storing excess belongings to advice on how to make the most of furniture and fixtures. Most sellers, on the other hand, find it difficult to be objective about their homes and tend to overlook flaws such as outdated appliances and carpet, cracks in the driveway, a doorbell that doesn’t work, dings in the walls or woodwork, or crowded countertops in the kitchen and bath. The result is a sales price that is inflated and out of sync with the market leading to fewer showings or a home that does not compete well when buyers compare it to others in the same price range. The cost to sellers of overpricing their homes is borne out by national statistics that show the longer a property is on the market the lower the selling price, Guthrie says. He adds that “a property receives its best exposure during the first three to five weeks after it is listed. After this, many agents lose their enthusiasm as other new (and better valued) listings come onto the market. The home becomes ‘stale’ and price reductions result.”

A common misperception about home sales is that once a buyer writes a contract the agent’s job is essentially done. In reality, receipt of a contract is just the beginning and the negotiations that follow are almost always stressful and time sensitive. An agent’s experience and objectivity are essential for negotiating a favorable price and terms—ones that benefit all parties and assure a smooth closing—under this kind of pressure. REALTORS® can also help a seller evaluate offers and avoid potential pitfalls such as whether or not the buyers are actually qualified to buy the home, or how long they have to complete an inspection if any. Questions such as do they have a house to sell and are there other contingencies that could cause last-minute problems are also critical as are agreeing on a closing date and when the sellers need to move out. Negotiating these kinds of contractual issues is routine for an agent, but potentially overwhelming for a home owner who lacks both experience and objectivity about the outcome.
