MALAYBALAY City, Bukidnon––Residents of this capital city of Bukidnon province are privileged to enjoy proximity to a restaurant offering excellent and authentic Italian cuisine. It’s just a pity one can’t tell this outright from the name of the place. Mint Leaf Café in Sta. Cruz street, Sumpong is owned and operated by the family of Lloyd Pangilinan Lagman, a member of the sophomore batch of the Center for Culinary Arts (CCA) in Manila who served as an Italian chef for various Italian restaurants in Makati and abroad. After his graduation from CCA in 2000, Lloyd went on a whirlwind culinary tour of Metro Manila and the world including stops at Grappas Ristorante, an Italian Resto in Greenbelt 3 where he was head chef; Osteria Italia owned by Ara Mina in Timog Avenue, again as head chef; Absinthe Café Bar in Greenbelt 3 as part-time chef and purchaser; two tours in the Princess Cruises to Alaska and the Med as 3rd cook and later assistant cook; as assistant chef and later head chef of the Barbados Café Lounge and Restaurant in Bunbury, Australia, before coming back to Malaybalay in 2010 to take over Mint Leaf Café from his younger sis Lynn Lagman, a pastry chef grad of CCA. serving sandwiches with the famous Monk’s Blend Coffee organically grown by the Benedictine Monks of the nearby Monastery of the Transfiguration. Upon Lloyd’s arrival, he gradually transformed it to a family dining place serving mainly American-Filipino dishes.

Among the clientele’s favorites are Mint Leaf Chicken, Crispy Tadyang, tacos and desserts. The place could be one of Malaybalay’s best kept secrets especially for the tourist and traveler but already enjoys a good reputation with medical representatives

and doctors who frequent the place. The family plans to expand the café into a bed and breakfast place when the school they are now operating in an adjoining lot closes down for good later this month. But its Italian pedigree aside, Mint Leaf Cafés specialty is its Bukidnon Brew made from fresh Arabica coffee beans hand ground in the premises just before it’s served with brown sugar for that bracing mountain taste and smell. SECTION 4. OBJECTIVES. The Butuan City Business Registry Databank (BCBRD) shall have the following objectives:

To provide access to the database through the internet; c. To periodically update data that maybe required for trade and investment promotion of the businesses; d. To promote and participate in business matching using the information content in the databank; e. To foster and encourage a free flow of data, information and ideas between the government and the people; and f. To provide an effective communication channel by which policy and projects of the City Government may be more efficiently disseminated. SECTION 6. REGISTRATION. All commercial and Industrial establishments applying for business license or renewing business in the City are to be included in the Butuan City Business Registry Databank (BCBRD). 6.1 COLLECTION OF DATA. Initially the Information Technology Division of the City Government shall provide the Butuan Chamber of Commerce and Industry data of existing registered businesses.

6.2 ENUMERATION. The Butuan Chamber of Commerce and Industry shall deploy enumerators to gather data from the business establishment.

Firefight erupted anew in Caraga, 2 army soldiers awarded medals CAMP RAFAEL RODRIGUEZ, Libertad, Butuan City––About 15 heavily armed groups believed members of the communist rebel guerillas engaged in a 40-minute firefight with combined government troopers in Sitio Agutay, Barangay Tambis, Barobo, Surigao del Sur, Wednesday noon. Elements of the Philippine National Police (PNP) 131st Regional Public Safety Company and the Army’s 75th Infantry Battalion were conducting combat patrol in the area when waylaid by the heavily armed guerillas. Report reaching here said that the communist rebels withdrew to the northeast direction after the firefight. Patrolling elements immediately scoured the scene of encounter where they recovered 11 undetermined

