SUBJECT Authorize a Memorandum of Understanding with the Financial Crimes Enforcement Network, U.S. Department of the Treasury to permit access to all private banking and financial information that is protected under the bank secrecy act to assist in financial crime investigations - Financing: No cost consideration to the City BACKGROUND Financial Crimes Enforcement Network (FinCEN) financial reports will give the Dallas Police Department access to suspicious activity filed by casinos, card clubs, securities and futures industries, and money services businesses for money laundering investigative purposes. The Financial Investigation/Seizure Team (FIST) focuses on the financial activities of Mexican Transnational Criminal Organizations (TCOs), principally drug trafficking organizations (DTOs), as well as weapons trafficking, human smuggling, and human trafficking organizations, with the objective being to disrupt and dismantle money laundering organizations (MLOs) which facilitate the money laundering operations of the Mexican TCOs. The access is for an indefinite time until the Dallas Police Department or FinCEN determine that access is no longer needed.
