Residential Energy Efficient Fire Rebuild (EEFR) Program Wildfire Response Incentives Enhanced energy efficiency incentives for those rebuilding homes in cities affected by the January 2025 Southern California Wildfires In support of the rebuilding effort underway to restore single-family and multifamily homes destroyed or severely damaged by the Eaton, Palisades, Hurst, Lidia, Sunset, Woodley, Olivas, and Hughes wildfires in Los Angeles County, SoCalGas is offering enhanced incentives for energy-efficient homes being rebuilt in the affected areas through the Residential EEFR Program.

The Residential EEFR Program provides financial incentives for single-family and multifamily homes that are built to exceed the State of California Title 24 Energy Efficiency Standards and are equipped with qualifying natural gas equipment. SoCalGas is currently offering enhanced incentives in the wildfire affected areas.

Property owners in zip codes affected by the Los Angeles County wildfires who are eligible for incentives and interested in participating in the program should take the following steps: 1. Visit socalgas.com/Rebuild to download a copy of the application.

2. Consult with your builder or energy analyst to review the program requirements.

3. Work with your builder who will contact a SoCalGas Account Representative to begin the application process.

It’s A Community Fifteen years ago, Lacy Coutts started working for Southern California Gas Company, one of BIASC’s most active members, on the ground level. Literally. She was a meterreader. Two years later, she started her upward track, first by training meter readers, until eventually she joined the team that helps residential developers connect new homes to natural gas. With that move nine years ago, her close work with BIASC and its Chapters began.

Southern California Builder: SoCal Gas is one of BIASC’s most longstanding and most engaged members. What is it that drives your commitment to the Association?

Lacy Coutts: For us, being involved in BIASC and its chapters is the bast way to stay closely aligned with the home building industry. Our membership is all about creating connections and collaboration and really understanding what the builders need and what we can do to help. The relationships that we build create ongoing opportunities for dialog, problem solving, and innovation. Our involvement provides us with that direct insight you can’t get anywhere else, helping us to understand the challenges that all of the builders face, from permitting to infrastructure to energy policies. We’re better able to understand what the industry needs, so we can be more responsive in how we serve our builder partners when it comes to gas and our energy efficiency programs – because in reality, without us, they don’t have Gas, and without them, we can’t install Gas. Our BIASC membership is never something that we look at every year and ask, “Do we still want to be a part?”

We always want to be a part, to help the builders, and to advocate along with BIASC for gas infrastructure so we can provide homeowners with the appliances they want. Clearly, they’re not going to stop building homes, so we’re not going to stop being alongside them.

SCB: Have all the regulations encouraging electric over gas made your BIASC membership more valuable?

LC: Even though my department is entirely separate from our public affairs staff, I know that they greatly value BIA’s advocacy strength in Sacramento and with the regulatory agencies. From what I can see, whenever we need them in that regard, BIA is beside us. For our part, builders are still interested in offering gas – furnaces, dryers, cooktops, and even tankless water heaters, although that’s difficult now.

Being visible and making connections at the Chapters and at SC has allowed us to be more successful as we work to enroll builders in our programs. Since 2019, we’ve delivered over $40 million through our builder rebate programs, and before our current programs we have had other incentive programs, like our California Advanced Home Program, which also incentivized builders to install gas.

SCB: Can you give us an example of a relationship that got formed through BIASC that turned out to be helpful to the company?

LC: It’s really more like many examples of many relationships. So much of our focus is on the work we do with large production builders, but thanks to BIASC, we have

SCB: Have you been involved with BIASC’s wildfire recovery and rebuilding programs?

LC: Yes, that’s a very important and gratifying part of our work. We are very focused on creating a program for all the fire victims who want to rebuild and keep the gas connection they had before the fire. Interestingly, many of the small builders we were just talking about are the ones who are now working with the fire victims, and thanks to BIASC, they know us and what we can offer. Through our programs, depending on the size of the home that is being rebuilt, we are able to give anywhere from $5,000 to possibly $17,000 in rebates. It may not be a lot compared to all the costs they’re facing, but it’s a positive step, a bit of good news that comes out of us doing our part and making sure that these folks can continue to have gas appliances despite the push for all-electric homes.

