Rights Project successfully appealed the decision to the District Prosecutor=s Office in Vidin, which finally opened an investigation. The investigation was forwarded to the Vratsa Military Prosecutor=s Office after laws changed, and offenses of police officers were transferred to the jurisdiction of Military Courts. An indictment was later submitted to the Military Court in Pleven. 83 According to the Human Rights Project:
