FIELD MARSHAL TRAINING & INFORMATION PACK This pack is intended for the training of Field Marshals (FM) and as a ready reference. It contains guidance about what is expected of a FM and instruction on what to do in common situations. FMs should also refer to the FM pack provided on each pitch for their information. Example sheets of how to fill in the various forms a FM is likely to come across are included.

Roles and responsibilities of the FM Safety The primary role of the FM is safety, primarily off the pitch as the umpire is responsible for safety on the pitch. As such FMs must be over the age of 18 years when they act as a marshal. 

Off Pitch o There are safety areas all the way around the outside of the pitch and these should have nothing in them that may endanger a horse or player, including spectators and equipment of any sort. o These areas are to be clear before allowing the game to start and are to be kept clear throughout the game. o Only the two goal judges should be in the safety areas behind the goals. Keep all others out and any equipment too. All goal judges must be over 16 years old on the day. o Keep horses well away from the table as the people sitting there are not aware of what is behind them and cannot get out of the way if a horse swings round or kicks out Assist the Umpire o The umpire is responsible for safety on the pitch, but you may intervene if you see an immediate and serious danger which the umpire has missed, eg. If a dog, spectator or loose horse runs on to the pitch close to play or a player has fallen and is possibly injured (not getting up) or a horse bandage coming undone. You are NOT authorised to stop the game for a simple rule infringement missed by the umpires. Try and note who has or where the ball is at the time of the stopping of play in case the umpires do not. o It is your job to call for the paramedic as requested by the umpire. o The paramedic must not be allowed to access the pitch until the play has been stopped as this would cause additional dangers. o If you see a safety issue such overuse of whip, or abusive behavior that went on behind play and the umpire may have missed you can mention it to an umpire between chukkas.

Control the Running of the Pitch Your most active role will be to ensure the smooth running of the pitch (rather than the game). This will require badgering teams for players, goal judges, table staff etc. and generally making a nuisance of yourself! 

Try and ensure games run to time; o Gather data for the next score sheet before the end of the last game o Call for teams by contacting the Tournament secretary and keeping them up to date with how the games are running. Always tell the sec when the 2nd to last and last chukkas have started. If teams do not turn up by 10 mins before the start of the next game get the sec to make an announcement for teams. o Call for umpires if they haven’t turned up at least 10 mins before the start of the game. There may be a good reason for this, but late umpires are a major cause of game delays. o Call for goal judges and table staff from the teams as soon as the previous game finishes, or preferably even earlier. If a team is missing goal judges they must do the judging themselves by using the non-playing section. Do not let the games be delayed for this reason. Page 1 of 13

Field Marshal Training and Information Pack It is the teams’ responsibility to provide table and goal staff Push the umpires to get the game going and carry out their briefing as soon as all the players have arrived. They need not wait until both umpires are there. Don’t let them leave it until all the officials are in place as this would then introduce a further delay. Supervise the timekeeper and scorer o Ensure they are watching the game and not being distracted. o Make sure they indicate to the umpires when they have stopped/started the clocks for time off/on. Ensure paperwork is filled in correctly – see the example sheets. o This is very important, particularly if there is an accident as the paperwork may be used in court. o Well completed score sheets greatly assist in sorting out disputes. Dangerous Vice Records could prevent serious injury from a ‘serial kicker’, for example Assist the umpire when they’re not sure how to proceed on a ruling o Call for Exec or Tournament umpire if adjudication is needed on a rule or infringement, there may be one on the sidelines. o Check the rulebook as requested; there should be one on the table. o Avoid advising the umpire yourself or asking spectators as they may appear to be prejudiced, but quoting the rulebook is fine. Checking Horse studs o Players’ horses wearing studs are to have them checked against the details in the FM pack. o This is best done by a suitable person on the sideline as you may otherwise be busy. Ensure the timekeeper and scorer know how to complete the paperwork and what their duties are. o Refer them to the relevant FM pack sheets if required o o

Executive umpires 

  

At tournaments Executive Umpires have the authority to: o Stop a game at any point if they believe the standard of umpiring in the game is causing a safety issue. This shall be executed through the Field Marshal. o Require an umpire to be replaced if they believe that the umpire is unsafe and causing a hazard to the players. This shall be executed through the Field Marshal. o Override the decision of a game umpire if they believe the decision was clearly in error and will have a significant effect upon the outcome of the tournament division. This shall be executed through the Field Marshal. o At a suitable point during the game, offer advice to the umpires over a particular point of Rule or a general point of the umpiring Exec umpires are to make themselves known to the FM prior to interfering in a game, unless it is of an immediate safety issue. Exec umpires should avoid adjudicating over matters regarding their own club. A list of Exec umpires should be in the FM pack on the table.

FM authority You have the authority to: 

 

Stop the game o If there is an immediate and serious danger unseen by the umpire, eg. dog or spectator on pitch close to play, a player injured requiring the paramedic, horse bandage come loose. o Use the hooter/bell, but immediately inform the umpire why you have stopped the game. Require persons to move out of the safety areas and remove equipment Temporarily prevent a player playing o If you believe they are unsafe to play due to alcohol or drugs. Page 2 of 13

Immediately inform the umpires and call for the Tournament Umpire to come and adjudicate. Prevent a person goal judging if you believe they are unsafe due to alcohol or drugs. o If there is any dispute call for the tournament umpire or the tournament organiser

Specific jobs 

 

  

