PRESIDENT'S REPORT By Richard Benoit 1. I surmise that all members of RTAM take time to reflect upon their future as they continue to grow older from year to year.

administrators, we had to stand on guard, to fight for all rights and privileges which were naturally ours but often chucked along the way. This, we always accomplished by showing great love and affection for our students and by always assigning them the highest of our priorities.

We are indeed fortunate that the life expectancy for both women and men continues to increase and our health seemingly continues to improve despite our advancing age. This phenomenon is especially true when we take care of ourselves, eat well, exercise, sleep the necessary number of hours, etc. Also; upon reading the “Passages” section of our major dailies, we observe that many more of our colleagues than ever before are passing on in their nineties and beyond. The above constitute great news as long as we are living a happy, healthy and enjoyable lifestyle.

Now it is our turn to seek out society’s assistance, empathy, love and respect to help us along our way. Do read every edition of KIT, do inform yourself through RTAM or other organizations and take a stand both individually and collectively. Your quality of life will impact upon the quality of life of others and in that way our entire family, province, country and world will benefit and benefit considerably.

However, we do know that many of us can expect to die at an earlier age, may spend years in personal care homes and can possibly expect a mediocre quality of life for years ahead. How, we ask ourselves, will we be able to cope with a physical life of poor quality if such is our lot? Or will our remaining years be a period of fun, great companionship, varied activities, relatively good health, etc? Some elements are within our purview since we can control them to a degree and we can ameliorate our chances of a life worth living. Other elements, unfortunately, remain beyond our control. At present we have little say regarding COLA and our pensions; some times even OAS seems threatened and with our increasing cost of living, this can spell disaster. Elder abuse, whether we want to acknowledge the phenomenon or not, is a relevant factor in many homes, institutions, etc. One of our RTAM colleagues recently compared the growth of elder abuse awareness to that of child abuse awareness forty or fifty years ago when society was just in the process of addressing it. Yet others in our midst choose to become couch potatoes, not realizing the immensity of the risk to which they have exposed themselves. Yes, colleagues, we can opt to choose a nonchalant way of living, just facing every day as it comes or we can take matters into our own hands. As former teachers and Spring 2012

2. Once again we are arriving at the end of another RTAM year. Please read this entire edition of KIT and especially the Benefits section from Johnson Inc. Traveling is great fun but . . . subsequent bills of $20,000.00, $50,000.00, $80,000.00 or more can prove to really endanger any fun there could have been. A well-informed traveler is one who has prepared a trip ahead of time and therefore is certain he/she is properly insured. This leads to peace of mind and wonderful adventures. My sincere appreciation is extended to the Benefits Committee and Johnson Inc. for all the diligent work that they have contributed in order that RTAM can provide quality services to its members. 3. On behalf of the Board of Directors, I wish to extend our sincere best wishes for complete convalescence to RTAM Treasurer, Mr. Jag Malik. Jag has now been released from hospital in Winnipeg and is taking his therapy at the Grandview & District General Hospital. We all wish you well, Jag and look forward to having you in our midst again. We also thank Wayne Hughes and Carol Gillis for filling in so capably. 4. In conclusion, let us hope that winter continues to spare us from the sometimes extremely cold weather that it usually generates. And, we all look forward to meeting you at the RTAM Annual General Meeting in early May. We are anticipating a truly interesting and entertaining AGM 2012. Hope to see you there !!


ACER-CART UPDATE Changes Proposed

In June, 2011, the largest of the three Quebec retired teacher associations was withdrawn from membership in ACER-CART, at its request, as it wished to focus on pursuing political objectives in that province. One result of this action was to begin a process of review and renewal of ACER-CART in order to ensure an updated and relevant focus. This process began with a 2011 pre-AGM seminar, attended by the Executive and member-association Directors, at which organizational strengths and weakness were considered. A report from this exercise was used in further deliberations of the executive for a review of the By-Laws and Articles which direct ACER-CART. Recommendations were finalized and at the June, 2012 AGM, these will be considered by the delegates. Two significant changes are being proposed. Currently, there are four Regional Representatives on the executive: Atlantic, Quebec, Ontario and West. In order to better balance the representation, it is proposed to reduce these to three: East, including Quebec; Ontario and the West. Previously, currently to run for Vice-President of ACERCART, one first had has to be elected as a Regional Representative. It is now proposed to open up this VP nomination to all delegates, allowing for a larger potential pool of

candidates. The VP, then, would be able to focus exclusively on assisting the President. The end result retains the size of the Executive to its present number. Documents detailing the changes to the By-Laws and to the Articles were distributed to the Directors of member associations, with the January Quarterly Report of the Executive Director. The appropriate motions prepared for the 2012 AGM will be distributed to AGM delegates in early May.

