Under Your Nose

Jefferson City is a historic river city, rich with history, government and incredible people.

Because I am lucky enough to have an office on High Street, I get the opportunity to listen to and observe people in business, charity work, lobbyists (especially this time of year), developers and, of course, coffee shop talk.

These interactions are what make my job as publisher of City Magazine so enjoyable.

Every issue, my staff and I have the privilege of sharing those stories with you. The March/ April issue is unique because, for the first time, City Magazine has gone inside the Capitol. It is easy for many of us to forget about the important work that is accomplished within the walls of our State Capitol.

The Legislature comes back to town, and we notice the streets are busier, and the restaurants and coffee shops are fuller, so it has to be good for our economy, right? But what are they really doing, and what is the role of a lobbyist?

On page 66 you hear from two local lobbyists, Kathi Harness and Mark Rhoades, who share the legislative process and their roles within it. I hope you will appreciate the complexity of the process and that it will inspire you to become more aware of our state’s needs. It is also our hope that you will become a more informed and active voter.

Remember, it is your right to vote, but more importantly, it is your responsibility.

Additionally, it is easy to take our history, government and beautiful landmarks for granted. For this reason, we put together a team of experts who are passionate about Jefferson City’s history, and they remind us to appreciate and celebrate the heritage that surrounds us every day. As Gary Kremer writes in The Last Word, “I like the fact that it is one of the few cities in the state that was born with a purpose. The City of Jefferson was created to be the capital of the state of Missouri.”

Back to the incredible people I mentioned earlier: Turn to page 79, and read about my neighbors Mark and Alice Steward. One evening while we were enjoying Mark and Alice’s backyard view of the Missouri River, I asked about their careers. After a few minutes of hearing their amazing stories, I realized that right “Under My Nose” (also a new magazine department), I was living across the street from some truly incredible people. Mark and Alice have spent 40 years dedicating their lives to incarcerated kids. They made history by launching the Missouri Approach and giving selflessly of themselves so kids will have a second chance for a new beginning. You just never know where history is being made, so keep your ears and eyes open, and let’s remember: Just like Jefferson City, we were also born for a purpose.

Perspective

Imagine standing 12 stories atop the downtown Jefferson Building — no railings on the roof. It was a cold, windy evening, the kind that turns your ears to crimson and has you digging in pockets for gloves.

Twelve floors up the elevator, a steep climb on open metal stairs, through a heavy security door, a blast of cold air, and there we stood instantaneously stunned by the most spectacular view imaginable of our city: the Capitol in all of its lit majesty, reflections from the Missouri River, St. Peter Catholic Church, the Governor’s Mansion and all the other sites to behold. Standing on the edge of one of downtown’s tallest buildings and looking through the camera’s lens with photographer Keith Borgmeyer was an experience hard to relay with words and pictures alone. Our cover shot and a few others were taken that evening. It was a perspective of our town that truly took our breath away.

My hope is that this issue will act both as a reminder and motivator: a reminder of the rich history and the beauty we are able to experience each day as we step into buildings from the State Capitol, to those that line the streets, to the penitentiary and more; a motivator to become even more diligent about preserving what we have so we can enjoy it and hand it on to future generations. Our history is rich. Our community is strong. Yes, we are truly America’s Most Beautiful Small Town for a reason. What a privilege to talk with many of you who have poured decades of your lives into researching and carefully documenting our ancestry. Your work is not unnoticed. Surely your passion will encourage more to get involved in a number of ways to help preserve, grow, promote and share our tucked-away treasures and landmarks. Collectively, if we work together, we can continue to make Jefferson City America’s Most Beautiful Small Town for decades to come. Enjoy this issue, and allow the splendor of our city to take your breath away each day, whether it is from ground level or 12 stories up.

Vision

Tami Turner, publisher, takes on a labor of love to create an ideal nest of her own.

A

Always intrigued by the Hayselton/Boone area, where sidewalks are ample, neighbors are friendly and older home character is abundant, Tami Turner found this colonial 1930s home irresistible from the moment she stepped inside.

“It felt like this house wrapped its arms around me as soon as I walked through the door,” Turner says. “My friend, who went with me, turned and said, ‘Tami, this is your house.’ From there, we walked room to room, and I could visualize everything I wanted to update. It was easy to see this was once a loved, well-kept home. It just needed to be loved again.”

The real challenge came about not because Turner envisioned major renovations but because she wanted the house move-in ready in 90 days.

“I knew I didn’t want to live in the house through the mess and stress of construction,” Turner says. “Scott Schaeperkoetter, contractor, quickly pulled a crew together.

His immediate response was, ‘If you need it done, we will do it.’”

The daily transformation, according to Turner, was amazing and fun to experience. “Scott and his crew made what might have been an impossible project so easy,” she says. “While I wanted updates, I also wanted to remain true

to the original architecture, and their expertise did not cease to amaze me along the way.”

Scott Schaeperkoetter, owner of Signature Homes, set his crew in action to knock out a parlor wall, completely renovate the kitchen, reconfigure the upstairs from four bedrooms to three to add a master bath and walk-in closet, remove baby-blue shag carpeting to reveal hardwood floors and connect the side screened-in porch with the back deck.

“Once we had a plan, it became all about scheduling,” Schaeperkoetter says. “Our company has 10 full-time carpenters and a talented group of subcontractors, so we are equipped to handle a project like this.

“Tami was a big part of the success of this project,” Schaeperkoetter continues. “She doesn’t struggle with decisions and was accessible whenever we had questions or needed to change course. We could talk open and freely about different issues. She trusts us, and that is the only way we could have completed the job, especially so quickly.

Both Turner and Schaeperkoetter agree that the removal of a wall completely transformed the kitchen, and this room stands out as their favorite part of the renovation. All new appliances, marble countertops and fresh white cottage cabinetry add to its appeal.

The most challenging part of the renovation, they both agree, was the two-story back sunroom. According to Schaeperkoetter: “It was in rough shape.

It took a lot of structural work to bring it around, but I like the way we were able to make it work and keep with the integrity of the original home.”

For interior design, Turner called on both Scruggs Lumber and Signature Homes. “This is the third home where I’ve worked with Tina Davis, so we have a great relationship,” she says. “This time around, we also pulled in Angie Zimmerman from Signature Homes. I had certain things I wanted to accomplish, and I would tell them, ‘This is what I want, and here is my price point.’ The three of us worked well together.”

