hen President Jacob Zuma appointed Elizabeth Dipuo Peters to the post of Energy Minister in 2009 one of the key performance areas he asked her to progress was getting greater private sector involvement in power generation.

She very quickly perceived that some of the best opportunities to achieve this lay in the renewable energy sector, so as a passionate believer in sustainable energy policies, she targeted the exciting emerging technologies and the companies that could help South Africa’s achieve its ambitious target to dramatically cut its reliance and generate 42 percent clean energy by 2020 and cut carbon emissions by a similar figure by 2025. “I saw an opportunity to use renewable energy as an instrument to bring in the independent power producers,” she says.

By 2011, the year South Africa hosted the international Climate Change Conference COP17, her ministry announced its target to obtain 3,725 MW of renewable energy in two bid rounds, called Window 1 and Window 2. “In Window 1 we managed to get 28 preferred bidders, I am happy to say, all of whom qualified for government financial incentives, and these are the companies building the first 28 plants.”

This, she says, will feed into the National Development Plan, South Africa’s blueprint for development over the next

20 years, which aims to create a low carbon economy by 2030.

A key factor in this strategy is the Integrated Resource Plan which sets out energy strategy from 2010 to 2030, which takes on board the 42 percent renewable power policy, she continues: “The biggest beneficiary of this 42 percent is photovoltaic (PV) solar and wind.

Concentrated solar power (CSP) accounts for a smaller proportion, and of the 17,800 MW renewable we are committed to installing by 2030 most will come from wind and PV solar.”

The original 28 bids, approved in November last year, will contribute 1,400 MW. To these have now been added a further 19 projects under the Window 2. They were given the go ahead in May 2013 and will contribute a further 1,200 MW of capacity. The present state of play, then, is that 47 private operators are now developing projects right across the country, to Mrs Peters’ great satisfaction and funded by the government to the turn of R75 billion ($7.6 billion). To this, she points out, should be added the national power generation company Eskom’s own 200MW renewable energy project, 50 percent generated from wind energy resources and the other 50 percent from CSP. Nearly half of current renewable power developments in the country in the country are located in the Northern Cape Province. Could that have something to do

with the fact that Elizabeth Dipuo Peters is a former president of the province? She says it is more likely to be because this is the province with the highest direct normal irradiance (DNI), a measure of solar radiation. It is also home to the Northern Cape Solar Corridor, which includes proposed sites near Upington, Groblershoop, Prieska and De Aar. Working with organisations such as the South African National Energy Association, the South African Independent Power Producers Association and the South African Wind Energy Association and SANEDI, the South African National Energy Development Institute, the Department of Energy is working flat out to promote renewable energy, she says. However this has to be done within the context of other national priorities, she adds. “We have built into our procurement processes the need for localisation. We want as many of the components as possible to be made here.

That way the renewable programme will boost South Africa’s economic development and skills base.”

This is new and exciting technology, she points out, giving a unique opportunity to the country’s research and development community as well as growing employment. She is hopeful that a real partnership can develop between local and global manufacturers.

Another aspect of renewable power

generation that excites her lies in its potential social impact. “ At World Environment Day In June this year South Africa was invited to become part of a renewable energy club made up of ten committed countries. The Secretary General of the UN has identified renewable energy as one of those instruments that can actually unlock access particularly in parts of the world suffering from energy poverty.” As the German Environmental Minister Peter Altmaier said at the launch: “Renewable energy is not only a

good way of combating climate change, it also contributes to prosperity and supply security throughout the world.”

For South Africa this could mean bringing the potential for renewable microgeneration into the mix, enthuses Mrs Peters. “In a move towards decentralised generation we are looking at incentivising neighbourhood and community groups to use either wind or solar to generate their own power and create their own energy distribution networks. This is one space we are very excited about!” Local projects also contribute to the 42 percent target, she points out. Even a small component of society like a municipality landfill gas programme can use waste to generate power; waste vegetable matter from a school can go into a biodigester to generate gas that can be used to heat that school.

Even at a household level there is huge potential, even if they can’t generate power at the grid level. In 2009 Peters announced a programme to install a million water heaters in homes and commercial buildings, and so great has been the uptake that this number is sure to rise. She particularly likes the fact that this initiative directly improves the lives of women, relieving them of the need to go out and collect wood for heating water.

In more densely populated areas there is a different approach. For example in

Gauteng Province, her ministry is working with the Department of Public Works as well as the Department of Infrastructure Development of Gauteng to retrofit the government buildings to renewable energy (normally solar panels). We believe that would also add to energy efficiency as well as introducing renewable energy.

That is a double-barrelled type of project that is going to have dual benefits for us as a government and also as a country.”

Biomass is another way to produce green energy on a localised basis. Bagasse may be a new term to many people, but there’s a lot of it in southern Africa. It is the fibre that is left when sugar cane or guinea corn stalks have been crushed.

Nearly a third by weight of sugar cane ends up as bagasse, and despite its high moisture content it is very effective when combined with other forms of biomass such as timber shavings to generate electricity. Mrs Peters is keen to work with the producers in South Africa who between them produce nearly 20 million tonnes of sugar cane, as well as the timber and sugar cane industries of neighbouring countries like Mozambique and Swaziland.

If all these initiatives are co-ordinated and taken seriously demand on the national power grid could be lightened significantly. Street lighting, traffic lights, perimeter lights and security lighting are all examples of medium- to low-load areas that could be brought into sustainable local generation schemes – at the same time, she believes that encouraging this way of thinking could create the necessary critical mass to sustain local production of components and stimulate new industries and yet more employment. “I have visited many factories in South Africa that are manufacturing key components. They are even producing solar inverters that change DC from the PV panels to AC for the network. The geyser industry is also growing, as well as solar panel assembly.

Energy policy can be a catalyst for job creation: it has the potential to reduce poverty, especially energy poverty.”

As she mentioned before renewable energy is a job creator as well as an investment magnet. “We are told the number of jobs resulting from Windows 1 and 2 alone is around 13,000. In one small town in the Northern Cape one

The stumbling block is the cost of the technology and she is determined to tackle that. Another spin out from COP17 was the South Africa Renewable Initiative (SARi), launched as an International Partnership by South Africa together with Denmark, Germany, Norway and the UK, and the European Investment Bank. SARi is a funding mechanism, she explains, that will help South Africa unlock its green growth potential through the funding of large-scale renewable developments. The goal is to help cut technology costs. “But we are also calling on the technology developers because they are mostly international players. If they believe in the future of renewable energy they should be prepared to do more than just drive returns on their own investment. If this technology grows more and becomes available, especially in developing countries, in the long run they will get enough returns; but in the beginning they will have to make it possible for us to create the market.”

