Pimentel questions repair of ‘good roads’ SENATOR Aquilino “Koko” Pimentel III today said he will ask Public Works Secretary Rogelio Singson to explain why some roads in good condition are unnecessarily being repaired while other roads damaged by recent typhoons have yet to be rehabilitated. Pimentel issued the call after his office received several reports from local commuters and motorists questioning the indiscriminate and unnecessary repair of good roads in Metro Manila as well as the San Luis road in Pampanga and some roads in Mindanao. “It is indeed puzzling why roads in perfect condition are being subjected to maintenance and improvement works while those damaged by Sendong have been neglected for months. Why do we have to rebuild good roads while other places do not even have roads at all?” he said. “If these ongoing road repairs are indeed part of the so-called programmed works, the DPWH should go back to its drawing board and review its priority. BUTUAN CITY - In the wake of an impending shutdown of Agus-Pulangi hydro-electric power plants as they undergo rehabilitation to further worsen Mindanao’s power problem, distribution utilities and electric cooperatives are seen scrambling for other sources to meet demands. The National Power Corporation-operated AgusPulangi hydro power plants, which supply half of the island’s power demand, are set for repair and rehabilitation next month to increase generating capacity. Hardest hit by blackouts

ZAMBOANGA City––The labor sector in this city is starting to feel the pinch of incessant and rotating blackouts, according to the Philippine Integrated Industries Labor Union or PHILU. PHILU President Jose J. Suan, also vice president of the Trade Union Congress of the Philippines (TUCP), said his organization’s 15,000 members mostly employed with the canning, plywood and fishing industries here have been hardest hit the last four months because of the daily three-four hour blackouts. Last December, there has been a work stoppage in most of the 11 canning factories because of the spawning period of “tamban,” the kind of fish the canning factories use to produce sardines, Suan said. Government troops seize rebel’s camp By PAT SAMONTE Regional Editor-Caraga with JOEL PORTUGAL Correspondent

BUTUAN City––Army scout rangers seized a New People’s Army rebel camp in Barangay Lobo, Cantilan, Surigao del Sur on Tuesday. Caraga police spokesman Supt. Martin Gamba said the government troops took control of the rebel encampment consisting of 12 bunkers. According to Gamba, three sections of scout rangers were on combat patrol when they encountered some 20 communist rebels at around 12:30 in the afternoon. The ensuing firefight lasted for 20 minutes before the rebels withdrew. The government soldiers took control of the encampment and recovered a carbine rifle, bomb detonating wires, 12 dry cell batteries, a Motorola handheld radio, and three cellphones, Gamba said. The scout rangers did not suffer any casualty, he said.

Troops search for kidnapped teachers, health worker By AL JACINTO, Regional Editor-Zamboanga

ZAMBOANGA City––Security forces have mounted a search for two kidnapped government teachers and a health worker in the southern Philippines, police and military said. It said suspected Abu Sayyaf terrorists on Monday afternoon seized six health

workers in Sulu’s Patikul town and freed all five Muslims hostages, but held on to a Christian woman, Rosalyn Kiram, 54. “The victims were on travelling onboard a mobile clinic when gunmen flagged down the vehicle in the village of Ilang and seized all

of them. Five of the victims were released unharmed, but the terrorists held on to Rosalyn,” said Senior Superintendent Antonio Freyra, the provincial police chief, told the Mindanao Examiner. “We have sent policemen to track down the terrorists and their hostage. The military also deployed sol-

diers to locate the hostage,” he said. Two teachers from the Limonsudan Elementary School were also abducted Monday afternoon by gunmen in Iligan City in Lanao del Sur province. Colonel Daniel Lucero, commander of the 103rd Infantry Brigade and head of an army anti-terror task

force, said the hostages – Rene Somadang and Tino Sanchez – were taken by gunmen. The two were with other teachers who were also on motorcycles and heading to school when gunmen opened fire at them and captured both Somadang and Sanchez. The others managed to

escape and told authorities about the attack. “I have dispatched troops to determine the whereabouts of the kidnapped victims. We still don’t know who was behind it,” Lucero said. No group or individual claimed responsibility for the abduction. (Mindanao Examiner)

PRESIDENT BENIGNO S. AQUINO III wants power problem in Mindanao resolved at the earliest and instructed the Mindanao Development Authority to submit viable proposals, a palace official said Wednesday. Presidential Spokesperson Edwin Lacierda said the MDA has earlier convened with stakeholders stakeholders in the energy sector—the cooperatives and the local government units (LGUs). Lacierda said the Mind-

anao Development Authority had also conferred with the congressional leaders in Mindanao and coordinated with the Department of Energy (DOE). He said both the MDA and DOE discused shortand long-term measures to tackle the power problem in Mindanao. Among short-term measures under consideration were utilizing power barges in Mindanao to augment the power production there. Lacierda said that the government is already arranging contracting power barges provided by private companies as temporary

relief for Mindanao’s energy problems. “But there has to be a complete, comprehensive plan on making sure that the power shortages are addressed and that’s being done,” Lacierda said. According to the Presidential Spokesperson, there is also a need for the review of the Republic Act 9136, or the Electric Power Industry Reform Act (EPIRA) based on the recommendation of the energy department. Congress also plans to look into the power situation in Mindanao in a bid to address an apparent power shortage. cd