Original hardwoods and the removal of a wall opening into the completely refurbished kitchen make for an immediate welcome when stepping through the front door.

Lots of natural light, airy colors, floral patterns and white furniture make for an unmistakably feminine master bedroom.

The neighborhood is a bonus for Turner in a number of ways. “I love my neighbors,” she says. “People on Hayselton open their doors to whoever moves in. Don Roark, who also lives on the street, takes care of my yard and several others on the block. He hooks up and turns off my sprinklers every day in the summer. Here’s a great way to refresh that mantel or tabletop with an inspired new look: Use what you already have! Your accessories speak volumes and tell a story about who you are and what you like. Here are a few tips that may help you showcase your stuff with maximum impact.

1. Three of a kind make a collection.

The items can vary greatly as long as they have one underlying element in common, such as color.

2. Gather like pieces together.

Chances are you’ll find bits and pieces of related things all over the house that could be brought together to tell a fresh new story.

3. Rotate collections. What was on the mantel in the living room could be used in the bedroom, what was on the buffet in the dining room could be moved to the living room, and don’t forget the basement — anything is fair game! JC

Turner enjoys mixing inherited pieces with new to recreate a sense of old elegance.

“I loved it when my mother and grandmother hosted teas and luncheons,” she says.

“Everyone was so dressed up and formal. They were very special events.” Easter brunch, set in the dining room, features a mixture of her grandmother’s pink rose china, Turner’s white squared plates and other treasures mixed in from around her home.

Check your thermostat! Do you get cold or hot at night? Does your partner agree?

When accessorizing a bed, it is important to think about your “personal thermostat” and your partner’s as well. You may love the look of certain bedding you’ve seen in a magazine, but if you sleep under too many layers, you may feel like you’ve slept in a sauna. Family fun in the kitchen This bunny cake is an easy, festive project to make with your kids. It is a great addition to your Easter meal and one your children will take pride in creating.

Bake a traditional box cake recipe in a round 9-inch pan. Once the cake cools, remove it from the pan, and place it in the freezer for approximately 1 hour to make cutting and frosting easier. Cut the cake in half, and stand each side up on a foiled piece of cardboard (flat parts down). Choose frosting colors of your choice to create the bunny body, face and ears. You can also put frosting on the foiled cardboard for the look of grass. Your creativity is the limit! JC

Dr. M. Christopher Link, whose specialty is integrative medicine, works with individuals on a variety of health issues including natural detoxing. Below is information obtained from a seminar he holds on reasons why and ways to effectively detox your body. Link received his medical degree from St Louis School of Medicine and completed a two-year fellowship on integrative medicine at the University of Arizona, with Andrew Weil, MD. He is also trained in acupuncture, anti-aging medicine, functional medicine, nutrition and Western and Chinese herbal medicine.

Toxic chemicals are everywhere. Poisonous substances exist in the air we breathe, the food we eat and the products we use including Styrofoam cups, automobile cup holders, processed foods, cosmetics, cookware and even cash register receipts.

Skin care products alone expose the average woman to 126 different chemical ingredients.

U.S. Environmental Protection Agency biopsy studies show that toxic chemicals are stored in all human fat. In fact, dioxins and PBCs, among the most potent cancer-causing agents, were found in every person sampled. The average adult has 700 different contaminants. Heavy metal toxicity such as arsenic, cadmium, mercury and lead are common. Pharmaceuticals of many types are present in tap water. Prozac, an antidepressant, is one of the more prevalent ones found in our water sources. That’s the bad news.

The good news is that the human body is equipped to handle a variety of conditions and situations. With a little extra care, it is possible and not too difficult to make our bodies cleaner and begin and continue on a healthier path. Here are six Ps that Link recommends for a natural detox: 1. Prevent exposure whenever possible. . Take a run or walk in the fresh air, drink purified water, eat organic food, avoiding traffic and industrial pollution whenever possible.

2. Pick a rainbow-colored diet for liver health and overall detoxifying. Pile up your plate with vegetables of every color.

3. Pee frequently. Drink lots of purified water daily: 1 ounce of water for half of your weight, e.g. for a 150 person that’s 75 ounces or about 2 ¼ quarts daily!

4. Poop daily. Fiber is a must for allowing your body to “take out the trash.”

Take probiotics to keep your intestinal flora flourishing.

5. Pranayama – breathe! Take a lot of deep abdominal breaths throughout the day to help clear your mind and body. Yes, breathing can release toxins.

6. Perspire often. Find daily activities that allow you to work up a sweat.

Whether it is an exercise class, a brisk walk or sauna time, sweating is a natural way for the body to detox.

health and wellness Many people find specific benefits once they begin a detox program, including: weight loss, deeper sleep, increased energy, improved digestion, reduced joint pain, better focus and memory and a heightened sense of well-being. The process of detoxing allows your body to change its own filter by releasing stored toxins. Although ultimately you will feel better, keep in mind that in the short run, you may feel worse as your body gives up years of stored substances.

Here are a few helpful changes that can provide dividends in the way you feel and think: 1. Reduce pesticides/herbicides in your home and garden.

2. Eat organic produce, dairy and meats. Try to eat local whenever possible.

3. Avoid Teflon and nonstick pans.

4. Filter your water with a reverse osmosis and carbon-filtering system. A good system will remove organic chemicals, heavy metals, pharmaceuticals and bacteria, to name a few. Consider installing a showerhead filter to lower chlorine exposure.

5. Be cautious about eating large predator fish.

These fish are often high in mercury.

6. Say no to amalgam/silver fillings, and consider their removal.

7. Use natural cosmetics, nail polish and fragrances.

8. Use nontoxic cleaning agents. Baking soda and white vinegar are excellent nontoxic cleaners..

9. Use nontoxic building materials and carpets. This will take some research. Wooden floors are a good flooring option.

10. Change furnace filters regularly, and be sure to use a HEPA filter.

Statistics alone may motivate some to try and change everything possible overnight.

Take heed, even small steps can bring immediate results. A good place to start is to eat a variety of colorful vegetables with each meal. Shop first in the organic section of the grocery store.