When our wildfire program went live, we reached out to BIASC and every chapter and they actually have our program on their website so that a builder or contractor can click on it and know what’s going on, so we can get them enrolled. We have also attended the events BIASC has been involved with to connect fire victims and contractors to resources. When we connect with a victim or one of the smaller builders that’s active in the fire-damaged area, it gives us another chance to say, “Hey, we have this rebate program. We want to get everyone who’s eligible enrolled, so give us what we need so that we can help.” In this way, we’ve been able to reach out to hundreds of customers.

LC: We sponsor every chapter, and then each of us – there are three of us – sits on a board, like I’m on the Riverside Chapter Board, and we get involved in the Chapters and with helping with the many of the events that they are putting on.

We are going to be attending about 15 events in total this year, more than one a month – the galas, council meetings, the Meet the Builder events, plus exhibiting at the BIS show every year with our own booth. One thing that’s so nice about being at these events is to watch all the awards that they give to people who have just done so much throughout the year, and at the BIASC gala for their hundredth year, we actually gave an award to BIA for all the work that they do and the help they have given us.

Each time we do this, we’re supporting BIASC and its advocacy efforts while we’re also getting another chance to let everybody know what we’re doing and what’s new with our programs. The visibility our membership gives us is so important. With just three of us in the residential program, people know exactly who we are. We kind of stand out – sometimes we don’t even need to wear our company shirts.

BIASC: What would you tell a nonmember about the value of a BIA membership?

Without BIA, we might not even know that many of them were there, and in turn, they wouldn’t know about the programs we can offer to them. That’s a way that the Meet the Builder events have been highly productive for us.

Equally valuable to us is having access to the membership directory as another part of our sponsorship. It helps us to know who’s involved with the BIA so we can let them know about our programs.

LC: I would emphasize that it’s not an association, it’s a community and it’s a resource. We believe that the value comes from having a seat at the table and being able to get into those conversations that are happening around policy, growth, and development. Membership creates that platform where you can be with industry stakeholders as they address the challenges that they’re having, their best practices, and how others can incorporate this new knowledge into their job. Really, it’s about building the relationships that will help to shape the future of housing in Southern California.

Nobody speaks ill of the BIA. Everything runs so smoothly – they have a great team in order to do that, but it also takes everybody else who is contributing and being a part of the Association to make it such a strong community. 

SCB: So, from a more day-to-day perspective, how do you make your BIASC membership work for SoCal Gas?

Without BIA?

After stints in the planning departments of Laguna Niguel, Lake Forest, and Huntington Beach, Peter Vanek found that he liked being involved in the process of seeing that new homes were being built to meet the needs of the cities’ residents. It was the politics, though, that got him thinking about a new track, and when an opportunity opened at the planning firm Hogle-Ireland, he decided to started a new path that led to positions at homebuilders.

With that decision, he also decided to join BIA. Now Peter is heading his own residential development consulting firm, PVRK Consulting, and he’s happy with the track his career has taken and grateful for the role BIA has played in that.

Southern California Builder: You have been active in BIA both as a builder and an associate member. Was your rationale for being involved the same in both cases, or were the motivations different?

Peter Vanek: The motivation changed, but only because BIA offered what I wanted, when I wanted it. When I originally got involved in BIA, it was for its strong networking component because although my city experience gave me some connections in the industry, they were just connections, not relationships, and BIA offered all kinds of ways to meet people – it’s great at that. I’ve made a lot of friends and contacts through BIA, and that’s been important to me both professionally and personally. Then, as learned more about the organization and the industry’s challenges, I looked to BIA for its strength as an advocate for the industry. Like so many people, once I got behind BIA’s mission, I got more involved, first in local chapters, then the BIASC Governing Chair, and on to serving as Governing Board President in 2017 and 2018.

