Gazte Zukgua Constitutional Process The Basque Country is a nation without state within the Spanish and the French states. We have our own language (Basque, euskara) and we have kept our traditions (not only folklore but also our own way to achieve goals) alive. We have a particular way of looking at the issues around the world. This is why we believe that the Basque nation has objective and subjective reasons to be free. It is not new the fact that the Basque people (and specially the youth) have been fighting for freedom for years. Since 1512, when the kingdom of Navarre was conquered by Castilla, the Basques have been denied their political voice. In the past 50 years the Basque National and Social Liberation Movement (being the ProIndependence Left or the Ezker Abertzalea the main political movement) has been the one in charge to develop the struggle for independence and social change. This struggle has known different faces and strategies such as and armed campaign carried out by the organization ETA, the development of the national construction's strategy, a democratic process... The whole movement has suffered different repressive attacks from the States (bannings of parties, youth organizations and newspapers, massive raids, torture, a hidden dirty war...) but these have not stopped the will of the Basque nation to keep on with the struggle. The Pro-Independence Left has lead the Basque Country to this new scenary in which the resolution of the conflict is closer than ever. In 2009, after several months of internal debates within the abertzale left, a new stategy was defined. A change in the strategy that would mean the exclusive use of peaceful and democratic means. Youth In the struggle for National and Social Liberation the youth have been the vanguardy within the movement. Since 1979 the youth have been organized in many organization which fought for a free


Basque Country which would mean a scenary with free youth. The revolutionary Basque youth organizations share the strategy of the abertzale left and have been able to adjust their own roadmap to new times. We have carried out different campaigns regarding leisure models, life conditions, feminism, internationalism, education... For the simple reason of resisting against the imperialist oppresion and building our alternatives, the Basque youth have been arrested, tortured and imprisoned during all these years. The Basque Pro-Independence Youth Movement is at the target point of the Spanish and French government’s strategy of repression. That’s why, after the banning of the youth organizations Jarrai, Haika and Segi, many members and supporters of these groups were punished by the Spanish special court Audiencia Nacional (National Court) in 2007. This set the stage for further massive operations, which resulted in the arrest and imprisonment of more than 300 young activists. In the past number of years, this repression has forced our organizations into a defensive position constantly responding to their attacks, rather than building a strong youth movement. Aside this factor, the organization itself became aware that it was no longer a useful tool for the youth. Therefore, after a process of internal debate, the last Pro-Independence and Socialist Youth organization, Segi, decided to disband in June 2012. The Basque youth movement is alive and well. It’s stronger than ever and ready to set out on a new path. We are confident that the Basque youth feel the need to be organized and we have begun a new process to create a new youth organization: the gazte ZUKGUA process: from the individual (as in YOU, every one of us) to the collective (as in US, the collective we form). Our contributions are necessary, but as we are part of the collective, the process itself will be invaluable for us because we will be able to discuss our needs, problems and views from a youth perspective. The people that will take part in this constitutional process will debate about 3 main issues: the general analysis of the world's situation, the analysis of the new political cycle and the youth strategy of the youth organization. At this moment, 2500 young people are taking part in the process across the Basque Country. We are now starting the third part of the debate and the process will end on 2 nd March with the new organization's founding congress. In Euskal Herria, December 2012


Euskara Euskal Herria estaturik gabeko nazioa da Europaren bihotzean. Espainiar eta frantziar estatuen menpe, 1512an espainiar inperioak okupatu zuenetik autodeterminazio eskubidea ukatua izan zaio. Urte asko igaro dira euskal jendartearen zati garrantzitsu batek gure herriaren askatasunaren aldeko borrokari ekin zionetik. Gazteok aitzindariak izan gara borroka horretan. Hainbat izan dira gazteok antolatzeko sortu ditugun tresnak eta horregatik, hain zuzen ere, estatuen jopuntuan egon gara urteetan zehar. Estatuen aurrean erresistitu eta gure alternatibak eraikitzeagatik gure antolakundeak legez kanporatu ditu estatu espainolak eta gutako ehunka kide atxilotu, torturatu eta kartzelaratuak izan gara. Hala eta guztiz ere gazteok gatazkaren konponbidearen alde eta Euskal Herri aske baten aldeko borrokan jarraitzen dugu. Gazte borrokak erreferrentzia ugari izan ditu azken hamarkadetan. Azken Gazte Antolakunde Independentista eta Sozialistak, ekainean barne hausnarketa baten ondorioz, bere agorpena ezagutzera eman zuen.

The Basque Country (Euskal Herria) is a nation without state in the heart of Europe. Under the rule of Spanish and French states, they have refused to grant the right to self-determination after the Spanish empire occupied it in 1512.

Euskal Herria est une nation sans état au cœur de l’Europe. Sous la domination de l’état espagnol et l’état français, on a refusé le droit à l’autodétermination au peuple basque depuis qu’il ait été occupé par l’empire espagnol en 1512.

It’s been a long time since a significant part of Basque society began the fight for the independence of our country and the youth have always been the vanguard of that struggle. We, the Basque youth movement have created different organizations in order to achieve our goals, and that is precisely why we have always been targeted by the states. The Spanish state has banned our organizations and both states have arrested, tortured and imprisoned hundreds of our comrades simply for resisting capitalist imperialism and for building our own alternatives. Despite this repressive situation, the Basque youth keep fighting for the resolution of the conflict and in favour of a free and socialist Basque Country.

