SUBJECT Authorize a three-year construction service contract for the purchase, installation and installation training of metal guard rails and guard rail components for Street Services â€“ Odum Services, L.P., lowest responsible bidder of four â€“ Not to exceed $1,648,610 Financing: Current Funds (subject to annual appropriations) BACKGROUND This action does not encumber funds; the purpose of a service contract is to establish firm pricing for goods and services, for a specific term, which are ordered on an as needed basis. This construction service contract will provide for the purchase, installation, and installation training of metal guard rails and guard rail components to be used by Street Services. Guard rails keep vehicles and pedestrians from straying into dangerous or off-limit areas. Guard rails are also used to protect vehicles and pedestrians from areas with steep drop-offs, inlet/outlet drains, and to block access to areas prone to illegal dumping. If more than 50% of a guardrail is compromised or damaged, then a total replacement of the guardrail is required. This contract will allow Street Services to augment its current capacity and comply with the current Texas Department of Transportation specifications regarding guard rails. Training will be provided as part of the service contract to allow Street Service's staff to master complete guardrail installation.
