Patrols give crime the boot ANNETTE THERON

N

ot a single housebreaking was reported in Napier in February, according to police.

This is in stark contrast to national trends, which have caused South Africans to perceive housebreaking to be the most common crime in the country. Statistics South Africa said in its Victims of Crime Survey, released in September last year, that housebreaking and burglary are also the most feared crimes countrywide. Napier police say the good news is thanks to foot patrols, active neighbourhood watch members who are in continuous contact with the police, and the community of Napier, which is very active in reporting suspicious activity. The town enjoyed an overall 75% drop in property-related crime in February 2013 compared to February 2012. In January, housebreaking was down by 86%. Drug-related crime increased by 33% in February but contact crime was down by 20%. A Greyton neighbourhood watch member was quoted in the Theewaterskloof Gazette of 26 February 2013 saying that Napier had suffered a spike in crime. Eddie Cassani, liaison officer between the police and the Napier community, says that remarks about a supposed crime spike in Napier could not be further from the truth. He is also proud of the local police station. “It is clean and spotless and our officers do excellent work.” He adds that Napier has a neighbourhood watch which works in conjunction with the police. Not all towns in the area share in the positive trend in property-related crime, however. Warrant Officer Sylvester de Long from Villiersdorp says there has been a considerable increase in theft and housebreaking. Lieutenant Cyril Coetzee from the Caledon police says housebreaking increased, although theft in general is less. Theft out of motor vehicles is down and theft of motor vehicles is zero. Housebreakings in Bot River are also problematic,

at residences as well as at businesses. Col. Mareé Louw from the Bredasdorp police says that although there was a decline in contact-related crime of 10,8%, a 13% increase in property-related crime was seen. She says parolees who have been released now pose a problem, but that the police are working around the clock with foot patrols. “We are of the opinion that parolees are involved in property-related crime. There should be stricter control over them from the Department of Correctional Services.” Louw says the police will soon be launching a project in conjunction with the community police forum, in which they will visit parolees who have been released on charges of housebreaking, “as they are our repeat offenders”. Officers and residents are also busy establishing neighbourhood watches in “hotspot” areas. Lieutenant Pieter du Toit from Riviersonderend says their biggest problem has recently been theft. Captain Gustav Tamboer from the Genadendal/Greyton police said in a previous report that property-related crimes and especially burglaries are still a problem. He urges residents to close their windows and doors at night and even while away from home during the day. He believes that burglar bars and alarm systems are the first line of defence and will help deter potential burglars. Tamboer thanks the neighbourhood watch and security companies for their recent commitment to the fight against crime, as burglaries have decreased over the last three weeks. A meeting with Bereaville residents on Friday 1 March saw them committing to establish a neighbourhood watch. Regarding contact crime, trends are varied across the Overberg. Bredasdorp saw a decrease in sexual offences, despite the attack on Anene Booysen making international headlines. In Caledon and Bot River, assault has increased – but not by much, according to police. One murder was reported in Caledon in February 2012 and one in February this year. In Riviersonderend, assault has decreased while police are experiencing a problem with drugs.

Bredasdorp police said that 60% of all violent crimes reported are against women and children. “It peaked in 2010/2011 and crime against children was the highest in 2010/2011.” She added that during the 16 days of activism they received their most complaints – a clear indication that awareness campaigns are effective. She called on the community to be the eyes and ears of the police. Richard Mitchell, the mayor of the Cape Agulhas Municipality, said a serious mind shift needs to be made. “We have to take responsibility for everything that happens around us.” He added that countless forums and committees could be established, but it requires effort and input. “Last week we hosted a neighbourhood watch meeting, and only 20 people arrived.” He stressed that ownership is key to the successful establishment of a stakeholders’ forum as change requires involvement.

Caledon Tourism promises a splendid fair

I am writing this letter with a great deal of excitement as Caledon Tourism is planning exciting events for 2013! We will once again be hosting an art exhibition towards the middle of the year and then come September it will bethe second Caledon Country Fair. The Fair promises to be as good, if not better than the first one Last year Caledon Tourism organised the first Caledon Country Fair, which although, we did not have a great deal of time to arrange things, turned out to be an outstanding success and the total consensus of every visitor was that the venue in the Wild Flower garden was “stunning”. The flower show that was held at the Country Fair was magnificent and all thanks must go to Yvette Churchman and her band of enthusiast and passionate volunteers who put the show together in under three days!