The wind and sun, she says, come at no cost and are everyone’s birthright. It is in everyone’s interest to get the cost of converting these natural resources into usable energy.

was in 1902 that a mining engineer by the name of Georges Bia first opened up a sales office in Brussels. It is here that the routes of the BIA Group can be traced back to. Today, 113 years later, BIA exists as a leading international company in the field of machine distribution for the civil engineering and construction industries, with its head offices remaining in Belgium.

“It was in 1948 that business for the company really began to take off when Georges Bia’s son, Jacques Bia, established three companies, two distribution companies based in Brussels and the Congo (the BIA Technical Office), and a mechanical repair company in the Congo,” explains Marketing Manager, Cedric Leturcq.

BIA would continue to evolve and grow in the subsequent decades, however it was in 1998 that the company’s development began to accelerate dramatically with the company signing an exclusive distribution contract with Komatsu for six French-speaking African countries. By 2003 this figure had grown to 11 and today the company can be found holding exclusivity rights to Komatsu equipment in 15 different nations.

It was in 2006 that BIA’s Export Department transformed into BIA, a subsidiary that is today responsible for all of BIA’s activities in Africa. In addition to its work on behalf of Komatsu, the company is equally proud to be distributors for a host of other premium brands including Sandvik, Bomag, Cummins, Tecnogen and Terex Cranes.

With the continent continuing to prosper there has understandably been a continued influx of international companies arriving

in Africa in recent years. One of the things that Leturcq and others have noticed about a number of these companies is the fact that they arrive with little knowledge of African culture or of the political and economic barriers that exist. This is where BIA becomes a partner of choice.

“While we have been representing Komatsu since 1998, BIA has been present in Africa for more than a century,” Leturcq continues.

“Therefore it is safe to say that we possess a strong knowledge of Africa culture and how best to conduct business here. Perhaps equally as important is the fact that we know firsthand how one should never underestimate the complexities that exist in this part of the world.”

What the majority of the companies now entering the African market share in common is a desire to focus almost exclusively on their core business, in this case production. To this extent they are turning to companies to provide associated services. Where BIA looks to position itself ahead of its competition in this regard is by offering a complete a-to-z service whereby its project management teams can oversee all manner of tasks including logistics, the organisation of spare parts, assembly, repairs and overhauls. Of course offering this type of service also allows a client to have direct control of their

costs, something that is very much a feather in the cap for BIA. “Our approach to business has always been very customer support orientated,” Leturcq states, “to the extent where today 75 percent

of our human resources fall into the after sales side of the business. It is this pool of technicians, engineers, engine specialists and mechanics that we are keen to continue developing. Our strategy has never been to simply lead the market by price or volume, rather we have strived to position ourselves as the supplier of choice when it comes to quality.”

In more recent times BIA has found itself working on a number of large-scale greenfield projects including First Quantum’s Sentinel mine project in Zambia. These are large scale undertakings starting from zero and

in the case of the Sentinel project BIA was consulted directly about all manner of things from the definition of equipment to what infrastructure would be required in terms of workshops, re-build centres, warehouses and training facilities.

A number of similar projects are on the horizon for BIA and symbolise the big ambitions that the company has. “As strange as it sounds,” Leturcq says, “perhaps one of the biggest challenges we have faced in the last decade is just how fast we have grown.

To this end the company is looking to build further upon the five additional branches that it opened across Africa in 2012, with a new branch set to open in Liberia imminently and plans to increase its presence in Cameroon expected to come into effect in early 2014.

“Another important development to note,” Leturcq concludes, “is that we are now in the process of implementing an SAP IT system across the business. This is admittedly a massive

investment, however we believe that, given our size, without a strong IT system we lack the optimum level of efficiency that we desire.

We recognise that as we continue to grow that this kind of investment becomes all the more necessary and we will not hesitate to seize the opportunity to better ourselves in the years ahead should the opportunity present itself.”

In October 2012, Woodyer spotted another opportunity, this time in Mali, and acquired the assets of another distressed gold mining company, Avion Gold, for $389 million. An observer might think it risky to engage in a country which has so recently been in the news for all the wrong reasons. It’s true that Avion had been hurt by the political uncertainty, in particular the contractor building an expansion of the Tabakoto mill withdrawing following a Canadian government advisory notice. However Tabakoto is only 18 kilometres from the border with Senegal and some 1,000 kilometres away from the problem area in Northern Mali, and thus the mine’s production was not affected by the coup or its aftermath.

Tabakoto is 80 percent owned by Endeavour, 20 percent by the government of Mali, and its current open pit and single underground mine produced over 110,000 ounces of gold in 2012. A doubling of the mill capacity at Tabakoto from 2,000 tonnes per day (tpd) to 4,000 has just been achieved, in anticipation of the completion of a second underground mine at Segala, just five kilometres away. This part of Mali could

be very important for Endeavour over the coming decade – another nearby 470 square kilometre property at Kofi 40 kilometres to the north of Tabakoto contains resources estimated at 1.2 million ounces.

that has moved fast thus far. It has three producing mines in three different countries. “We are going though a phase of considerable growth,” says Woodyer.

“We put together our three mines over the last three or four years by acquisition.

We had to digest those acquisitions, sort them out financially because they were all troubled companies that we took over and then address some of their associated management problems.” As an example, he says Tabakoto was producing its gold alright, but at an unsustainably high cost – around $1,250 an ounce. It was

over-staffed with around 1,900 people.

In six months headcount has come down by 450, and in the last quarter its cost of production was cut to $932 an ounce. The mill expansion has already been completed and production is being ramped up to around 150,000 ounces a year.

And Endeavour’s impetus is far from spent.

Next year will see the start of production at its most advanced development project, a fourth mine in a fourth West African country – Côte d’Ivoire. Agbaou is one of the largest undeveloped gold resources in that country and has significant upside

potential that was targeted through a $6 million exploration programme in 2012.