Preventing toxins from coming into your system in the first place is an excellent place to begin. Also, try purchasing a good water-filtering system. Although it’s an investment on the front end, the positive effects it will have on your health long term are something no dollar amount can match. Here’s to good health and clean living! Egg rolling

The original site of the Easter Monday Egg Roll was the grounds of the U.S. Capitol. Due to wear and tear on the grounds, Congress eventually forbid the activity.

When President Rutherford B. Hayes took office and was approached by young egg rollers on the south lawn, he welcomed them and even issued an official order to endorse the activity. Today, presidents and first ladies personally greet egg rollers.

Although a barrage of news stories present conflicting views, a general reminder of how the structure works can ultimately make us better voters and citizens in general.

To help with the process, here is a breakdown of what actually happens when a Missouri bill becomes law.

In its simplest form, for a bill to become law, both chambers of the Missouri Legislature, the House and Senate, must pass it. Once the bill is passed by the Legislature, it is sent to the governor to be signed or vetoed. If the governor signs the bill, it becomes law. On the other hand, if the governor vetoes the bill, the Legislature can override the veto with a two-thirds vote of both the House and the Senate.

Certain complications may arise within each chamber of the Legislature when a bill is presented. For a bill to be introduced in the House or Senate, it must be sponsored by a representative or senator. Once the bill is introduced and read to the full body, it must then go to a committee for a hearing on its

merits. It is at this point that the proponents of the bill make their case for its passage. This is also the phase where many proposed bills die without ever getting to a full vote.

If the committee is in agreement, it can present the bill in several forms. For instance, the committee can recommend the bill, recommend the bill with amendments, recommend a substitute bill, table it for further consideration or not recommend it at all. If the bill makes it out of the committee, it is then sent for a full vote. It takes 18 votes in the Senate and 82 votes in the House for a bill to be passed.

Once the bill is passed by the House or Senate, it is sent to the other body for passage

by the same committee process. If both bodies pass the bill without any amendments, it is sent to the governor for approval or veto. If, however, a different version is passed, it is sent back to the other body for a vote on the new version. If the new version is not agreeable, it will go to a conference committee made up of three senators and three representatives to compromise on a final bill.

Does it sound like a complicated process?

It is. Two lobbyists, Kathi Harness and Mark Rhoads, offer their unique perspectives on working within the legislative system. Their job is to educate legislators on issues that involve their clientele.

Kathi Harness Harness & Associates LLC As a contract lobbyist, I represent multiple clients with varying interests. Those of us in the field do not usually have clients who are in the same business area.

We must be careful not to encounter a conflict. For example, hospital systems agree on issues 90 percent of the time, but they may be in conflict on one particular issue.

Therefore, it is advisable to represent one hospital. Also, it would be difficult to represent a hospital system and a health insurance company or a provider group (physicians, nurses). Too many times they do not agree on policy issues.

What people should know about the legislative process: It is much easier to defeat a bill than to pass a bill. This is a good thing. What may seem like a good idea for one may not be such a good idea for another. The reason this is positive is because the process allows multiple aspects of a policy to be presented to make certain it is in the best interest of Missouri citizens. A final bill often requires compromise from all interested parties.

Challenges regarding terms: One of the biggest challenges legislators, lobbyists and interested parties face is legislators’ lack of historical knowledge due to short service time and term limits.

Term limits are not necessarily a bad idea, but the terms need to be long enough for legislators to learn the process and become experienced as well as garner a historical perspective on why certain laws are in place or not. More experienced legislators usually perform better. Legislating is a complex activity, and it takes time to learn how to do it well. Longer terms also afford a better opportunity to work on long-term goals or changes.

Although the current Missouri legislative process is not perfect, it is a strong and able process.

It is thoughtful and requires compromise. It results in the qualities of different ideas coming together for the good of all Missourians.

Your word is your bond, and my approach to all legislators, when advocating a position on a bill, is to explain my client’s interest and to explain both sides of the story. Identifying potential opponents so that a legislator can get information firsthand from those opponents is an important part of the trust that a lobbyist can build with legislators. There are times when I may not know the answer to a question as I’m testifying on a bill. My response is that I don’t know the answer but will endeavor to get the answer from my client.

A passion, a mission: I admire those who run for the Legislature. I’ve been in the lobbying business for 22 years and had previous experience as a state employee with the General Assembly for an additional 15 years. Yes, I’m considered an old-timer. Throughout those 37 years, I’ve seen individuals serve who, without a doubt, would have been better off economically and with their families to not serve. If you step out onto the 500 block of Capitol Avenue, at one end you see the Missouri State Capitol, one of the most magnificent capitols in the nation. At the other end, you see a guard tower of the oldest prison west of the Mississippi River. I’ve walked this area many, many times, especially at dark. It is magnificent.

This mile, loaded with history and once beauty, is an underused and underappreciated asset of the City of Jefferson. With reverence and respect, some years ago I coined this area the “Capitol Mile.”

It has been said, “One must see the history, touch the history, feel the history.” You can encounter all of those aspects within the Capitol Mile, and I believe the world would love the experience.

At one time, the Capitol Mile held the: • wealth • power • labor (The penitentiary, the Capitol and other businesses there employed most of the city.)

I believe this special area should be embraced by both our city’s taxpayers and all levels of government. If properly developed, it could become not only a unique opportunity of economic development but also a piece of history to experience unlike any other place in the world.

Recently, I became even more passionate about promoting the possibility of the Capitol Mile because of an attempt this past year to tear down the Old Cole County Jail and Sheriff ’s Residence. Why on earth would we demolish such an important piece of our history for a parking lot and a courtroom? Do we not see the potential of such history becoming an asset for tourism and economic development? Once it’s torn down, it will be lost forever. Unfortunately, we have already lost some important historic sites. No more!

A few treasures within the capitol mile: 1. Capitol Building

Jefferson City has been home to the Missouri State Capitol since 1826. The present building was completed in 1917 and positioned on a bluff overlooking the Missouri River. The original Capitol burned in 1837, as did its replacement in 1911. The current building houses world-renowned artwork, architecture and stained glass.

2. Ephriam B. Ewing House

This house was built in 1873 by W. C. Young, who sold it to Ephraim B. Ewing. It is considered a Vernacular Victorian brick with Italianate features. It was built with prison labor using handmade bricks.

