The Authority should be charged with reviewing all Government activities and entities to determine whether Government involvement continues to be justifiable. Where appropriate opportunities present themselves, the Authority should assume primary responsibility for promoting, facilitating, and overseeing all competitive outsourcing activities. Given that there is a finite number of Government services to be considered for either privatisation or outsourcing, the Authority should have a sunset provision to expire after six years.