Construction of the mine started in 2012, using the same team that developed Nzema, including the Australian EPCM company Lycopodium. “Agbaou should produce just below 100,000 ounces next year at relatively low cost, so it should bring our average cost base down and at the same time, together with the recently completed Tabakoto mill expansion, raise our annual gold production from around 330,000 ounces currently to 450,000 in 2014, with very positive cash generation as well,” says Woodyer.

The distribution of the projects makes a lot of sense. If there are problems at one mine, the others are there to fall back on and thus Endeavour is protected from the troubles that affected the single-mine companies it took over. Neil Woodyer’s long and extensive involvement in the market means that financial risk is minimised.

Endeavour’s experienced mine operators and mine builders ensure that operational risk is well-managed. As former CEO of Lloyds International Trading before running his own merchant bank he is uniquely qualified to steer a gold production company

“We are in a good position now to meet our target of 330,000 ounces this year and 450,000 next!” at a time when gold futures are anyone’s guess. “We have a $200 million credit facility that we have to start paying back in about 18 months. I am in the process of trying to increase that facility and extend it to give us more flexibility,” he explains.

“We may want to spend some capital on our existing operations and fine tune them to get better economic value out of them. I am making sure we have the financial flexibility to optimise the return without having to dilute the shareholding.”

Until things get a bit more predictable, Endeavour has throttled back its exploration drilling while keeping the core drilling going that will extend existing operations.

Operationally, synergies have been pursued and a raft of best practices, from common purchasing to pooling of resources introduced.

For example excess inventory of chemicals like cyanide at Nzema will be sent to Côte d’Ivoire so that Agbaou will have less to buy when it starts up.

Agbaou is a $160 million project and is progressing remarkably well, he says, though cautiously. The mine is already 75 percent complete, and long lead-time items are on their way in plenty of time for the projected start of gold production in the first quarter of 2014 thanks to Lycopodium as the EPCM contractor and the in-house team: “It is really impressive the speed and skill that this team has delivered – we are in a good position now to meet our target of 330,000 ounces this year and 450,000 next!”

Côte d’Ivoire is at the other extreme, he thinks, a country hungry for mining development and in which Endeavour is seen as a major investor whereas Burkina Faso is the ideal West Africa economy for a new mining project, with well developed mining laws and an economic framework that encourages foreign investment.

There’s no denying these are anxious times for gold producers, unlike a year ago.

Endeavour is committed to a large capital programme this year – something like $180 million – but he is convinced the entire gold sector is undervalued, and with it the market value of gold producers. If Neil Woodyer and Frank Giustra are right then Endeavour stands to reap great rewards. Meanwhile it can only do the next right thing: “If we can optimise our three mines and build and commission the Agbaou mine we can end the year with the financial stability we need - and I have a great team to help me do that.”

erseus Mining Limited is a company listed on the Australian Stock Exchange and based in Perth; however despite its Australian accent it is an African specialist, specifically focused on the gold producing countries of West Africa. Over the years it has forged a reputation as one of the world’s most successful gold explorers, with a quarter of a century of involvement in Ghana and its neighbours coming into fruition very recently, starting commercial production on 1 January 2012. : as one of its founders Mark Calderwood has described it, Perseus Mining is an overnight success that was 25 years in the making!

Calderwood, the current chairman Reg Gillard and executive director Colin Carson have been taking an active interest in the under-explored mineral deposits of West Africa for that long, but it was not until 2004 that, having secured a couple of gold bearing deposits in Ghana, Côte d’Ivoire and the Kyrgyz Republic that they formed a company and floated it on the ASX. Despite a couple of years of quiescence while world markets were depressed progress has been steady since then. In 2006 Perseus acquired the tenements that today host its Edikan Gold Mine formerly known as the Central Ashanti Gold Project (CAGP) and Ayanfuri, though exploration and feasibility work could not really get under way till 2009. By 2010 though the company had successfully recapitalised, obtained a positive full feasibility study and started to build its flagship project, the Edikan mine in Ghana’s rich Ashanti gold belt.

It was just before the start of project development that Jeff Quartermaine joined the team as CFO. Up till then, he says, the company had been brought forward by a team whose main expertise lay in exploration and business development – and they were good at it, having grown the resource from about 130,000 ounces of gold at the time of

“Exploration of both Kanadi and Bélé will be followed up as a matter of priority by our exploration team” says Quartermaine, “but we decided that while recruiting locally meant we’d have to spend more on training, it would put money into the local community and increase their engagement with the operation.”

Training local people from scratch has the added advantage that they understand how Perseus operates, he adds. “We went out and did aptitude tests to identify who would be best suited to the challenge of working in

our operation. I was fortunate to be on site the day the first trainees arrived and had the honour of welcoming them to the site.”

There were around a hundred young men and women, he says, all mightily enthused at the opportunity to become a part of a serious operation within their own community and at having the chance to learn new skills.

Quartermaine is keen to proceed with building the $160 million (fully funded) mine this year with a view to starting production in the second half of 2014, gold prices notwithstanding – he says the price would have to fall many hundreds of dollars below current levels to cause problems to Perseus.

Meanwhile the company has been actively pressing forward with other drilling prospects that it hopes will sustain production in West Africa well beyond the 20 year mine life of Edikan. It has just announced encouraging results from recent exploration in Côte d’Ivoire. Its Mbengué tenement is close to the country’s largest known gold deposit and significant mineralisation has been discovered there.

Additionally early drilling at Bélé has been highly encouraging, he says: “Exploration of both Kanadi [on the Mbengué permit] and Bélé will be followed up as a matter of priority by our exploration team, as both tenements are located within trucking distance of the proposed Sissingué Gold Mine plant site. While it is still early days at both Mbengué and Mahalé these drill results appear to be very material, and if the prospects can be advanced with further drilling, it could create significant value for our shareholders.”

think it is fair to say that quite a lot has been happening since we last spoke in June 2012,” states Harmony’s CEO, Graham Briggs. “If you look at the last 18 to 24 months we have witnessed the incredible rise in gold prices, which was a particularly welcome relief from the cost pressures that had been mounting here in South Africa, and its subsequent come down, in addition to the well documented labour issues that have beset the mining sector.”