Ça fait longtemps qu’une grande partie de la société basque a décidé d’entreprendre la lutte vers leur liberté. La jeunesse a été, en ce sens, l’avant-garde dans cette lutte et a crée plein d’outils pour atteindre ses objectifs. C’est pour cette même raison que pendant des années la jeunesse a été en point de mire des états. Pour la seule raison de leur tenir tête et construire nos alternatives, l’état espagnol a interdit des organisations et avec l’aide inconditionnel de l’état français a arrêté, torturé et emprisonné des centaines de nos camarades. En dépit de ça, les jeunes d’Euskal Herria continuons à lutter en faveur de la résolution du conflit et en quête d’une Euskal Herria libre et socialiste.

In the past number of years, this repression has forced our organizations into a defensive position - constantly responding to their attacks, rather than building a strong youth movement. Therefore, after a process of internal debate, the last Pro-Independence and Socialist Youth organization decided to disband in June 2012.

Pendant ces dernières années, la jeunesse basque a eu des différentes expressions référentielles. La dernière organisation Indépendantiste et Socialiste annonça sa dissolution en juin 2012 après un long processus de débat interne.

So, what now?

Sin embargo, la juventud vasca sigue en pie, y con más ganas que nunca para hacerle frente a esta nueva fase. Las jóvenes de Euskal Herria tenemos claro que necesitamos estar organizadas y hemos comenzado un proceso constituyente para crear nuestra nueva herramienta. El proceso gazte ZUKGUA pretende darle énfasis a la importancia del individuo (ZUK, cada una de nosotras) y el colectivo (GU, nosotras, es decir, lo que conformamos). La aportación de cada una de nosotras será fundamental. Pero no podemos olvidar que al ser parte de un colectivo, el proceso será aún más enriquecedor ya que discutiremos sobre problemáticas que todas padecemos por ser jóvenes. Este proceso de unos seis meses de duración tendrá su fin el 2 de marzo en un Congreso con la presentación de la nueva organización juvenil y unas semanas más tarde celebraremos un festival que englobe la filosofía creativa e innovadora de la nueva herramienta de la juventud de Euskal Herria.

Cependant, la jeunesse basque est toujours debout et avec encore plus d’envie que jamais de faire face à cette nouvelle étape. Les jeunes d’Euskal Herria y voyons clair que nous avons besoin d’être organisés et nous avons commencé un processus constituant a fin de créer notre nouvel outil. Le processus gazte ZUKGUA prétend donner de l’emphase à l’importance de l’individu (ZUK, chacune des nous) et le collectif (GU, nous, cet à dire, ce que nous conformons). L’apport de chacune des nous sera fondamental. Mais nous ne pouvons pas oublier que nous faisons partie d’un collectif; le processus sera encore plus enrichissant puisque nous discuterons sur des problématiques que tous endurons parce que nous sommes jeunes. Ce processus d’environ six mois finira le 2 mars dans un congrès avec la présentation de la nouvelle organisation juvénile et après quelques semaines nous célébrerons un festival qui englobera la philosophie créative et innovatrice du nouvel outil de la jeunesse d’Euskal Herria.

Gazteok antolatuta egoteko beharra argi dugu eta tresna bat sortzeko prozesu bat abiatu dugu: gazte ZUKGUA prozesua: norbanakotik (ZUK, gutako bakoitzak) kolektibora (GU, osatzen dugu). Guztion ekarpena beharrezkoa izateaz gain, kolektibo garen heinean, gazte modura kezka, arazo eta bizi ikuspegi propio bat dugulako, prozesua bera geuretzat ere aberasgarria izango da. Hilabeteetako eztabaida prozesuaren amaiera martxoaren 2an izango den Kongresuan izango da, eta ostean berriz, sormen, eztabaida eta ongi pasatzeko asteburu bateko topagune bat. Geuk erabaki behar dugu zein izango den geure oraina eta geroa, geu baikara hain zuzen ere, oraina eta geroa!!

Castellano Euskal Herria es una nación sin estado en el corazón de Europa. Bajo el dominio de los estados español y francés, al pueblo vasco se le ha sido negado el derecho de autodeterminación desde que fuera ocupado por el imperio español en 1512. Hace ya muchos años que buena parte de la sociedad vasca decidió emprender la lucha hacia su libertad. La juventud ha sido en ese sentido la vanguardia en esta lucha y ha creado infinidad de herramientas para lograr sus objetivos. Es por esta misma razón por la que durante años la juventud ha estado en el punto de mira de los estados. Por la mera razón de hacer frente a éstos y construir nuestras alternativas, el estado español ha ilegalizado organizaciones y con la ayuda incondicional del estado francés ha detenido, torturado y encarcelado a cientos de nuestros compañeros y compañeras. A pesar de esto, las jóvenes de Euskal Herria seguimos luchando a favor de la solución del conflicto y en pos de una Euskal Herria libre y socialista. En estos últimos años, la juventud vasca ha tenido diferentes expresiones referenciales. La última organización Independentista y Socialista dio a conocer su disolución en junio del 2012 después de un largo proceso de debate interno.
