Монголын Менежментийн Зөвлөхүүдийн Холбоо (MMСА) ММСА нь Мэргэшсэн Менежментийн Зөвлөхүүдийг (ММЗ) бэлтгэж, олон улсын зөвлөх үйлчилгээний ур чадвар болон ёс зүйн стандартыг мөрдлөгө болгох зорилгоор 2008 оны 11 сарын 5-нд байгуулагдсан мэргэжлийн байгууллага юм.

I am Aneeta Madhok, Chairperson of International Council of Management Consulting Institutes which is the global apex body representing the management consulting profession. I have been interacting with Ms. Battogtokh Undarlaa, President/CEO of Mongolian Management Consultants Association for quite some time now. Each time she gives us some more good news about the working of MMCA and their intentions to work closely together to meet the requirements of ICMCI membership. I am absolutely delighted that today you are all well on the way to making a strong and long lasting foundation for the representation of ICMCI interests in the region, and the Management Consulting profession in your country, and are also well on the way to reaching eligibility for ICMCI membership. I will look forward to the day when I can congratulate you all and welcome you into the ICMCI fold.

I will urge you to learn and imbibe the culture of camaraderie and friendship that is the hallmark of ICMCI and look beyond the meeting of criteria for our membership. Of course, you do need to visit our website to learn more about us and our flagship product, the CMC certification, but please also feel free to exchange ideas about what we do and how we are. This is your first issue of this magazine and the flavours you exchange here will sow the seeds for a flowering of the plants you create and nurture. Where I come from, such a first occasion is intended to be auspicious and with a positive optimistic outlook for the future. I hope that your energy and enthusiasm will carry forward and multiply over the next few months and years as you nurture the MMCA in its path forward. There are many events planned for 2010-2011 and these are posted on the website. We have the next one – the Asia Pacific Hub meeting on 25-26 March at Seoul, Korea, the

Americas Hub meeting on May 09 at Toronto, Canada, and the World Management Consulting Conference being planned by our member in Helsinki, Finland on June 2021 to co-incide with Euro Hub meeting. International Management Consultants day is normally celebrated in first week of June in many countries across the globe and the grand Biennial Congress which will mark the end of the term for this ExCom is being scheduled for 6-8 October in Taipei, Taiwan. I look forward to welcoming some of you on these occasions. Keep track of our website for future announcements on these events. I shall request our secretariat to start forwarding you our bimonthly newsletter, The Meridian to Ms. B. Undarlaa and she can forward to all of you together. I am happy to place a map of ICMCI here and will hope to have the CMC gold colours in the white space that is now Mongolia.

Харин хувийн хэвшлийн амжилттай үйл ажиллагааг хангах хүчин зүйлүүдийн нэг нь менежментийн зөвлөх үйлчилгээ юм. Монголын менежментийн зөвлөх үйлчилгээний хувьд шинэ тутам хөгжиж байгаа салбар билээ. Cүүлийн үед дэлхий нийтийг хамарсан зах зээлийн хямрал зөвлөх үйлчилгээний хэрэгцээг их хэмжээгээр хөөрөгдүүлсэн. Үүнтэй уялдан дотоодын зах зээл дээрх зөвлөх үйлчилгээний хэрэгцээ ч мөн сүүлийн жилүүдэд өсөн нэмэгдсээр ирлээ. Тиймээс, Монголын Менежментийн Зөвлөхүүдийн Холбооны (MMСА) эн тэргүүний зорилт нь дотоодын зөвлөх үйлчилгээний тасралтгүй хөгжлийг хангаж, зөвлөхүүдийн өнөөгийн мэргэжлийн түвшинг дэлхийн түвшинд хүргэх явдал болж байна. Үүнтэй холбогдуулан ММСА нь oлон улсад мөрдөгддөг зөвлөхийн мэргэжлийн ёс зүйн журмыг нэвтрүүлэн мөрдөж, менежментийн зөвлөхүүдийг танхимын болон дадлагажуулах шат шатны сургалтаар гэрчилгээжүүлэх шалгалтын программтай болохоор өөрийн сургагч болон дадлагажуулагч багш нараа бэлтгэхээр зорин ажиллаж байна.

Ǫâëªõ ¯éë×èëãýýíèé ¨ñ ç¯éí æóðàì Менежментийн буюу бизнесийн зөвлөх нь клиент байгууллагадаа дээд зэргийн үйлчилгээ үзүүлээд зогсохгүй үүнийгээ ёс зүйтэй хийдэг.

