The other issue is that society is not a cold machine but a living, breathing, changing creature. This creature, like the billions of people who make it up, needs both guidance and love.
Haranguing it or passing rules which you expect to be followed without question just won't get you anywhere.
This is why most dictatorships are bound to fail: because they are by and large based up fear and force of arms, and the people will simply reject this like your stomach rejects food poisoning: fast and all in one go.
