Protest turns violent DALEEN FOUCHÉ

A

member of the provincial parliament in the Western Cape has advised the Langeberg Municipality to sue the South African National Civic Organisation (SANCO) for damages amounting to an estimated R10 million. Dr Ivan Meyer, the Langeberg constituent in the provincial parliament, also Western Cape Minister of Cultural Affairs and Sport, recommended that SANCO be held responsible by the municipality for the damages to municipal property which was inflicted during an illegal protest last week. It came only one day after a

ruling by the Constitutional Court, holding the trade union SATAWU liable for riot damage in Cape Town in 2006. According to Business Unity South Africa, the ruling has set a precedent for businesses and property owners to take legal action against the organisers of protests that result in the loss of property. The Langeberg Municipality announced yesterday (Monday) that it will press criminal charges against the organisers, protesters and SANCO, and pursue a civil case against them to recover damages. SANCO could not be reached for comment on this announcement. The illegal protest erupted on Wednesday (June 13) – fifteen days after a legal protest by Zolani residents, organised by SANCO, during which residents gave executive mayor Diana Gagiano a memorandum of grievances and 14 days to respond. Protesters once again marched to the Ashton municipal buildings, where rocks were thrown and rubbish bins burned. Simultaneously, protesters blocked the R60 between Ashton and Swellendam with a municipal skip. After police dispersed the group in Ashton, the protest continued in Zolani. A clash between police and protesters erupted after the arrest of five

protesters. Police used tear gas and rubber bullets to disperse the crowd, but could not prevent protesters from storming the Zolani police station. Captain Sylvan Smith, station commander of the Ashton police, says protesters were responsible for burning a municipal truck, vandalising and starting a fire at the Zolani police station and burning down the recycling centre at the Ashton landfill site. Two spaza shops were also vandalised and emptied. Simo Mketso, general secretary of SANCO, told the Gazette that the protest erupted because they have not received any “positive feedback” from the mayor. But municipal manager Soyisile Mokweni says the municipality invited SANCO to a meeting for clarity on their grievances, but that SANCO refused the invitation. An emergency meeting between the municipality, police and SANCO was held at about 20:00 on Wednesday evening where all parties came to an agreement. The details of this meeting were not disclosed. On Thursday, however, protesters gathered in Zolani once again. Police closed the R60 and motorists were advised to take alternative routes. Gagiano, along with other municipal representatives, entered Zolani in an armoured vehicle to address the protesters.

A donation of 150 indigenous trees by Rudolph Roscher, LandCare manager in the Department of Agriculture’s Cape Winelands district, was welcomed by CapeNature staff working on the Langeberg Community Conservation programme.

“Toe weet ek my vrou is okay.”

Political mud-slinging follows illegal protest DALEEN FOUCHÉ IN the wake of last week’s illegal protest in Zolani, the Ward 10 councillor for Ashton and Zolani, Mxolisi Zwendala, was blamed for “consistently failing to represent the interests of residents”. Dr Ivan Meyer, elected constituent for the Langeberg in the provincial parliament, told the Gazette on Thursday (June 14) that Zwendala, an ANC councillor do not attend council meetings, and accused him of not representing the needs of the residents in Ward 10 at a municipal council level. Zwendala denies these allegations and insists that he does attend council meetings and portfolio meetings. “This statement is untrue and misleading,” Zwendala said. He says Zolani residents’ frustration was sparked when he reported back to residents about the proposed municipal budget for the next financial year. Residents, he said, were angered that Zolani was not earmarked for any capital projects. Zwendala says the proposed municipal budget, which was approved on May 29, was drawn up according to the needs identified in the Integrated Development Plan (IDP). According to him Zolani is in need of having its roads tarred, better drainage, a multipurpose centre and more land for houses, but explains that “certain protocol” needs to be followed before any of the projects can be approved. He accused Meyer of making the protest a “political issue”.

The Langeberg Council, which consists of 23 seats in total, comprises of 11 DA councillors, seven ANC councillors, one Cope councillor, one Western Cape Community (WCC) councillor, one People’s Democratic Movement (PDM) councillor and two Civic Independent (CI) councillors. Meyer insisted that the protest was part of the ANC’s strategy known as Operation Reclaim, which is allegedly a plan to regain the Western Cape as an ANC governed province. “The illegal protests are another example of the ANC’s reckless attempts to destabilise the DA-led local government councils in the Western Cape.” Zwendala refuted this claim, saying he did not instigate the protest. “My life was in danger during the protest, because people were angry at the Langeberg Municipality. Protesters told the Gazette last week that they were protesting not because of political reasons, but because their circumstances are dire. “We need houses now!” shouted one resident. Simo Mketso, general secretary of the SA National Civic Organisation (SANCO), says Zolani residents were calm after the executive mayor, Diana Gagiano, addressed them on Thursday and were happy about the negotiations for land. Mketso warned of more protests if the residents’ need for houses are not met soon. A mediator has been appointed by provincial and local government departments to facilitate the dialogue between the residents of Zolani and authorities.

Gure weer kry nie WWW-besoekers onder DALEEN FOUCHÉ

D

IE Wacky Wine Weekend (WWW) is bestempel as ’n reusesukses, ten spyte daarvan dat die aantal besoekers minder was as in vorige jare.

vorige jare, by slegs ’n paar punte saamgedrom het nie.”

Workers empowered DALEEN FOUCHÉ DOMESTIC workers and their employers gathered on Wednesday evening (June 13) at the Graham and Rhona Beck Skills Centre for the introduction of a new course that aims to uplift domestic workers and add more skills to their repertoire. Cllr Barbara Jansen, who worked as a domestic worker for the Becks for over 24 years, opened the evening with words of encouragement. She emphasised the role of the woman in a household and in the community and encouraged a bond between domestic workers and their employers. “The relationship between these two women is important, because there are two households in question.” Jansen thanked the Skills Centre for hosting this unique course and thanked employers who are willing to enrol their domestic workers for the course. She encouraged domestic workers to “grab this opportunity with both hands”. Reinsché Schwartz, who designed the course, explained the content of the course and the various modules. The course is made up of nine modules and includes topics like communication and life orientation, personal finance, baby-sitting, TB and HIV, creating routines for children, cleaning, interior decorating, food preparation, security and self-defence and the basic conditions of employment of domestic workers.

Patricia Mbembe from Nkqubela. Some modules are spread over two or three days and each day consists of a four-hour session. Sessions will be held on Wednesdays at the Skills Centre. Various experts have been sourced by the centre to present the course. Patricia Mbembe from Nkqubela told the Gazette that she is grateful for the opportunity to attend the course. “I am very happy about the course.” Mbembe explains that the course will enable her to do better in her job and will help her to find a job in the future if needs be. She says she is eager to start learning as the course will help her to create a better home for her own family. The evening was ended with a celebratory glass of wine and refreshments.