 

Менежментийн буюу бизнесийн зөвлөх гэдэг нь тодорхой үнэ хөлсөөр клиент байгууллагынхаа нөөцийг илүү үр дүнтэй ашиглах замаар зорилтоо тодорхойлж түүндээ хүрэхэд бие даасан бодит зөвлөгөөг өгдөг мэргэжлийн хүн юм. Үүнийг хийхдээ зөвлөх нь тухайн асуудал эсвэл боломжийг оношлон тодорхойлж, оновчтой шийдлийг санал болгож, сайжруулалтыг хэрэгжүүлэхэд туслалцаа үзүүлдэг. ММСА нь менежментийн зөвлөхүүдийн мэргэжлийн гэрчилгээжүүлэх байгууллага юм. Энэ утгаараа зөвхөн туршлагатай зөвлөхүүд гишүүн нь байх боломжтой. Consulting: Meeting the needs of entrepreneurs and small business By Anna Lin Entrepreneurship is the common term used to describe an individual who starts their own business after seeing a new opportunity. Entrepreneurship is an important part of economic development as it allows people to develop new ideas which will create value to the economy and society. Many small and medium sized enterprises (SMEs) have entrepreneurial spirit and play an important role in the economy. The level of economic growth of a region to a large extent also depends on the level of entrepreneurial activities in the region.

onsultants have an important role in assisting SMEs and entrepreneurs. Consultants provide expert advice in areas that are important for a business to grow and compete successfully, for example management, human resources, marketing, finance and the legal environment. Governments also play an important role in assisting SMEs and entrepreneurs. Recognizing the importance of developing SMEs in Mongolia, the Government Implementing Agency for Small and Medium Enterprises (SME Agency) was created in December 2008 to support the growth and development of SMEs in the economy, to provide legal support to SMEs and to enhance their competitiveness.

The SME Agency has responsibility for five SME Business Centres located in Bayanzurkh District and Songinokhairkhan Districts in Ulaanbaatar, Dharkhan, Gobi-Altai and Zavkhan. These SME Centres provide business support training to entrepreneurs and SMEs. The SME Business Centre located in Songinokharkhan district in Ulaanbaatar sees about 50 – 80 people each month who either attend business training or seek advice from a business advisor. Common consulting advice that is provided to SMEs include: • • •

evaluating their business activity advice on how to minimize cost and maximize profit how to conduct market research

how to manage productivity and manufacturing activities how to write a business project plan, business agreement and other business documents.

Other services provided by the SME Business Centres include capacity training for SMEs on how to successfully run a business and how to market and sell their products and services. SMEs are also provided assistance with buying new equipment, participating in exhibitions and trade fairs and are provided handbooks and information on business topics. After attending training sessions, SMEs and entrepreneurs learn how to better manage their business, how to overcome difficulties, how to decide optimum decisions, and in the future how to grow their business.

 in developed countries. In Australia there are a number of consultants who assists small businesses to apply for Government grants. The consultant takes a percentage of the grant amount awarded as their success fee. This is an example of how consultants can demonstrate to clients value for money. At the end of the day, consultants are there to assist businesses to become more profitable and efficient and to compete successfully in a competitive business environment. This is how consultants can remain relevant to entrepreneurs and SMEs in Mongolia.

There are of course many challenges for SMEs and entrepreneurs. The most common challenges are insufficient capital and assets, having the willpower and motivation to follow through on a business idea or new opportunity. However the biggest difficulty for entrepreneurs is how to secure finance, as often they do not have adequate collateral or business experience to secure loans from banks. This is despite many of the commercial banks in Mongolia having a focus on microbusiness and SME financing. Perhaps what is really needed is more education to SMEs and entrepreneurs about financing and how to best to prepare themselves so that they can take advantage of SME financial services.

Clients will also demand more specialized technical knowledge or skills so they can have a competitive advantage. For example, knowledge about intellectual property rights, specialized marketing such as online and social media marketing will be relevant for emerging SMEs and entrepreneurs operating in the information technology and services sector.

So how can consultants meet SMEs needs better? As a consultant to SMEs, it is important for consultants to have a good understanding of the laws that affect small businesses in Mongolia and the various programs and grants that are available to them. There are a large number of loan and business support programs funded by government and international donor agencies and it is important for consultants to be aware of these programs and recommend them to their SME clients, where appropriate. Also many consultants will have ‘generalist’ knowledge or skills which will serve a large number of their clients’ needs. For example, skills such as drafting business project plans would be a ‘generalist’ skill

Having a more specialist focus in consulting will also ensure the consultant or consultancy firm remains competitive in the future. Consultants must also demonstrate their value to potential clients as there can be low uptake of consultancy services amongst SMEs and entrepreneurs, compared to those

institutional strengthening. Before coming to Mongolia, Anna was an Industry Advisor at the Australian Government’s Trade & Investment Commission and worked with the professional services sector, including management consultants in Australia.