SCB: That kind of involvement creates a great time commitment. Is it worth it?

PV: It is a commitment, especially as you move up into leadership positions. When you’re the Chair you really can’t miss the meetings, but even so, I didn’t think it was that impactful to me; in fact, it was very valuable. As with anything, you get out of it what you put into it. Obviously, attending events, attending seminars, and being part of committees are all a part of that. The more that you participate, the more that you benefit from it.

Everyone is busy, everyone needs to keep their focus.

Given that, there are some people who will engage less because maybe they don’t necessarily understand all that the BIA does to advance our industry. Then there are people who put more effort into it and want to know about all the initiatives that are taking place. I’m in the latter group, of course, and I think that anyone who takes the time to understand the mission and the efforts we undertake to protect this industry will want to support the organization because there is not any other organization that does what we do to protect the industry and make it so we can build more homes in this region. Because I believe in BIA’s mission, I’m still on the BIASC Governing Board and Executive Committee, and on the boards of the Orange County and Los Angeles/Ventura chapters, and I attend as many events as I can.

opportunities to work together, which is the best way to get to know someone professionally. Because of that, I’m now doing work for Warmington.

PV: Absolutely. It’s frightening to think about the probable effect all the additional regulations that people are trying to be heaped on us at every turn would have had. Fortunately, we’ve been there to defeat them or moderate their effects. Without BIA, those rules and regulations and fees would have hit us full force and its difficult to see how the industry couldn’t have survived that. I don’t know who else would be defending homebuilding and community development if it wasn’t BIA. I don’t think there would be anyone, so it’s a very important organization. That’s why I believe so strongly in what we do.

SCB: That’s a great testimony. So, if you bumped into somebody who was on the fence about joining the BIA, what would you tell them?

SCB: Now you have your own consulting firm, offering due diligence, project management, and entitlement services. Did your BIA experience help you make up your mind to take that leap?

PV: For sure, yes, that was a big part of it. There is a lot to worry about when you’re making a decision like that, but it helped that because of BIA I have relationships with some of the people in top management positions at pretty much every builder in Southern California. Through BIA, I’ve had the opportunity to meet division presidents and VPs of the major builders throughout the region, and better than that, we’ve had the opportunity to work together on committees and boards – and a lot of the folks that are on the boards tend to be on the senior management team at their companies.

So, I’ve already been doing work for several builders.

One of those assignments in particular came out of a BIA-based relationship that I have been able to build with Joe Oftelie of Warmington, who is the current BIASC Governing Board president. I didn’t know Joe at all until he came onto the Governing Board. Once that happened, we got to know each other and had

PV: Of course I would mention the networking opportunities, but more than that, I would tell them that it’s a very important organization that fights for our industry, and it’s critical not just that you become a member of it, but also that you understand its mission.

There’s no other organization out there that’s fighting for this industry like the BIA does. Your membership will be critical to advancing that fight and making sure that our industry is protected from additional regulation and other red tape that could slow us down. 

BIA Membership For close to 20 years, Wendy Bucknum has been an example of how to “do BIA membership right,” getting the most out of the organization both professionally and personally. Now the Director of HOA/DRE Services at Crede (formerly Murow Development Consultants), and a long-time member of the Orange County Chapter’s Board, and (by the way) the Mayor of Mission Viejo, she was eager to share with the readers of Southern California Builder her tips for being a successful BIA member.

Southern California Builder: What is the value of BIA membership to your company?

