We are on the final leg to recovery with the last of businesses reopening this week and we wish them the best of luck. Since the reopening phases of businesses we have seen so much positivity and support given to local businesses. We also have seen so much happening in our community with road improvements, footpath repairs and a huge overhaul of the walkway and car park of the Fen walk. The Fen is a huge amenity for Blarney and beyond with huge potential and I would like to thank both Brand Blarney and Cork City Council for their dedication and time in brining this project to fruition.

We look forward to seeing what else is planned for the Fen in the near future. The chamber will also be launching a new project next month and we can’t wait to show you what has been happening in the background over the past few months.

JOINING THE CHAMBER If you are thinking about becoming a member, please contact us and we can discuss the host of benefits that come with your membership. We want your business to succeed and grow with the help of the Blarney & District Chamber of Commerce.

An interview with... Q- Give us a quick description of your business. A- Our professional, home-based hair salon for both ladies and gentlemen, serves all ages and all occasions. We have a top-of-the-line hairdressing studio, furnished with premium products and equipment. We are flexible and accommodating, and our personal service is tailored to our clients' needs. Our clients can always be sure of a warm welcome and a friendly smile when they come to visit us. And in these trying times, they can also rest assured that we have put every possible safety precaution in place. Q-How did you get involved in the hairdressing business? A- I have been involved in hairdressing from an early age, as I have always loved helping people to feel and look beautiful. When I left school, I started working in a salon in Killarney. I obtained my qualification as a hairdresser and moved to London, where I continued to refine my skills among some of the best stylists in the profession. Q-How long are you in business? A- I've been in business for over 15 years, and I have loved every minute of it. It's so worthwhile to be able to bring the benefit of this experience to my local community.

Agnes Collins The Village Hair Studio Q-Tell us about your offerings/special offers. We use nothing but top-quality L'Oréal products in our salon, so our clientele can experience the best possible hair care. Part of our tailored service is that we always make sure to use products that will suit each client's unique hair needs. We are also aware that our customers have busy schedules, so we offer late opening hours on Thursdays. Q-What do you consider to be one of your salon’s best featureswhat are you proud of? We are very proud to have such a loyal customer base, with some of our clients having been with us from the very beginning. It is very rewarding to know that they have such confidence in our services.

06 | Blarney Business

Q-Any Company highlights/awards etc? A- We were very proud to receive the ‘Best Home-Based Business Award’ from Blarney Chamber of Commerce in 2019. So many of our customers congratulated us on this achievement, it felt almost like winning it twice! Q-What is the biggest challenge to your business since #Covid19? Having to close our doors for so long under the lockdowns was an enormous challenge. The first week did feel like a little holiday, but after that, we began missing all our regular customers! A hair salon is more than just a service for many people – it is a treat and a social occasion combined. So, it was very hard to give up that interaction that we're so used to. While adopting the necessary safety measures did require some extra effort, it was absolutely worth it to ensure the wellbeing and health of our customers, which is obviously our primary concern. We are still keeping abreast of all the requirements, of course, and making every effort to ensure that our clientele can come back and feel confident of their safety. Despite all the challenges, it was really heartening to see how keen all our loyal customers were to come back. Before lockdown even lifted, we received weeks' worth of advance bookings for when restrictions ended.

07 | Blarney Business

Q- How does Blarney Chamber membership help you/what do you like most about your local chamber? A-We really appreciate the great support we receive from like-minded businesspeople. It is such a help and encouragement to talk to people who understand the joys and challenges of running a small business. We also get great benefits from the advertising opportunities that we receive as members of the chamber. Q-Any advice for Joe Public regarding healthy hair tips? A- Always be kind to your hair! That means investing in high-quality products and maintaining good hydration. It's also important to get your hair trimmed regularly, as this keeps your hair looking healthy and vibrant. Q-Any new ideas in the pipeline? A- We are hoping to take on a part-time stylist in the near future, so we are excited about this potential expansion of our team and the extra quality we will be able to bring our customers because of it.

RE-OPENING PLAN On Friday Government decided to move ahead with the next stage of reopening the economy and society in line with Resilience and Recovery: The Path Ahead plan. The vaccination programme continues to make significant progress and we are now able to lift several public health restrictions during June. Plans for further easing of measures over the summer, subject to prevailing public health advice, have also been set out. The decision is based on advice from the National Public Health Emergency Team (NPHET), that a cautious and phased reopening continues, with a continuing emphasis on outdoor activity, and sufficient time between phases to assess the impact and ensure that progress in controlling the virus is maintained. In June, hotels and B&Bs, will re-open, along with cinemas and theatres, outdoor services can start in restaurants and bars, and there will be incremental re-opening of driver theory test services. Increased numbers will be permitted at outdoor organised events, one unvaccinated household will be able to visit another, sports matches can start, and gyms, pools and leisure centres can re-open.

