and Skills Conference in Kansas City, Missouri during the Week of Champions, June 20-27, 2012. They finished 7th out of 35 other high school welding fabrication teams from across the country. The welding fabrication competition consisted of two parts: a 100 question written test covering safety, and welding fabrication; and the hands-on portion. The following day, the fabrication team competed in their hands-on competition, a grueling schedule from 8am to 4pm. Since April, the team has spent approximately 30 hours designing a fire pit using Google Sketch-up, a free on-line design program. To prepare for Nationals, the team actually fabricated 3 fire pits as practice. Competitors Jordan, Ryan and Dakota participated in the orientation and passed the written exams for their specific competition. In addition to the national competi-

The next evening was the Official Opening Ceremony for SkillsUSA. After a grueling day of competition, everyone attended the SkillsUSA Nite at the Royals Stadium and watched the Kansas City Royals take on the Tampa Bay Rays.

La Mirada Resident Uses Music as Therapy After Brush With Death La Mirada resident Kenny Metcalf who “was at death’s doorstep” just a few short years ago, will headline at the Orange County Fair July 27th and the Los Angeles County Fair September 7th with his tribute band “Elton-The Early Years.” He is another of one of the many teen musicians in La Mirada from the 1960’s and 70’s that still play music in one form or another today. Metcalf’s family moved to La Mirada in 1964 from an area in Inglewood that was directly affected by the Watts riots that year a short time later.
The La Mirada City Council took the first official step on Tuesday to authorize a public vote on a measure that would hike the current local sales tax by one cent. With the passage of a resolution that authorizes county officials to place the matter on the November Presidential ballot, voters will be asked to help get the city back on solid financial ground. “La Mirada is facing a dire fiscal outlook, and this decision for a hike in our local sales tax of one cent is not taken lightly,” said Mayor Gabe Garcia. According to officials, the sales tax hike measure is considered to be a fiscal life line for a city that has been besieged with the recent elimination of its redevelopment agencies by the State of California.

Hospital, in cooperation with the City of Cerritos' Community Safety and Community Participation Divisions. In addition to vaccination fees, each patron will be charged a $2 biohazard disposal fee. Rabies shots for dogs and cats will be available for $9 and canine bordetella (kennel cough) shots will be $16 each. Canine coronavirus vaccines will be offered for $13 and Lyme disease vaccines will be $22. DHLPP shots, also known as the "6-in-1" vaccine that protects dogs from distemper, hepatitis, leptospirosis, parainfluenza and parvovirus, will be available for $18. The comparable "4-in-1" (FVRCP) shot for cats will be offered for $17. Feline bordetella shots will be $22 and feline coronavirus shots will be $19. Checks for vaccines should be made payable to the City of Cerritos. A driver's license number and expiration date are required on all checks. Returned checks are subject to a $10 service fee. AVID microchipping will also be available for $25. In addition to an annual rabies shot, dogs four months and older are required by law to have a license. Dog licenses will be sold to Cerritos, Long Beach, Los Alamitos, Seal Beach and Signal Hill residents at the clinic. Dog license fees for Cerritos residents are $20, or $10 for dogs that are spayed or neutered (a certificate is required to receive the discount). Seniors ages 60 and over may purchase up to three halfprice licenses per household for dogs that are spayed or neutered. To obtain a license, dog owners must show a copy of a current rabies certificate, valid for 12 months, and a sterility certificate if the dog is spayed or neutered. Checks for dog licenses should be made payable to Long Beach Animal Care Services. During the clinic, pet owners must keep their dogs on leashes, and cats must be kept in pet carriers. July 2, 2012 - July 8, 2012 Other Structure Burglary: Three burglaries were reported last week. A burglary to a business was reported on the 15700 block of Imperial Hwy. No items were stolen from the location. A burglary to a gym locker was reported on the 13300 block of Beach Blvd. A purse containing various items was stolen. A bicycle was reported stolen from an unlocked garage on the 15400 block of Oakbury Dr. Vehicle Burglary: Two vehicle burglaries and one attempted burglary were reported last week. A window smash burglary was reported on the 14900 block of Imperial Hwy. Various items were stolen from the vehicle. A car stereo and various vehicle parts were stolen in a burglary on the 14900 block of Gagely Dr. An attempted burglary was reported on the 13800 block of La Mirada Blvd. Grand Theft: A grand theft was reported on the 13100 block of Ocaso Ave. The incident is currently under investigation. Grand Theft Vehicle: Four grand grand theft vehicles were reported last week. July 9-15, 2012 Part I felony cases reported to the Cerritos Sheriff’s Station last week totaled 19, down from 27 the previous week. While robberies, residential and commercial burglaries increased, vehicle burglaries and vehicle thefts declined. Field deputies handled 250 calls for service, which is down from 281 the week before. The current 2012 weekly average in calls for service is 267 After no reported robberies in the past two summaries, one was recorded last week. A male and female suspect entered a residence in the 16700 block of Cedarwood Circle on Thursday July 12 at 6:15 p.m. and took a laptop computer from a juvenile victim. Residential burglaries increased from one to two last week. An open