Wendy Bucknum: Murow – now Crede – values its membership in BIA as a way to establish, build upon, and deepen relationships by working side by side with our clients and our business partners on the Association’s committees and boards, and by having the opportunity to network with them at events. Murow started 15 years ago and has been an active member for all that time, and my membership goes back even longer. Now as Crede, many of our clients are master developers and builders, and BIA is the only place where they all get together, and more than that, it is also where the firms we work closely with – lawyers, title companies, engineers, architects, and the like – are as well. So, BIA is where the people we want to do business with are, and where the people who can refer us to those people are. That’s why I say this is our industry’s Chamber of Commerce.

SCB: How do you approach your BIA membership to get the most out of it?

WB: I don’t believe in joining a trade organization and not being involved. In other words, I don’t sit back and think that something is just going to come to me. That’s just not how I work, and that’s not how trade associations work.

You’re going to be as successful in the organization as you put your effort into it. You should get involved in the leadership of the organization if you can. Not everybody’s going to do it, but it’s just something that I’ve always done, and it has worked for me. It’s not really all that hard.

Here’s what I recommend: You look at all the programs that the BIA has and attend just those events that you feel are going to really be of a benefit to your education about this industry. If you do that, you’re going to have a natural tendency to ask good questions at that session, and you’ll be emboldened to talk to the presenters and attendees.

Secrets to a Successful and Profitable

As you do that, you will find the Chapter committee that you belong on, the one that resonates with you. That committee will be looking for people who are interested, engaged, and ready to volunteer their knowledge and time. Bring your contact information and understand what your company offers to the industry and find out how you can solve a problem for the people that are in that room, whether it’s the developer, the engineering team, the purchaser, the title team, or whoever. The leadership of Chapters and Councils are made up of people who have done just that.

SCB: A lot of people don’t think of their BIA membership as a company membership, but isn’t that something Crede does very well?

This deep employee involvement works for us because we provide a suite of services that help different departments within a development company, and that work also typically involves working with different specialized consultants. What I do at Crede, for example, is to help developers set up their first association budget, which has to be submitted to the Department of Real Estate, and I do all the DRE document management so all the deadlines are met for each phase of a development.

And down the hall from me, there are experts for every piece of the life of the development, each specializing in their own piece of the puzzle like forward planning/ entitlement, bond exoneration, labor compliance, cost estimation, bid administration,cost reimbursement, project and construction management, dry utilities -anywhere you have to follow all the complex processes and technicalities. The beauty of BIA is that it’s the only place where all of us can work with and build relationships with the developers, consultants, and trades in one place, which is why we strive to be involved at all levels – which leverages the value of our membership.

SCB: What about the personal benefits of BIA membership?

WB: One of the things that BIA has done consistently for me is that they have been very supportive in providing

opportunities for me to share my knowledge. That’s been great because when you have to prepare information for another, you reinforce your own knowledge and improve yourself, which I love. And of course, there’s the advocacy side of BIA. I totally latched onto that just because it’s always been my passion to advocate, probably even before I was truly involved in BIA. It’s also been cool how BIA helped prepare me for leadership in my city because of all of the things that I learned through the BIA about governance and through testifying for projects before city councils. It takes away the fear and helps me appreciate the person that’s coming and speaking to me as a City Council member, someone who’s taken the time and wants to share important information about the matter that’s coming before us. And it’s easy to see that having that experience also helps me to be a better leader at my work – it all knits together. Not very many trade organizations do all that the BIA does, which has made it so pivotal to me that I have a great sense of loyalty to the Building Industry Association.

SCB: To wrap it up, what would you tell a new member who isn’t sure their investment in BIA membership will pay off?

YOUR MEMBERSHIP AT WORK Edition

WB: Yes, the leadership of our company has been involved for years – Greg Perrine, Tim Markel, and Steve Murow – and we have several other people that are involved in different committees. For example, Michael Johnston is involved in the Urban Infill Committee and the Government Public Affairs Committee, Erica Langham has served on the BITA Wine Event fundraising committee, Dennis Lorton is very involved in HomeAid. We have several people that are involved in Next Gen and the Women’s Conference committee – we even have a former semipro baseball player, Colton Plaia, who loves being on the softball committee. That’s another way to get the most out of your membership, and the more that your employees understand what makes the building industry so vital, the better it will be for your company.