assorted empty cartridges, 11 pieces empty cartridges of AK47, 22 pieces 5.5 empty cartridges and one terrain model sketch plan. Police said government troopers did not suffer casualty. It said that investigator could not determine if the rebels suffered casualty, too. Yesterday, two military personnel from the Army’s 4th Infantry Diamond Division were given awards in recognition for their bravery and personal sacrifice to accomplish their mission of protecting the people and securing the interest of the state in CARAGA region. MGen. Victor A Felix AFP, Commander of the 4th Infantry (Diamond) Division personally awarded the medals to the wounded personnel at Camp Evangelista Station Hospital Annex, Bancasi, Butuan City. sonnel were recipients of the “Wounded Personnel Medal” PFC Rodolfo G Bautista and PFC Elmer C Calabroso, both were wounded in action during encounters throughout the campaign from 04 March 2012 to present against communist armed groups in CARAGA region. One of these encounters led to the capture of the New People’s Army (NPA) main camp in the Mountainous area of Sitio Kamalig, Barangay Puting Bato, Cabadbaran City in Agusan Del Norte on March 13, 2012 were among these. Prior to the capture of the said enemy camp on March 8, 2012 at 9:25 in the morning, troops of the 4th Infantry Division, Phil. dishonesty and corruption. When you and I choose to live our own way, Jesus said that we’re also choosing where we’ll live after we die: separated from God in Hell. In Hell, evil, pain and suffering will never end. You see, just like light and darkness cannot be in the same place together, God, who is perfectly good and right, simply cannot live together with any kind of wrong. Otherwise He wouldn’t really be God! Would you believe in a God Who says

stealing, rape and murder is OK? Of course, not! It’s not God who sends us to hell, it’s you and I who send ourselves to Hell by rejecting God’s gift of forgiveness and new life. We condemn ourselves by refusing His right way of living, which He made for our own happiness and good. In fact, God loves you and me so much that He gave His own innocent life on a criminal’s cross, just so He could save us from living in Hell forever—away from Him. Aquino declines ‘emergency power’ „ The perceived power shortage in Mindanao is a creation of interest groups who want control of the islands power supply. PRESIDENT AQUINO declined to have an emergency power as a way of resolving power shortage in Mindanao. Perhaps, Aquino knows that power Cris Diaz shortage in Mindanao is artificial. However, there are disturbing reports about projected power shortage in Mindanao. Energy Secretary Rene Almendras said that power shortage in Mindanao would last only for a month. Power supply in Mindanao will normalize on May 9, Almendras said this week. Almendras’ statements were in contrast to his earlier reports that power shortage in the island would last until 2013. During a Cabinet meeting two weeks ago, Almendras said that power shortage in Mindanao would continue until 2013. He said efforts to increase base load capacity of power grids in the island would be futile. Perhaps, Almendras statements were the bases of Congress to grant ‘emergency power’ to President Aquino. Congress wants the President to have a personal hand unto the power problem. However, some quarters objected to the proposal saying ‘there is no power shortage in Mindanao.’ In fact, there is no power shortage in Mindanao! The power shortage is only a publicity stunt. There are

doubts that the energy department is creating a situation in order to please energy players so they could make power rates adjustments. A day before this article came out, the National Power Corporation (Napocor) announced power cost adjustments. A review of the power situation in Mindanao would provide us a clear overview of the much ballyhooed power crisis. Mindanao needs 1,300 MW at its peak. At present, power supply in the island is only at 1,100 MW. A power shortage of 200MW could be the reason of intermittent power shortage in some parts of the island. However, this shortage would not have had occurred if power grids in Mindanao operate under normal condition. Than is means, important hydropower plants in Mindanao are not operating at its peak because their facilities are already old. The Mindanao Development Authority (MDA), earlier tasked by Malacañang to conduct a probe into the power situation, later found out that the National Power Grid Corporation (NPGC) was creating the ‘artificial power crisis to deceive the people of Mindanao.’ MDA Chairperson Luwalhati Antonino said NPGC was ‘creating a power shortage scenario in its bid to have the Agus-Pulangi Power Plant privatized.’ Antonino’s accusations cast doubt on Energy Secretary Almendras’ insistence of a power crisis. There are now suspicions that Almendras and NPGC are conniving in the pursuit of a collegial agenda. Job cuts feared due to Mindanao brownouts FORMER Senator Juan Miguel “Migz” Zubiri has warned of potential job losses due to the persistent two-to four-hour daily brownouts in many parts of Mindanao. “ Nat i o n a l a g e n c i e s should find ways to help distressed economic sectors cope with the constant brownouts,” Zubiri said. “The Department of Labor and Employment in particular should ensure that the feared dislocation of workers is minimized,” he said. Citing National Grid Corp. data, Zubiri said that as of Thurs., March 29, Mindanao had a power supply deficit of 187 megawatts (MWs), or roughly 15 percent of peak system demand. The power-intensive