The last twelve months in particular have also seen Harmony’s own business take significant steps as it continues to work towards achieving its core strategy, which includes safe gold production and growing its margins. “We have managed to weather the external factors such as the labour issues fairly well and today find ourselves in a position where production is again ramping up and employee morale is steadily rising,” Briggs continues. “At the same time we, like many South African companies, had a great year when it comes to safety and are in the midst of our best safety performance ever, which is hugely gratifying given the amount of hard work that has gone into that side of the business.”

As one of the world’s largest gold mining companies, Harmony boasts operations in both South Africa and Papua New Guinea (PNG). In the former the company has ten underground and one open-pit mine, as well as several other surface operations, located in Free State, North West and Gauteng provinces.

This was a significant achievement and one that paves the way for what one day promises to be a significant producer of gold and copper, one that possesses an estimated mine life of more than 30 years. “In South Africa,� Briggs explains, “our strategy for some time now has been to close our lower grade and aging mines, and focus

our investment on newer mines. Until now we have been sinking shafts and developing new assets and these are now getting to the stage

Nevertheless, as Briggs himself has stated, the last year has been one of ups and downs when it comes to the wider mining community and this has presented the company with its own challenges.

“I suppose the biggest challenge that we have here in South Africa, where we have a very large workforce of around 36,000 people working for Harmony, is ensuring that, while labour disputes and negotiations are on-going, our people remain focused on working together as a team to do their best under a shared objective. One of the ways we are working to achieve this is by refocusing more of our efforts towards the training and motivation of our people.”

In addition to this refocusing, Harmony has also made efforts to improve the level of communication across all of its individual business units and operations groups, and to put in place clear, work-based incentives.

“We have communications officers based within each of our operations,” Briggs highlights, “and it is their job to stay close to the unit and keep the flow of information running smoothly to ensure we all work

towards a long-term goal that is for the greater good of everyone.”

As was covered in some detail the last time we spoke to Briggs, over the decades that it has been in existence Harmony has built for itself a commendable reputation for being a highly responsible and ethical mining company. Indeed it is Harmony’s clear belief

Further to this we have programmes that are looking at ways that we can take some of this land and transform it into areas where food or bio-energy crops could be grown. These are just a couple of focus areas within our business that one doesn’t normally associate with mining companies, however they are no less important than anything else we do.”

When it comes to coal mining operations, ADP was awarded the engineering component of expansions at Morupule Colliery Limited (MCL) in 2008.

The expansions included designs for underground and surface conveyor systems, a new crushing and screening facility with additional stock piles, new underground and surface HT and LT infrastructure as well as expansions to the existing infrastructure.

The existing mine capacity was expanded from 1 mtpa to 2.5 mtpa. The project was successfully completed in 2011.

What we have found as a result is that we are able to utilise this labour efficiently, to the point where we employ around a third of the amount of labour that one of our neighbours employs in order to produce four times as much gold. It goes without saying therefore that we have found it to be an absolute pleasure dealing with labour in Zimbabwe.�

istorically the most sparsely populated province in Zambia, the North-Western Province is in the midst of something of a social and economic revolution, one that has been propelled forward by the activities of some of the biggest mining ventures in the country.

These include Barrick Gold’s Lumwana Mining Company, First Quantum Minerals’ (FQM) Kansanshi Mine and now the latter’s Trident development.

One person who has witnessed this revolution up close, and who understands what this means for the region as a whole, is Mathias Mutupa, President of the North Western Chamber of Commerce and Industry (NWCCI). Under his leadership, and in the last four years alone, the NWCCI has seen its membership swell by some 400 percent to close to 300 affiliated companies, something that has not been lost on him or indeed on the rest of the nation.

“We are immensely proud of the close working relationships we have cultivated with the likes of FQM,” he states. “In the last four years in particular these relationships have resulted in the NWCCI becoming the largest business organisation associated with the Zambia Chamber of Commerce and Industry, and more importantly has been the catalyst for an unpredicted rise in business opportunities for small and medium sized enterprises (SME’s) in the region.”

One doesn’t simply have to take Mutupa’s word for this growth as the economic figures are there for all to see as well. In the first six months of 2013 the Kansanshi Mine alone created $40 million worth of business for the NWCCI’s members in the form of various transactions including tendering for construction works and the supply of services and consumables. What makes this colossal figure all the more impressive is that it is from just one source. The true total is much higher considering the many other developments occurring throughout the Province.

“In addition to the obvious achievements it is making in the field of mining,” Mutupa continues, “FQM is doing great work in providing business opportunities to our member companies and in the process it is contributing significantly to the growth of the North-Western Province. This has caused the rest of the country to sit up and take notice and SMEs from the length and breadth of Zambia wanting to come and get involved with what is happening here. Through the collaborative efforts of ourselves and the mining companies we are working non-stop to build up the private sector in this part of the world, while at the same time create a strong local supply chain for products and services, and ultimately creating a wealth of employment opportunities for Zambians.”

development of local Zambians that is at the heart of the vast majority of things that Mutupa and the NWCCI are trying to achieve. It is for that reason that the Chamber takes great encouragement from the number of corporate social responsibility (CSR) programmes that FQM and other miners have enacted.

“The concept of CSR of has taken on a greater deal of significance than ever before in recent times and I myself have always been a firm believer in the principles behind it and the benefits that it brings,” Mutupa enthuses. “All of us here at the NWCCI are highly tuned into what makes a responsible mining operation and how the continuing commitment of businesses to behave ethically helps to contribute towards economic development and the bettering of the lives of local communities and society at large.

We know that in today’s environment such values cannot be marginalised and therefore it pleases us greatly to see so many examples of how companies based in the North-Western Province are rising to the challenge and helping to make a positive difference.”

Given the status of NWCCI’s relationship with the mining companies in the region it should be pretty obvious why Mutupa is confident that it can only go from strength to strength in the years ahead.

“The foundation that we have all helped lay is very strong and built on top of it is a collective desire to see the private sector in the North-Western Province continue to develop. The work occurring here today is creating new growth opportunities for our members and thus greater employment opportunities for local Zambians. We are seeing the growth of communities take place right before our eyes and this gives us great confidence that the future of this region is in very good hands.

Career wise, how did you come to be a part of First Quantum Minerals?