3. Houchin House

This grand house became one of the city’s most talked-about social gathering places. It was built in 1900 by James A. Houchin. He led drives to aid the underprivileged there and held an annual Christmas party for the poor.

4. Marmaduke House

This two-story red brick was built from 1887 to 1888 and was first occupied by Col. Darwin W. Marmaduke, warden of the Missouri State Penitentiary. The house remained in the hands of prison officials until sold in the late 1980s.

5. Lewis and Clark Monument

This monument, at the Katy Trailhead Plaza, commemorates June 4, 1804, when the Corps of Discovery encamped near the future sight of Jefferson City.

6. Lohman’s Landing

Built in 1883, this building has had many uses over the years, including headquarters for river trade, a hotel, general store and warehouse. In 1976 the site became a part of the historic Jefferson landing.

7. Governor’s Mansion

Erected in 1871, the mansion of red brick with its elegant mansard roof is the home of Missouri’s governor. A grand staircase greets visitors as they enter the sumptuous parlors featuring ornate fireplaces and 17-foot ceilings.

8. Governor’s Hotel and Carnahan Memorial Garden

The garden behind the Governor’s Mansion was started in the late 1930s as a WPA project. The garden was renamed the Carnahan Memorial Garden in 2001 after Gov. Mel Carnahan.

9. Cole County Jail-Sheriff’s House

The Jail-Sheriff ’s House was built in 1936 in the Romanesque Revival style to blend with the Courthouse, which is attached at the jail’s south wall. It is unique because it is one of the few remaining examples of a combined jail and sheriff ’s residence in the state of Missouri.

The natural stone façade and architectural style make this structure an appealing asset to downtown Jefferson City.

10. Carnegie Library

Built in 1901 using funds from a grant from Andrew Carnegie, the building was designed

by Jefferson City architect Frank B. Miller.

Miller also designed many other prominent public buildings in the Jefferson City area.

11. Parson’s House

Perhaps the oldest building in the city, Parson’s House dates back to the early 1830s. It was the home of President Thomas Jefferson’s last personal secretary and was used as a hospital in the Civil War.

12. Wm. Q. Dallmeyer House

The large Victorian-style house was built around 1875 by Wm. Q. Dallmeyer and remained in the Dallmeyer family for three generations. It was remodeled in 1920 in a Neoclassic style and remodeled again recently by the current owners.

13. Missouri State Penitentiary and Gas Chamber

The penitentiary opened in 1836. Housing Unit No. 4 was built in 1868 and is the oldest of the prison buildings still in existence. The native limestone was quarried using inmate labor. This maximum-security institution is infamously referred to as the “bloodiest 47 acres in America.” Tourists come from all parts of the world to visit this facility. JC

Our Capitol, Our Jewel As the Missouri Capitol nears its 100th year in operation, the Missouri State Capitol Commission is dedicated to raising funds and public awareness to protect and restore this treasure for the next generation of Missourians.

By Dana Miller P h o t o b y k e i t h b o r gme y e r The Missouri Capitol is a stunning monument to art, architecture and democracy. Yet, many people living in Jefferson City don’t realize the story of our statehouse is as colorful as the murals and stained glass that adorn its grand spaces.

The present Capitol is the third permanent structure to serve as the seat of state government in Jefferson City and the sixth Capitol in the state’s history. According to the Missouri State Archives, the first Capitol in Jefferson City was built from 1823 to 1826 and was destroyed by fire in 1837. A second Capitol was completed in 1840 but burned, too, when the dome was struck by lightning on the evening of Feb. 5, 1911. The groundbreaking for the present Capitol occurred on May 6, 1913, after the state’s voters overwhelmingly approved a bond issue to determine its location and finance its construction. The building was completed in 1917 and officially dedicated on Oct. 6, 1924.

Although the new Capitol would remain in the same city and on the same site as its predecessor, its designers envisioned something more than what was. Inspired during the period known as the American Renaissance, a time of political and cultural activity influenced by Greek and Roman Classicism, the new Capitol was to be bigger, better, bolder — a testament to the idealism that marked early-20th-century American democracy.

As such, the structure is a classical design of symmetry and elegance and one of the last statehouses constructed in the Roman Renaissance style. Covering nearly three acres, it stands on 285 concrete piers, which extend to solid rock at depths of 20 to 50 feet. In keeping with the directive to construct a Missouri-made building, the exterior is of Carthage, Missouri, limestone marble, as are the floors of all the corridors, the rotundas and the treads of the stairways.

The grand staircase is one of the Capitol’s outstanding features. It is 30 feet wide and extends from the front portico to the third floor.

At the entrance is a set of mammoth bronze doors, 13 feet by 18 feet.

Atop the lantern of the Capitol dome, 260 feet above the ground, is a classic bronze figure of Ceres, goddess of grain, chosen to symbolize the state’s great agricultural heritage.

Inside the building, the view of the dome from the first floor rotunda is magnificent. A huge bronze chandelier, weighing 9,000 pounds, hangs from the dome’s eye, 171 feet above. The paintings of Frank Brangwyn on the eye, panels and pendentive of the dome are visible from the ground floor. Art throughout the building vividly depicts scenes of Missouri’s history, countryside and people. The dramatic murals by artist Thomas Hart Benton in the House lounge are some of the most famous attractions. The Missouri State Museum on the ground floor is another popular feature. The surrounding grounds outside the building are graced with majestic memorials and fountains dedicated to the arts, sciences and heroic citizens of Missouri.

As the building nears its 100th year of operation, time and the elements have left their mark, and the building is in urgent need of major structural repairs. The Missouri State Capitol Commission is dedicated to raising funds and public awareness to protect and restore this treasure for the next generation of Missourians. Yes, it is possible to live down the street from someone and have no idea they are secretly incredible. You wave hello each morning, and yet the invisible hero cape is not apparent.

This is the story of Mark and Alice Steward, two secretly incredible people with a passion for saving kids and a strong belief in second chances.

Mark began working with kids more than 40 years ago after he graduated college, but his first job was not a traditional one. At the time, incarcerated youth in Missouri, ages 12 to 17 years, were sent to large “training” facilities in Boonville and Chillicothe. Inside the walls were horrific conditions including daily abuse, violence and even death.