Vehicle burglaries decreased from nine to seven last week. High-volume commercial parking lots were involved in four cases last week. SUVs were targeted in four. Purses, ID, wallets, credit cards, sunglasses and MP3 players were missing. The 2012 weekly average in vehicle burglaries is 7.6. Visible property inside of the passenger compartment of your vehicle is all the potential thief needs to see to break your window and steal your property. The best way to avoid this is to secure the property or take it with you. Vehicle thefts were down again from four to two last week. One incident occurred in a parking lot. An SUV and a Datsun were stolen. The new 2012 weekly average in vehicle thefts is now 3.4. Add protection to your vehicle. A steering wheel locking device forces the thief to work harder, which usually results in locating an easier vehicle to steal. This is crucial if you own a Honda or Toyota product made in the late 80’s through 2000, but those are not the only vehicles we see taken. entral Basin Municipal Water District is offering a number of incentive programs to help Artesians save money on purchasing equipment that will help Southern California conserve water. Depending on your wter company, you could save as much as $170 toward a high-efficiency washer. Other equipment available through this program are rotating nozzles for hoses, pop-up spray heads, high-efficiency toilets, and weather-based irrigation controllers for less than one acre. These types of equipment may have received some flak in the past, but they are getting more sophisticated as the years go by. By far, their biggest impact are on saving on your water bill, and the collective environmental impact as more and more people begin using these types of items. hose with Time Warner or Verizon Fios will be pleased to know that there is new programming on the city’s public access channel, which is operated by the nonprofit Radio Television Artesia. The channel is Time Warner Channel 36. Showtimes are at 7 p.m. every Thursday. Artesia’s City Council decided on March 12 to start this weekly broadcast, which is called “Artesia 2012: A Year of Opportunities”. Shows are on a wide range of subjects, including graffiti, pet safety and adoptions, emergency preparedness, and even the aesthetics and maintenance of trees on a city landscape. Additionally, the show includes interesting interviews, and even highlights businesses within the City. his year, Artesia is participating in the America in Bloom program, which is a national program that judges cities based on their floral displays, landscaped areas, urban forestry, environmental efforts, heritage preservation, and the overall impression left on the judges. The judges were here on the weekend of July 5th. Evelyn Alemanni, one of the America in Bloom judges, said she was amazed by the amount of work Artesia has done toward greening its community, and found especially moving the partnerships between the City, local volunteer organizations like Artesia in Action, and with the school district. The judges were also very impressed by the nature gardens at Niemes Elementary. Participation in the America in
Bloom program benefits the community because it gives Artesia a chance to document everything that it has done over the last few years to make a more verdant city. In return, America in Bloom judges provide a report to the community, with suggestions on how it can improve. “We’re a built up urban community,” said Mayor John P. Lyon, “but we’ve done a lot that we can be proud of and showcase. I think we’re ready for this program.” The City last participated in 2008, and since then the community has developed enough “green” projects, and has come to understand just what needs to be done in order to do well in the America in Bloom awards symposium later this year in Fayetteville, Arkansas.
Old Fire Station 30 Dedicated After Renovation

ld Fire Station 30 has been renovated, thanks to Artesian John P. Lyon and the works of others. It was dedicated on June 2. Old Station #30 is maintained and operated by the Artesia Historical Society and occupies the building formerly used by the Los Angeles County Fire Department. The LACFD provided fire protection to Artesia and the surrounding area from this facility. On display in the museum is a 1941 fully restored Fire Engine