After ending a five year retention based contract with Fluor I had a keen desire to find a company that could offer a better place in which to achieve my long term goals. With three other offers on the table from Kazakmys, Newmont and Fluor, I was contacted by First Quantum Minerals Limited (FQML), upon which I began researching the FQM execution philosophy. What I found was that FQM was unique in that it managed the engineering, construction execution and commissioning phases, before then turning things over to its operations team. It was this that convinced me to join. These dynamics are extremely rare in this industry and what they do is allow me, as a Project Manager, to drive the entire process optimally.

Who has been your inspiration professionally?

There have been a number of people, each for different reasons, but the two that stand out to me are Bob Ellis, Capital Vice President of Duke Energy and Martin Lacey, who is Vice President of Camaco Mining.

What do you consider to be your major achievement (in life or business)?

That would be the development of a target approach towards contracting methodolog y. This incentiv ised approach to contracts puts the mine owner and contractors on the same side of the field, with time and costs acting as the opponent.

When did you first become involved with the Trident project and what were your first impressions of its scope and aims?

I consider myself the initial developer of the Sentinel project construction team execution plan. The key to this plan was the development of a strong schedule, team mentoring and development, providing competent job descriptions and site management behaviours in order to reduce construction time and costs. The overall goal was to develop Sentinel to add revenue stream to the company much earlier than was originally envisaged.

I hope that people on the team feel they have accomplished the best project of

their careers and were part of a team that consistently worked together to achieve excellence.

Which one piece of wisdom would you pass on to your successor?

Always think about what else you can do to gain progress and maintain quality, treat people fairly and spend the time needed to develop and support your team.

T

rident represents the biggest single project investment in Zambia that has ever occurred, totalling some $2 billion,� states John Gladston, Trident Resource Optimisation Manager. “As is typical of First Quantum, the project is going great guns and is progressing on-time and to budget.�

The initial two mines at Trident are the Sentinel low grade copper mine and the Enterprise nickel mine. The Sentinel processing facility of the former will have a target throughput rate of approximately 55 million per annum of ore at an average grade of 0.5 percent copper. It is estimated that the mine will ultimately provide an annual production rate ranging between 280,000 and 300,000 tonnes of copper.

The Sentinel plant itself will comprise three in-pit crushers delivering to a crushed ore stockpile providing a live capacity of 80,000 tonnes. Two milling trains, each comprising a 40 foot (28MW) SAG mill and a 28 foot (22MW) ball mill, will produce a final grind of 80 percent passing 212 micron for flotation. Four banks of rougher-scavenger flotation cells, each utilising seven cells of 300 cubic metres capacity followed by three stages of cleaning will provide a recovery of over 90 percent, into a concentrate of about 24-26 percent copper. Tailings will then be thickened in three metre by 50 metre diameter thickeners prior to discharge to the tailings storage facility.

A secondary crushing circuit is being installed to maintain the mill throughput to offset a harder ore in the deeper areas of the pit. This circuit will initially comprise two

“There is no doubt in my mind,” Gladston enthuses, “that within five to ten years from now Trident will be rightfully recognised as a flagship mining project, not just in Zambia, but in Africa as a whole. We are going to be producing up to 300,000 tonnes of copper in concentrate form per year and by then we hope that after Sentinel comes Enterprise which will produce a nickel concentrate. So we see the whole of the Trident project as being a great success. Similarly, I have no doubt that there are other mining majors looking with great interest at how we are proceeding with the project and that we are going to be able to demonstrate to them in due course that Trident represents a great and long-lasting success story.”

As Gladston goes on to conclude, the success of Trident has come as a result of a number of factors. “Our success to date is rooted in the talents and commitment of our employees, particularly our local Zambian workforce.

herever its employees or assets are present, perhaps the most i mpor t a nt a spec t linking all of First Quantum’s operations and undertakings is the company’s commitment to achieving sustainable development t hrough economically viable investments, technically appropriate operations, environmentally sound practices and socially responsible actions. Naturally this approach extends to its work in Zambia and the Trident project.

First Quantum is aware, after all, that its mines themselves can only employ and sustain the livelihoods of a limited number of people. It is with this in mind that the development of the Trident project will include substantial investments in a new town, airport, commercial and industrial areas, and social amenities. In addition to all of this, First Quantum is planning to apply to the Government for some of these new areas to be recognised as multi-facility economic zones.

“It is First Quantum’s sincere hope,” John Gladston, Trident Resource Optimisation Manager explains, “that this investment in the mine-surrounds will foster local business and further employment for socio-economic upliftment”. The first procurement contract with a local supplier from the immediate project area was signed in early 2012. Trident will also include substantial investment towards schools, clinics and airport facilities plus an affordable home ownership scheme for employees, which it is hoped will foster their

Furthermore, vulnerable social groups must be specifically provided for, resettlement must be seen as an “upfront” project cost, an independent monitoring procedure must be in place, and a grievance procedure must also be in place.

As part of Trident’s crop compensation procedure a number of Exclusion Zones were

declared over mining areas, phased to suit consultations with the community and the development schedule of the project. Prior to any decisions being made all fixed assets, including crops, were surveyed within the aforementioned zones. In addition to receiving full compensation for all crops at the time of the survey, farmers were allowed to harvest their existing crops. To date, crop compensation is 75 percent complete across

It was in the 2010 growing season that First Quantum launched its conservation farming pilot project across five plots. Results from this pilot reported an average 250 percent improvement in maize yields, with this figure increasing to nearly 500 percent at certain farms. This news resulted in 96 farmers participating in the 2011 season and as

many as 242 enrolling for the 2012 season.

Away from the farmland, First Quantum has a strong interest in assisting staff associated

One other notable development involves the company’s plans to construct an airport, complete with a new 2,700 metre runway. Ultimately all of these efforts are about creating a long-lasting legacy for the people of Zambia and help to address one of the fundamental questions that arose right back at the start of the Trident project and that was, what will become of the region after the mine ceases to exist?

