The countries that can accept payment from Paypal that are on this list of countries either are known for scams and most citizens don’t own a credit card and thus a difficulty in joining and going premium.

Having said that, it is not a must for a company to seek BBB accreditation. A business needs to apply accreditation and then it is up to the BBB to determine whether the business meets the various standards for accreditation.