ccording to a recent community survey, residents of Artesia want to protect and maintain their local community services, placing a high degree of importance on protecting public safety services and street maintenance. Residents also indicated support for local revenue generation that would serve as a protected, reliable source of revenue for local needs that cannot be taken by the State. The survey was conducted March 14 through March 26 by opinion research firm Godbe Research with 183 residents across the community. The City of Artesia commissioned the survey to evaluate the Artesia community’s views related to the City’s fiscal challenges, general City services, and attitudes toward potential local funding measures. Maintaining crime, drugs and gang prevention programs was the top priority at 73 percent, as was maintaining 9-1-1 police response times (72 percent) and maintaining neighborhood police patrols (69 percent). Fixing potholes and maintaining and repairing neighborhood streets and roads both scored 70 percent. 69 percent of Artesia residents also valued and wanted to maintain the City’s efforts to remove blight by preventing dumping and discarding of waste, debris, furnishings and appliances on public streets. “With Artesia facing so many difficult budget decisions due to State takeaways and declined revenue, it was important to have community feedback on what our service priorities must be,” stated City Manager Maria Dadian. “It is clear from the survey that we must find ways to enhance local control over revenue sources in order to maintain current levels of public safety and police services, including neighborhood patrols, and crime and gang prevention programs.” The City Council received the results of the community survey at the City Council meeting on Monday, May 14.
Public Services Center Opens on Artesia’s Birthday

rtesia’s brand new Public Services Center opened on the anniversary of the City’s incorporation, May 29. The Public Services Center is the hub of the City’s business license, code enforcement, and Public Works operations. The facility is located near the cross-streets of Artesia Blvd. and Corby Ave. As the central headquarters for the City’s Public Works Department, maintenance trucks and equipment are being stored there to assist Public Works employees in fixing streets, trimming vines, maintaining public right-of-ways (i.e. sidewalks), removing graffiti, and all the tasks which Public Works handles for residents and businesses. Funds for the construction of the new yard are paid for with redevelopment funds, and this is one of the city’s last redevelopment projects.

What did this have to do with the union?” “That’s a good question,” I said. Not to be denied, VAL LYNDER continued. “For that matter when District officials arrived on the campus why was the Union President with them? And why did the superintendent (Smuts) tell members (parents) of the PTA the teacher was no longer living in Long Beach but had moved to northern California when he knew he hadn’t moved.” “Maybe Smuts was trying to reassure the parents it was safe for their children to attend school,” I interjected. “It looks to me Smuts cared less about the children and teachers’ safety then the reputation of ABC,” she snapped back. “There are a lot of unanswered ques-
tions,” I said. Before she could respond I continued, “for instance the Superior Court ruled the evidence used questioning the principal’s qualifications to hold her job was fabricated and not true. The court also questioned if the principal’s demotion had to do with her refusing to keep quiet about the incident and reporting it to the police.” “I saw the videos of the district officials depositions” said VAL LYNDER, “a district official admitted the principal was demoted because she had not followed orders and reported the incident to the police. “She was correct in her action,” I said. “Protecting her staff and students comes with the job of being principal.” VAL LYNDER rose from her chair to leave.” It’s almost like there are two school districts,” she asserted, while slowly raising her umbrella. “A public district and a private district.” Before I could respond she raised her umbrella and brought it down on my desk. “VAL LYNDER,” I said, “I wish you wouldn‘t do that.”

As this past year was once again economically challenging for cities across the nation, development of this year’s budget was especially difficult as the State of California dissolved California Redevelopment Agencies on February 1 as part of efforts to balance the state budget. For fiscal year 2011-2012, this resulted in a loss of more than $35.5 million to the City. The City's operating budget of more than $86 million, excluding capital projects, reflects a 3.02 percent decrease from the prior year. I’d like to highlight a few of the planned capital projects that will enhance our community. Our residents love the variety of recreation options in the City, and this year’s budget allows for improvements to various recreation facilities. Playgrounds in Cerritos will be improved in the coming year. The City will spend $25,000 on playground equipment replacement and $60,000 to replace playground sand with Americans with Disabilities Act (ADA) compliant materials at various neighborhood parks. In addition, $50,000 will be spent on new play-
ground equipment at Liberty Park. Cerritos Park East will receive a $287,000 remodel which includes the renovation of restrooms and the rehabilitation of the community rooms. Pavement rehabilitation at Cerritos Iron-Wood Nine Golf Course, the Cer Cerritos Olympic Swim & Fitness Center and three community centers will cost $110,000. The Cerritos Library is always a popular destination, and we are excited that $300,000 will be spent to remodel the Library Multimedia area into a Teen Zone with additional computer and study areas. The City will continue making a significant investment in maintaining streets during the new fiscal year. A $982,500 project involves the resurfacing of 183rd Street from Gridley Road to Palo Verde Avenue. A $350,000 project includes street furniture and landscaping enhancements along Studebaker Road from South Street to Artesia Boulevard and a new freeway sign for the Cerritos Auto Square. Cerritos Parking Citations Increased
he fines for designated parking prohibitions and restrictions were increased to $26 effective July 1. Greg Berg, Director of Community and Safety Services, said the increase will allow the City to recover most of the costs associated with issuing each citation. He said the State of California levies a total of $12.50 in fees and assessments for each citation. The State's assessments include: Courthouse Construction ($2.50); Criminal Justice Facility ($2.50); ICNF Court Construction ($3); Court Construction ($1.50); and the Trial Court Trust Fund ($3). The City also pays a citation processing fee of $1.48. The City's labor cost for processing each citation is approximately $13.60.