WB: I’d say that if you’re worried about the budgetary commitment, you can ensure that your membership will be a positive line item if you invest time in it. It’s like you budgeted for a new software system but then didn’t take time to learn how it worked and all it can do. Take the time to learn about BIA and all it can do for your company, then like I said earlier, go to the events that will teach you the most, that are the best for you, and you will start getting referrals. I’m being simplistic because it does take time and effort, but you will get out of it as much as you put into it. You can’t think that because your name is in a membership roster, you’re automatically going to get something out of it. You have to show up, and when you show up, don’t be shy. Just be prepared to talk about how your company can help, but start by asking people about themselves and let them get the conversation rolling. 

Inspired Closets has been a member of the BIA for less than a year, so this is a relatively new venture that I have been charting. I have to say that it has been fruitful.

I've really enjoyed meeting all of the people in the home services industry, going to the Meet the Builder events, and attending some of the social events. It's been a really fun adventure for somebody in business.

But yesterday, we had a big day. We actually partnered with a builder, and we are going to collaborate with them on the custom closets in their new construction that is just down the street from our showroom. It's going to be 18 new homes, and that collaboration would never be possible if it wasn't for the BIA and the connections that I made there.

I met that company at a BIA event. They told me what their needs were. I continued to follow up. They gave me an opportunity to bid, and just yesterday I saw them again, and they said, "The job is yours."

I think the level of connection and the opportunity of being in the room, as long as you continue to follow up and have a very distinct purpose, is invaluable. The opportunity is there.

So, if you're on the fence about whether to join the BIA, or you don't even know what the BIA is and it's something that you've been investigating, I am here to tell you that it is well worth the money to join because of the level of opportunity.

Even the little catalog they gave us yesterday at the event was impeccable. I mean, I would have paid money just for that. It had every single person, their departments, their contact information, and their upcoming projects. That takes years of research from a business development perspective to gather and compile, and they literally just hand it to you on a silver platter.

Helping People As he nears the start of his third year as Director of Membership for BIASC, Tyler Bennett is liking where he’s at. It’s not just that new member counts and member retention are strong, but also that he gets to help people make the most of their membership. Tyler – who came to BIASC with experience working for both homebuilders and industry consultants – shared with Southern California Builder why he works so hard to make sure each new member of BIASC realizes all the benefits of membership.

Southern California Builder: Can you explain what you do as Membership Director?

Tyler Bennett: It’s my job to make sure new members are meeting who they need to meet in order to benefit from their membership. What I take the most seriously is the connectivity part of membership, which means doing things that don’t directly make BIASC any money, like just making handshakes happen and introducing people over email. I tell new members that I’m here to help – just let me know if you need any introductions. You’d be surprised how few people actually pick me up on that, even though if they do, I will do everything I can to help them. .

SCB: What path led you to the homebuilding industry?

TB: While I was working on my master’s degree in Public Administration and after, I worked at a political firm called Rincon Strategies, which exposed me to entitlement work and the public affairs side of homebuilding. Then I worked in marketing for a big master developer, the Lewis Group of Companies, then as an assistant project

manager at Warmington Homes, and finally, I had a business development position at Murrow Development Consultants. And that’s where I got super-involved with BIA, going to something like 70 events in one year.

SCB: You attended 70 events in a year, really?

TB: Yeah, since I was in business development, it made sense, and it worked. Plus, it showed me the value of BIA membership. Now I go to nearly all the events, 80-something a year.

It’s All About

SCB: So, from that experience, what do you tell potential and new members about how to benefit the most from their membership?