Selected sport and cultural pilot live events will take place in June to assess protective measures. In July, Ireland will start operating the EU Digital Covid certificate for travel within the EU and EEA, subject to health advice. There will be no restrictions on travel to or from Northern Ireland. Indoor service can resume in bars and restaurants, indoor group training can start, and household visits will be increased to three households. There will be further increases at weddings and outdoor events. There are uncertainties and these will continue to be closely monitored by Government over the coming weeks. People should continue to work from home unless necessary to attend in person. Measures will continue to be in place to support the recovery and an Economic Recovery Plan to chart a course through the summer and beyond will be published next week. The Plan will set out a new phase of supports, investment and policies for economic recovery, providing clarity for businesses and employees by setting out the next steps for the emergency pandemic supports, with a focus on opportunities for sustainable growth and job creation. DETAILED INFORMATION June Live Events To prepare for the easing of restrictions, it is intended that a selected small number of sport and cultural pilot live events will take place in June. The purpose of these pilots is to assess logistical arrangements to implement necessary protective measures. This will inform guidance for venues due to re-open in July and/or with growing numbers in August. From 2nd June: Accommodation services including hotels, B&Bs, selfcatering and hostels can reopen. Services including leisure facilities, indoor restaurant and bar services must be restricted to overnight guests/residents only. 09 | Blarney Business

From 7th June: The numbers permitted at organised outdoor events can increase to a maximum of 100 for most venues, with a maximum of 200 for outdoor stadia/venues with a minimum accredited capacity of 5000. Cinemas and theatres can reopen. Partial re-opening of Driver Theory Test Services (25,000 tests per month with related incremental opening of driver test centres). Visiting indoors in private homes – visitors from one other household are permitted for unvaccinated households. The numbers of guests attending wedding celebration/reception can increase to 25. Outdoor sports matches can recommence. Gyms, swimming pools, leisure centres can reopen for individual training only. Outdoor services in restaurants and bars can recommence. From 5th July: Subject to maintaining progress with the virus, the following measures will come into effect. Increased numbers permitted to meet indoors in private homes in line with Level 2 of the Framework – up to 3 households. Number of guests permitted at wedding receptions/celebrations increased to 50. Organised indoor events can recommence, permitting a maximum of 50 attendees at the majority of venues in pods/groups of up to 6, with arrangements to ensure no intermingling of groups. Max of 100 in larger venues where strict 2 metre seated social distancing and one-way controls for entry and exit can be implemented (includes business, training, conferences, events in theatres and other Arts events). The numbers permitted at outdoor organised events can further increase to a maximum of 200 for the majority of venues, with a maximum of 500 for outdoor stadia/venues with a minimum accredited capacity of 5000. Indoor training, exercise and dance activities can recommence in pods of up to 6. Return of indoor services in restaurants and bars.

From 19th July: Current Government advice is to avoid non-essential international travel. Subject to prevailing public health situation, from 19 July this will change to travel safely and in accordance with public health guidance and restrictions. From that date also, Ireland will operate the EU Digital COVID Certificate (DCC) for travel originating within the EU/EEA. For consideration in August Further increases in the numbers permitted at both indoor and outdoor events. Increased numbers permitted at wedding receptions/celebrations to 100. Public Transport operating at full capacity. Supporting the Recovery Measures will continue to be in place to support the recovery and an Economic Recovery Plan to chart a course through the summer and beyond will be published next week. The Plan will set out a new phase of supports, investment and policies for economic recovery, providing clarity for businesses and employees by setting out the next steps for the emergency pandemic supports, with a focus on opportunities for sustainable growth and job creation. City Centre Recovery Plan Work is ongoing between relevant partners and the County and City Managers Association on initiatives to help businesses and to assist the recovery of city and town centres across the country. INTERNATIONAL TRAVEL Passengers arriving into Ireland from EU/EEA From 19th July, subject to prevailing public health situation, Ireland will operate the EU Digital COVID Certificate (DCC) for travel originating within the EU/EEA.

10 | Blarney Business

A DCC will show if a passenger. Is vaccinated against Covid19. Has recovered from Covid19 in the past 9 months, Has a negative test result taken no more than 72 hours before arrival. Passengers arriving in Ireland with a DCC will not have to undergo quarantine. However, passengers with a DCC based on a non-PCR test (e.g., antigen), or those arriving without a DCC, will require proof of a negative RT-PCR test taken no more than 72 hours before arrival. Children aged between seven and eighteen who have not been vaccinated must also have a negative PCR test. A passenger who has been in a non-EU/EEA country in the 14 days prior to arrival into Ireland will be subject to the rules applying to that country (see below). All passengers will be advised to observe public health restrictions and to present for post-arrival testing if they develop symptoms of Covid19.