Thankfully, Missouri piloted a different model by opening a smaller facility in Poplar Bluff with a focus on treating kids in a therapeutic group setting. Mark was its first counselor.

“Instead of locking kids in cells with uniforms, we were given the opportunity to offer a different approach with some of the toughest juvenile cases in the state,” Mark says. “Our staff immediately sought to build trust and relationships with these kids by focusing on the treatment instead of the punishment.”

The new model worked. As a result, Missouri eventually shut down the former training centers and opened 33 smaller facilities across the state so that kids could stay closer to home and receive therapeutic treatment. The numbers spoke volumes with nine out of 10 participants staying out of the juvenile system after treatment. Even more Jefferson City Magazine | 79

When her film is released in 2016, Mills hopes it will help people take notice of how compassion and proper guidance work wonders with incarcerated youth. These personal transformation stories certainly make lasting impressions.

“People don’t think about what these kids deal with and face in their short lives, but I’m excited for this film to change how people see them,” Alice says.

It’s that compassion and understanding that make the Stewards a lasting legacy for thousands of kids. Not surprisingly, many of those kids, now adults, remain in touch. Many are success stories, but not all, and they often bring sentimental tears for Mark, like the card he recently received with a simple note: “Blessed to be your friend.”

Downtown Jefferson City holds a special place in Jefferson City native Stephanie Bell’s heart.

“My mom owned a business and a building on High

Street, and I spent most afternoons there after school and summers either helping out or getting in the way,” says Bell, the current president of Jefferson City’s Downtown Association. “Downtown was my second home while growing up.”

Bell’s respect for the downtown Jefferson City area

blossomed in 2009, shortly after she started working in Jefferson City, when her boss encouraged her to become involved in the community and the Downtown Association.

As both a family and career woman, she works diligently to not only preserve the camaraderie and pride she remembers from the past but also to solidify the area’s future for her family, her husband, Chris, and children, Drew and Amelia, as well as every person who visits, works or lives in the downtown area.

As her volunteerism grew with the Downtown Association, Bell served as secretary, then vice president before becoming president. Her term will run through June 30, 2016.

As president, Bell oversees the implementation and development of Downtown Association events and develops partnerships and coordinates with various downtown stakeholders: businesses, local organizations, city officials and staff, property owners, residents, volunteers and the media.

More recent successes for the association include the creation of an Economic Enhancement Committee to increase sales for retailers and restaurants, an increase in major events and collaborating with the City of Jefferson and the Jefferson City Convention and Visitors Bureau to get Jefferson City named America’s Most Beautiful Small Town by Rand McNally.

“Both the video and essay largely highlighted the

downtown area, and this brought national attention to our very beautiful city and downtown,” Bell says of the collaboration.

Last year brought the addition of three Arts Strolls to the area and additional Thursday Night Live events in the fall, plus the Lincoln University farmers market on Madison Street every Saturday morning in May. “These events have led to our community being selected for other larger events, including the Color Vibe run and the upcoming Shelbyfest,” Bell says.

Next for the Downtown Association are two projects funded through grants. One, awarded through the U.S. Environmental Protection Agency, is part of the Local Foods Local Places program, which helps create economic opportunities for local farmers and businesses, expands access to healthy foods and helps revitalize downtown and existing neighborhoods. For the other, awarded though MoDOT, the Downtown Association will be intimately involved with the City of Jefferson’s Wayfinding project.

“We know that this project will raise community and visitor awareness of our area and its attractions, direct visitors from not only the major U.S. highways but also from Amtrak and the Katy Trail to our community, and it will make our community more welcoming and easier to navigate,” Bell says.

Bell’s position as a lawyer with Blitz, Bardgett and Deutsch certainly provides her with skills that help with her volunteer work. “Writing is a large part of my work as a lawyer, and with the association I am writing to our members, elected officials and the media frequently,” Bell says.

Being president of the Downtown Association is a more public position than Bell had anticipated; she gives interviews and makes appearances and public presentations frequently.

“I’d like to think the work I do with the association is also making me a better lawyer,” she says. JC

I have held this position since July 2014.

Family: I’ve been married for 19 years to my husband, Darren Gordon. Our son, Jared Gordon, is a freshman at Lincoln University. We also are the proud parents of a 15-year-old Peekapoo named Biscuit and a 13-year-old Pomeranian named Lucky.

Education: Jefferson City High School and Lincoln are my foundation, but I have found that it’s important to cultivate an eagerness to learn new things every day.

Community involvement: I’m currently on the board of directors of several organizations, including: Missouri Youth Rugby, Capitol City Cinema, Rotary Club of Jefferson City and the Jefferson City Public School Alumni Association.

Why I am passionate about my job: I’m passionate about history. As executive director of Friends of the Missouri Governor’s Mansion, I have the opportunity to indulge that passion.

Biggest career obstacle I’ve had to overcome: There are two pieces of advice that I was given as a young professional. I have them written in my office: 1.

You’re going to have to grow a thicker skin. 2. Be quiet, and listen. I am so passionate about the work that I do and the mission I serve that I still struggle with not taking things personally as well as being quiet long enough to

listen to what I need to hear.

I hope, with age, I have made progress.

Favorite Jefferson City charitable organization and why: I’m very fond of the Central Missouri Foster Care and Adoption Association.

There are roughly 1,000 kids in foster care in the central Missouri area. As a former board member, I am humbled and inspired by the foster and adoptive parents in our region who have opened their hearts and homes to these wonderful children.

No one has written more about the African American experience in Missouri over the past four decades than Jefferson City author Gary Kremer. Irish Flag Salad Serves: 6 | Prep time: 25 minutes Down time: 60 minutes

• 10 ounces fresh baby spinach • 1 pear, very thinly sliced • 2 small oranges or 2 mandarins, peeled and divided • 3 tablespoons chopped pistachios • 6 tablespoons crumbled feta cheese

Dressing: • ¼ cup orange juice • 2 tablespoons balsamic vinegar • 1 tablespoon Dijon mustard • 1 teaspoon honey • 1 teaspoon orange zest • ½ teaspoon freshly ground pepper Whisk the dressing ingredients. Place in the refrigerator for at least 1 hour. Divide the spinach among six plates, and evenly top with all other ingredients. Drizzle the chilled dressing over the salads, and serve immediately.