TB: It’s about showing up, seeing and being seen. But it’s difficult for a new member to figure out what to go to – as newcomers, they usually have no idea what’s going on, or if attending these events, as new budget items, will be justified. So, to help them, before each event I make a list of everybody who will be attending the event as their first BIA event, and I make sure that they’re meeting who they need to meet because it’s hard to go to a networking event for the first time when you don’t know anybody. I try to make it as comfortable as possible for new members, and I think that helps.

SCB: When a new member decides not to renew, is it typically because they haven’t been able to make the most of their membership?

SCB: Can you give us some examples of new companies that utilized their new membership effectively?

TB: One that comes immediately to mind is Home Depot.

They got involved last year and they’re already one of our top sponsors, with visibility everywhere. But not everybody’s got the budget of Home Depot, so a better, more typical example is Shape. They’re really hitting the ground running, even if they don’t have the funding to sponsor everything in the world. What they do is just go to events and explain how they can help. They distribute a brand called E/One that’s a low pressure sewer system that can sometimes eliminate the need for a sewer lift station. It’s one of those products that could save developers quite a bit of money if they knew about it, so Shape goes to events like Meet the Builder, shares their story, and they’re finding people who are interested.

Another really good new member is Samarth Desai of Amara Holdings. They’re new in California with a project in the Inland Empire, and when I first talked to Samarth he said he needed help with finding the best way to get things done here. He’s done a lot of projects internationally, but California is a different animal, so I

was happy to help by doing things like giving him a list of general contractors to consider and introducing him to a number of consultants. It can be really difficult to find the good people when you’re new to an area, but Samarth figured it out – now he’s using the BIA as a proven way to find the people he needs to be successful here.

SCB: What else does BIA have besides events to benefit a new member?

TB: I think our member directory is underutilized by a lot of members. We have a really big directory that you have access to as a member and can search by company name, member type, and other filters to build a solid prospect list. You can cold-call them then, but that’s difficult, so instead, you can compare your prospect list to the lists of who’s attending our various events, and pick the events with the most prospects. It takes a lot of legwork for sure, but when you score a hit, it pays for your membership.

SCB: What are your goals as Director of Membership?

TB: Besides the specific numeric goals, it is to elevate every part of the Association’s efforts to make sure that we’re providing a product that is useful to the members.

And then a part of that is making sure that people, especially new members, are aware of the opportunities coming up and helping them benefit from their attendance. If that goes well, then I’ll meet my member retention goals.

YOUR MEMBERSHIP AT WORK Edition

TB: Often I hear that it’s a budgetary issue, but if they were getting value out of their membership, it would be a positive line item, not a negative one. So, it’s really only ever one reason, that they didn’t go to events, or maybe went to only one event, and that’s why they didn’t get the value out of it. It’s like buying a car – you spend the money, but if you just leave it in the garage all year and you don’t ever drive it, you’re not going to get any value out of it. And it’s not going to take you to the places by itself, right? You have to get in and you have to work it.

And that’s the same thing with the BIA membership fee. It gives you access to our events, but it’s up to you to go to them and share your message about what your company is doing and how much you’re looking forward to doing more work in the industry. We want to help as much as possible – that’s why I’ll go with them to their first event or I’ll find somebody for them to go with.

SCB: What do you like best about your job?

TB: Honestly, it’s when somebody comes up to me and says they got laid off or are looking for a new role. I really value the opportunity to help them make the connections they need at a time like that, and this year I’ve been able to do that for about five people. It’s just cool to be able to help people. 

We do outdoor advertising and balloon decorating for the building industry.

We just hit our 30-year mark in business in February, which I'm really happy about. I've been a member of the BIA for about seven years now and a member of the General Sales and Marketing Council for about four years.

The one thing that I can say is, had I known then what I know now, I would have joined the BIA 20 years ago.

Since we've joined the BIA, we've almost doubled our business. But the thing is, you really have to put effort into it. The BIA and GSMC offer almost unlimited events and opportunities to meet with builders in the building industry.

The Meet the Builder event is amazing because you get to have multiple builders in one room at the same time, and you get a few minutes in front of them to give your elevator speech. It gives you the opportunity to meet directly with the decision-makers who are going to impact your business.