The Art Exhibition organised by Lindy Aronowitz and Carol Mangiagalli was fantastic – the boards that the children painted on were placed in the municipal offices for all to see a great initiative. The children’s tent was also very popular with lots to do to keep the little ones occupied. It is very exciting to see what a few enthusiastic, positive people can achieve when there is passion – tourism is passionate about marketing Caledon and showing the public what we have to offer with our beautiful garden. Hope new mall will have better assistants A wonderful centre is being built in Caledon, wonderful for the shoppers and eager job seekers. But, are the job seekers really qualified to work in a shopping complex with top market stores? As a Capetonian and being used to the Woolworths staff, the Caledon assistants will have to change their attitude thinking they are doing you a favour by serving you. I have been shopping when at my house in Caledon for at least ten years. I have complained to many shop owners, including one where the owner, a real gentleman, said: “We have a long way to go”. A very honest answer!

My suggestion is to open a facility to train assistants and other public staff. I look forward to a new approach by staff to their customers. I wrote a letter warning many shop-keepers to shape up but only Spar has succeeded. Now with big stores coming in maybe they will shape up for survival. The Johannesburg-controlled chain stores are ruthless when it comes to customer care. No shoppers, No profit, No job. Best of luck. Ps: For goodness’ sake get your shop assistance decent overalls – they look worse than the shoppers.

Hy is die een wat jou onvoorwaardelik liefhet en wat beter verstaan as die mens. Miskien sukkel jy al jare met vrees en het jy al oorweeg om jou lewe te neem uit moedeloosheid. Hoor wat sê jou Skepper vir jou: Jes.41:10 “Wees nie bevrees nie, want Ek is met jou; kyk nie angstig rond nie, want Ek is jou God. Ek versterk jou, ook help Ek jou, ook ondersteun Ek jou met My reddende regterhand.” Dalk is jy moedeloos weens finansiële druk. The whole truth and nothing but the truth . . .

The things people say are a source of endless wonderment to me. A judge describes a murder accused’s behaviour as “inconsistent with the truth”. What could that mean? Why can’t the judge say “implausible” or (what I think he really meant) “I think you are lying”? The legal scenery is getting increasingly bizarre, along American lines I think. The US legal industry have long realised that the serious money lies in defending the guilty, not in keeping innocents out of jail, and our local practitioners have taken to the trans-Atlantic example like fish to water . The system is rigged to reinforce this phenomenon, mostly through the conceit of excusing the accused from saying anything selfculpable. This outsources the onerous task of constructing a defence to the counsel, which also obliges the latter to treat the accused’s version of events as Gospel. In fact, I am led to believe that counsel will plug their ears or silence their clients if the latter should look like baring some “true” facts in

chambers (are there “untrue” facts? Anyone have a definition of an untrue fact?). Everyone is bound to tell the truth in court (the whole truth too, remember!) but of course, ignorance of the facts will ensure your legal innocence. Another little puzzle is how judges, who themselves have spent years in chambers listening to their clients’ tales and defending them in court, seemingly without any opinion about their innocence or otherwise, should suddenly develop an unerring nose for the truth when they rise to the Bench. But enough of that – another that exercises my mind is the Olde English obsession with accents. Who was it that said that when an Englishman opens his mouth, all other Englishmen instantly despise him? (Could it have been Bernard Shaw? Incidentally, I am told that South Africans fare well in British businesses because their accents carry no overtones of class or social position, which smooths their dealings with everyone. My heart bleeds for my Angloglot compa-

triots who listen to Radio Today (the old English Service, I think). What passes for English there is curious even to me as a more or less disinterested foreign listener, but I can imagine the distress of my Anglo-Saxon countrymen who have to listen to an almost endless succession of African English speakers. Bergsig-behuisingsprojek nog op ys Die ontwikkeling van ’n Bergsig-behuisingsprojek vir laer- en middelinkomstegroepe wat verlede jaar op tender uitgesit is, het nog nie begin nie. Volgens Leon Viljoen, direkteur van Turnkey Holdings, wat as ontwikkelaar vir die huise aangestel is, moet dié projek eers genoeg kredietwaardige huiskopers hê om lewensvatbaar te wees. Die projek is deur die Theewaterskloof-munisipaliteit van stapel gestuur en is, soos die nasionale regering se Gap-behuisingsprogram, vir kopers wat tussen R3 500 en R16 500 per maand verdien. Dit stel mense wat meer as R3 500 per maand verdien en dus nie vir ’n Hop-huis kwalifiseer nie, in staat om ook ’n huis te kan koop, al verdien hulle nie noodwendig genoeg om die bestaande eiendomsmark te betree waar winsbejag pryse opstoot nie. By die Bergsig-ontwikkeling kan kopers soos in die res van die eiendomsmark die eiendom koop, maar dit is bekostigbaar dog markverwant geprys. Daar is nie regeringsfinansiering vir die Bergsig-huise nie omdat die grond in die Kaap duurder is as in die res van Suid-Afrika en die toetree-koste soveel hoër, aldus Viljoen. Die eiendom het ’n bank-gewaarborgde verband wat deur die eienaar aan die bank terugbetaal moet word indien die eienaar kredietwaardig is en vir so ’n verband goedgekeur word. Die eienaar mag te eniger tyd die eiendom verhandel en wins najaag, anders as by Hop-