CNSO Renewal

For more than a year, the Congress of National Seniors Organizations, a community of thirteen national organizations, including ACER-CART, which banded together for more coordinated political action on pension and senior health care issues, has been moribund, due to a change in personnel of a leading member organization. Recently, new signs of life have emerged and the organization President has taken steps to re-energize CNSO. A conference call meeting was is planned held to review the CNSO organizational structure and priorities. CNSO encompasses a national membership of about two million retired workers and has a great potential, so it is seen as a positive step that it may be getting its second wind.

TRAF BOARD APPOINTMENT – RTAM NOT CONSULTED Anne Monk, Pension Chair Among the recent appointments to the TRAF Board was the appointment of Ms. Madeline McKenzie, a retired teacher, as a successor to Mr. Terry Clifford, also a retired teacher, for a four-year term of office. Serving since 2004, Mr. Clifford’s term ended on December 31, 2011. RTAM extends its thanks to Mr. Clifford for his service. A nominee of RTAM, Mr. Clifford was the first ‘representative’ of retired Plan members appointed to the TRAF Board by the Government. In contrast, Ms. McKenzie is not a nominee of RTAM. RTAM has advocated for retiree representation on the TRAF Board. We appreciated the initiative of the Minister of Education, Peter Bjornson, in making a discretionary appointment of a retired teacher as one of the Govern4 • RTAM KIT

ment’s citizen appointments. In making that appointment and in subsequent re-appointments of Mr. Clifford, the Minister consulted with RTAM about the nominee. RTAM acknowledges that the current Minister of Education, Nancy Allan, has continued the discretionary appointment of a retired teacher to the TRAF Board. However, there was no consultation by the Minister’s office with RTAM regarding this particular appointment. Minister Allan had previously made assurances to RTAM she would continue to appoint a retired teacher and to consult with RTAM. This development is a set back for RTAM and retired teachers, and an apparent lack of regard for our efforts on your behalf by the Government. RTAM has written a letter to Minister Allan regarding this recent appointment, with comment upon the lack of consultation with RTAM. Spring 2012


What changes are being implemented by RTAM to the benefit plans, effective April 1, 2012? Submitted by Johnson Inc. The RTAM Benefits Committee has completed the annual renewal process and benefit plan design review with advice from the Plan Administrator, Johnson Inc. We would like to take this opportunity to review the changes that are effective for the upcoming policy year April 1, 2012 through to March 31, 2013. There are no major changes to the plan. RTAM continues to offer members the choice of any of the following voluntary insurance coverages: Emergency Medical Travel  Extended Health Care (EHC) with two Drug Plan Options (Core $500 or Enhanced up to Pharmacare deductible)  Dental Care  Stand Alone Trip Cancellation/Interruption/Baggage Long Term care  Guaranteed or Term Life Insurance  Home Insurance The changes are described in detail below, including a new MEDOC Travel Plan for Members who travel for shorter durations. “Premier” Medical Emergency Medical Travel Plan (Regular Members) RTAM’s “Premier” Emergency Medical Travel Plan continues to be an important benefit to Members, providing coverage to over 3,500 RTAM members and their family members. The underwriter, Desjardins Financial Security (DFS) has maintained the current premiums for the policy year April 1, 2012 – March 31, 2013. The “Premier” Plan benefits will be continued to be offered to Regular Members as follows: 100% of eligible expenses in the event of a sudden and unforeseen emergency  Multiple trips of 62 days duration  Optional per trip supplementary travel extensions to 182 days  Lifetime maximum of $2,000,000 per insured person  Up to $7,000 of non-refundable expenses for trip cancellation (before departure) and trip interruption (after departure) Spring 2012

 Lost/Delayed Baggage benefit of $350 per trip  Automatic annual renewal of coverage for the upcoming policy year April 1, 2012 through March 31, 2013  Eligibility includes Regular RTAM members and Associate members who joined the Plan before April 2012  No evidence of good health is required on first application for coverage Please Note: Members who have terminated RTAM’s “Premier” Plan and wish to re-apply for Emergency Medical Travel coverage on or after June 1, 2012, must submit evidence of good health. Johnson will be notifying by mail all Regular RTAM Members who are not currently a “Premier” Plan member. Members will have the opportunity to re-apply for this coverage without evidence of good health prior to June, 2012.