Irish Soda Bread Serves: 6 | Prep time: 20 minutes Cook time: 30 to 35 minutes

• 3 cups all-purpose flour, plus 1 tablespoon for raisins and more for cutting board • 1 ¼ cups cold and shaken buttermilk • 2 medium eggs, beaten • 4 tablespoons sugar • 4 tablespoons softened unsalted butter • 1 teaspoon salt • 1 teaspoon orange zest • ¾ cup raisins (or currants) • ¼ cup honey Preheat oven to 375 degrees F. Line a cookie sheet with parchment paper.

In a medium mixing bowl, combine the flour, sugar, baking soda and salt, and mix on low speed with an electric mixer. Add the butter, and continue to mix.

In a separate small mixing bowl, lightly beat the buttermilk, orange zest and egg. Add the buttermilk mixture to the flour mixture, and mix on low speed for 1 minute.

In a separate small bowl, add the 1 tablespoon of flour to the raisins, and gently mix together with your fingers. Add the raisins into the mixture, and mix for another minute on low speed.

Flour a cutting board, and knead the dough a few times, working it into a round loaf. Place the loaf onto the parchment paper, and using a sharp serrated knife, cut a good-sized “X” into the top of the loaf.

Bake for 30 to 35 minutes, or until a cake tester comes out clean. It will have a dark crusty outer shell with a soft interior and will have a hollow sound when you tap on the loaf. Cool on a rack, and serve warm with honey.

Irish Apple Cake Serves: 6 | Prep time: 15 minutes Cook time: 35 to 45 minutes

• 3 Granny Smith apples, cored, peeled and diced into ½-inch cubes • ¾ cup all-purpose flour • ¾ cup granulated sugar • 1 egg beaten • 3 tablespoons butter, softened • ¼ cup chopped pistachios or walnuts • ¾ teaspoon vanilla extract • ½ teaspoon baking powder • ½ teaspoon baking soda • ½ teaspoon salt • ½ teaspoon ground cinnamon • ½ teaspoon ground nutmeg • Vanilla ice cream Preheat oven to 350 degrees F. Generously grease a 6-inch square cake pan (or 8-inch for a shorter cake).

In a medium mixing bowl, cream the butter and sugar together until light and fluffy. Add the nuts, vanilla and egg, and stir well. Add the apple, and then sift in the other ingredients. Mix well.

Pour the batter into the prepared pan, and bake for 35 to 45 minutes, until the cake is lightly browned and a toothpick inserted into the center comes out clean. Remove from the oven, and serve warm with vanilla ice cream.

Irish Shepherd’s Pie Serves: 6 | Prep time: 25 minutes | Cook time: 50 to 60 minutes

Cheesy potato topping: • 3 pounds Yukon gold potatoes, peeled and quartered • 1 cup mature white cheddar cheese, grated • 3 tablespoons heavy whipping cream • 3 tablespoons butter • Salt and freshly ground black pepper Base: • 1 ½ pounds ground lamb or beef • 1 cup garden peas • 1 cup corn • 2 carrots, diced • 2 stalks of celery, diced • 1 ½ cloves garlic, diced • 1 small onion, diced • ½ cup beef stock • 2 tablespoons Worcestershire sauce • 1 tablespoon tomato paste • 1 tablespoon olive oil • 1 tablespoon butter • Salt and freshly ground pepper Preheat oven to 375 degrees F. In a large saucepan, add 3 quarts of cold water, 1 teaspoon of salt and the quartered and peeled potatoes. Bring the saucepan to a boil, and let it simmer for about 20 minutes, until the potatoes are soft but not mushy.

Strain the potatoes, and add them back to the same saucepan.

Let them cool while beginning the base.

To a large skillet, add the butter and olive oil, and heat to medium heat. Add the carrots, celery, onions and garlic, and sauté for 6 to 8 minutes, until softened. Add the tomato paste. Stir for 1 minute on the same heat.

Add the ground lamb or beef. Cook until no longer pink, approximately 10 minutes. Strain the entire mixture to eliminate all of the cooking grease. Return to the same skillet.

Add the Worcestershire sauce and beef stock, and salt and pepper to taste. Simmer for 10 minutes. Add the peas and corn, and simmer for 1 last minute. Transfer the entire meat/ veggie mixture to a casserole dish.

Add the butter, cheese and cream to the potatoes, and mash to the desired consistency. Using an electric mixer, ensure all of the ingredients are smoothly mixed. Transfer the potato mixture on top of the base, and smooth it out evenly with a large spoon or spatula.

Once the entire mixture looks uniform, take a fork and rake it across the potato base. This will create textured peaks to brown nicely.

Place the entire dish in the oven, and cook for 20 to 30 minutes or until browned. Top with fresh parsley. JC 98 | March/April 2015 98 | March/April 2015

They are quite the group: a hair stylist, a highway patrolman, a mechanic and two students. But when they take the stage, they are River City Revelry, a local country band that has been dazzling the Jefferson City music scene for the past year.

Led by Brittney Kliethermes on lead vocals, the band, known as RCR to its fans, also includes guitar players and lead vocalists Dusty Simmons and Brad Howard, drummer Ethan Mueller and keyboard player Sam Englund.

“I joke around that people don’t come out to hear us because we’re good; they come because they have fun,” Kliethermes says. “We are good at interacting with the crowd, making jokes with them, making the crowd feel like they’re part of us. We call people up for birthdays, or I let people come up and sing a song with me. Our main focus is to make sure the crowd is having fun, and I think that’s why people come to watch us.

It’s always a good time.”

they have played private parties and weddings; and they’ve played big events such as Thursday Night Live and the City’s Best banquet. That’s a lot of progress for a band that came together just one year ago, when Kliethermes, Simmons and Howard started doing acoustic shows around Jefferson City.

Kliethermes and Howard have been friends since high school, and when they ran into each other and renewed their friendship, they decided to finally put together the band they had joked about for years. From there, they began adding members and growing the band.

Ironically, Howard knew the additional band members from a band he was in during high school — a heavy metal band. That’s the source of a lot of laughs among the group.

“We joke that we’re a country band, and most of the band started off in a heavy metal band,” Kliethermes says. “But we put this band together, we sounded great and we went from there.”

