JOINT PPOC PDRRMC MEET. Makikita si Batangas Governor Vilma Santos , Vice Governor Mark Leviste kasama ang mga opisyal ng Pamahalaang Panlalawigan na nakikinig sa isinasagawang dayalogo sa Joint meeting ng mga kasapi ng Provincial Peace and Order Council (PPOC) at Provincial Disaster and Risk Reduction Management Council (PDRRMC) noong ika-10 ng Hulyo sa Bulwagang Batangan sa kapitolyo. Ang mosyong ito ay iminungkahi ng OCD Region 4A Director Vicente Tomazar sa pagpupulong ng pinagsamang konseho ng Batangas Provincial Peace and Order Council at Provincial Disaster and Risk Reduction Management Council na dinaluhan ng mga opisyal ng lalawigan ng Batangas na may kinalaman sa pagpapatupad ng seguridad kasama ang mga lokal na ehukutibo ng iba’t –ibang bayan sa lalawigan noong ika-10 ng Hulyo sa Bulwagang Batangan sa kapitolyo. Sa harap ng namumuno ng PPOC At PDRRMC na pinangungunahan ni Governor Vilma Santos Recto, pinagtalakayan ang mga hakbang na gagawin ng mga Local Government Units upang higit pang mapagtibay ang kakayahan ng kanilang mga Local Disaster and Risk Reduction Management Councils na siyang unang ahensya na sasabak sa oras na dumating ang sakuna at kalamidad. Alinsunod sa isang

kautusang ipinalabas ng OCD at ng DILG hinihimok dito ang pagtatalaga o designasyon ng isang Local Disaster Response Officer na siyang permanenteng mamahala sa kahandaan ng kanilang Local Disaster Response and Risk Reduction Centers . Ayon kay Director Tomazar sa pagakakaroong ng mga focal persons sa mga LDRRMO ng mga bayan, masisiguro na ang operations centers (OPCEN) ng mga ito ay may kahandaan 24/7. Dito aniya ay maiiwasan ang pagkakroon ng delay sa pag-activate ng mga OPCENs ng mga bayan at agarang makakatugon o makakapagbigay impormasyon at kahadaan sa kanilang kumunidad na nasasakupan. Ang mungkahing ito ay bukas isip na tinangap ng mga Mayors na dumalo sa pulong at sinang ayunan ni Governor Santos Recto na nangako na patuloy na tutulong at tututok sa Disaster Response Capabilities ng lalawigan sa pama-

mgitan ng modernisasyon ng mga search, rescue at communication equipment ganun din ang patuloy na capability trainings ng mga sinanay na Barangay Disaster Responders. Isang paalala naman ang ipinaaabot ni Governor Vi sa mga Alkalde at mga opisyal ng konseho na maging seryoso sa pagpapatupad ng kanilang disaster plans at mga plano pagkatapos nito. Ayun sa Gobernadora, opisyal ng pumasok ang Typhoon Season at kailanagan ang pagtutulungan sa oras na malagay sa alanganin ang lalawigan. “ Ang aming maiibigay na tulong dito sa lalawigan ay depende sa impormasyong ipapaabot ninyo sa amin”. “Kaya’t dapat laging bukas ang linya ng ating komunikasyon at maging responsible tayo sa pagbabato ng mga balita ganun din ay dapat ay nasa oras ang pagsumite ng report upang agad tayong maka aksyon” pagtatapos nito. 20 OSY sumailalim sa peer education training BATANGAS CITY--DALAWAMPUNG outof-school youth (OSY) sa lungsod ang sumailalim sa tatlong araw na peer education training na ipinagkaloob ng Philippine Rural Reconstruction Movement, isang pribadong samahan na naglalayong maiangat ang kalidad ng buhay ng mga higit na nangangailangang kabataan. Ang mga dumalo ay

pinili ng City Social Welfare and Development Office (CSWDO) at City Council for Youth Affairs mula sa mga OSY sa lungsod. Dito ay tinalakay ang kahalagahan ng peer education at ang mga benepisyong maidudulot nito sa mga kalahok. Sinabi ni Mila Española, hepe ng CSWDO, na ang nasabing training ay

