As a high achieving business professional with more than 20+ years’ experience, he has led a number of diverse businesses and achieved outstanding career growth and has delivered significant public and private infrastructure assets across Australia. As the Managing Director of XLB GROUP we can provide a comprehensive spectrum of services to build, commission and manage any large complex infrastructure

project. Our motivated team currently install and integrate the latest technology and advanced industry elements enabling the delivery of efficient, operable and scalable solutions for all stakeholders. as has been involved in the Mining and Resources sector since 2007. Previously he was the Business Development Director and later became partner at a mid-tier Mechanical Engineering business that worked on some of Australia’s largest projects. Tas is qualified as a Mine Safety Supervisor and is currently endeavouring to complete his Post Graduate in Mine Engineering at the University of NSW. Tas holds a Bachelor of Arts (Social Sciences), Bachelor of Laws and a Post Graduate Diploma (LP). He is currently an Australian Legal Practitioner who owns and runs a legal practice in Melbourne, Australia.

He is well known as a lawyer advocate with many high profile clients. His is well revered for his tenacious attitude and decisive lateral thinking in high stress situations. Tas’ business and entrepreneurial acumen was fostered through owning and managing small to medium business. His corporate expertise also includes strategic development, program evaluation, risk assessment, stakeholder and reputation management, financial modelling, market research and analysis. He has a mindset that is geared towards the achievement of long term goals with a proven ability to overcome any challenges before him

Mr Fraser is a champion of the central desert communities

Introduction

I

n the remote APY Lands of far-north South Australia, Pitjantjatjara elder Mr Donald Fraser shares the story of his life and his people, taking us on an insightful journey through the Mission days of the 1950s, the struggle for Land Rights in the late 70s, and the challenges of life today in this remote Aboriginal community. With his vision, sharp intellect and tireless drive he is now embarking on a new venture that will see his community and neighbours benefit from initiatives designed to provide financial security for generations to come. He is a champion of the central desert communities who now need their champion to step up once again and lead them out of their newfound challenges. Mr Fraser reached out to his friends and family and a new partnership was formed. Mr Fraser founded the XLB GROUP INDIGENOUS BUSINESS INITIATIVE PTY LTD (IBI) with the desire to create private business initiatives designed to empower people by helping them obtain financial independence.

Background

A

nangu Pitjantjatjara Yankunytjatjara (APY) is incorporated by the 1981 Anangu Pitjantjatjara Yankunytjatjara Land Rights Act whereby the SA Parliament gave Aboriginal people title to more than 103,000 square kilometers of arid land in the far northwest of South Australia. The APY Lands are located in South Australia’s most northern region. They are bordered by Western Australia to the west, Northern Territory border to the north and encompass the Great Victorian Desert to the northeast. They cover an area of 505,000 square kilometres, which is approximately 20% of the state’s total area. All Pitjantjatjara, Yankunytjatjara and Ngaanyatjarra people who are traditional owners of any part of the Lands are members of Anangu Pitjantjatjara Yankunytjatjara. The main communities on the Lands include: Indulkana, Mimili, Kaltjiti, Pukatja, Amata, Pipalyatjara, and Watarru. There are several homelands as well, the larger ones being Kalka, Kanpi, Nyapari and Yunyarinyi. The APY administration centre of the Lands is located at Umuwa.

Yunyarinyi (Kenmore Park) Community

M

r Fraser operates and runs the land known as Yunyarinyi. This is an Anangu community in the Anangu Pitjantjatjara Yankunytjatjara (APY) Lands in the north west of South Australia. It lies approximately 460 km south of Alice Springs. It is located 36 km east of Pukatja (Ernabella) the largest community on the APY Lands. Yunyarinyi was originally established as the Kenmore Park Cattle Station and pastoral activities continue to be undertaken here. Yunyarinyi has a population of approximately 50 people, including a small number Piranpa (nonAboriginal) people who work in the community to support Anangu. Yunyarinyi community is located on land that was previously used for pastoral activities when it was known as the Kenmore Park Cattle Station. The community was formally established in 1987. In South Australia, there are over 100 Aboriginal communities, many of which are located on land vested in the Anangu Pitjantjatjara Yankunytjatjara under the Pitjantjatjara Land Rights Act 1981. Further support, right and privilege is afforded to The Indigenous Business Initiative via long standing family and tribal law relationships with communities that are governed by the Central Land Council.

The Central Land Council

T

he Central Land Council is a Council of 90 Aboriginal people elected from communities in the southern half of the Northern Territory. The roots of the CLC lie in the history of Aboriginal struggle for justice and rights to traditional land. The Land Rights Act gave Aboriginal people title to most of the Aboriginal reserve lands in the Northern Territory and gave the opportunity to claim other land not already owned, leased or being used by someone else. The Central Land Council region covers 771,747 square kilometres of remote, rugged and often inaccessible areas. The CLC region is divided into nine regions based around these language groups. Today Aboriginal people make up 27 per cent of the Northern Territory’s population with more than 24,000 Aboriginal people living in Central Australia. Aboriginal people own 49 percent of the land in the Northern Territory.

Donald Fraser owns a cattle station called Kenmore Park

Donald Fraser OAM Director and Founder

A

remarkable man with vision, a sharp intellect and tireless drive, Donald Fraser, a land rights campaigner and former chair of the Uluru-Kata Tjuta board of management. From the Land Rights Movement of the 1970s, into local politics and the challenges of business as an independent cattle station owner, he embodies the significant events, struggles, and issues shared by the Pitjantjatjara people of the APY Lands from the late 1940s until today. Donald Fraser owns a cattle station called Kenmore Park in the north of South Australia. Through self-determination he has developed an operation that encourages Indigenous employment and involvement. He invites tourists to participate in musters and to experience cultural activities. He has developed a very successful school that also boast cross cultural exchange programs with schools from the capital cities. Kenmore Park Anangu School is located in Yunyarinyi, within the APY Lands (Anangu, Pitjantjatjara, Yankuntjatjara). The school was first opened in 1983 and is located on a working cattle station. www. kenmore.sa.edu.au. The school caters for students from Birth to Year 12 and boasts

low levels of student absenteeism and a strong community presence. The school follows the DECD and PYEC Curriculum directive focusing on Numeracy, Literacy, Science and Anangu Domain. The school has access to a local orchard that is highly valued by the community as a source of fresh fruit. The orchard is used for various school activities from cooking to business studies and is often accessed to provide the students with recess. Each of our senior staff have a minimum of more than 10 years’ experience in the mining industry. We offer a highly competent performance based solution in all areas requiring attention. rom humble beginning as a fitter and Turner Angelo has progress to some of the largest Engineering projects in Australia and has a reputation for being a friendly workmate who is ready and willing to help and who is meticulous and fastidious in his efforts to ensure that all projects are completed on time and on budget. Angelo has experience in overhauling and installation of equipment such as LAROX filter systems; also in rebuilding and installing thickener tanks and floatation cells, mills and crushers. Experience includes general maintenance and engineering of site machinery, fitting of metal and poly pipe and commissioning. Recent work includes shut-down operations that involved organising labour hire crews getting them inducted and then organising work groups for various jobs that needed attention during the shutdown.

Over the past 20 years Steve has gained experience working within the Health, Manufacturing, Commercial Construction, Mining Construction and Gas and Oil Construction industries within Australia.