“It is for this reason that we have been so very keen to work with the ZDA to create that economic zone,” Gladston concludes, “to get the hotels and supermarkets set up, get the schools running, get water and electricity running so that when the mine does expire there will be a myriad of other things going on to sustain it. One of the things we are most conscious of however is for none of these developments to be flash in the pan such that when the mine finishes we have a ghost town on our hands. There is absolutely no reason why that needs to happen here.”

he First Quantum Minerals (FQM) story began in the late 90s and spans humble beginnings from a tailings retreatment process at Bwana Mkubwa in Zambia, to its present day achievable aspiration to be one of the world’s leading copper producers. The financing and development of Kansanshi marked the transition of the company to a fully fledged miner and the beginning of a spectacular growth story for the company over the last decade. Following the Kansanshi success, FQM expanded their footprint through the African Copper belt, the African continent and then on an international scale as the company diversified into Nickel and acquired Kevitsa and Ravensthorpe. Acquisitions continued with the Antares, Haquira Project in Peru and the most recent widely publicised Inmet acquisition, including the large scale Cobre Panama Project.

FQM growth story and Standard Bank support Standard Bank has partnered with the company throughout this story with a relationship dating back to the initial financing of the company’s flagship Kansanshi Project – Africa’s largest copper mine and the world’s eighth largest copper mine today. In December 2003 Standard Bank, as a Co-Lead Arranger and Underwriter, signed a $120 million export credit and commercial debt facility for the development of Kansanshi. Vaughan Wickins an Executive in the bank’s Mining and Metals teams comments, “the Kansanshi financing was a landmark transaction as it was the first

mine financing in Zambia done on a project finance basis. Standard Bank was confident to underwrite the senior loan which included the Export Credit Insurance Corporation of South Africa. The financing structure also incorporated an asset finance, overrun and power line cost element, however the senior loan facility was ultimately awarded the Project Finance Magazine Mining Deal of 2003 – Africa”. In addition to the senior loan support, Standard Bank signed a $6 million short term facility to finance the company’s capital contribution to ZESCO (the Zambian power utility), providing for the construction and installation of a transmission line and new substation to connect Kansanshi to the ZESCO power grid.

In October 2006, Standard Bank was a lender to the $400 million corporate facility that enabled the refinancing of the Kansanshi facility and financing for the company’s additional projects and general corporate purposes. By the end of 2006, FQM had four African assets including Kansanshi, Bwana Mkuba/Lonshi, Frontier Copper in the DRC and Guelb Moghrein in Mauritania.

2008 was a busy year for FQM. The company acquired Scandinavian Minerals and the Kevitsa nickel-copper-PGE project in Finland - one of the world’s largest undeveloped, sulphide nickel deposits at the time - and later in the year announced the acquisition of BHP Billiton’s Ravensthorpe nickel operation in Western Australia. FQM was advancing its plans to become one of the world’s leading nickel producers. Following a decision to commence development of the Kevitsa Project, Standard Bank was again

The Trident Project will be built around a new urban development, Kalumbila, in the North Western Province and the Bank has been at the forefront of providing financial services and support to FQM, notwithstanding the relative infancy of this particular initiative.

We are providing a temporary drop-down ATM solution whilst the town and mine are being constructed. Once operations begin in earnest, the Bank shall open a full-service branch at the mine to ensure access by the company to the best commercial banking services possible and minimal disruption to operations at the mine.

Over the last two years, Zambia has introduced significant and far-reaching regulatory changes. Several of these have presented challenges to businesses including FQM, as one of Zambia’s largest tax payers.

Statutory Instrument 55 (Monitoring of Balance of Payments), introduced in July 2013, has required significant operational planning and adjustments. Standard Bank set about understanding the implications of the new regulations and in collaboration with

t was more than a decade ago now that Paul Peng, at the time working for another company designing his own unique grinding media, decided it was time to go it alone and set up his own business. It was this calculated determination that led the creation of Sino Grinding.

“In the early days of the business,” explains Pieter Theunissen, Marketing Manager for Africa, “it specialised in the design of grinding media for use in SAG mills. It was this somewhat niche market that Paul identified as being one that was often missed entirely by the larger grinding ball manufacturers.

What he subsequently did was design SAG mill grinding balls that could withstand high levels of impact and possessed good abrasion resistance. Upon testing these balls were found to be highly successful and it was from here that the business would go from strength to strength in the years that followed.”

Today the Sino Grinding Group of companies promotes its grinding media on a global level, providing its clients with regular on-site technical support, while proactively carrying out advanced research and development in order to bring new products to market to deal with specific problems. The group itself is made up of several companies, subsidiaries and representatives including, Sino Grinding Industries, Sino Grinding International, Beijing Sino Grinding International and Sino Grinding (Americas) Inc. While Sino Grinding has always been committed to developing new products and solutions the same can’t necessarily be said about the vast majority of its competitors and this has resulted in an industry sector that, overall, has seen very little in the way of change for the last two decades. This however is something that the company expects to change in the not-too-distant future.

2012 was a good year for Zambia’s economy. Growth was driven by expansion in agriculture, construction, manufacturing, transport and finance.

Economic prospects for the future look positive so long as growth can be sustained and broadened to accelerate job creation and poverty reduction. After a slump in output, copper mining is expected to rebound in 2013, and is projected to reach 1.5 million tonnes by 2015. This is largely due to investment in new mines and the expansion of capacity at existing plants. Robust international copper prices will provide additional stimulus to mining. But that expansion very much depends on the availability of a robust power infrastructure, and that is Zesco’s challenge.

Chitundu has identified eight key factors that need to be addressed as part of the action plan and number one on the list is to put an end to loadshedding, a polite name for sharing out blackouts as a way of keeping the lights on for most of the customers. the remaining objectives are to increase working capital, control costs and increase the customer base. But fairness to the customers is a thread running right through the policy, and one of the key perceived inequitable factors is the non-availability of power in some rural and remote parts of the country.

To address this Zesco is working with the government of Zambia, the United Nations Industrial Development Organisation

(UNIDO) and the Global Environment Facility (GEF), and has embarked on a project to develop isolated mini-hydro power stations to mitigate the power deficit in rural areas. One such project is the one-megawatt Shiwang’andu mini-hydro power project which was commissioned in December 2012.

An important objective of the project was to promote renewable energy based on mini grids for rural electrification in the country.

The Shiwang’andu project is not connected to the national grid – it is purely a local facility, so the buy-in from the people who will benefit is considerable. The project has created employment opportunities for 70 local general workers. The isolated mini grid will connect to the schools, clinics, lodges and farms which will bring economic development to Shiwang’andu area.