isang dagdag kasanayan sa mga OSY bukod sa mga pagsasanay na ipinagkakaloob ng CSWDO kagaya ng leadership training at iba pa. TWO days later at about 8 a.m., Victor Real, Resty’s bosom friend, knocked at my gate. “Vic, I guess Resty sent you again to pick up his copy of our paper, ano?” I told the visitor. Vic didn’t answer at once. He wore a heavy face and couldn’t speak readily. Then he slowly uttered tearfully, “Our friend Resty can’t read his article anymore. He’s gone…he died last night.” DR. ORESTES “Resty” Cabigao, 75, succumbed to a lingering illness on July 8. He was survived by his loving wife, the former Rosemarie Berberabe, daughter of Don Pedro Berberabe, World War II Mayor of Batangas (now a city). Numerous people have known Resty since he was a grader at St. Bridget College. When he visited decades later, Cabigao was elected president of his high school alumni batch at SBC’s centennial anniversary last February. REQUIEM FOR... page 11

Mga palso ng LTO MAAANTALA pa hanggang Agosto o Setyembre ang paglalabas ng Land Transportation Office ng bagong idinisenyong plaka para sa lahat ng sasakyan. Ito ang sinabi ni Department of Transportation and Communication Secretary Jun Abaya sa isang panayam. Tinatapos pa umano ng LTO bago makapaglabas ng panibagong plaka ang post qualification. Ang bagong plaka ay magiging “one standard plate for all.” Walo ang awtorisadong disenyo ngayon kaya magulo ang sistema. Ito rin ang dahilan kaya hirap ang mga law enforcers na hulihin ang mga sasakyang hindi nakarehistro o kung ang nagmamaneho ay nagkaroon ng violation. Una nang pinlano na ipatupad ito ngayong Hulyo ngunit dahil sa ilang aberya, sa mga susunod na buwan na itinakda ang implementasyon. Una nang napaulat na kargado ng security feature ang bagong plaka at may karagdagang disenyo partikular sa ilalim nito kung saan ilalagay na kung saang rehiyon ito unang nakarehistro. May slogan naman ng ruta para sa plaka ng mga pampasaherong sasakyan. Ngunit hindi ang bagong plate number lang na ipinangangalandakan ng LTO ang nade-delay kundi maging ang stickers kapag nagparehistrong muli ng sasakyan. Aminado ang opisina na baka ngayong Hulyo pa rin lang dumating ang mga stickers—or later. Nagmamarakulyo na ang mga may-ari ng sasakyan. Bakit nga naman hindi. Mataas na antas ng teenage pregnancies sa ‘Pinas NANGANGAMBA ang National Youth Commission sa ulat na ang Pilipinas ang may pinakamabilis na pagtaas ng bilang ng teenage pregnancies sa timog silangang Asya. Sa isang panayam kay NYC Commissioner Percival Cendana, ikinumpara nito ang naturang datos sa isang “gold medal” na hindi pwedeng ipagmalaki ng bansa. “Mula noong 2000 hanggangg 2010, halos nagdoble ang teen pregnancy sa Pilipinas. Nang tiningnan ang bansa sa ASEAN, Pilipinas ang may pinakamataas na pag-akyat ng teen pregnancy sa buong rehiyon,” ani Cendana. Isa aniya sa itinuturong dahilan nito ang kakulangan ng edukasyon tungkol sa reproductive health at sex education sa ating bansa. “Halos lahat nang bansa sa Asia at sa ibang bansa sa mundo, pababa ang kaso ng teen pregnancy nila; sa Pilipinas, pataas. Nang tingnan natin kung alin ang pagkakaiba; ang pagkakaiba wala tayong comprehensive sexuality education na itinuturo sa ating mga estudyante,” ani Cendana. “Kulang sa edukasyon, sa kaalaman ang kabataang Pilipino,” dagdag pa niya. Isa sa mga nabanggit niya ang tinatawag na “kurot principle” na ginagawa aniya ng mga Chinese. Una ang savings deposits, time deposits at certificate of deposits. Nakadisenyo ang mga ito sa proteksyon ng pera kaysa sa return of investment. Mababa lamang ang risk pero mababa rin ang kita. Ang savings deposit ay kumikita lamang ng two percent per annum o mas mababa pa. Kasunod nito ang money market, mutual funds at unit investment trust fund (UITF). Nasa pangangasiwa ito ng mga professional fund manager, puwedeng i-diversify ang investment para makuha ang degree ng risk na gusto at hindi ito nangangailangan ng malaking halaga. Youth activists, KBs and SKs AMONG the youth sector of our citizenry three particular generations have etched significant imprints of their involvement in helping shape the country’s socio-political history. Namely: the various youth activist groups, Kabataang Barangay (KB) and Sangguniang Kabataan (SK). I choose to write on the subject in the wake of published reports that the Commission on Elections has announced it was planning to ask Congress to abolish the Sangguniang Kabataan or local youth council. Election lawyer Atty. Romulo Macalintal expressed his strong support to the proposal, saying taxpayers’ money was being wasted on these youth councils that “have become the training ground of trapos (traditional politicians).” YOUTH ACTIVISM peaked in our midst in the ‘70s. In that infamous period of dissent dubbed as “First Quarter Storm,” thousands of militant young people, ages 15 to 35, stormed the streets of Manila and elsewhere in violent protest against status quo in government. The rallies and marches escalated when other groups, including radical labor, as well as left-leaning organizations participated. They denounced rampant graft and corruption in the bureaucracy, and the uncontrolled decline in the economy . Youth and student activists carried crude light explosives as weapons against mass action riot-control policemen and constabulary troopers. The storm ended violently when the police used tear gas and arms to quell the demonstrators. Students tried to counter by throwing Molotov cocktails and pillbox bombs while retreating. Those who were slow enough and got nabbed were beaten with rifle butts and fists of the police. Opinion writers claimed the First Quarter Storm was one of the factors that led President Ferdinand Marcos to declare Martial Law two years later in 1972.[1] Numerous youth and student activists took to hills and continued fighting on the side of dissidents and anti-FM guerrillas. Many of them were killed in combat or captured and tortured by the military. Undetermined number was made to disappear and were never found again by