New “MEDOC” Emergency Medical Travel Insurance Plan (Associate and Regular Members) For all RTAM Associate Members and for Regular Members who may travel for shorter durations, RTAM is launching a new option: “MEDOC” Travel Insurance, which is designed by Johnson Inc. and underwritten by Royal Sun Alliance. MEDOC offers the following coverage:  C omprehensive year round travel insurance up to $5,000,000 for multiple trips up to 17 or 35 days each under the Base Plan  Supplementary coverage for single trips longer than 35 days each during the policy year  Up to $8,000 Trip Cancellation, Interruption & delay Insurance per insured person, per trip  Access (guaranteed issue with short form questionnaire ) for all members regardless of age or health status or date of application  Optimum, Preferred, or Standard Health Options covering pre-existing conditions that are stable for 90 days prior to booking your trip for Trip cancellation Insurance  Automatic annual renewal of coverage at Standard rates, with Optimum and Preferred discounts subject to RTAM KIT • 5

Extended Health Care

For the upcoming policy year April 1, 2012 through March 31, 2013, Extended Health Care Plan monthly premium rates will remain the same for both prescription drug plan options:  Core - $500 annual maximum $53.00 single and $99.00 family  Enhanced – annual maximum equal to the income tested Provincial Pharmacare deductible (to a $10,000 family maximum of $10,000)

Core Drug Plan Option

To maintain the current rates on the Core Plan with a $500 maximum, RTAM’s Plan Administrator Johnson Inc. is introducing four (4) new cost control features effective April 1, 2012:  Eligible prescription drug expenses reimbursed by the RTAM Core Plan will be based on the Manitoba Drug Benefits and Interchangeability Formulary. Currently, the RTAM Core Plan reimburses all drugs requiring a prescription by law, including some drugs that may not be on the Manitoba Drug Benefits and Interchangeability Formulary.  Effective April 1, 2012, the Plan will pay 80% of eligible drugs, based on a maximum dispensing fee “cap” of $6 per prescription.  A maximum 8% mark-up to the manufacturers’ list prices will apply 6 • RTAM KIT

to eligible drug expenses.  In order to adjudicate drugs electronically on the basis of the Manitoba Drug Benefits and Interchangeability Formulary, Johnson will require a copy of your completed Pharmacare application form. Please Note: Current Core Plan members who require a higher drug plan maximum than $500 have the option of upgrading to the following Enhanced Drug Plan coverage at the beginning of a policy year, April 1, without evidence of good health.

Enhanced Drug Plan Option

The Enhanced Drug Plan benefits and premiums remain the same. The Enhanced Pharmacare Deductible plan continues to offer a higher drug maximum equal to the Pharmacare Deductible. It also includes higher paramedical practitioner maximums ($500 per practitioner per year, compared to $300 per practitioner per year in the Base plan), and a higher Private Duty Nursing maximum ($3,000 every three years, compared to $1,500 every three years in the Base plan).  To enroll in the Enhanced Pharmacare Deductible plan option, Johnson requires a signed written request along with a confirmation of your most recent annual deductible (based on the prior year’s income) from the Manitoba (or your province of residence) Provincial Drug Program, as

applicable, along with your completed application form.  T he Enhanced EHC/drug plan premium is based on your annual deductible applicable under your provincial Pharmacare plan at the time of Member application. Please Note: For those Plan participants who do not spend enough on drugs to reach their Manitoba Pharmacare deductible, it may be more prudent to elect the $500 annual Prescription Drug maximum, as the premiums rates would be lower, and the participant would still have access to the other benefits provided by the RTAM Benefit Plan.

Premium Rate Changes

 There are no premium rate changes to Extended Health Care or the RTAM “Premier” Emergency Medical Travel Insurance Plan effective April 1, 2012.  Dental Care Premium rates increase by 3.5% to reflect increases in payment values under the Manitoba Dental Fee Guide.  M EDOC is a new benefit, and Standard, Preferred or Optimum premium rates are determined by the completion of the Health Option Questionnaire.

Our year began on September 29, 2011, with the celebration of IRTA's 10th anniversary. A very well-attended luncheon was held at Bel Acres Golf Club. Lunch was preceded by an entertaining program with well-wishes and reminiscences from "founding members." The celebration was enjoyed by all. On December 6, we held our annnual Christmas Potluck luncheon in Warren. Food was plentiful and the atmosphere was festive as everyone contributed to our "Tin for the Bin" which would help to provide hampers to families in the area. Our guest speaker was Bill Easton. Bill shared his wine expertise with us from his knowledge of the wine industry to tips on selecting the best wine for the holiday season. We held a brief meeting after the presentation. We are planning a "Court Whist Drive" for our April, 2012, event and perhaps a bus tour for June. Our membership is steadily increasing and we will continue to work on providing varied and interesting experiences for all of our members.

