Today the Blue Ridge Environmental Defense League launched a twostate radio ad campaign centering on the risks of natural gas pipelines on rural communities. The League targeted communities along the Mountain Valley Pipeline route in southwestern Virginia and the Atlantic Coast Pipeline route which extends across eastern Virginia and North Carolina. The ads targeted poor safety standards and reduced property values. The League’s three-year investigation into pipeline impacts provided the foundation for the radio ad claims. For example, federal pipeline construction and safety standards allow less robust pipe, half the thickness required in urban areas. Gas transmission shut-off valves are twice as far apart, increasing the time and difficulty for emergency responders. And independent analysis by real estate experts indicates up to a one-third loss in property values where pipelines are located. “Most of the pipeline miles would be located in rural areas, and that’s where we find clearly more negative impacts,” said Louis Zeller, executive director of Blue Ridge Environmental Defense League. He continued, “Residents in these communities deserve equal protection, but they are relegated to second-class status by unfair pipeline standards.” The League is organizing communities all along the proposed pipeline routes, and has interviewed residents, farmers and landowners about their views. Objecting to the huge difference in safety standards between urban and rural pipelines, Frank McManus said, “Thinner pipe, fewer shutoff valves put our families in grave danger—a danger we shouldn’t have to endure.” McManus is a member of Protect Our Water in Nelson County, Virginia. ocated at a bend in the James River at the intersection of Routes 20 and 6, the town of Scottsville overlaps the three counties of Albemarle, Fluvanna and Buckingham. Residents there are proud of the town’s rich past, reflected in a downtown that has 153 nationally recognized and historically significant buildings. In early years, thanks to its close proximity to the river, Scottsville suffered from frequent flooding forcing many downtown business owners to give up, move out and leave boarded up buildings behind. In the 1980s, though, the town gained new life when Federal money helped build a levee that protects it from flooding allowing commerce to resume there. In addition, the completion of a Streetscape project in 2013 made much-needed renovations and transformed the downtown area into an even more inviting and attractive place for businesses and their customers. However she was won over by what he calls the “most wonderful people, always very welcoming,” and neither of them has ever had any regrets about the move. Scottsville’s location at the intersection of three counties gives home buyers multiple choices as each county has its own school system and lifestyle with something special and different to offer. Albemarle is closer to Charlottesville with more jobs, while Buckingham offers better prices on homes and lower taxes. Prices are higher in Fluvanna, and neighborhoods often have smaller lot sizes that appeal to people who like close contact with their neighbors. All in all, agents who work the area are optimistic about the market. “Scottsville continues to have a stable real estate market with median price points slowly increasing,” Quick said. He added that “we are blessed to have a wide variety of properties from starter homes to large estate properties available...much different than what is found within local urban rings.” We are having a “really wonderful year,” Dotson said adding that many properties are selling quickly. She described a listing that went on the market in December of last year and sold for full price in five days. She explained that average days on the market are also shrinking, another sign of increased activity. Ward reports that his company officially merged with First Dominion Realty, Inc. in Charlottesville on September 1 of this year and will now have many more resources to offer clients in

they love it too much to leave, Dotson explained. She has worked with a number of them this year who buy in Scottsville to be near family and commute to Charlottesville for jobs.

Fun Activities Bring Visitors and Buyers Many of Scottsville’s visitors come for the activities there, like tubing on the river, and decide they want to stay. Ward even wrote a song about the tubing enthusiasts that come to Scottsville, which he enjoys performing at his Thursday night gig at Tavern on the James. Called “Captain of the Inner Tube,” it was written in honor of the tubers who come down from Charlottesville with a cooler full of beer to enjoy a day on the river while snapping selfies of their sunburns. He sees a lot of these fun-loving visitors living, as he does, across from the popular James River Reeling and Rafting. Another tourist draw is the James River Batteau Festival, celebrated every year in June. Batteaux are flat bottomed boats that regularly stopped in Scottsville in process of hauling people and goods to Richmond at a time before railroads and interstates when water was the most efficient form of transportation. Participants in this event build their own batteaux and recreate

part of this journey dressed in period costumes. Scottsville residents and visitors who like hiking and fishing can enjoy the Van Clief natural area, a 63-acre park right in town that features Scottsville Lake, stocked with trout by the Virginia Department of Game and Inland Fisheries and open to the public. The area is a work in progress with plans for amenities such as hiking trails, and a dock. Volunteers are needed to help with updates such as improving trails and planting native trees and shrubs along one of the creeks. Visit Scottsville.org for details. The town is also proud of its restaurants, a brewery and its focus on the arts. Barnett was especially enthusiastic about Gallery 527 located on Valley Street in downtown Scottsville that features functional art from local artists. He described it as “really fantastic,” and open 10 a.m. to 6 p.m. Wednesday through Sunday. For those who want a place to read, talk or just hang out, Scottsville has its own coffee and book store, Baines Scottsville, located on Valley Street. An independently owned bookshop based in Appomattox, it features espresso drinks and food such as baked goods, quiches and salads. Wi-Fi is available and Baines is known as a great place to

relax and surf the net. It is also “a great place to catch up with the local gossip,” Ward said.

