Chair’s Report In this first year of a new five year Strategic Plan Belconnen Arts Centre’s reputation in the visual and performing arts continues to grow. Alongside our visual and exhibition program, Dance for People with Parkinsons and the exciting IGNITE: Alternate Arts Academy are two programs building BAC’s national recognition through integrated community arts and cultural development (CACD). All of our programs build on BAC’s commitment to inclusion and access which was recognised during the year through the awarding of a third Chief Minister's Award for Inclusion. BAC works on many levels to empower our community’s creative ambitions. While the case grows to complete the vision for our beautiful facility, BAC is an active and committed element in Belconnen town centre’s renewal. We are proud to have hosted and contributed to Belconnen’s draft town centre master plan that establishes our precinct on Emu Bank as a destination for arts, cultural, entertainment and environmental engagement. 2015 saw BAC’s organisational capacities expand. I thank my fellow board members for their commitment and professionalism ensuring the highest standards of governance and thank Daniel for his sound leadership and management. In supporting him, newly appointed Creative Program Director, Monika McInerney is bringing exciting ideas and opportunities and Jack Lloyd, Business and Operations Director, completed a Masters in arts management and the Australia Council’s leadership program. We also welcomed Songhie Tatipata, our ArtsReady trainee. I extend my special thanks to Ms Trenna Langdon and Dr Scott Brook who are not renewing their terms on the Board for 2016. I also thank our highly dedicated staff, our network of contractors, our principal funding body artsACT, BAC’s growing community of supporters, sponsors and all our wonderful volunteers.

Chief Executive Officer’s Report 2015 was the first of a 5 year plan where we set out to become a leader in community arts and cultural development; where we worked to become an increasingly inclusive, progressive and vibrant arts and cultural centre; and we set off on initiatives to empower Belconnen’s creative ambitions through first class facilities in its town centre. Executing the right strategies to achieve key goals is simply easier when surrounded by the right people. And you know you are heading in the right direction when at all levels across the organisation, and with people from our community, you find yourself engaged in expansive yet focussed conversation about an inclusive, creative and cultural life. Another sure sign our reputation is growing is the increasing number of proposals and ideas that are put to us, sometimes from unexpected directions! 2015 was a good year and proves good creative program produces great results across all measures of performance. We consolidated and extended what was proven to work, our IGNITE: Alternative Arts Academy is now our single most important CACD program. Meanwhile we always sustain a capacity for adventurous work, found, for example, in our artists residencies. We also take time to get out of our place, partnering with fellow arts organisations to create richer more diverse programs and to play our part in cultural sector development and agenda setting. 2016 is now well underway. Belconnen is celebrating 50 (+50,000) years of settlement and development for what has to be one of the great Australian community development success stories. Belco is a remarkably beautiful place to enjoy the natural world, to work, to live and most importantly, to pursue a creative life. A big thank you to all who help make Belconnen Arts Centre’s contribution possible.

Creative Program Community Cultural Inclusion Program (CCIP) 2015 was focussed on our pursuit to be acclaimed as a leader in Community Arts and Cultural Development practice. Working with artsACT, 4 year funding was secured to enable strategic initiatives that will fuel a love of arts and creative engagement across the community. IGNITE: Alternative Arts Academy grew from strength to strength, securing Adult Continuing Education (ACE) and Snow Foundation funding for two programs IGNITE: Visual Arts and IGNITE: Theatre. New partnerships were also formed with the National Disability Insurance Agency Trial Site in the presentation of a new exhibition program, IGNITE: 7 launched in October, featuring the work from participants of the IGNITE: Visual Arts and Painting with Parkinsons programs. 2015 saw the inaugural BAC Inclusion Award go to artists Moira Nelson and presented in partnership with Capital Artists Patrons Organisation at their annual Gala event on 14 October 2015. Other CCIP innovations that produced bold forward steps in new creative directions throughout 2015 included taLK bLAK radio/ Detour/ Dream Machine, a complex indigenous led cross cultural and art form collaboration, and Belconnen Commons – Arts Lab, an intensive CACD sector development initiative.

