Yellow Sticker Requirements for Motor Vehicles/Trailers in Ontario

he Ministry of Transportation of Ontario (MTO) requires annual safety inspections under the Highway Traffic Act. These inspections are performed by MTO accredited Motor Vehicle Inspection Stations. A yellow inspection sticker will be applied to the trailer and or tow vehicle when they meet the inspection requirements set out by the province. This sticker is valid for one year expiring on the last day of the month punched out on the sticker.

You may think that the Inspection Sticker is only necessary for commercial vehicles. But be aware that even if you don’t use a tow vehicle and trailer for commercial applications, the commercial vehicle safety standards can still apply under some instances. Let’s look at what the MTO definition of “vehicle” translates to under the safety inspection standards. It includes, but is not limited to, pickup trucks, truck tractors, trade vans, mini-vans, 2 and 4 wheel drive sport utility vehicles that are used to transport cargo with the vehicle’s seats removed. The trailer being towed can be, and is not limited to, general purpose utility trailers, a boat, snowmobile, livestock or cargo trailers. The weight or size of a snowmobile or boat trailer may exceed a specified standard that sets them apart from the recreational category. Now that we understand the terms vehicle and trailer, there are three different weight categories that you need to understand and know how they are determined. • Total Gross Weight is determined by adding the weight of the driver, passengers, fuel, equipment, tools, cargo, etc. carried by the vehicle and trailer. • Registered Gross Weight (RGW) is the maximum weight used to determine the fees for the tow vehicle’s licence plates which can be found on the plate portion of the vehicle’s ownership next to “REG. GROSS WT.” This weight is based on, and must be at least equal to, the actual weight of the vehicle and its heaviest load (so the licensed weight is for both truck and the trailer). • Manufacturer’s Gross Vehicle Weight Rating (MGVWR) is calculated by the manufacturer and is the maximum weight the vehicle can safely carry . This should be found on the vehicle identification number (VIN) plate, on the driver’s door or door post on or on some vehicles in the glove box . So what vehicles fit the yellow sticker category? According to the MTO a yellow sticker is needed when: • The total gross weight, registered gross weight (RGW) or

manufacturer’s gross vehicle weight rating (MGVWR) of the vehicle exceeds 4,500 kg (9,920 lbs). or • The combined weight of the vehicle and towed trailer exceeds 4,500 kg (9,920 lbs).

The annual inspection sticker is valid for 12 months and needs renewed prior to expiring to avoid paying a fine if stopped by MTO or Police. The inspection program insures the vehicles/trailers are in safe condition to help reduce accidents resulting from mechanical defects. The following components are thoroughly inspected to check that they comply with the National Safety Standard and applicable legislation: • power train • suspension • brake system • steering • instruments and auxiliary equipment

• lighting • electrical system • body / frame • tires and wheels • couplers and hitches

If you own a vehicle or trailer in the Province of Ontario that fits the descriptions above and don’t have the Yellow Annual Safety Inspection Sticker affixed you should have your vehicle/ trailer inspected by an accredited Motor Vehicle Inspection Station to avoid potential fines. Repair any items that do not comply to current safety standards. Once your vehicle/trailer has passed the inspection, and the Yellow Sticker applied to the vehicle/trailer you must also carry a copy of the annual inspection certificate (if you move or change addresses you must also be sure the certificate address matches the registered address on the vehicle ownership). I have seen owners ticketed for wrong addresses or license plates not matching their annual certificate. Paul’s experience sets The Fergus-Elora Driving School apart

he Fergus-Elora Driving School has earned quite a reputation as Centre Wellington’s premiere driving school. As a result of Paul Coombe’s excellent instruction, their students boast a 95% road-test-success rate. Paul Coombe has always been regarded as very patient and caring with his students over the years, which helps them to gain confidence on the road. o you know someone who would love youth rock band camp or multi-arts camp? We at Adrian Jones Music and Arts Camps like to think that our flagship program is where bands and friendships begin.

Our camps help build musical confidence, and offer the opportunity to play with peers. Students of all instruments with at least one year of playing experience can benefit from our immersive approach to learning. Our goal is to develop students’ skills and give them the opportunity to jam in ensembles through an intensive week of playing and collaborating with their peers, all under the guidance of professional working musicians. Our campers build friendships, bands and have a lot of fun! Campers will be separated into bands with whom they will play for the entire week under the direction and leadership of one of our band leaders. Each day will focus on a different genre of music. There will also be a songwriting module included in which bands will compose and perform their own original songs. On the final day, there will be a performance for friends, family and fans to attend. This year, the curriculum will change each week to accommodate the many students who choose to come for more than one week of camp. No experience necessary for this camp that runs from July 29 to August 2, as well as August 6 to 9, from 9 am to 4 pm daily and is run by instructors who are professional teachers in their respective fields. Adult Summer Rock Camp is similar to the Youth Rock Camp and runs from August 26 to 30, Monday to Thursday from 6 pm to 10 pm and Friday from 6 pm to 1 am. On the Friday, a final concert will take place at the Elora Legion where each band performs the songs they’ve written and learned. One year experience in your instrument is required. Last Minute Tips for Tax Filing Season

t this time of year, it’s not hard to find articles and commentary on how to file, what credits to claim and a never-ending list of tax tips. In the little space I have I will try to concentrate on some of the out of the ordinary items to keep in mind. 1. Reporting of foreign assets on Form T1135 can be an onerous task. However, starting back in 2015 there is a two-tier information reporting structure available for specified foreign property that will simplify the task for some taxpayers. Where the total cost of the foreign property was more than $100,000 but less than $250,000 throughout the year the simplified reporting method can be used. 2. Students moving home to work for the summer that were attending a College or University that is more than 40 km from home should look at moving expenses.  There is a simplified no receipt calculation available based strictly on distance that could be used.  In most cases this will not make much difference but may save some tuition credits for the future or increase current income tested benefits. 3. The benefits of pension splitting for seniors cannot be denied as it’s saved some couples thousands of dollars.  In certain cases, it makes sense to move income from a lower income spouse to the higher income spouse, so the benefits of a split should be tested both ways. 4. Whether a child under 18 who has income from a part time job should be filing is a question that comes up quite often. If there is no tax withheld (and in many cases, there should not be) then technically no return has to be filed.  However, filing will generate RRSP room for the future which could be used sooner than later if the child does a Home Buyer’s Plan contribution and withdrawal transaction before buying their first

If you invested in a speculative stock which became worthless in 2018 be sure to report the loss as it will never expire and could be used against future capital gains or eventually against any income in the year you pass away. 6. Lastly if you cannot file on time but think you owe tax then at least make a payment by the due date which eliminates the penalty and saves on interest charges. The current interest rate charged by the Canada Revenue Agency is 6%. Space did not permit me to include all the issues and considerations related to the items listed above so be sure to review them with your tax advisor to see if or how they might be applied in your situation.

ith the warm Spring weather just around the corner, it’s time to check the water treatment and plumbing systems in your home.

Aquarius Water Treatment in Elora offers the Aquamaster 700 and 900 water softeners that are not only made for well water but both of these units work great with city water as well. The 700 and the 900 use as little as 30 gallons of water per regeneration and less than 5 lbs. of salt.