Rubber production bounces back in Central Mindanao ALEOSAN, North C otabato––Rows of rubber trees line the roads of this farming community tucked into the heart of Central Mindanao. The trees, some of them 60 years old, have witnessed the transformation of this once conflict-affected area into an emerging rubber production hub. “People planted rubber here as early as the 1950s. Aleosan’s hilly terrain and agro-climatic conditions make it a good location for rubber plantations,” said Lolita Caputolan, barangay chairperson of New Panay, Aleosan. Caputolan’s father had just started the family’s rubber farm in the 1970s when armed hostilities broke out between two local ethnic groups. After martial law was declared in 1972, life became even more difficult for the family. “We had to flee to evacuation centers in Libungan and Midsayap. More than once we had to stay away for two to three years,” she recounted. Ever y time they returned, however, the family would find their rubber trees in relatively good condition.

“That’s the thing about rubber trees. They are resilient and need minimal care, unlike other crops,” Caputolan pointed out. As security conditions in the area improved over the years, so did the local economy, as residents focused their efforts on developing their farms— and on realizing income from rubber. “D om e s t i c d e m a n d for rubber continues to grow,” said Caputolan, a member and business adviser of the New Panay Farmers Multi-Purpose Cooperative, whose forty members include former combatants of the Moro National Liberation Front (MNLF). According to government data, aggregate rubber production in the Philippines amounted to more than 395,000 metric tons in 2010, with production concentrated in Central and Western Mindanao, particularly in the provinces of North Cotabato, Basilan, and Zamboanga Sibugay. In 2005-2010, overall rubber production increased by 25 percent in Mindanao, and shot up 50 percent in the Central Mindanao sub-region.

In response to requests for assistance from residents and local government units in North Cotabato, the University of Southern Mindanao (USM) recently partnered with the U.S. Agency for International Development (USAID) to provide training on rubber tapping and bark management to farmers in Aleosan and in the neighboring municipalities of Libungan and Matalam. The training, which was implemented through USAID’s Growth with Equity in Mindanao (GEM) Program, is part of USAIDs larger efforts to improve the competitiveness of growers across conflictaffected areas in Mindanao, and to enable former combatants of the MNLF to diversify into higher-value agriculture production. Caputolan said that the training provided farmers with improved techniques in rubber tapping, including the proper angling and thickness of the cut. “Even those who have been tapping rubber for more than 20 years learned a lot,” she said. “The training helps put a stop to improper farm practices, such as harvesting from undersized trees.”

When this author published two recent articles “The invisible hand of monopolies,” and “How can we stop oil companies from profiteering,” a reader Earl Richards wrote a feedback and mentioned several articles that tackle how the prices of oil are being pushed up artificially. One article, which Earl Richards recommended, caught this author’s attention. The article is “The Global Oil Scam: 50 Times Bigger than Madoff ” written by Philip Davis and published at the website Seeking Alpha, revealed two disturbing facts. First, the Intercontinental Exchange or ICE was founded in 2000 by Goldman Sachs (GS), Morgan Stanley (MS), BP (BP), Total (TOT), Shell (RDS.A), Deutsche Bank (DB) and Societe Generale (SCGLY.PK). The ICE and the New York Mercantile Exchange (NYMEX) are “clearing houses” where oil futures, or technically oil contracts for delivery at a later date, are being traded. PRICES/p.7

Homosexuals are encouraged by many people just to come out of the closet and not be ashamed of who they are. Some people say that they didn’t choose to be homosexual; God made them that way. But the fact is that there has still not been one scientific study which can prove that homosexuals are

to choose not to kill people, even though he may have a naturally quick temper. In the same way, even if someone might have the slightest natural tendency toward homosexuality, he’s still free and able to choose not to become homosexual. If homosexuals were born that way and God made them with no choice, then why does He say homosexuality is so wrong and condemn it as sin? Throughout the whole Bible, God strongly condemns homosexuality as

sin which is opposed to the clearly natural, right way He created us humans to live and reproduce. Remember, God created us Adam and Eve, not Adam and Steve. Just like we are born free to choose whether or not we will be adulterers, murderers, thieves, liars, alcoholics and vicious gossips, we are also born free to choose whether or not we will become homosexual. But the good news is that even if you already have chosen to become a homosexual, Jesus will still forgive you and give you a new life if you sincerely ask Him to start changing your heart. So won’t you come out of the closet and into the light of Jesus forgiveness and truth, so He can start setting you free today? Just Think a Minute.