Incorporating International Standards enhancement has been developed at this scale in Mongolia, and to develop a model that can be applied across the country in future. It is both a pleasure and a challenge to be developing partnerships and working to best manage ������������������ tangible heritage resources, such as archaeological and paleontological sites, and intangible resources, such as folklore, dances, and the Mongol way of life. These are just some of the critical issues to address in cultural heritage, particularly as mining operations expand in Mongolia. The OT Cultural Heritage Program Advisory Board meets to hear progress on the project, and discuss future plans and actions.

AMC: Please introduce yourself to our readers My name is Amy Sexton. I am an Australian and have been living and working in Mongolia for over 2 years. I first arrived as a volunteer with an NGO, World Vision, providing environment and community development advice for colleagues and partner organisations. During my volunteering year I developed a keen interest in Mongolia - particularly its people and environment. I wanted to build on my experience here, and now work periodically with an Asian Development Bank-funded project and full time for an international consulting firm called Sustainability.

AMC: What is the project where you work as a senior advisor doing? Most recently, I have been working as part of a Mongolian and international team to design Oyu Tolgoi’s Cultural Heritage Plan. This is unprecedented work: it is the first time a model for cultural heritage preservation and

AMC: What sort of consulting you are giving on that project? When engaged on a project I provide consulting support on social, environment, education and training issues. A large component of my work also involves project management. Often our clients need discrete pieces of work completed – my team and I need to ensure the work is completed by the agreed time, within budget and dealing with the issues of a dynamic and sometimes difficult environment.

Sustainability is an Australian based consultancy firm specialising in management systems for occupational health and safety, environmental, security and training services for clients around the globe. Established in 1999, Sustainability is now operating as one of the fastest growing, specialist consulting firms in Australia. The head office is in Perth, Western Australia, and there are more than 40 professional staff operating from permanent offices in Perth, Mongolia, Pakistan and Canada. Sustainability has been working in Mongolia since 2002 and established

With the introduction of new technology to Mongolia, new ways of ensuring staff have skills required to work safely are required.  This truck simulator is one example, at the Energy Resources site.

AMC: Who are your clients for your consulting services? Why they need your consulting services? How your work is going to benefit your client? In Mongolia, most of our clients are mining and resources sector companies and international financial institutions. The majority of our clients engage us to assist with incorporating international standards into their local working operations. The majority of our projects are aimed at establishing management systems and processes so clients can continue to leverage industry best practices and meet international standards without external assistance. The unique combination of Sustainability’s broad international experience coupled with extensive local knowledge and practice allows the Sustainability team develop practical Mongolian business solutions. AMC: What should local consultant in your area learn or aware of that particular type of consulting to benefit their clients more? Changes in Mongolian law mean there is an increasing focus on safe working in industry. While local consulting firms currently lack the experience to provide these services, there are a growing number of people who have had exposure to working to international safety standards. Understanding how to advise clients

about safe working practices will increase the marketability of a consultant and, most importantly, will ensure Mongolian people aren’t faced with safety risks in their work. AMC: What would you like to address to Mongolian consulting industry future development - how we should be improving ourselves to meet client requirement better? Developing partnerships to leverage strengths will be essential as the Mongolian consulting industry continues to develop. For example, our experience is that our international advisors bring knowledge of best practices from abroad, while our Mongolian

advisors are most effective ensuring that these practices can be tailored and applied most effectively to the Mongolian context. Being clear about responsibilities, regular communication and making time to build the relationship are key strategies to making these partnerships work. AMC: Anything else you would like to say to your Mongolian colleagues? Personally, I am always learning more about Mongolia and how to work effectively here. I thoroughly enjoy that there is always something new to learn. Working in Mongolia is fun, challenging and a privilege.

Hands across the Sea: Building Consulting Capacity in Central Asia By Dr. Drumm McNaughton CMC® Chairman and CEO, Institute of Management Consultants USA

in Central Asian countries, and certifying consultants. These efforts have trained more than 200 consultants in the Central Asian countries, and, according to the EBRD, have “generated a common understanding of the key consulting concepts.” This particular project, building the consulting capacity through certifying consultants, began over a year ago at the 2009 ICMCI Congress in London where I met Gabriel. We struck up a friendship, and in March 2010, Gabriel reached out about the possibility of IMC USA certifying consultants from Central Asia. This became a reality in May 2010 when we received approval from the EBRD for the project. By way of background, the IMC USA certification process requires CMC candidates to submit: • An application detailing one’s education, experience, and perspectives on consulting; • Three - five case studies; • Names of six references; • Take written examinations on consulting competencies and ethics; and • Sit for a 2 1/4 hour panel interview conducted by senior CMCs.