Exhibitions From January to December 2015, we proudly presented 41 Exhibitions across four galleries and we saw artists achieve $94,710 in artwork and merchandise sales. The exhibition program was rich in content and diverse in range of art forms, presenting a wide variety from individual retrospectives through to collectives. A particular highlight being our participation in the Australian Ceramic Triennial 2015, where we experienced great participation and visitation from across the nation’s ceramic arts sector. We applauded the community through exhibitions including our community exhibition, Hidden Treasures, Hidden Faces (IGNITE: Visual Arts) and College Express 7, which progressed to new levels in 2015 with prize monies doubling, thanks to our sponsor Ray White Belconnen.

Dance The dance program provides a generous assortment of pathways into engaging in and experience of dance. Particular jewels include; • Dance for People with Parkinson's – presented weekly, 40 classes per annum, in partnership with Parkinson's ACT both at Belconnen and Tuggeranong Arts Centre. • Dance on the Edge – celebrates Dance Week with two sold out performances, featuring the work of young and emerging independent dance artists. • Dance Kaleidoscope – brings together and showcases the rich collection of community dance groups which involves approximately 70 performers from around the ACT. • Room to Move – presented 9 inclusive dance workshops through the year with an overall 64 participants within the program.

Workshops A full program of 121 workshops across a range of visual arts forms were presented throughout the year, catering for all ages across the lifelong learning cycle.

Events Two highlighted community celebrations in 2015 included; • Our Place – Belco50 (+50,000 years), a shared community experience that emphatically launched the 2016 program of community gatherings, arts events and experiences we have planned to celebrate Belconnen’s 50th birthday, BelcoNOW. • The partnership with Mental Health Foundation and the Mental Health Consumer Coalition of the ACT in the collaborative presentation of the Mindscape Festival and Mish Mash Variety Night here at the centre in October.

Resident Companies 2015 was the first full year where BAC’s three resident companies Griffyn Ensemble, Musica Viva and the Young Music Society made a wonderful impact presenting concerts, Winter school, teacher professional development workshops and building our reputation as music education and fine music hub.


Arts Employment In 2015 BAC engaged paid artists, curators, arts workers, arts technicians and creative producers to the value of $150,000.

Volunteers BAC enjoyed 2,975 hours or $81,663 in value* in volunteer support, the equivalent of 1.5 FTE. Volunteering and community support significantly diversified in 2015 as a result of working with secondary schools, work experience placements, employment agencies, internships, English as second language colleges and with that outstanding organisation, Volunteering ACT. Treasurer’s Report and Financial Statement 2015 In its first full year under a new five year strategic plan and budget, Belconnen Arts Centre Inc. achieved another surplus, its fourth consecutive surplus, with a final result of $9,796 profit on a total income of $982,647 (1%). The 2015 outcome, in line with budget expectations, was achieved through a combination of strong results in venue hire and in the galleries that was further improved by increased program activity and savings on overheads. BAC has set and achieved year on year growth targets for venue hire income while program activity has grown through a focussed and successful effort securing grants in support of the key goal of becoming acclaimed as a leader in community arts and cultural development. The asset position of the organisation remains strong with $564,935 at December 31 2015, compared to a liability of $452,226. Adjusting for grants received in advance, Belconnen Arts Centre holds an asset to liability ratio of 2.02:1, in line with the key artsACT benchmark. Current equity of $112,709 at 11.46% of total annual income has improved and remains comfortably above the ACT government baseline of 10%. Completion of the arts centre and the capacity to keep the facility fresh and maintained so it can deliver an expanding program of diverse arts program while broadening the income base remains a challenge for both Belconnen Arts Centre as operator and for the asset owner, the ACT Government. We appreciate the work put into asset management planning and look forward to further engagement with the ACT Government as it develops strategies to complete the arts centre as a key Belconnen town centre and regional renewal project.