huise. Waar ontwikkelaars van Hop-huise, en die munisipaliteit, ook deur die regering beperk word tot ’n sekere koste en die bouers nie duurder mag bou as wat die staat toelaat nie, is daar by Gap-huise speling solank dit markverwant en bekostigbaar is vir die teikenkoper. Die waglyste wat munisipaliteite opstel geld ook nie hier nie, omdat die kopers ’n verband moet uitneem en op grond daarvan die huis kan bekom al dan nie. Viljoen sê voorts die munisipaliteit het reeds besef hulle het ’n behuisingsbehoefte. Daarom het hulle as grootste grondeienaar besluit om Gap-behuising te laat ontwikkel. Omdat hulle rol is om dienste te lewer, is winsbejag beperk. Viljoen verduidelik die projek het tot dusver stilgestaan omdat hulle eers mense moes opvoed. “Ons moet hulle kredietwaardig maak. Ons het aansoeke, maar dit is die mense se kredietrekords wat gerehabiliteer moet word. “Mense moet ontslae raak van hul skuld. Die kredietwet het mense onkant gevang.” Hy sê hoewel daar ’n groot agterstand in behuising vir arm Suid-Afrikaners is en die Gapbehuising ’n plan was om armer mense toegang tot ’n eie huis te gee, los dit nie die probleem op ’n eenvoudige wyse op nie. ’n Gap-huis se paaiement is gewoonlik R3 200 per maand en as aansoekers vir die staat werk, word R1 000 daarvan gesubsidieer, wat dus beteken die paaiement is R2 200. Viljoen sê bekostigbare behuising en die druk op die regering om Hop- en Gap-behui-

sing te lewer is van die kwellendste vraagstukke in gebiede soos Caledon, Riviersonderend en omstreke, en die Bergsig-projek is ’n sprekende voorbeeld van die probleme wat ervaar word. Hy sê die behuisingsprobleem bly ingewikkeld en vir ontwikkelaars soos Turnkey Holdings wat by die Bergsig-projek betrokke is, is die uitdaging om markverwant te bou, maar steeds teen bekostigbare pryse. Viljoen sê die goeie nuus is egter dat die Gapprogram meer as een koper toelaat om saam ’n huis te kan koop en kopers het dus baie meer beweegruimte. “Die bemarking van die projek is reeds ’n geruime tyd aan die gang en hoewel daar nog knelpunte is oor bekostigbaarheid, kan voornemende kopers reeds nou al vertroue neem in die beheermaatreëls wat in plek is om seker te maak die ontwikkeling is haalbaar.” Hy sê een van die beskermingsmaatreëls wat ingestel is, is dat oordragte en uitbetalings van die bouprojek deur die munisipaliteit se prokureurs (Bosman en Smit) beskerm word. “Die ontwikkelaar word eers betaal wanneer die munisipaliteit sy waarborge in plek het.” Tweedens word die eienaar deur sy koopkontrak beskerm (wat ook deur die munisipale prokureurs oorsien word) en derdens word die ontwikkelaars gedwing om sekere standaarde en gehalte-elemente per kontrak te lewer. Hy meen hierdie deursigtige en oop proses maak van die ontwikkeling ’n voorloper in die beskerming van gebruikersregte.

Hartklop Christusfees in Mei in Bredasdorp Die Hartklop Christusfees in Bredasdorp, is ’n inter-denominale fees waar gelowiges van alle tale, kerke, kulture en rasse bymekaarkom om God Drie Enig (Vader, Seun en Heilige Gees) saam te aanbid en om saam fees te vier. Die sewende Hartklop-fees vind van 9 tot 12 Mei plaas. Vanjaar se tema is Jesus, Koning van die Konings. Die fees word elke jaar deur van die land se beste geestelike sangers met Woord en sang bedien en die organiseerders vertrou dat, onder leiding van die Heilige Gees, 2013 geen uitsondering gaan wees nie. Soos in die verlede sal die week voor die fees