WREA Enjoys Christmas Treat! By Rick Oakden Westman Retired Educator’s Association members attended a delightful Christmas season presentation at The Greenspot Greenhouse and Shop in Brandon on Tuesday, December 6th, 2011. Approximately 35 WREA members joined another 50, or so, retirees from two local seniors’ complexes. Greenspot owner Bernie Whetter scrambled

to provide every chair available for us to sit and enjoy the seasonal songs provided by Prairie Blend, a local male choir under the direction of Deanna Ginn. After the singing, visiting, and hot cider, we all left for home with the feeling that we had just enjoyed a special treat ... and many topped it off with a special purchase, too!

RETIRED TEACHERS OF WINNIPEG RTW was represented by Doreen Pruden, President and Terry Clifford, Secretary-Treasuer at the February 15, 2012, meeting of the RTAM Board. Chapter presidents from around the province attended and, as ever, it was interesting to compare notes. Chapters in smaller centres clearly find it relatively easy to stay in touch with former colleagues and, indeed, with current teachers. 8 • RTAM KIT

However, RTW has been active in keeping the COLA issue alive for discussion, after the election, by meeting MLAs in constituencies where our members live. We plan to pursue this action and we continue to explore venues for our occasional lunches. Without in the least trying to poach members, we would like to remind city residents that membership of RTW is open to all RTAM members

Retired Women Teachers’ Association By Phyllis Kalinsky, Social Committee

On Thursday, February 23, 2012 the Retired Women Teachers’ Association held their third annual program for 2011-2012 at the Masonic Temple. One hundred and twenty-seven teachers attended. The program included a guest speaker and a luncheon buffet. Steven Schipper, the Artistic Director of the Royal Manitoba Theatre Centre was the guest speaker. Since his appointment in 1989, Steven has received credit for enhancing the company’s artistry and for developing a new base of audience members and donors. Born in Montreal and trained at McGill University, Bishop’s University and the National Theatre School of Canada, Steven has directed many productions for MTC, including The Drowsy Chaperone, the Canadian premiere of Steve Martin’s Picasso at the Lapin Agile, the world premiere of Mark Stein’s Mating Dance of the Werewolf and its American premiere at the Rubicon Theatre in Ventura, California. Last winter, Steven directed an all-female production of Les Miserables with senior school students at Balmoral Hall, and more recently, he directed members of the Aboriginal Arts Mentorship & Training Program at MTYP in the 2011 Fringe production Little Red Riding Hood. He also conceived and directed The History of Manitoba from the Beginning of Time to the Present in 45 Minutes,

an award-winning play that tours Manitoba high schools. In June 2007, Steven received an Honorary Doctorate of Letters from the University of Winnipeg. Mr. Schipper told us that when selecting plays for the theatre, they must have essential truth in them – truth that we find beautiful. He also described many of the artistic touches used in the plays he directs. Mr. Schipper explained that a play is essentially a story with a plot and role playing. Theatre must be effective because it is intentionally entertaining. Mr. Schipper believes plays can be fun and can create a more loving and peaceful world. Mr. Schipper said he was truly honored to have been invited to the program. He believes teaching is one of the noblest professions. He also believes that Manitoba is a friendly province and he is proud to be part of our community. Steven Schipper’s presentation was very interesting and informative. The Royal Manitoba Theatre Centre has twenty thousand subscribers. Winnipeggers are very fortunate to have Steven Schipper and the Royal Manitoba Theatre Centre in our city. At the seventh annual reunion of the Dr. Louisa Loeb Permit Teachers of Manitoba, Dr. Loeb was honoured for her work in establishing these reunions. She was presented with a certificate of appreciation by Margaret Lesperance.

During this time she edited and compiled Manitoba Permit Teachers of World Warr II, a book that documents the experiences of young girls who were recruited out of high school, to teach in one-room school houses all over the province, during the Second World War.

D r. L o eb 's pa rents imigrated from Louisa Loeb and Margaret Lesperance. Ukraine in 1924, three months before she was born and settled in Halbstatdt, which is near Emerson. When she was in her teens, Louisa attended Mennonite Collegiate Institute and there was offered the opportunity to teach on permit for a year. This was in 1941-42. She later obtained her permanent teaching certificate, two doctorates and eventually became a professor at Brandon University in the Department of Administration and Education Services.