California Becomes a State

I
n Part One of this series I shared information about the Spanish Territorial period of California and the vast Rancho Los Nietos that encompassed 167,000 acres in an area that came to be known as the Los Nietos Valley. The territory covered all the area between the Santa Ana River, the San Gabriel River, Mission San Gabriel Arcángel and the Pacific Ocean. During this period Alta California was under the control of Spain, but with the victory by Mexico in the Mexican War of Independence in 1821, European power ended. Under Mexican control ranching and trade increased. In 1834 Rancho Los Nietos was split into six much smaller ranchos by Manuel Nieto heirs. Alta California experienced rapid change after the Rancho Los Nietos split. By the mid-1840s, about 1,300 American citizens and a very mixed group of about 500 Europeans, scattered mostly from Monterey to Sacramento, dominated trading while the “Californios” (i.e., one of the original Spanish colonists of California or their descendants) dominated ranching in the south. It was suggested in 1842 by the American minister in Mexico that Mexico might be willing to cede California to the US to settle debts, emphasizing that California was “the richest, the most beautiful and the healthiest country in the world,” and of much greater value than other areas of the Southwest. The annexation of Texas by the US in 1845 prompted the dispatch of American forces to California. The US declared war on Mexico on May 13, 1846 and the Mexican-American War raged from 1846 to 1848. The conflict was settled in Feb. 1848 with the Treaty of Guadalupe Hidalgo, which yielded a vast portion of the Southwest, including present day California to the US. A huge change to the California environment resulted when gold was discovered in the American River near Sacramento on Jan. 24, 1848. The influx of gold seekers was incredible! Over 300,000 “49ers” rushed to California in search of their fortune. Though
most were from the eastern states of the US, there were also many from Latin America, Europe, Australia and China, expanding the roots of our state’s rich ethnic diversity. Today students attending nearby California State University at Long Beach are known as “49ers.” In 1849 Californian’s also sought statehood to meet the need for a civil government with the growing population. California became the 31st state when it joined the union on Sept. 9, 1850. The effects of the Gold Rush and statehood on California were very dramatic. San Francisco grew from a small town of 200 residents in 1846 to a boomtown of about 36,000 people by 1852. Roads, churches, schools and other towns were built throughout California along with the expansion of agriculture and ranching to meet the needs of the settlers. During the years 1862 to 1864, California suffered a severe drought which killed cattle by the thousands and was a financial disaster for the large ranchos. As a result much of the land was divided and sold off for farming. In the Los Nietos Valley, towns sprung up including Alamitos and Willmore City (now included in Long Beach), Downey, Pico and Rivera (now combined as Pico Rivera), Whittier, La Mirada, Norwalk, Artesia, and Clearwater and Hynes (now combined as Paramount). Their development was spurred by the growth in agriculture needed to feed the growing population. Alamitos now incorporating the eastern sections of Long Beach was built near Rancho Los Alamitos, the largest cattle ranch of the period in California. Willmore City was envisioned as a farming community, but it too became engulfed in present day Long Beach. La Mirada, Downey and Whittier developed as vast citrus ranches, which set in motion what became one of the state's biggest cash crops. Pico Rivera, consisted of the two small communities Pico (named for Pio Pico the last Mexican Governor of California) and Rivera, along
with Norwalk, Artesia and Paramount were rich farming regions. Artesia was particularly well suited for farming with its numerous artesian wells. In 1868, Abel Sterns a large rancho landowner was trying to recover from the Great Drought and started dividing much of his land to be sold for farming. Daniel Gridley took advantage of that opportunity and purchased 1,600 acres in 1869 in what was to become Artesia. The Gridley name is familiar today in Cerritos as a widely used street. To service the children of the village of Artesia and of nearby farm families the first school was established and became known as the Artesia School District on May 3, 1875. The school welcomed students from the town and a large rural area that today includes all of the cities of Artesia and Cerritos, and parts of Bellflower,