weereens gewy word aan evangelisasie. Kunstenaars sal die skole en die bejaarde tehuise in die Agulhas munisipale-gebied besoek. Optredes by buiteposte sal nie dié keer tot Elim beperk wees nie. ’n Spesiale evangelisasiespan sal die gemeenskappe, kinders en volwassenes van Protem en Klipdale bedien. Die fees skop Donderdagoggend 9 Mei af met ’n Hemelvaartdiens. Verskeie aktiwiteite word die res van die naweek aangebied. Die fees word die Sondag afgesluit met ’n gesamentlike erediens. Swak rand help wolmark Die swak rand het wolpryse op vandeesweek (7 Maart) se veiling in Port Elizabeth ’n hupstoot gegee en Cape Wools se Merino-aanwyser het met 1,3% tot R112,13/kg (skoon) gestyg. Volgens die kopers is die mark tans redelik rigtingloos, veral met baie kliënte wat weerstand teen die huidige prysvlakke bied. Bredasdorp se skones

All the grade 4 to 7 pupils who attended the camp.

Back 2 Basics

Last week the grade 4 to 7 pupils from Applewood Preparatory School headed off to camp at their local spot at Back 2 Basics. This year the school decided to send all four grades to the same camp so the children could interact with different classes. The grade 7’s went from Monday to Friday, followed daily by each class, so that by Thursday, the grade 4’s had arrived for their night away. Each class then had opportunities to show leadership skills by looking after the

younger grades as they arrived. Some grades were even stricter than the teachers regarding tent clean up! Each grade had an individualised programme aimed at age specific skills. The children learnt how to work together as a team, how to communicate effectively, how to plan first, to never give up, to conquer fears, and of course to have fun! A big thank you to the team at Back 2 Basics for an awesome camp. The pupils learnt a lot and had so much fun.

BOLAND-ATLEET: Michaylla Marthinus, gr. 10-leerling van Albert Myburgh Sekondêr is opgeneem in die Boland- atletiekspan. Michaylla is ná puik vertonings in die 100 m in die seisoen en by die Boland-kampioenskappe, in die Boland-span opgeneem.

Bredasdorpers het op 27 Februarie die voorreg gehad om die spoggeleentheid van die jaar, Mnr. en Mej. HSB 2013, in die kerksaal by te woon. Die tien seuns en meisies wat aan dié glansryke aand deelgeneem het, is aan die volgende proses onderwerp: leerlinge kon kandidate nomineer. Twintig seuns en 20 meisies is

hieruit verkies. Dié groep is aan individuele onderhoude met vyf onafhanklike persone onderwerp. Die finale tien seuns en meisies het die aand deelgeneem. Sewe beoordelaars moes hier kopkrap om die regte keuse te maak. Sonja Herholdt, bekende Suid-Afrikaanse sangeres, was ook deel van die paneel.

Caledon-studente blink uit by interkampus-atletiek in Worcester

Die Bolandpark-stadion in Worcester het behoorlik gedreun van entoesiasme met die jaarlikse interkampus-atletiek wat op 6 Maart daar plaasgevind het.

Die dag is gereël deur die studente-ondersteuningsafdeling en die sport-organiseerder van Boland Kollege. Studente en personeel van Boland Kollege se Caledon-, Stellenbosch-, Strand-, Paarl- en Worcester-kampusse het hulle gereed gemaak vir ’n taai stryd op die atletiekfront. Onder luide toejuiging het die personeel se aflosspanne hul plekke ingeneem en het Caledon se personeel trots met ’n vierde

plek uit die stryd getree. Caledon-atlete het verskeie eerste, tweede en derde plekke behaal. Atlete met uitsonderlike prestasies was Nazley Salies met ’n eerste plek in gewigstoot, eerste plek in die 100 m en tweede plek in verspring. Nog ’n uitblinker was Este Wentzel wat ’n tweede plek in beide die 100 m en 200 m behaal het. In die mansafdeling het Nicolin Farmer uitgeblink met tweede plekke in die 3000 m en die 1500 m. Die vroue-aflosspan het ook hul kleim afsteek deur die algehele eerste plek te behaal en stof in die oë van die ander kampusse te skop. Die mans-aflosspan het ’n algehele derde plek behaal.

MIK VIR BOLAND: Preston Dramat en Marshall Alexander van Swartberg Sekondêr is in die Overbergstreek se o.19-rugbygroep ingesluit. Hulle mik om die finale o.19-Bolandgroep te haal.

ROLBAL-SAKELIGA: Die jaarlikse rolbal-besigheidsliga het oor die laaste drie weke in Caledon plaasgevind. Daar was 22 spanne en die topspanne het Woensdagaand 27 Februarie uitgespeel. Die wenspan was die Suid-Afrikaanse Moutfabriek (SAM) se A-span, gevolg deur Overberg Agri se B-span, Johnson Recycling en SAM se B-span in die vierde plek.