Unfortunately, at the age of 81, Dr. Loeb suffered a stroke that left her unable to communicate. Margaret Lesperance came to her assistance. Since then, other committee members have come on board to make certain these reunions continue. On July 14, 2011, there were 85 people in attendance at the Viscount Gort in Winnipeg.

In 2005, at the age of 79, Dr. Loeb initiated a World War II Permit Teachers' Reunion. She felt they never had any recognition for their important contribution. Twenty nine retired teachers came to the first one; the second year it doubled in numbers.

On July 12, 2012, our eighth annual reunion will take place - a tribute to a woman who had the foresight to continually acknowledge those who had the courage, stamina and endurance to spend a year, sometimes two, as a permit teacher.

Class of '55-56 Reunion 55th Anniversary

The old Normal School premises, at 500 Shaftesbury, hummed with excitement as the graduates of 1956 gathered for their 55th Anniversary celebration, on May 28, 2011. They came from all parts of Canada, even as far away as Australia, for this momentous event. It was a wonderful time of reminiscing, sharing experiences and reliving moments at the old campus, now one of Winnipeg's Heritage buildings. Some remarked at how small the dining room was and wondered how we were all accommodated at mealtimes. Others had forgotten that we were split for assembly because the chapel could not accommodate all of us. And how did we manage to crowd 50 into one of those rather small classrooms? As the rich voices blended together in the singing of the national anthem, it kindled the memories of Beth Douglas, inspiring us to enjoy music - all kinds - the simple school songs to the works of great composers. A choir, of 20 plus, of former glee club and choir members under the direction of Alan Janzen with Charlotte (Heinsohn) Stech at the piano, delighted us at the evening celebrations,

held at the Hilton Suites Hotel. We replicated a morning assembly session, the way it used to be. We remembered those who are no longer with us and those who could not attend. We also recognized all of our instructors. The program committee, Elbert Toews, Alan Janzen and Wilmer Penner, had prepared some of Mr. Lightley's daily announcements. Claudia (Steertz) Eisbrenner and Nelma Fetterman introduced the evening event at the Hilton Hotel, by recalling the significant current events of 1955, the year of Elvis. A skit, written by Wilmer Penner and performed by Dorothy (Loewen) Derksen, Alan Janzen, Elbert Toews, depicted the humorous incidents of the year at Normal School. It provided for lots of laughter. The featured speaker was John Dyck, a former Assistant Deputy Minister of Education. He presented an interesting overview of the evolution of the Manitoba School System. Emphasis was given to the significant changes that occurred during the decades we served the cause of educating the children of Manitoba. Several have requested copies of that speech because, as some said, it explained

why they felt 'so tired' by the end of the week. Many shared memories. The evening ended with Elbert Toews and his wife Lorraine singing the fitting Gaither number 'We Have This Moment'. At the brunch on Sunday, several more shared experiences and memories. Sylvia (Einarson) Sigurdson concluded the afternoon visit with the fitting song 'Go Gently Through The Years'. On Saturday, a vote was taken. We decided, God willing, we will meet again in five years to celebrate our 60th Anniversary. draws over 1400 patrons, One Night Stand reading series for the development of new plays and the International Women's Week Cabaret of Monologues. We also do an additional play each season, whether as part of a local festival or as an independent production. Of late, we have had great success touring work to high schools. In 2007, we created and then toured Ripple Effect, a piece exploring youth violence and bullying. Most recently, we produced a school tour of our forum theatre piece on racism, No Offense . . . We also do long-term, community-based development projects. We recently completed a partnership project with the Elizabeth Fry Society of Manitoba to create a play about criminalized women. Currently, we are working with the Immigrant Women’s Association of Manitoba on a piece exploring the immigrant experience. In a given year we provide opportunities to 30-40 emerging artists in Winnipeg. This includes playwrights to whom we provide developmental

evenings of readings, showcases for their work and production opportunities. We also provide job training opportunities to actors, directors and production personnel. We have brought theatre to many who would not otherwise be offered the opportunity for artistic expression and have seen the powerful results. As a board member, I am happy to promote the company to everyone because I believe so strongly in what they are striving to do. Participating with my fellow board members is stimulating and fun. My involvement with the Sarasvati Productions’ board has provided me with an enriching and satisfying learning experience and it is a great way for me to contribute to my community and fulfill my interest in the arts.