I would highly recommend becoming a member of the BIA, the GSMC, NextGen, or any one of the affiliates of the Building Industry Association, not only to help your business, but also because it's important to support our industry.

It's just something that I really advocate for. I've lived it.

I've experienced it. But as I mentioned, you have to work it. You have to attend the events, you have to get involved, and it will pay dividends.

2026 EDUCATIONAL SERIES

The regulatory Perfect Storm that has rocked homebuilding in Southern California for decades is only getting stronger. Just as one storm front is neutralized, two more appear on the horizon. The threat remains so serious that, if this storm hits at full strength, it could undermine the very foundation of homebuilding in Southern California.

Six converging storm fronts now threaten builder profitability. In the worst-case scenario, national builders may be forced to leave California for less regulated markets, while local builders could be pushed to scale back operations or close entirely.

BIA exists for challenges like this. For more than a century, our advocacy efforts at all levels of government have helped protect the industry by pushing back against the most damaging policies. However, the challenges we face today are among the most significant we have ever encountered. That is why BIASC has developed the Perfect Storm 2026 Educational Series—to equip Builder Members, Associate Members, and their employees with the knowledge and motivation needed to speak out, act together, and secure real solutions.

The Perfect Storm 2026 Educational Series is designed to help builders, associates, and their teams understand the legislative and regulatory threats facing the industry today, how those threats could impact business operations and staff, and how to become effective advocates in support of homebuilding.

ADVOCACY KEY ISSUES Vehicle Miles Traveled – VMT standards are poised to severely impact housing construction in California. The State has codified a greenhouse gas reduction framework that lacks a reasonable or practical foundation. Early estimates indicate that the VMT framework could add hundreds of thousands of dollars in new mitigation costs per housing unit, causing many projects to become infeasible and significantly slowing growth statewide. Litigation may be necessary. These provisions are among several introduced under AB 130 that will challenge the industry despite their stated intent to help.

California Environmental Quality Act (CEQA) – For years, CEQA reform has been a stated priority in Sacramento. Unfortunately, many “streamlining” efforts have resulted in additional requirements that make projects impossible to pencil. While 2025 brought some limited progress, 2026 is expected to introduce a major reform proposal from the California Chamber of Commerce aimed at addressing the core problems of CEQA. This effort will face significant opposition and attempted legislative undermining. Strong vigilance will be required if meaningful reform is to be achieved.

ADVOCACY KEY ISSUES CONT. Insurance Crisis – California’s insurance crisis continues unabated. Although public attention has shifted to other issues, the fundamental problems in the insurance market remain unresolved. Without significant reform, new communities may be unable to secure insurance coverage, making new construction an unacceptable liability. At a time of severe housing shortages, this issue remains a major obstacle to growth.

Rebuild LA – More than a year has passed since the devastating fires in Pacific Palisades and Altadena. Despite political promises and public attention, meaningful restoration remains far from complete and timelines continue to slip. The homebuilding community must continue working with affected neighborhoods, local governments, the State of California, and the federal government to ensure recovery efforts are accelerated in 2026.

Climate Action Plans (CAPs) – Jurisdictions across Southern California are expected to continue exploring Climate Action and Adaptation Plans in 2026. While these plans often appear reasonable on their face, their implementation frequently mirrors past housingunfriendly regional efforts such as Connect SoCal and the SoCal Greenprint. These policies have increasingly been used by environmental and NIMBY interests to block development. A notable example in 2025 was a City of Irvine proposal estimated to impose up to $4 billion in new costs on builders and residents.

Development Impact Fees (DIFs) – Municipal budgets throughout Southern California are under increasing strain, leading some jurisdictions to pursue substantial increases in development impact fees as a revenue source. California already has some of the highest DIFs in the nation, and further increases would significantly hinder the production of attainable housing.