Continued from page 1 “Throughout its history, the City has lived within its means by operating efficiently, and routinely adopted balanced budgets without many of the funding sources typically used by other municipalities,” said City Manager Tom Robinson. “La Mirada has also made significant use of contracting with private businesses and other government agencies to provide services more cost effectively. However, the Recession and State’s take of local funds in recent years have significantly impacted La Mirada,” Robinson said. The State’s elimination of redevelopment agencies has resulted in significant consequences for La Mirada including severe impacts to the City’s General Fund and efforts to create jobs, repair infrastructure, eliminate blight, develop affordable housing, and stimulate economic development. While recent amendments have been made to redevelopment law, La Mirada’s General Fund could lose as much as $58 million from the State’s actions, with the City’s loan to the former Redevelopment Agency comprising about half this amount. Additionally, $2.5 million in annual interest and service agreement payments to the City’s General Fund were erased by the State’s actions. The City’s traditional revenue streams of sales, property, business license, and hotel users’ taxes and other funding sources were reduced to a level insufficient to maintain the programs,

services, and capital improvement projects normally provided by the City. La Mirada officials have consistently worked to reduce its expenditures in recent years, according to Robinson. The veteran city manager said that $7,233,672 in expenditures have been erased since 2009, and an additional $2,069,792 in cuts and revenue enhancements has been included in the new 2012-13 Budget. Additionally, the number of fulltime City employees has been reduced from 97 to 71, which is a reduction of 27 percent. The number of hourly employees has been reduced by a similar amount. The State’s actions eliminating redevelopment agencies and the lingering effects of the recession combined to cause the La Mirada City Council to unanimously declare fiscal emergency back on February 14. Robinson pointed out that the declaration of the fiscal emergency stated that anticipated revenue growth and recent cuts may not be enough to prevent deeper and more severe cuts to essential services. “It is very clear; we can talk about priorities down the road. It has been a hard press decision and there is no good time for a sales tax increase, but now is the time for all of the residents and voters of La Mirada to get behind this proposal,” Mayor Garcia said. To make matters worse, recent engineering studies have determined that La Mirada’s infrastructure is in need of major repairs and replacement. “The City recently concluded an Infrastructure Needs Assessment, which rated the condition of the City’s major infrastructure items and provided updated cost estimates to replace these items,”

said Jeff Boynton, Assistant to the City Manager.Robinson stressed that La Mirada streets, storm drains, traffic signals, ADA ramps, curbs, gutters and sidewalks, playground equipment and City facilities are all in the need of repair or replacement that which could cost some $67,250,193. On top of that figure, an additional $126,932,899 has been identified as being required to fund projects considered “wants” in the community, such as replacing privately owned deteriorated block walls and undergrounding utilities along major thoroughfares. Also at the meeting, city officials said that they had conducted a telephone survey of 400 local voters about their opinions of the tax hike, and determined that 58 percent of those polled said that they were in favor of the one cent tax hike. “Local revenue measures have been approved by voters in many California cities to fund necessary services and infrastructure maintenance,” Robinson said. “La Mirada has been fortunate to operate without a local revenue enhancement throughout its history. However, continued State takes of local funds, the significant decline in key revenues caused by the Great Recession, and the need to improve an aging infrastructure have combined to create the real need for a local revenue measure,” he stated in his report to the city council. If approved by the voters, the tax would become operative on April 1, 2013, and would expire on five years later in 2018. Vice Mayor Steve DeRuse said “there were a lot of questions and concerns about placing this tax measure on
the ballot, but the survey that was conducted goes a long way to making my decision in favor of it.” The city council will finalize the ballot measure at their next city council meeting. A committee of no more than five residents of La Mirada will be charged to review and report on the revenue and expenditure of funds from the transactions and use tax if the measure is approved by voters in November.

In that same talent show there was a band called Robert Sweet and the Firestorm Band. This band went on to become Stryper, the well-known heavy metal Christian band. Kenny toured as the original keyboardist for them in 1985-86. Before they embarked on their world tour, he says he left the group to

It was a small town, everybody knew everybody, and it was full of kids.” He decided he wanted to play music when he saw the Beatles on TV and chose the drums. He grew up taking music lessons at the La Mirada Mall and other places, and was in the Los Coyotes Intermediate School Band. But it was his freshmen year in 1973 at La Mirada High School that would determine his musical path and when the Elton “bug” first hit him. “A guy walks into the drama room, his name was Marty Adams, who was a junior, and he started playing Benny and the Jets which was number one on the charts at that time. Then all the girls in the room gathered around him. I turned to a friend and told him I’ve never had that effect on a girl playing drums. So, since my Mom had just bought a piano, I went home and taught myself to play.After 10 years, I gave up playing drums and started jamming with other guys I had met in La Mirada.” Metcalf is part of a long list of local La Mirada teen musicians that performed back then including: Mark Servi, Mike Ferlita, Joe Caruso, Don Brennan, Anthony Cortez, Joe Allesandro, Steve Gage, Mark Cortez and others. Brennan is performing at this year’s La Mirada Blog Fest August 18th at Regional Park. In 1977, Kenny assembled a band called Amulet and entered the band in the first talent contest at the newly opened La Mirada Civic Auditorium and has a funny story to tell, “Our band got mispronounced at the show, they called it The Kenny Metcalf Band, and the other guys got real mad at me at the time.”

Amulet, which featured Metcalf, Servi, Ferlita, and Allesandro played again at the La Mirada Theatre in 1978 in front of a packed house of 1200 people and they were featured in an article in the La Mirada Lamplighter newspaper. Metcalf married his wife Evelyn in 1980 and they have resided in La Mirada for the past seven years after raising two children Desiree and Sharlene. Evelyn was his junior high school sweetheart. In the subsequent years, while raising his family, he honed his craft in the recording studio with Ferlita-who was now a chiropractor but still dabbled in music-which led to gigs engineering music. He worked with Leon Patillo (singer for Santana) and he recorded the voice tracks at his home studio for contemporary Christian singer Bryan Duncan’s last album. Around 2005, he contracted the rare, hard to control disease Pemphigus Vulgaris which is an autoimmune disease that he says, “took him to death’s door.” The disease produces blisters and lesions, “It was in my mouth, in my throat, inside and out of me. I was literally bleeding to death.” Although he is recovering now, the disease is still very difficult to control. The doctors call him a miracle because they have not found a cure for the disease and they can’t explain his turnaround from it. Around 2008, unable to work anymore because of the disease, he was inspired by others to start the Elton John tribute band. People told him he sounded like Elton so he decided to go for it. This was right around the same time

that tribute bands were really taking off and beginning to play at major venues. “It’s an outlet. Music has always been therapeutic in my life. I was bedridden for three years, and now that I am doing this, it’s just a blast.” They spent around 12-14 months putting the show together and debuted at a Hermosa Beach festival three summers ago. “The Early Years” are Kenny as Elton John, Mark Servi is lead guitarist as Davey Johnstone, Isaac Johnson is second lead guitarist as Caleb Quaye, Bobby HQ Storm is the bass player as Dee Murray and Michael Thompson is the drummer as Nigel Olsson. His daughter Sharlene, who also is a backup singer, manages and owns the group, “She runs the band. LCCN has obtained documentation this week in the form of an internal emails authored by Bell City Manager Doug Willmore that confirm that the accounting that the audits for 2009-2010 are “expected to be done in the next 30 days” by the accounting firm of Macias Gini & O’Connell. “The financial and accounting irregularities that they have encountered have been massive and much larger than anyone could have expected. The backup data needed to perform a complete and thorough audit has been missing, misfiled, or misplaced,” Willmore told members of the Bell City Council this week in an internal email that was obtained by Los Cerritos Community Newspaper. Sandi Gibbons, spokeswoman for the Los Angeles County District Attorney’s Office confirmed to LCCN on Wednesday that their office “was aware of it” but stressed that the DA has not received anything officials from city officials in Bell about the new found possible impropriates. “Some of the items (in the audit) were presented to the County Grand Jury in the past,” Gibbons said. She also pointed out that a new Grand Jury is impaneled every six weeks and that if there is new evidence of a crime that comes from the audit that a new case could be prepared and presented. he NWC, a reading club, was founded in September of 1922 by the local librarian, Madeline Enman Thomas. She not only convinced the ladies to band together but to purchase a set of encyclopedias for the library. Madeline was the first Club President and liked it so well she returned to serve again as President on the Club's 50th year. For twelve years these women worked and prospered until 1934 they were on a high and were untouchable. This is the year they figured they had a permanent meeting place so why not join the California State Federation? That went well, so well that in 1950 they voted to the Federation, GFWC in Washington, DC. Still not satisfied, in 1956 these small clubs in LA County, 13 to be exact, including Catalina, banded together and formed the Los Cerritos District. If you do the figuring, you will see that this wonderful, hard working, band of generous women, have remained faithful to their chosen charities and this year the NWC Club will have the honor of celebrating their 90th birthday. n the past, if was the latter part of July, Bob Medina and his Artesia Punishers 18-Under or 18-Gold travel ball teams would be going through their final checklists, packing their suitcases and getting ready to go to the Midwest, South or Southeast to compete for an Amateur Softball Association ‘A’ Girls Fastpitch National Championship. But recently, he has opted for more cost effective ways to stay closer to home while at the same time, get his players noticed by college coaches. In fact, his Gold team has ventured out of California twice this summer and will be participating in the Southern California ASA Women’s Fastpitch State Tournament on Saturday and Sunday in Corona. After that, its season will come to an end. But it’s been a season of accomplishments as players have already signed to various colleges and the team recently captured the championship of the Pikes Peak Bracket of the Triple Crown Sports Colorado Sparkler Tournament earlier this month. “We’ve accomplished all of our goals and going out there and playing hard,”