Maging responsable naman ang panawagan niya sa

their loved ones. Names of certain youth martyrs are engraved on the “Bantayog ng mga Bayani” erected in Quezon City by a cause-oriented organization. *** The Kabataang Barangay. On the third year of Martial Law, on April 15, 1975, Dictator Marcos issued Presidential Decree No. 684 creating the Kabataang Barangay. The PD provided for the organization of KB units in the 42,000 barangays all over the country counting as members all young men and women ages 15 – 18. The decree said KB was created with the purpose of giving the youth a definite role in community affairs and “ample opportunities to express their views that a complete cross-section of the will of the populace could be determined, thereby providing them a more democratic and popular basis for the legislation and/or other governmental operations.” Automatically KB became the youth version of the barrio or barangay council with the same composition from barangay captain, barangay councilmen, secretary, treasurer and other officers. KB was the youth legislature in every local village or community. A KB chairman who got elected president of all KB chairmen in a municipality was automatically appointed ex-officio municipal councilor in a sectoral representative capacity. The president of KB chairmen in all towns of a province got appointed as sectoral representative to the position of Provincial Board member (Bokal). Kabataang Barangay was abolished when the Local Government Code of 1991 was enacted. *** The Sangguniang Kabataan. With the abolition of Kabataang Barangay in 1991, the Sangguniang Kabataan came into being. The structure, functions and other aspects of SK are almost identical with that of KB. However, for clearer information, part of its primer reads: “The Sangguniang Kabataan (SK) is a governing body in every chapter of the Katipunan ng Kabataan (Youth Federation). Each barangay in the Philippines is mandated by law to have its own chapter of the Katipunan ng Kabataan, aging from 15 to 17 years old who resides in their respective barangays for at least 6 months and registered in the Sangguniang Kabataan, or in the official list in the custody of the barangay secretary.” Since 1992, there have been three simultaneous nationwide SK elections held in the Philippines which each term lasting from three to five years due to amendment of the regular 3-year term of the council. Another SK election is forthcoming this October. *** Some pros and cons. Taong 2003, nang nasa Manila Times na ako ay naiulat na itinigil na ng isang international organization ang pagbibigay ng libreng condom at iba pang contraceptives sa Pilipinas dahil hindi naman umano nagagamit sa mga programa ng ating health department para sa tamang pagpaplano ng pamilya. Kaugnay nito ay naging matamlay na rin ang kampanya ng PopCom sa family planning. Hindi na rin sila nagpagawa ng komiks sa akin—wala na raw pondo. Marahil, kung hindi masyadong nakikialam ang simbahan at iba pang organisasyon sa mga layunin ng pamahalaan para sa population control, hindi tayo ang may pinakamataas na antas ng teenage pregnancies sa Timog Asya. At tama ang sabi ni Cendana, hindi ito natin maipagmamalaki.