If passenger does not have valid proof of vaccination, they will need to Present evidence of a negative PCR test result within 72 hours prior to arrival into the country Self-quarantine Undergo post-arrival testing (this will be provided through the HSE). Scenario Two – journey originates in a country to which the EU has applied an ‘Emergency Break’ If passenger has valid proof of vaccination passenger will need to produce a negative result from a PCR test taken no more than 72 hours before arrival undergo self-quarantine undergo post-arrival testing (this will be provided through the HSE). If passenger does not have valid proof of vaccination they will be required to produce evidence of a negative result from a PCR test undertaken no more than 72 hours before arrival. undergo mandatory hotel quarantine. undergo post-arrival testing. Travel to UK/USA

Passengers arriving into Ireland from outside EU/EEA From 19th July, Ireland will also broadly align itself to the EU approach to non-essential travel into the EU from third countries. To protect its citizens against importation of variants, an ‘emergency brake’ mechanism will be coordinated at EU level to react swiftly to the emergence of a variant of concern or variant of interest. Government advice will be to avoid travel to a country where the emergency brake has been applied. Scenario One – journey originates in a country to which the EU has not applied an ‘Emergency Break’ If passenger has a valid proof of vaccination, no travelrelated testing or quarantine will be necessary.

The approach to travel outside the EU/EEA will also apply to travel to and from Great Britain and the US. There will be no restrictions on travel to or from Northern Ireland. Passengers arriving from via Northern Ireland who have been overseas in the 14 days prior to arrival in Ireland, must also comply with these restrictions. Digital COVID Certificate (DCC) The EU Digital COVID Certificate is designed to facilitate the safe free movement of citizens within the EU during the COVID-19 pandemic. It will be valid in all EU Member States, including Ireland.

11 | Blarney Business

The certificate –in digital or paper format - is proof that a person has either: been vaccinated against COVID-19. received a negative test result; or recovered from COVID-19 in the last 9 months. It is important to note that the EU Digital COVID Certificate is not a travel document. The possession of an EU Digital COVID Certificate will not be a precondition to travel. Individual Member States will determine how the DCC will be used as part of national public health measures. What countries will use the Digital Covid Certificate? The system will be used throughout the EU and in Norway, Switzerland, Liechtenstein and Iceland. PILOT LIVE MUSIC AND CULTURAL EVENTS Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media, Catherine Martin TD, has announced a series of pilot events to bring live music and culture back to Irish audiences. The highlight is an outdoor music festival – proposed for Dublin’s Phoenix Park – on June 26th. Events will take place around the country, featuring a mix of live music, comedy, and other concerts. Numbers and locations will vary across counties and venues and the preparation of guidance for managing the events is under way. Other events, under the Department’s remit of sport, will also be opening on a pilot basis. “It has been a long and difficult 15 months for so many musicians, artists, athletes, venue operators, crew and audiences,” said Minister Martin. Cabinet has agreed a list of exciting pilot events for arts and sports that we are now organising.” She pointed to the fact that, for the first time since early last year, people will now be able to gather to celebrate artists, enjoy sporting events, theatre productions and other entertainment. Minister Martin also secured agreement that from June 7 all cinemas, including drive-in venues, and theatres can reopen. The Minister also announced that thousands of pubs are set to benefit from a new outdoor service grant which will enhance Europeanstyle outdoor hospitality. She added: “Cabinet has agreed to my request that restrictions on performances at licensed venues, such as restaurants, pubs and hotels, will be reviewed as a priority. A new funding scheme for these musicians will be open for applications in the days ahead. We will also announce more funds for businesses in the live entertainment sector, for festival organisers, SMEs and suppliers too.” Culture, arts, music, dance and entertainment events: 10 June: Iveagh Gardens, Outdoor music event curated by NCH. 23 June: University Limerick, Concert Hall, opera performance event 26 June: Phoenix Park, outdoor music festival 26 June: INEC, Killarney, Co. There is a lot there to digest but I have gathered as much information as possible as I know how important this is to us all. BIA SÁSTA Circumstances often dictate actions and a business that can adapt is more likely to survive. I am much aware of it, yet rebranding is much more difficult than I anticipated, especially if the new direction is so different from what we are known as. But as I love the new direction, it is just a matter of time before I throw out the old and get in the new. Watch this space.
