Elliott Special Risks Elliott Special Risks (ESR) is a wholly-owned Markel International subsidiary operating across Canada. Acquired in October 2009, ESR was founded in 1966 and has become one of Canada’s leading Managing General Agents. ESR has absorbed Mint Canadian Specialty, Markel International’s existing Canadian business, and is developing new business lines by combining its experience as an MGA with Markel’s underwriting expertise.