Medina said. “We have some really nice scholarships for some of the girls. Our whole focus for this whole year was scholarships, scholarships, scholarships. We only have three kids left [to be signed] and one joined our team a month ago. Everything is really working as best as they can be. I think we’re really happy with it.” The championship was the first since 2007 when Medina fielded an all-star caliber team which won the ASA ‘A’ National Championship in College Station, TX. Before that, Medina had won a pair of state championships. Since then, Medina has taken his teams to Moline, IL and Hemet for the ASA Nationals. Last summer, his team participated in the Southern California Women’s Fastpitch State Tournament for the first time. “The championship was nice,” Medina said of winning in Colorado. “Unfortunately I couldn’t make it, but the kids were in good spirits and the coaches were in good spirits. With the talented players that we have, and we have a lot of talent, you can go out there and coach that team. “It was the first time we were on the road,” he added. “We try to keep all of the funds down, so we don’t go on the road much and we’re not going to chase an ASA berth because you’re going to be in Ten-
nessee or Illinois. While that goal will always remain, Medina feels it’s just as important, if not more important, for girls to get noticed and signed to colleges. Early in June, a pair of Cerritos High teammates-Heather Cameron and Jennifer Iseri-verbally signed to play at the University of Hawai’i while the team was participating in the Junior Olympic Showcase in Las Vegas. Other than the trips to Colorado and Las Vegas, the Punishers have stayed in Southern California and have been a part of the Premier Girls Fastpitch showcases. But his team isn’t the only one enjoying success. The Punishers have a 16-Under team coached by Higinio Valdez that will be playing in the ASA ‘A’ Western National Championships in Kaysville, UT from July 30-Aug. 4. Sereena Ortiz (Charter Oak), who recently joined the team, pitched an outstanding game, allowing just two hits and the one run, which was unearned. “We had trouble getting used to the pitching,” Parten said. “We came from a slow pitcher yesterday, met a fast one in the first game [today] and a super slow one in the second game. We just had to adjust.” Immediately after that victory, the Punishers were leading the (Peoria) AZ Hotshots 1-0 until the seventh inning before pushing across three runs and coming away with a 4-0 win. Catcher Aryka Chavez (Bakersfield Stockdale High School) reached on an infield single and went to second on a throwing error to lead off the top of the fourth. After moving to third on a ground out, Chavez came home on a fielder’s choice from Parten. With one out in the top of the seventh, left fielder Serena Perez (Bakersfield Stockdale High School) singled and stole second. Following a strikeout, Portillo sin-
gled to put runners at the corners. That set the stage for first baseman Lizette Reveles (Santa Fe High School), who doubled to the center field fence. Chavez then brought her home with a base hit to left. Autumn Gidley (Lakewood High School) worked the first five plus innings, scattering four hits and never facing more than four batters in any inning. Megan Narvaez (War (Warren High School) finished the last two innings of one-hit ball. Only one Hotshots player got to third base. “Our pitchers have come leaps and bounds from the beginning of the season,” Tommy Parten said. “They work hard and they throw at least four or five times a week. We have a regiment of practices that they have to adhere to and they have to earn their spot. Nobody’s spot on this team is locked down. WEST SIDE STORY DAZZLES AT THE CHANCE THEATER