A Rich History From 1744 until 1761, Scottsville served as Albemarle’s County seat. When the counties of Buckingham and Amherst split off from Albemarle in 1761, the government offices moved to Charlottesville, a more central location given the county’s new boundaries. In early days Scottsville’s location on the James River made it an important commercial center, and as a dropoff point for agricultural goods moving between Staunton and Richmond,

it became one of the largest grain markets in the state and home to many wealthy families. Eventually the James River was joined by the Kanawha canal, a more reliable passageway for moving goods. Scottsville housed an ammunition storehouse during the Revolutionary War in what was formerly the municipal courthouse. In the Civil War it served the Confederate cause by helping to transport supplies to the battlefields and with a hospital for soldiers. However Union troops did major damage to the canal in an effort to cut Confederate supply lines diminishing Scottsville’s importance. By the late 1800s, when river traffic gave way to rail, Scottsville lost what remained of its prominence. Visitors can explore more local history at the Scottsville Museum located in a historic church built in 1846. Burning

WOOD for Heat

T

here was a time when people heated with separate fireplaces or stoves in most rooms, burning wood or coal. People still appreciate such heating devices and see fireplaces with their cheery flames as very desirable. In fact, having a fireplace gives properties an edge when they are on the market. Still, while the glow of a fire is romantic and welcoming, fireplaces are a very inefficient way to heat a home. Much of the heat goes straight up the chimney, and leaving the damper open as the fire dies is basically like having a window wide open. In fact, a simple fireplace is the least practical way to heat a home with a heat efficiency rating of only about 10 percent.

Greater Efficiency Fireplace inserts and free-standing wood stoves are both considerably more efficient than a simple fireplace, typically serving up three times the heat with one-third as much wood. Freestanding wood stoves usually provide the most heat, but they need clearance from walls for safety and must stand on a fireproof base. EPA-certified inserts and stoves keep more heat inside because the chimney is closed except for necessary venting. They also burn cleaner than traditional fireplaces because modern inserts and stoves burn more efficiently, often recirculating heated air within the unit so there is less air pollution released to the outside. Still, most are not really airtight and they can get sooty and need cleaning.

Traditional stone or brick fireplaces are usually lined with special fire-resistant bricks, so special inserts may safely be installed. Inserts are a good way to retrofit for better heat retention and are also safer than an open hearth for children or pets. Airtight glass doors prevent much heat loss and let you see the flames. There are also systems—either original equipment or add-on options—which use fans to direct more of the heat into the room. Increasingly these days, many people choose a high-efficiency wood-burning fireplace. This is basically a factory-built woodstove lined with refractory bricks that withstand high temperatures yet have low thermal conductivity to keep the heat inside the fire box. These stoves can be safely installed right into the wall of a new house or during a retrofit. They don’t need special clearance or even a hearth, although they do require a chimney. These systems can make a significant dent in home heating bills, especially for people with access to free firewood.

What To Burn Most people burn wood which is plentiful in our region. Downed and dead wood may be collected for personal use in the George Washington and Jefferson National Forests with a $20 annual permit. Fireplaces can also be retrofitted with “logs” that burn natural gas or propane. Although pellets are more expensive than firewood, pellet stoves are convenient because they burn very cleanly and can be vented through a wall rather than requiring a chimney. Wood burning is actually carbon neutral since a wood fire releases no

more carbon than a tree does decaying naturally in the forest—although it does it a lot faster. In addition, the EPA-certified wood stoves available today produce limited harmful emissions thanks to their closed-combustion burn systems. Whether in a stove or a fireplace, however, it’s important to burn only dry, well-seasoned wood as you’ll see in the next section.

Fireplace Safety Always have professionals install any fire-burning system. They are familiar with the guidelines and fire regulations issued by the National Fire Protection Agency, the Underwriters Laboratory, and local building codes. In our area, about half of all heating fires are in chimneys, stovepipes, and heating devices. It’s crucial to have an approved, properly-sized stove or insert and a safe liner for your chimney. It’s also important to have working

smoke alarms in the home. Going back to Standard Time from Daylight Savings Time is a good reminder to check the batteries in your smoke alarms. In fact, it’s better to install fresh batteries, even if the old ones still have some power. Use the old batteries in items that aren’t critical to your family’s safety. An annual chimney inspection is also essential to check for cracks, debris, or creosote. Creosote is a time bomb. It can be any combination of black or brown, flaky, sticky, crusty, or glossy. It is created primarily by burning unseasoned wood which uses a lot of energy to vaporize the sap instead of producing heat. A restricted air supply such as a partially closed damper or an overloaded fuel box also results in a cooler fire with cooler smoke staying in the chimney longer leading to creosote formation. Highly combustible creosote buildup can cause chimney fires. These fires often burn so hot they can disintegrate mortar, liners or tiles, providing space for flames to ignite the house itself. Conversely, they can also be slow burning in places with meager oxygen supplies, setting off smoke alarms but being difficult to locate. Use a fire screen in front of any fireplace to protect from popping embers. For wood stoves, if you have young children, people with poor balance, or pets, always employ some sort of barrier to guard n again burns from accidental falls.