While Zesco is implementing its large scale improvement programme, it is not all about fighting fires. The company recently launched the second phase of its fibre optic network after completing the installation of 5,300 kilometres of optic fibre cable on its high voltage lines. Phase one brought high capacity ICT to 46 towns in every one of Zambia’s ten provinces. “The investment in the Fibrecom

network is a great achievement by Zesco with immense social, technological and economic benefits,” said Cyprian Chitundu.

Phase 2 extends coverage by a further 4,300 kilometres, with international connections to Tanzania and Namibia. The network is also being equipped with real-time remote surveillance systems, with access control at key installations on the Fibrecom (Zesco’s own brand) network. This, says Chitundu, will address the bane of vandalism, which is responsible for many of the outages that the customers currently blame on Zesco.

t’s not all about cubic feet and billions of dollars for Mthozami Xiphu, Executive Director of SAOGA since he took over leadership of the organisation from Warwick Blyth in February this year.

Xiphu is a man who feels passionately that developing the oil and gas resources, onshore and offshore could radically change the dynamics of South African society. The country has achieved massive growth since the cancer of apartheid was excised some 20 years ago: but it pains him to admit that many citizens have yet to feel the full benefits of that growth and of the democracy they now enjoy. They expected better.

The reason for its location in this part of South Africa is partly historic, partly because this is where a cluster of upstream supplier companies had developed in the province in response to upstream growth in West Africa and the establishment of domestic production in Mossel Bay in the late 1980s. (IDZ). Today SAOGA has a national footprint and focus although the Western Cape remains the de facto centre of upstream supplier activity in South Africa.

SAOGA has never been more relevant, he says. “Over the last twelve months we have seen immense growth in exploration activity in South Africa. We have had no fewer than seven seismic surveys right round our coast. Those surveys will naturally lead to exploration, depending on the outcomes of the analysis, and of course the more exploration the more the chances of discoveries leading to production. We are excited about that.”

players are joining indigenous players like PetroSA and Sasol, the field is beginning to get busy at last, he says.

Though the results of the seismic surveys he referred to are not yet available, there are encouraging results from surveys along the west coast, notably the Orange Basin, where a proven reserve of 201 billion cubic feet (bcf) of gas has just been confirmed

by Sunbird in the Ibhubesi gas field, with a probable 540 bcf recoverable in Phase 2.

When it is considered that the Mossel Bay gas field, which feeds the Mossgas gas-toliquids project that has been producing for 20 years and supplies South Africa with five

However there are far more significant gas reserves onshore, in the form of coal bed methane, mainly in Mpumalanga and Limpopo Provinces. These are located in existing coal mining areas, and the PASA had reported that there could be anything form ten to 20 bcf to be extracted here.

If that sounds exciting, well it is. But it is nothing like as exciting as the prospect of shale gas discoveries, and it is these that Mthozami Xiphu thinks have the potential to be a game changer for the South African energy industry. At the moment, there is only a preliminary assessment, albeit an authoritative one. The United States Energy Information Administration made a first pass estimate of a technically recoverable resource of 485 tcf of gas in the Karoo Basin. PASA evaluated this assessment and concluded that, owing to the limited amount of available data in the area, it is impossible to quantify the resource accurately, other than to say that it is potentially very large. It wisely said that additional, modern subsurface information should be obtained through drilling or a geophysical survey. However as Xiphu points out if Mossgas is so important at one tcf, even if the Karoo reserves amount to no more than 20 or 30 tcf their significance would be massive. “If we get a hundred or multiples of a hundred tcf we are looking at a game changer for energy in South Africa over the next ten years!”

Shale gas is certainly present in large amounts, enough to elevate South Africa to fifth in the world’s gas producing nations after Mexico, Argentina, the USA and China. And drilling has not even taken place yet though

technical cooperation permits (TCPs) for exploration have been obtained by a number of companies such as Falcon Oil & Gas, Sunset Energy, Shell, Anglo Coal and a joint venture between Sasol, Chesapeake and Statoil. He explains why. “The one method for extracting shale gas at the moment is hydraulic fracturing (fracking), and that method is controversial all around the world. Our government has been very cautions. Originally we at SAOGA imposed a moratorium on exploration pending the completion of the licensing round across the Karoo, however the government then followed it up and said everything should be put on hold pending a study to advise on a reasonably safe method of extraction that would be environmentally robust.”

The southern Karoo where the shale gas is lodged is a water stressed area, he adds, and the farming community is worried over the water issue given that fracking requires a lot of water.

And all stakeholders worry about the potential for contamination of the water supply either by escaping methane or by fracking chemicals.

“These are not insurmountable problems if you have the proper regulatory and monitoring systems, and this is what the government is putting together at this time before it allows companies to start drilling in the Karoo.”

The United States has achieved energy self

sufficiency through its shale gas, and South Africa could do the same. Xiphu chaired the working group that presented the report on shale gas exploitation to the Department of Mineral Resources in 2012. As part of this he and his team visited Pennsylvania and Texas, then recommended that further specific studies should be carried out.

But he’d like to see this done as soon as possible, and exploration to commence.

of some of its poorest communities as it brings in investment and jobs, stimulating the growth of mid-stream and down-stream industries. And these would be skilled jobs, with opportunities for much needed training and development.

Xiphu’s vision for SAOGA is to make it a truly national organisation. Though it already has members from Gauteng to the Eastern Cape and KwaZulu Natal, he would like to see more participation from other provincial governments. That may take a little time. In the short term, he is throwing all his energies into achieving the declaration of the Saldanha IDZ and has been having meetings with key organisations such as the Department of Trade & Industry, Transnet and the National Ports Authority to ensure that the declaration happens before the end of July. Saldanha will do for the oil and gas sector what Coega does

for the automotive industry in South Africa or Richards Bay for coal, he says, and he can’t wait for it to happen.

Another priority for SAOGA is skills development, he continues. “We cannot advertise South Africa as a hub for upstream production industry in the continent if we don’t have the relevant skills. We must encourage skills development, interactive development, intentional institutions and universities. And we must work with the industry to ensure that the people we train are able to get jobs, even at the apprenticeship level if not at permanent employment level, so that they immediately get the experience. Then as exploration takes off, discoveries are made around South Africa and the industry grows and grows in South Africa with discoveries around South Africa we can poise ourselves to be a real hub for the whole of southern Africa!”