P’noy plays internet online games ‘NOYNOYING’ is gaining notoriety as a new word in the millennium dictionary. The word is synonym to sluggishness, languid, lethargic, indolent or lazy. The word aptly described President Benigno Aquino, III. Although Malacañang is protesting the description, they cannot blame the Filipinos of coining such moniker of the incumbent President. Cris Diaz On the positive side, there is nothing wrong calling the President as ‘noynoying.’ It goes to say that people are eagerly watching the President. In addition, that should always be the case. If the President sneezes, Malacañang gets cold. This adage is the same as saying that a lazy President means an apathetic Malacañang. Certainly, the masses of the people are peeved of President Aquino’s never-care-less attitude toward the rising prices of basic commodities. The situation is exacerbated with the unabated fuel price hike, which the people think the President is doing nothing. While the country has been used to economic meltdown, the current situation is worse than in the past. Under President Noynoy Aquino’s leadership, the Filipino people suffered most. Yet, Malacañang never gave a damn. Policy decision makers hang on the popularity ratings of the President. Let people rally in the street, so they said. After all, the President enjoys the confidence of the people. Perhaps, such understatement is the line of thinking of the President and his ‘cordon sanitaire’ in Malacañang. Thus, they do not anymore care how people feel these days.

Obviously, the word ‘noynoying’ had affected President Aquino’s credibility. In fact, the word ‘noynoying’ seemed to be inciting people to discard Aquino’s leadership. The word ‘noynoying’ bolstered the thought that Aquino failed to address pressing problems that the country is facing these days. At the rate, Malacañang realizes that Aquino’s popularity will definitely collapse in the near future. Now, Malacañang started a blitz showing Aquino doing paper works even when not feeling well. Well, no matter what justification Malacañang will do to belie allegation of President Aquino’s indolence, the Filipino people will never listen much less appreciate. The point is, even if Aquino will burn candles at night to attend to paper works and Presidential commitments at night, it will have no effect to 90 million people with an empty stomach. Even if highly paid propagandists will picture President Aquino ‘nose bleed’ because he is doing his job, the hungry Filipino people will not give a damn. On the contrary, a contented nation will not give a damn even if President Aquino releases a picture playing his favorite toys with his nephews. A nation secured with a bright future will even appreciate seeing a picture of President Aquino making a fuss of his favorite internet online games. What this country needs today is a President that fights for the welfare of his people. What the people need today is a President that protects them from unscrupulous oil giants. Since then, the Filipino had been looking for leaders that would answer their aspirations of creating a great nation and people. the-board wage increase nationwide. The said bill was first filed in Congress by then Bayan Muna and later Anakpawis Partylist Rep. Crispin Beltran, who died in 2008. Following Beltran’s untimely death, it was refiled by Anakpawis Rep. Rafael Mariano as soon as the present Congress was convened. The bill has since earned the support of most

labor groups in the country and even of boxing icon and Sarangani Rep. Manny Paquiao. But employers and even the labor department have continued to derail and block its passing, uttering what the labor groups described as already clichéd arguments. The bill, according to the labor groups, had been blocked by the Arroyo government, through the re-

gional wage boards. Under Aquino, who had promised change, the bill’s passage should have been a priority, the labor groups said from the start of his term. ‘No’ to fare hike, ‘Yes’ to oil price roll back ZAMBOANGA City––Public utility jeepney (PUJs) operators and drivers in Zamboanga prefer that the government stops the rise in prices of fuel such as gasoline and diesel rather than impose the additional fare rate. On Wednesday, the Land Transportation Franchising and Regulatory Board (LTFRB) approved the P0.50 additional fare hike on current fares collected by passenger jeepneys. The Federation of Land Transportation in Zambo-

anga (FELTRANZ) started Wednesday collection of the 50-centavo additional rate for the first four kilometers and an additional P1.15 for additional kilometers as approved by the LTFRB. FELTRANZ president Eduardo Mingala said they favor abolition of the oil deregulation law and the lowering or scrapping of the Extended Value Added Tax (E-VAT) to stop the rise in prices of crude oil, diesel and gasoline. Otherwise, he said, their association would ask for a

P10 fare for the first four kilometers. There are some 10,000 PUJs in Zamboanga, and Mingala. On the other hand, the LTFRB regional office said that drivers and operators can collect the 50-centavo increase even if they have not applied for the increase in their office. Regional LTFRB Officer in Charge Zerita Climaco said the 50-centavo increase is tentative so there is no need for operators to secure a fare matrix from her office.

CAMP EVANGELISTA, Cagayan de Oro City – Exactly 118 female soldiers of the army’s 4th ID on Wednesday were treated with free anti-cervical cancer vaccination at the army station hospital here. Cervical cancer is the term for a malignant neoplasm arising from cells originating in the cervix uteri. One of the most common symptoms of cervical cancer is abnormal vaginal bleeding, but in some cases there may be no obvious symptoms until the cancer has progressed to an advanced stage. Treatment for this disease usually consists of surgery (including local excision) in early stages, and chemotherapy and/or radiotherapy in more advanced stages of the disease. This is the only type of cancer which has a vaccine which is therefore easy to be prevented. Having Pap smear can help in the early detection and prevention of the disease prior the administration of a vaccine. The vaccine costs P2, 500.00 - 4, 500.00 per shot and it was given to the soldier free. Prerequisite for the beneficiaries is that they should have Pap smear, no menstrual period and no sexual contact for three days before receiving the vaccination. Though the vaccine is proven effective in preventing this cancer it is important to realize that no vaccine provides complete protection against all cancer-causing types of HPV, so routine cervical cancer screening is still necessary.
