SUBJECT Authorize a three-year master agreement for the purchase of anhydrous ammonia â€“ DPC Industries, Inc., lowest responsible bidder of two - Not to exceed $2,636,220 Financing: Water Utilities Current Funds BACKGROUND This action does not encumber funds; the purpose of a master agreement is to establish firm pricing for goods, for a specific term, which are ordered on an as needed basis. This master agreement will provide National Sanitation Foundation 60 anhydrous ammonia to all three City of Dallas Water Utilities purification plants. This chemical is used to disinfect drinking water as required for compliance with Environmental Protection Agency and Texas Commission on Environmental Quality regulations. Proper disinfection ensures the safety of drinking water in the distribution system. Water Utilities provides service to an estimated 2.3 million people in Dallas and surrounding communities. On average, the City pumps over 417 million gallons of water per day. This solicitation was structured in a manner which required bidders to submit a response using unit pricing. This bid resulted in a 18.73% decrease on comparable unit prices for the bid awarded in 2013.