Before the start of the first game of the day o Inspect the pitch to ensure there are no dangers on the ground, eg. Bottles, horseshoes. This is particularly important on the Sunday morning if the pitch is near the entertainment tent! o Do a radio check with the secretary to ensure radio is working correctly. o Ensure you have all the necessary paperwork and equipment; hi-viz jackets, hooter, clocks (with batteries) etc. o Check with the tournament sec that the paramedics have arrived and games are OK to start Before the previous game ends (preferably) o Prepare score sheet for next game – write up all the information you can o Inform the Secretary of the state of game, eg. ‘Just starting last chukka’ o Get names of team players that are present plus those that are wearing studs and who are the captains. o Get teams to nominate goal judges and table staff – ensure their names go on the score sheet o Get the secretary to call again for Umpires and teams if not on site 10 mins before published start time. Before the start of the game o Inform Umpires if they are choosing best numbers, best players etc., or if the number/length of chukkas is unusual (ie. Not 6 x 6mins) During the game o Monitor the table staff, ie. Make sure they're concentrating on the game o Keep people out of the safety zones, including behind the goals o Ensure the goal judges remain standing at all times during play After the game o Get umpire and captain signatures on the score sheet, this might be done by the scorer o Get umpire jackets and whistles off umpires When you finish as FM o Take all completed score sheets etc. to the secretary's tent. After the end of last game for the day o Gather up umpires' jackets and whistles, Goal Judge hi-viz, hooter/bells, clocks etc. and return to secretary's tent o Lay table and chairs on their sides to reduce damp on them overnight. o Pick up rubbish left by table

What to do If..... (See example sheets for how to complete documentation) 

 

 

Player has a dangerous foul awarded against them (usually a Goal on the Board {GoB}) o Fill in a Dangerous Play Record (DPR) o Put summary on score sheet o Record GoB on the score sheet correctly Player is sent off o Ask umpire for how long the player is to be off, start stopwatch o Fill in DPR, put summary on score sheet o Tell player when time is nearly up o Tell umpire when time is up - it is up to the umpire to let them on Horse is injured o Start clock for 10 min period  10 min starts from when the 'injury' should have been noted, Eg. If a horse has an injury at the end of a chukka, but no one notices until it’s time to go back on to the pitch then the 10 minutes started when they came off the pitch, not from when it was noticed.  Inform umpires when 9 minutes are up so they can get the players ready to restart. o Call for the event Horse Welfare Officer (HWO)/Vet o Record incident on Playing Incident Report (PIR) if relevant Player requires attendance by a paramedic o Call for paramedic using provided communication means (radio?) o Record incident on PIR Player is taken to hospital in an ambulance o PIR should have been filled in already, but also now fill in Major Accident Report (MAR) o Make sure as much information is included as possible. The form may be used in any subsequent court case or insurance investigation o Better too much information than too little. Air ambulance is attending See the checklist in the pack o All pitch flags on the incident pitch and adjacent pitches to be removed to a safe place o All goal posts to be taken down and laid on the ground, pointing to the centre of the pitch. o All items of loose equipment, paper, rubbish etc., which may be affected by the downwash from the ambulance, are to be stowed away safely. o All dogs are moved well away from the area of the pitches o All horses are moved well away from the area and monitored by their owners o All spectators are to be moved well away from the affected pitch o Play must stop on all pitches and remain stopped until the Air Ambulance has left the area A Horse is sent off for kicking, biting or rearing o Record summary, including horse’s and owner’s names on score sheet o Ensure horse owner is issued with filled in Dangerous Vices Record (DVR) o Return copy of DVR to secretary for onward transmission to the UKPA Someone complains about the umpire or you have concerns over an umpire o Record the complaint on the score sheet and inform the Tournament umpire asap Dog, spectator or loose horse on pitch o Consider stopping play using the hooter/bell if there is an immediate and serious danger to persons or horses. o If dog is ‘caught’ it will need to be paid for before being released. Umpires cannot agree on a decision/ask for advice o Get out the rulebook o Call/look for an exec umpire or the tournament umpire o Avoid giving your opinion as you may appear biased Page 4 of 13

Teams do not turn up on time o Game may start without them, do not wait too long as this delays the game. Max 10 minutes from published game start time. o Even if a team has one player missing then the game can still start. Consider starting with the complete sections first. Team does not have sufficient goal judges o Get them to ask spectators o If no one comes forward the section not playing will have to act as the goal judge(s). One umpire does not arrive o Ask the secretary to put out a call (should have done this before as umpires should be there before the game is due to start) o Request permission from tournament organiser to temporarily use an un-mounted sideline umpire under the following stipulations: o Only allowed if the game is grade ‘D’ or below. o Sideline umpire should run far side o Un-mounted umpire must be a qualified ‘C’ grade or higher umpire (and fit!) o Other umpire must be mounted and a fully graded umpire for that division, ie. Not ‘E/D’ o Only to be a temporary measure until the second umpire arrives o Mark on score sheet that the umpire was late Game is initially a draw o The next sections should go on and the first goal wins the match – a ‘Golden Goal’. o Record he goal in the ‘7th chukka' (or 4th for a sectional game) on the score sheet. You suspect a player is unsafe to play due to alcohol or drugs o The game may be stopped/delayed o Make your concerns known to the umpire if present or the Tournament umpire o It is the Tournament umpire's responsibility to determine a player's suitability to play. o The player may be breathalysed or Field Sobriety tests may be conducted. o A game is not to be delayed if a player has to be replaced - it is the team's fault. Someone complains that a goal judge is biased or ineffective o Inform the umpire at the next suitable point and obtain their opinion o If unable to resolve the incident call for the Tournament umpire to come and adjudicate