In September 2009, seven (7) new Certified Management Consultants (CMC) were certified and awarded their CMC pins at the International Council of Management Consulting Institutes’ (ICMCI) Annual Meeting in Mai’in, Jordan, the culmination of a 2-year process designed to build the consulting capacity in Kazakhstan, Uzbekistan, and the Kyrgyz Republic. This is the story of how these seven consultants came to be certified, and how consultants from the USA and Canada partnered together to make this happen. This story begins before Jordan when in 2007, ICMCI Chair Brian Ing and former Chair Peter Sorensen authored a paper on capacity building in developing countries for the United Nations Development Commission which was circulated to international development institutions. One of these institutions, the European Bank for Reconstruction and Development (EBRD), recognized the potential of a partnership with ICMCI and thus began the collaboration. Through the efforts of Gabriel Al-Salem, the Head of Regional Programme in Central Asia from 2001-2010, this collaboration took flight with the EBRD funding projects such as consulting skills courses, establishing Institutes

There were multiple steps required to make this successful. First, identifying candidates. To do this, Gabriel and his TAM/BAS team “got the word out” about the programme, and each Institute put together a panel which selected candidates in early July and submitted them to IMC USA. One of the challenges that we had was how do we conduct the certification process for candidates whose first language was Russian – the IMC USA certification process has been called “a model for other [Institutes] to emulate,” but it was designed for English speakers. We ultimately decided that the first candidates must be fluent in English (speaking and writing), and that Gabriel would be able to help us with any language challenges. We received certification packages from seven CMC candidates by early August, and all were approved by the IMC USA Certification Committee to go through the process. Each candidate was provided the necessary study materials, and through their study and consulting skills courses they had previously taken, all were able to pass the online consulting competencies and ethics exams. Their last step was the assessment panels. We convened the first of seven certification panels at 10 AM on Monday, September 20, in Jordan, three days prior to the start of the ICMCI Annual Meeting. Because there was limited time, we packed in as much as we could – three panels on Monday, three more on Tuesday, and the remaining panel on Wednesday morning. All candidates

were successful, and by Wednesday noon we had seven new CMCs! Following the certification panels, we conducted training on the assessment process and debriefed the CMC panels. Topics included: • Setting up the certification process; • Developing and administering examinations; • Certification topical areas; • Building a certification process, including how to run a certification program, the requisite number of CMCs necessary for an effective certification program; • Getting ISO certified; and • Institute building, including governance, required and desired committees / officers, legal structures, bylaws, and relationships with other Institutes. Thus, the new CMCs returned to their country as trained assessors who will develop their local CMC certification process and assess future CMC candidates. The crowning moment came on Thursday at approximately 12 PM when seven new CMCs and Gabriel (who had not yet been pinned) received their CMC pins in front of 100 trustees of ICMCI! In looking back, there were three things critical to the project’s success. • First, we built trust through dialogue. During the training, the project team was able to work through challenges because we had built a level of trust with all the participants. For example, we were able to facilitate an agreement between the Kazakhstan and One of the ICMCI requirements for becoming a full member institute is that they must be able to conduct their own certification process.

Kyrgyz Republic Institutes to assess each other’s CMC candidates until such time that they each have sufficient panelists to ensure objectivity. This could not have been brokered without trust borne out of dialogue. • Second, we involved the local institute as much as possible. During the certification process, we asked the local Institutes to review all of the CMC applications for completeness prior to their submission to the IMC USA Certification Committee, ensuring the applications were complete and accurate. This gave them experience which will help them in the future. • Lastly, we involved key decision makers from the beginning. Because we had “the right people in the room,” e.g., Gabriel (EBRD TAM/BAS), Clint Burdett (IMC USA Certification Chair), and me (IMC USA Chair/CEO), we were able to make decisions as they came up, thus enabling putting in place programs such as a mentoring for the new institutes and dual memberships ( local and IMC USA). There are many people and entities who contributed to the success of this project. First, the herculean efforts of Gabriel Al-Salem and the EBRD BAS staff in Kazakhstan, Kyrgyzstan, and Uzbekistan cannot be underscored.  Second, the support of EduVision Inc., together with Nick Shepherd and Heather Osler, created the groundwork for the successful work in Jordan. Lastly, the support of IMC USA made certification possible for these new CMCs, and will continue to contribute towards taking these Institutes to full membership in ICMCI.