industries hur t by the recurring brownouts include food processing and canning; rice, corn and coconut milling; construction; metal die casting; and the manufacture of steel, chemicals, cement and paper, Zubiri said. Shopping malls and other commercial buildings that rely heavily on ventilation and cooling have also been affected, according to the former senator from Mindanao. “Agricultural plantations and fishing operations that dep end on mechanization and coldstorage have likewise been dampened down,” Zubiri said. Even the petroleum and water industries have been impaired, since they depend on electricity to

drive pumping operations, he pointed out. “In fact, in some communities, access to h o u s e h o l d , i r r i g at i o n and industrial water has been reduced due to the brownouts,” he added. Zubiri said he was not wor r ied ab out mining companies, which have their own power stations to service their electricity requirements. Fast for mother earth, curb carbon footprints AS the entire Christian nation prepares for the observance of Holy Week, former environment secretary, now commissioner of the Climate Change Commission, Heherson Alvarez Friday called for a different kind of penitence -- that of fasting for the environment. “During the Lenten Season, as we atone for our sins, it may be most relevant that we also fast for the environment,” Alvarez said. “We put a stress on our scarce resources, the more we consume, the more waste we generate which, as a community, we have been unable to manage systematically and sustainably,” he said. Alvarez said fast for Mother Earth is a different

kind of penitence that highlights the need to address climate change. “We must cut back on our consumption, including the use of vehicle fuel, water and food, forest and all other dwindling resources,” he said. Climate change is primarily caused by the warming of the earth due to extensive use or burning of fossil fuels, such as gasoline, coal and oil, and improper waste management that leads to the accumulation of methane, a bi-product of rotting garbage and a lethal greenhouse gas 20 times more potent than carbon dioxide. This, Alvarez said, is upsetting the global temperatures and the balance of

the global climate, bringing about the unmanageable alternating drought and excessive rainfall of the El Niño and La Niña phenomena. Alvarez, who also authored the Senate resolution urging for the declaration of April 22 of every year as Earth Day in the Philippines, said, “A withdrawal from our wasteful consumption habits, a cutback of a meal a day, could provide some relief to our beleaguered environment and drive home the point that the solution to our environmental degradation would be the disciplined use of energy like electricity and vehicle fuel, water and food, forest and all other resources.” “This selfless penitence

drives home the point that climate change is a manmade disaster that will need our collective efforts to address. We must cut back on our individual and communal footprints as part of our struggle to fight global warming and climate change,” Alvarez said. Meanwhile, Senator Loren Legarda called on Filipinos to participate in this year’s Earth Hour, the world’s largest campaign for the planet, on March 31. At 8:30 PM, cities and towns across the world will turn off their lights for one hour. “As individuals and members of our respective communities, we shape the state of our environment, a

reality that translates into a huge responsibility on our part. Participating in the Earth Hour is one way to crystallize norms of conduct to ensure our positive impact on the environment. We, as a nation blessed with abundant natural resources yet threatened by the impacts of climate change, should lead the world in this process,” Legarda stressed. Legarda, Chair of the S enate C ommittee on Climate Change, further encouraged Filipinos to “carbon fast” during this Lenten season. “Lent is a period of reflection and fasting. We must try to look for ways to reduce our individual carbon emissions. The kind

of food we eat, the mode of transportation we take, the generation and our use of energy, our waste management practices, our housing design and materials, and our water consumption, all contribute to carbon dioxide emission,” she added. “Most of us make our daily choices based on price, convenience, and expediency. Scarcely do we hear choices being made in consideration of the environment and impact on the climate. Zambo police calls on stores to strengthen security measures ZAMBOANGA City––The city police command here has called on business establishments to strengthen security measures against criminal syndicates following the daytime robbery of a jewelry-pawnshop in the heart of the city Wednesday noon. City police deputy director and Operation chief Sr. Supt Haddo Edding said establishments should double

their guards against robberies that were fast becoming a regular occurrence in Zamboanga. There is also the threat of bombs as what happened in a mall in Manila on Thursday morning.