f you like to be “right in the action” of a great musical or play, then West Side Story at the intimate Chance theater is the show for you. Patrons sit on each side of the “New York Alley”, which is about forty feet long by ten feet wide, three rows on each side, with a clear view of all the cast members. If you are in the front row, as I was, the dancer/actors come close enough to touch you. Did I forget to mention the musical adaptation is great too? Well it is. With ter terrific musical direction by Robyn Wallace (Rooms: A Rock Romance), deft choreography by Kelly Todd (Jerry Springer: The Opera) and superb direction by Chance Theater’s Artistic Director Oanh Nguyen, the musical takes a fresh, contemporary look at this timeless exploration of ethnic tensions and youthful passion, giving new impact and energy to the story. Imagine sitting in the theater watching the opening “Prologue”; a primer as Jets and Sharks square off in a preview of the Act One closer, The Rumble. The Dance At The Gym was incredible; I really thought one of the dancers was going to slam into me, but their partner immediately snapped them back. This part of Act One was one of the best of the musical with the climax of Tony (Keaton Williams) and Maria (Gina Velez) meeting in the middle. Next up was

Weekes’ team, known as the Artesia Punishers 98, went 3-1 in its pool play games this past Tuesday and Wednesday while Parten’s team, the Artesia Punishers 97, split its four pool play games. Both teams began the double elimination playoffs on July 19. And, Mike Freeman’s 12-Under team will be one of 40 teams in the PGF National Championships to be played in Fountain Valley and Huntington Beach next week. In just the third year of existence of the PGF, this is the first time that the 12-U age group will be playing for a championship. Of the 40 teams, all but five are from California. “It’s exciting for that team,” Medina said. “They put together a lot of kids who were sitting on the benches and the training was just phenomenal. I think they’re a contender and they’re going to open a lot of eyes. They’ve been beating a lot of older teams. It’s an honor to have them in there.” “The younger teams in our organization…we’re trying to have them focus and compete with the good competition,” Medina added. “Competing constantly at a younger age is going get them prepared for what they want to do and most of the colleges are looking for that. We require everybody to join those Nationals. That’s their goal, just like ours was when we first came out. When we first came out, there were just two teams, and one was mine.” While the PGF has been a Southland staple in its brief existence, the ASA ‘A’ will have National Championship tournaments in Moline, IL, Sioux Falls, SD, Montgomery, AL, Johnson City, TN and Oklahoma City later this month. Next year, the 12-U Nationals will be in Bowling Green, KY, the 14s in Chattanooga, TN, the 16s in Sunnyvale, CA, the 18s in Sterling, VA and the Gold teams will play in Clearwater, FL. The ASA Western Nationals will take place anywhere from San Diego to Medford, OR. “I think more of my time is spent on guiding the other teams in the right direction,” Medina said. “If you make [my] team, I believe it’s an honor because 99 percent, you’re going to get a scholarship or you’re going to get some good looks. The rest is up to you. By them competing at the younger age, those are the kids who are going to achieve that goal no matter what. “Our younger groups are getting very, very strong right now,” he continued. “They’re beating a lot of really good teams now. Before, the reputation was there with winning Nationals, Western Nationals and state a couple of times. But the younger ones are holding their own now and they’re really winning some tournaments.

pollo 11 was the spaceflight which landed the first humans, Americans Neil Armstrong and Buzz Aldrin, on the Moon 43 years on July 20, 1969, at 20:18 UTC. Armstrong became the first to step onto the lunar surface 6 hours later on July 21 at 02:56 UTC. A third member of the mission, Michael Collins, remained alone in lunar orbit until they returned from the surface about 15 hours later. All 3 returned to Earth safely after travelling in space for 8 days. Launched by a Saturn V rocket from Kennedy Space Center in Merritt Island, Florida on July 16, Apollo 11 was the fifth manned mission of NASA's Apollo program. The Apollo spacecraft had three parts: a Command Module with a cabin for the three astronauts which was the only part which landed back on Earth; a Service Module containing propulsion, electrical power, oxygen and water; and a Lunar Module for landing on the Moon. After being sent to the Moon by the Saturn V's upper stage, the astronauts separated the spacecraft from it and travelled for three days until they entered into lunar orbit. Armstrong and Aldrin then moved into the Lunar Module and landed in the Sea of Tranquility. They stayed a total of about 21½ hours on the lunar surface, including about 2½ hours outside the spacecraft. After lifting off in the upper part of the Lunar Module and rejoining Collins in the Command Module, they returned to Earth and landed in the Pacific Ocean on July 24. Broadcast on live TV to a world-wide audience, Armstrong stepped onto the lunar surface and described the event as "one small step for [a] man, one giant leap for mankind." Apollo 11 effectively ended the Space Race and fulfilled a national goal proposed in 1961 by the late U.S. President John F. Kennedy in a speech before the United States Congress, "before this decade is out, of landing a man on the Moon and returning him safely to the Earth."