Kaya naman nahihirapan ang mga nag-iimbistigang pulis na sila’y mahuli. Napakaganda ng ginagawa ng ilang mga Shopping Centers, mga Supemarkets, at iba pang mga establisemento. Palagian silang may taong nagmo-monitor sa kanilang CCTV. Sa gayong paraan ay nakikita nila agad kung may ginagawang hindi maganda sa loob o sa labas man ng gusali kaya noon din ay nahuhuli na agad kung may dapat hulihin. Samantala, bago pa naimbento ang nauuso ngayong CCTV, ay matagal nang may ginagamit ang Diyos na paraan para makita ang lahat ng mga tao saan man sila naroroon. Walang pangyayari o mga bagay na nagaganap sa mundo na nalilingid sa paningin ng Diyos. Hindi lamang ang mga ginagawa natin ang nakikita ng Diyos, kundi maging ang nilalaman ng ating diwa, ng ating puso at kalooban. Sa Kanya ay walang bagay na malabo, kundi ang lahat ay malinaw. Ano kaya ang power na ginagamit ng Diyos na higit pa sa CCTV? REQUIEM FOR... He moved to Manila where he pursued higher education culminating to a degree in medicine. He had his fruitful practice in the big city where he became a hospital director at one time. During his long stay in Manila, he kept going to Batangas from time to time and led several medical missions especially in the barangays. He helped countless kababayans get free medical treatment and hospitalization. Dr. Cabigao had a flair for writing and usually contributed articles to various newspapers and magazines, including The Batangas Post. Resty’s last article. Pinangunahan naman ni City Administrator Phillip Baroja ang “Oratio Imperata” para ipag-adya sa sakuna. Naniniwala ang mga deboto na napakabisang panalanging ito, kung

kaya’t ligtas ang Batangas sa anumang kalamidad. Muling nakiisa sa Papuon sa Lungsod ang Parokya ng Basilica Immaculada Concepcion, San Isidro, San Miguel, Holy Trinity, Sta. Rita, San Pablo Apostol at Sta. Maria Euphrasia. Dinasal ng mga lider ng kani-kanilang parokya ang panalangin ng kanilang Patron. Inalayan din ang mga ito ng Luang piling kabataan at inawit ang dalit ng kanilang koro. Nagtapos ang Papuon sa sama-samang pag-awit ng Papuri. (marie v. lualhati)

Viana of Laguna University won as First Runner-Up while, the study on “Rice Straw As Raw Material for Slope Erosion Control” conducted by James Russell L. Briones, Rollie B. Buban, and Jonah Mae D.G. Candelaria of the University of Rizal System-Morong Campus copped Second Runner-Up.

The winners received a total of P95,000 pesos in cash prizes and Certificates of Recognition.