Although RCR is a country band, they also perform classic rock, or “crowd-pleaser songs,” according to Kliethermes. “Don’t Stop Believin’” or anything else by Journey is sure to bring the crowd to its feet. The band has a large repertoire of songs, so they feel out the crowd and focus on the music they’re enjoying. Sometimes, RCR throws an unexpected surprise into their set list. These days, it might be Katy Perry’s “Dark Horse” or another popular song to get the crowd energized.

“In ‘Dark Horse’ there is a rapping part,” Kliethermes says. “We attempt to rap — very poorly — but it’s funny, and the crowd likes it.”

In a short period of time, RCR has made an impression on the local music scene. They’ve entertained at Veits, Spectators and other venues around Jefferson City and around Kliethermes’ hometown of Taos;

As they look toward the future, Kliethermes says RCR will take it day by day as they balance their everyday lives with their passion for performing and music.

“We are in it because it’s what we love to do, and it’s fun,” she says. “We all have families and careers outside of it that we also love. We’re not really aiming toward anything, but we’re willing to see what the future holds.

We’re just doing what we love to do.”

If the opportunity arose, RCR would be thrilled to play outside of Missouri. For now, the focus is on booking shows in Jefferson City, Columbia and possibly the Lake of the Ozarks.

“If it goes bigger than that, it’s great, and if not, we’re just having fun with it,” Kliethermes says. JC Jefferson City Magazine | 103

Ball!

Youth baseball leagues draw mid-Missouri players to the field for high-caliber competition.

Baseball in the spring stirs all the senses. The warmth of sunshine. The sight of a manicured baseball diamond after a long winter’s nap. The sound of a ball pounding into a glove, the crack of the bat, the infield chatter.

The smell of freshly cut grass and hot dogs.

The smell of pain-relieving creams due to the feel of sore muscles.

Well, with the players we’re dealing with in this discussion, you can strike the latter. They’re way too young to have sore muscles.

But there’s nothing quite like it: That would be the first taste of spring and baseball, not sore muscles. It’s part of our renewal after a long, cold, lonely winter, with two words that rekindle our hope: Play ball! The hibernation is over.

In central Missouri, there are plenty of good options for our youth to get involved. We’ll focus on two, the PAL Baseball League and the Mid-MO Express; the former grooms players for the Helias High School teams, the latter for the Jefferson City Jays.

More or less, that is. The more is the PAL League, which will send an estimated 80 to 85 percent of its players to Helias; the less is the Jays, who hope to get around 50 percent. But both develop skills of young players in a competitive environment so when they reach the high school level, they’re more prepared and won’t experience the shock and awe of less experienced players.

“We think this provides our kids with a lot better competition,” says J.R. Simmons, program director of the Express. “When kids are traveling and playing all over the place and seeing some of the best teams in the state, if not the Midwest or even the country, it’s only going to help.

“I think it’s given us a definite advantage over the last few years,” he continues. “I think it’s helped out a lot of programs. If a kid is good enough, no matter where he’s going [to high school], we’ll keep him.”

The Express will play under the umbrella of Jefferson City Baseball Inc., which was formed in 2001 by then Head Coach Bob Coons. The original intent for JCBI was to have players who were going to JCHS playing together competitively. “But now,” Simmons says, “we want to take the best kids from mid-Missouri, and of the 11 or 12 kids on each team, hopefully at least half of those will go to Jeff City.”

Both teams had their rosters set last year: the Express by the end of August, PAL last fall. They have different ways to categorize their teams. The Express has ages 8U (8 and under), 9U, 10U, 11U, 12U and 14U teams; PAL has teams for first- though secondgraders and teams for players going into grades three through six.

“We hope to expand the leagues through the eighth grade so the kids pretty much know what to expect once they get to high school,” PAL’s Chris Wyrick says.

“If you can make this a good experience for these kids because you want to keep them together for as long as you can, that’s what we’re trying to do.

“The enthusiasm for baseball, both with parents and kids, is just really, really high right now,” he continues. “Baseball was kind of forgotten about for a while, for whatever reason, but it’s really coming back. It’s back on the map."

Although the Express held tryouts, it was basically an evaluation for the PAL players. If you showed up, you were placed on a team.

“We had eight different stations to see where each kid was ranked,” Wyrick says. “Then we added up

those totals, we ranked them and tried to place them on teams that were fair to the kids. We want each team, each game, to be as competitive as it can be. We didn’t want to have one team be the ’27 Yankees and have every other team have no chance. We wanted each team to have some of the top players.”

The Express will have one team for each age group and feature about 75 total players, and they'll play their league games at 63 Diamonds (formerly Fields of Legends). PAL will showcase no less than 250 players, including nine teams in the youngest age group, five each for grades three though six, and will play at Babe Ruth Park and the St. Martins Field. All teams (it will be select teams for PAL) plan to play in four or five tournaments this season.

Indoor practices started in February, with games set to start in late March/early April. The seasons end between the middle of June to early July, and the teams will play around 40 to 45 games. That might sound like a lot, but other teams in the area will play 70 games or more.

“We want them to end the season wanting to play more baseball instead of saying, ‘Man, I’m so glad this is over,’” says Simmons, a 10-year assistant with the Jays and a 1993 graduate of JCHS. Wyrick, who’s been the Helias head coach for 16 years and is a 1989 graduate of the school, says: “We want these kids to have some kind of summer. We don’t want them to get burned out.”

Wyrick isn’t officially part of the program, but he’s certainly around it. “I try to help as much as I can when I have time,” he says. “In no way do I want to run the thing, but I want to be a part of it as a coach and a parent. And if they need my help in any way, I’ll always be there to help.”

That’s what these leagues are all about: helping young players learn the game and sharpen their skills. And what a great time of year to do it.

What is it about Ireland? Every year around St. Patrick’s Day, many think about this island of great beauty — raw and rugged scenery wrapped in a mist-covered aura — and those who travel there are seldom disappointed. With the Gulf Stream bringing warm water across the Atlantic, Ireland’s climate is never too cold or warm, with plenty of soft falling rains cultivating those famed 40 shades of green.

