The following definitions will help citizens understand the terminology that is used in the county’s financial statement. Basic Financial Statements Scott County’s basic financial statements consists of three parts: government-wide financial statements, fund finanIntergovernmental cial statements, and notes to the financial statements. The management’s discussion and analysis and certain budget41% Licenses & Permits ary comparison schedules1 are required to accompany the basic financial statements and, therefore, are included as 1% required supplementary information. Government-wide financial statements display information about the county’s financial reporting entity as a whole, except for its fiduciary activities. These statements should present separate information for the governmental 2015 General Expenditures by Function and business-type activities of the county (primary government), as well as for its component units. Fund financial statements display separate financial information for the county’s governmental, proprietary, and Investment Earnings Otherfunds is presented separately for major fiduciary funds. Belle Plaine Wins Two of First Three by Dan Ruud The Belle Plaine High School girls’ basketball team accomplished in back-to-back nights what it took 18 games to do last year – pick up its first two victories of the season. Following a 53-49 seasonopening loss at Waterville-Elysian-Morristown last Tuesday night, the Tigers recorded a pair of victories (also on the road), defeating Janesville-WaldorfPemberton 64-52 and Cannon Falls 49-46 on Thursday and Friday nights, respectively. The Tigers were scheduled to host Sibley East in the Minnesota River Conference opener Tuesday night after this edition of the Herald went to press. Tri-City United will visit Belle Plaine for another MRC game 7:30 p.m. this Friday. WEM 53, Tigers 49 Belle Plaine led 37-36 with about six minutes to play but only few shots fell after that as the Bucs prevailed 53-49 in Waterville last Tuesday night. “They hit shots (late in the game) and we did not,” summed up Tigers coach Randy Carlson. Seven Tigers scored in the game, led by Elizabeth Johnson (13), Ireland Lambrecht (11) and Paige Narveson (9). The other scorers were Sarah Lenz (6), Lily Vinkemeier (5), Maria Larson (3) and Schuyler Sterk (2). The rebounding leaders were Vinkemeier with eight and Narveson seven. Lambrecht and Sterk both had six. Tigers 64, JWP 52 Narveson poured in 25 points and Johnson chipped in 13 to lead Belle Plaine at JanesvilleWaldorf-Pemberton Thursday night. “Offensively, we were a lot smoother in the half-court and had a better idea of what we wanted to do,” Carlson said. “I liked how we ran our fast break and attacked the basket and made good decisions. Paige Narveson was a much more balanced offensively player, scoring in different ways. Ireland Lambrecht showed a lot of leadership and was outstanding on the defensive boards. Tigers 49, Cannon Falls 46 The Tigers scored 20 of the game’s first 26 points but led by only 25-23 at halftime of what would eventually be a hardfought 49-46 victory over the Bombers Friday night in Cannon Falls. “We started out really well in all phases of the game but we missed some shots and had defensive breakdowns that allowed them to get back into the game,” Carlson said. The Tigers built the lead back up to double digits in the second half before the Bombers rallied again to pull within one point (47-46) with about a minute to play. Johnson made a couple of key free throws down the stretch to seal the win. Narveson topped the 20-point plateau for the second night in a row with a game-high 22 points. Tigers Top Fairmont by a Dozen in Opener

The Belle Plaine High School boys’ basketball team logged plenty of bus miles and a victory to start the 2016-17 campaign Saturday at Fairmont. The 69-57 win over the taller Cardinals came byway of a balanced scoring attack in which all five Belle Plaine scorers reached double figures. Leading the way was Nathan Herman with 21 points, followed by fellow senior Brody Curtiss with 16. They combined to make 16 of 22 free throws. Also scoring for the Tigers were Noah Hastings (11), Andrew Hunsader (11) and Patrick Bigaouette (10). Curtiss grabbed a team-high 12 rebounds, while Bigaouette and Matt Nelson had eight and seven, respectively. “We used full-court pressure defense and strong rebounding to defeat a very good and very tall Fairmont team,” said Tigers coach Paul Fogarty. “Our effort was terrific throughout this entire game. The Scott West wrestling team opened up its 2016-17 season with a convincing 47-19 win over rival New Prague before a big Scott West crowd in Belle Plaine on Thursday night. Although the Trojans got on the board first behind freshman Colby Dunkel’s 9-4 win over freshman Colton Bahr, the Panthers took control of the meet by winning the next seven matches, starting with 113pound freshman Jacob Hill as he scored a 13-0 major decision over Joe DeJong.
