This aims to upgrade medium to long-term productivity performance and increase national competitiveness. In order to create a proper ecosystem which allows business growth with innovation, productivity and standards in line with the national industrial development strategy, the following steps and elements are critical; 3.1 Startup Ecology This is to create the proper environment for business innovation, spirit of innovator and entrepreneur and startup enterprise which is a temporary organization working on a new business model which can be repeated and expanded under high uncertainty. The environment will be proper for experiments and accommodate the joint
efforts among national and international resources with different skills and capabilities. The creation of experimental enterprise will lead to innovation and new technology which can add value and upgrade the industry. This is the joint experiment in the real business field to search for the right target of product or service and good model to add value and profit to the industry. 3.2 Business Ecology This aims to support SMEs and SEs (Social Entrepreneurs) to be more competitive. With different measures and support from several organizations including research institutes, state and private universities and industrial sectors, it is expected to develop innovation, improve productivity and standards, increase capacities of SMEs and SEs in adding economic value to the market and global value chain and also strengthening the sustainable business of SEs.
Effective Science Policy and Technology and Innovation Policy which align with the industrial development strategies are critical. These are strategic technological forecast, support of applied research, investment management, tax incentives, patent rights, state procurement, network between research and industry, mechanism and development system from lab-scale to pilot plant, model factory, manufacturing for commerce, educational system management and man power development which is in accordance with the national industrial development plan and goal. 3.3 Cluster Ecology The establishment of the national industrial cluster and the tripartite network called the Triple Helix Model aims to systematically connect the industrial network and enhance the spur of knowledge and technology transfer in the targeted industry to scale up its business competitiveness
