Message from the Chair

Stephen Clarke Chair, OSU General Faculty It is my honor to represent OSU faculty as Chair of the Faculty Council for the 2015-2016 academic year. Over the last several years, previous council officers have worked diligently to promote greater transparency and to facilitate better communication between faculty and the administration. As a result of these efforts by my predecessors, the OSU Faculty Council is actively engaged with members of the administration to share our vision for the future of OSU through shared leadership and to develop and implement policies that are critical to the success of our land-grant mission. These are interesting times in higher education. Educational technologies are transforming the educational experience and require that faculty adapt their approaches to best meet the learning needs of our students. We are reaching more and more students through online courses and degree programs, yet recent events at other institutions cause us to examine course rigor while simultaneously allowing faculty academic freedom to perform their educational responsibilities. Faculty may even be stereotypically portrayed as dispensable to the educational experience. Even tenure is being questioned for its viability in our constantly evolving academic universe. We must be proactive in adapting to these challenges and demonstrate the critical role that faculty play not only in providing and excellent education, but also in providing a path forward through shared leadership in generating solutions to solve complex problems. It is my commitment to represent faculty interests and concerns to the administration. Please feel free to contact me with your questions or concerns by email, by phone, or just swinging by the office. Whether these issues are related to academic freedom, student success, salary compression, or even benefits provided to faculty, we will work with the standing committees to examine the issues and, if necessary, propose recommendations. During my time on council over the last few years, the one thing that has remained a constant is the need for open and honest communication. Indeed, we are fortunate to have leaders in the administration that recognize the importance of this transparency and how improved communication often leads to better and more meaningful solutions. By working together, we can ensure that OSU continues to serve the state of Oklahoma through instructional excellence, conducting nationally acclaimed research, presenting exhibits and other scholarly works, and engaging with communities to provide science-based programs to help individuals address local issues. The Faculty Council Charge The General Faculty organization and the Faculty Council of the Oklahoma State University came into existence in 1953 when a Charter of Organization, prepared by a faculty committee, was approved by the faculty, the president, and the Board of Regents. In the Charter, the General Faculty is charged with the responsibility for making advisory recommendations regarding policies and procedures in the following areas: •

Academic matters, including admissions, curricula, standards, degree programs, the library, and schedules.

Faculty concerns, including budgeting, faculty and administrative appointments, salaries, fringe benefits, promotion, tenure, and retirement.

Student affairs, such as regulations, discipline, intercollegiate athletics, counseling, advisement, extracurricular activities, safety, health, and welfare.

Long-range planning relevant to the goals, development, and growth of the university, building programs, and the allocation of resources.

To represent the faculty in carrying out these charges, a Faculty Council was organized as directed in the Charter. To the Faculty Council, the General Faculty has delegated the responsibility for investigating areas of concern, formulating recommendations on changes in policies and procedures, and forwarding them to the administration of the university. The Faculty Council initiates studies on any matter it believes to be of importance to the General Faculty, and it considers matters referred to it by any faculty member or University administrator.

Structure Under the Revised Charter (2005), the Chair of the OSU General Faculty is the presiding officer of the Faculty Council and at all special meetings. A chair, vice-chair, secretary and past chair, who function as officers of both the General Faculty and the Faculty Council, are elected by a vote of the entire faculty. The vice-chair is elected each year and automatically assumes the office of chair the following year. There are 27 councilors, each elected for a three-year term and not immediately eligible for re-election, except that a Councilor appointed or elected to fill a vacancy may be subsequently elected for a regular threeyear term. Areas represented are as follows: one each from the technical branches at Oklahoma City and Okmulgee, one from OSU-Tulsa, one from the OSU Center for Health Sciences in Tulsa, one from the Library, and one Multicultural representative. The remaining 21 positions shall be allocated to the OSU Center for Veterinary Health Sciences and the undergraduate colleges in a representative manner based on the number of faculty with a minimum of one seat per college. The Faculty Council meets on the second Tuesday of each month (except June and July). It follows an agenda prepared by its Executive Committee. That committee is composed of the chairs of the standing committees and the elected officers; the Executive Committee meets monthly to discuss and coordinate Council work. The structure of the Council stresses committee effort. Eleven standing committees cover different areas of responsibility, and each reports at the regular meetings. The standing committees are: 1) Academic Standards and Policies; 2) Athletics; 3) Budget; 4) Campus Facilities, Safety, and Security; 5) Diversity; 6)

The Rules and Procedures Committee, because of its special responsibilities, is composed entirely of Faculty Council members. The other nine committees include councilors, general faculty, and Emeriti faculty; in addition, four of the committees include student members. The chair of each committee is a Faculty Council member. The Nominating Committee, composed of the elected officers of the Faculty Council and the members of the Rules and Procedures Committee, submits nominations to the Faculty Council for the appointment of faculty members to the standing committees of the Council and to the president for faculty appointments to a large number of other university committees, boards, and councils. The Faculty Council has frequently requested formation of ad hoc committees to investigate special matters and to report their findings and recommendations for action to the Council and the administration.

Functions The Faculty Council considers all matters referred to it by any faculty member or any administrator of the university, including the president; in addition, it initiates studies and makes recommendations on its own. Typically, it focuses on matters whose scope is broader than a single department or college. Concerns that originate outside the Council may be brought to the attention of any councilor or officer of the Council, preferably in writing. Those concerns are transmitted to the chair for assignment to the appropriate committee. Standing committees conduct their own investigations; consult with relevant persons in the administration, faculty, and/or student body; appoint sub-committees where relevant; and keep their own records. They submit reports and present their recommendations to the Council as a whole for discussion, debate, and acceptance or rejection. Committee recommendations are presented to the Faculty Council by committee chairs. They are discussed and voted on during Council meetings. Recommendations that call for action by the administration of the university are forwarded by the secretary directly to the president. The Council receives a monthly report from the president on administrative action taken on its recommendations. This report, along with a summary of the committee reports, recommendations, and their disposition at the monthly Council meetings, is prepared and circulated to each faculty member in the minutes. The Faculty Council maintains liaison relationships with a number of other university committees, councils, and boards, and regular reports are received from these groups. Still other campus organizations (e.g., the Grade Appeals Board) are called upon to make annual reports on their activities. The Council officers regularly attend the meetings of the Board of Regents. The Executive Committee maintains close contact with its counterpart in the Faculty Senate at the University of Oklahoma through an exchange of minutes and a joint meeting once a year. In many ways, the Council operates to enhance communication between diverse segments of the faculty and between the faculty and the administration. It makes a vital contribution to the spirit of collegiality at the university. During the 62 years of its existence, the Faculty Council has significantly affected the quality of life and work at OSU. The role of the faculty in the functioning of the university has been markedly enlarged, especially in the recognition of faculty involvement as crucial in the policy-making process. The Council continues to demonstrate its concern with stimulating improvement at OSU.