It makes sense for a company operating off Tanzania or Mozambique to repair its vessels and FPSOs in nearby South Africa rather than in Singapore or Aberdeen, he points out. It is all there on their doorstep – the only thing that needs building is the skills base specifically related to the oil and gas industries. SAOGA pulls together the training institutions across South Africa and matches them up with its member companies: “For example we are running a programme right now for 20 students to be trained on our west coast and we got Chevron to give financial support to that venture. And we place the trainees with our members so that they get the hands-on experience to improve their learning and output. Take welding. In our industry that is a highly specialised skill – run of the mill welders won’t do. We see it as part of our remit to ensure that these high level engineering skills are provided as well as just the basic trade qualifications.”

South Africa is not really known yet for its oil and gas industry but its advantages are beginning to be realised. “We are not a Nigeria at this stage but even before the shale gas came on the scene we were already attracting interest.” His enthusiasm is based on realism,

he insists. The industry has a great future and SAOGA is one of the main driving forces.

What might slow things down? Well he is lobbying for greater certainty and transparency in legislation – this would really leverage the advantage of the IDZs. “If you are having even minor repairs done to high value equipment you still have to put down large sums in security even if you can claim it back later.” And some proposed changes to the Minerals and Petroleum Development Act worry him: it is important for companies considering doing business in South Africa to know precisely what the government’s percentage carried interest in exploration and production rights will amount to.

While Mthozami Xiphu is entirely behind the principle that the country needs to retain a fair share of the proceeds of its resources, especially for the benefit of its previously disadvantaged citizens, his members and potential members have the right to know in advance exactly what that share will be before they commit to invest. This legal and fiscal certainty will ensure South Africa’s attractiveness as an investment destination.

ntil as recently as 2010 it appeared that all southern African countries had to offer in terms of oil and gas were scattered pockets of natural gas off the coasts of South Africa and Mozambique.

The event that changed this perception was the discovery of a potential 500 trillion cubic feet of gas across South Africa and Mozambique, in addition to an estimated eleven billion barrels of oil in Namibia.

Founded in 1969 as both a shipping agency and clearing and forwarding company, Sturrock Shipping, was until its merger with Grindrod, one of the largest, privately owned shipping and logistics companies in South and East Africa. This type of infrastructure investment also bodes well for the country’s long term future in other areas linked to the oil and gas sector. “With the work that we have on-going

portion of our future growth will come from exports and thus we want to significantly grow this part of our business over the next three to five years. At the same time however we continue to ensure that as a company we continue to ensure that our business is correctly structured in terms of current legislation to drive growth in South Africa.”

“In the last several years the market around us has changed rather dramatically from being one in which the majority of products that we supply would be sourced from local manufacturers to one where anyone can source cheap goods from China,” Lipson continues.

“The development of LED lighting in the last three years has also been a source of real interest for us,” Lipson says. “Energy saving initiatives will play a big role in our business over the coming months and years and we believe that the single biggest growth area for us will be LED lighting, while we anticipate reaching its peak by no later than 2015. While it is reaching this peak we will be putting in a great deal of effort in the form of research and development to establish Waco as the leading player in this field of expertise.”

Since the start of July, Waco Industries has taken over responsibility for growing the retail market for electrical products on behalf of Bid Electrical. The company’s increased involvement in the retail side of

electrical distribution comes at a time when a consumer led boom continues to spread out across African countries.

“I believe,” Lipson concludes, “that consumer consumption is going to continue playing a big role when it comes to GDP growth in South Africa and we feel that this is steadily being replicated across the rest of Africa as well.

“Today, worldwide consumption and production are almost the same, between 10.5 million and 11 million tonnes per year, but the demand is growing very fast: China is consuming basically 30 to 35 per cent of global production already and is growing very fast, as are India, Brazil, Turkey and Nigeria. But these countries, especially

India and China, are not really suited to producing their own rubber crops, so that is a big opportunity for us in Ghana.”

So for the future, GREL’s focus is firmly on expansion. “By 2020 we will be tripling the size of our factory, which means that we will have the capacity to produce 50,000 to 60,000 tonnes per year, compared to 20,000 today, “ Barre said last year. As he predicted in 2012, an additional 4,000 hectares have since been added to the company’s own

holding, and in addition, “The Rubber Outgrower Plantations Project, of which we are the Technical Operators, will assist 4,000 farmers to plant 12,000 hectares. In 2013 alone, the target is to assist 2,000 farmers to plant 4,000 hectares.”

To cope with the anticipated increase in volume of the raw materials that will have to be processed, the expansion of the factory has been prioritised. Its capacity will grow

to 60,000 tonnes by 2018. Other investments such as housing, expansion of the factory buildings, new power generation plant, and the construction of warehousing are being carried out. The total cost of this will amount to about €6.5 million, he says. Nor have the ancillary services been neglected: “A new state-of-the-art laboratory to check the quality of our produce has been completed. Also we have trained four managers as industrial

engineers so they will be qualified to conduct periodic studies to enable us improve on our current procedures and processes. Also we have introduced the NR standard in our factory and training is taking place on the shop floor to improve productivity.”

Another important initiative has been to update the back office systems. “Out ICT platform has been upgraded, with all our remote sites hooked unto the head office network. A software program has been developed to enable us track our processes with great accuracy For example the remuneration system for rubber bought from farmers has been automated in such a way

that the speed of payment has improved: the target is to pay farmers within two hours from the time they drop the rubber at our factory.

A sales module has also been developed to enable us to better monitor and track the information supplied to our outgrowers.”

Working with partners like CTSL Africa, a Takoradi based company that is well versed in the implementation of large scale ICT and Integrated Security Solutions (ISS) projects to government, parastatal, corporate and NGO organisations throughout Africa, GSEL and its growers are today working on first-world level technology platforms.

GREL has signed an agreement with a social agricultural enterprise to use its premises as a learning centre for its rubber farmers in both animal and crop farming. This initiative will cost in the region of €80.000, he says.

And as well as providing high levels of direct employment, and helping a huge number of farmers to achieve long term financial security, it directly supports a number of social initiatives. The communities affected

by GREL’s activities have grouped together to form an association called ‘ACLANGO” (Association of Chiefs Land on which GREL