Ireland is small enough that the entire island could easily fit within the borders of Missouri. From County Donegal in the north to County Cork in the south, Ireland is less than 400 miles long. East to west, from Dublin along the Irish Sea to Galway on the rugged Atlantic coast, it is less than 200 miles.

For a small island with a sparse population of only 6.3 million, the Irish have greatly influenced the world. Since 1800 more than 5 million Irish have immigrated to the United States, bringing with them their culture, stories and songs. Ireland’s blood flows through America; 33 million Americans can trace an ancestor to Ireland, almost 11 percent of the population (only German decedents have a larger group with 16 percent).

Ireland is a country of great variety. There are the thatched cottages, cozy pubs and monolithic castles; bustling cities, seaside villages and sleepy midland towns; melodious haunting ballads and tunes that fill the streets and flow over the hills. There is something for all. Ask anyone who has traveled to

the Emerald Isle; it is a magical place, from Bantry Bay to Derry Quay, from Galway to Dublin town. Besides the scenery, the history and the culture, there are the Irish people, perhaps the most hospitable folk in the entire world. The Irish have an expression, “cead mílle fáilte,” which means “a hundred thousand welcomes” in Gaelic. It is more than a saying; it is their way of life.

With the U.S. dollar at its strongest against the Euro in more than a decade, now is the time to visit. On your own or as part of a group, you will want to plan ahead. It’s best to decide on two or three places and spend a few days at each to get a true feel for and become a part of this magical land. Here are a few suggestions.

Dublin: Ireland’s capital has all the amenities of an international metropolis but retains the hospitality and intimacy of a provincial county town. Easy daytrips can be taken to the beautifully scenic Wicklow Mountains, the ancient treasures of Newgrange and the Hill of Tara in the Boyne Valley.

Cork City: The second-largest city in the Republic, Cork is the cultural capital of Munster province and thought by some to be the “true” capital of Ireland. Easy day tours to the coastal town of Kinsale, the deepwater port of Cobh, Bantry Bay and the most famous Blarney Castle are in store.

Dingle: The furthest western point of the island, Dingle is rich in history and culture, where Irish Gaelic is the first language. Anyone who has been there will tell you they want to go back. The town and surrounding country’s beauty transcends all, and the rocky headlands seem to dissolve into the sea. Only an hour and a half from Killarney yet not nearly as crowded, visit Killarney, but stay in Dingle.

Galway: In Ireland’s main city in the west, wander the medieval streets to find great restaurants, fabulous music pubs and shops. Daytrips to the Cliffs of Moher, the hills of Connemara and the ancient Aran Islands are easily available.

Donegal: The very northwestern county, Donegal is a hidden jewel off the beaten path with few of the “cattle car” tour companies calling it a destination. Donegal town is a great base from which to visit the highest sea cliffs in Europe at Slieve League, the stark beauty of the Inishowen Peninsula and the savagely stunning Glenveagh National Park.

Belfast: The tragic beauty that is Northern Ireland’s capital, Belfast is best known for the troubles between the Irish Republican Army and BWW British Unionists. With peace since the Good Friday Agreements of 1998, the Victorian charm of this jewel of the British crown is a must-see. I wear a suit almost every day. It’s the best invention ever made! You have a jacket and a pair of pants that match, and you don’t even have to think about it. The only decision is the shirt and tie: some days thin, other days thick, printed or striped. Lately, my bright-blue polka-dot bowtie serves me well. It’s colorful, perky, proper and just enough fun — a pick-me-up! My favorite shirt is a denim color no-iron option, and I love pairing it with designer neckties from eBay, Hermès, Valentino or Gucci. Love it!

Suiting is back for women, too. An all-white suit looks chic, powerful and beautiful. Head-to-toe white lends itself to mixing textures and different shades of white. A strand of pearls, diamonds or a terrific scarf adds just the right zip for women. Get edgy, and enjoy! JC

Destined to Be Jefferson City brims with beauty, struggles and notable history.

I

I have spent more than four decades thinking and writing about the history of the City of Jefferson. There are many things I find intriguing about this place, but, mostly, I like the fact that it is one of the few cities in the state that was born with a purpose. The City of Jefferson was created to be the capital of the state of Missouri.

There is a long list of things that happened in the City of Jefferson because it is the capital of the state. The Missouri State Penitentiary was built here, for example, because in the 1830s Gov. John Miller worried that the capital might be moved to another city, so he prevailed on the Legislature to locate the penitentiary here, arguing that the more public buildings we had, the less likely it would be that the capital would be moved.

The placement of the penitentiary in the City of Jefferson had enormous consequences for the residents of this city. In the middle of the 19th century, the convict lease system made prisoners available for hire to city residents. The convicts literally helped to build the city. During the late 19th century, the prison factory system transformed the city into a major producer of boots, shoes and garments and attracted an entrepreneurial class of business owners and managers who shaped the city’s commercial life well into the 20th century.

Likewise, Lincoln University (originally called Lincoln Institute), one of the great institutions of this city, was located here right after the Civil War because the City of Jefferson was the state capital. The school’s first principal, Richard Baxter Foster, initially tried to establish the school in St. Louis but failed to get the 130 | March/April 2015

support he needed. He then came to the City of Jefferson because he knew the Radical Republicans were in control of state government and that they were the party that supported the emancipation and education of slaves. The decision to place Lincoln in our midst in 1866 has enriched the lives of all residents of this city, even during the dark days of racial segregation, when the school was known by many as the “Black Harvard of the Midwest.”

We got our first bridge across the Missouri River in 1896 because we were the state capital, or, rather, because we wanted to remain so.

A group of local businesspeople grew weary of efforts to move the capital to Sedalia because the absence of a bridge across the river made the capital inaccessible to citizens in the northern part of the state. They formed a private company (the Jefferson City Bridge and Transit Co.) and built a toll bridge at a cost to them of more than $200,000.

And, of course, the decision to create the City of Jefferson as the Missouri state capital led to the building in the second decade of the 20th century of the most beautiful building in the state, the Capitol itself. In the 1920s, we Missourians were so proud of our new seat of government that we gave serious consideration to razing all the buildings on a section of High Street west of Jefferson and low-

These are but a few of the historical experiences that belong to the City of Jefferson and that do not belong to any other place. They are part of the reason I find the city and its richly textured history such an inviting and fascinating place to live. JC ➝ Gary R.
