Ottawa police are investigating a series of retail robberies that could be related. Between Sept. 2 and 21, seven robberies and attempted robberies have occurred across the city during the early morning hours. The two most recent occurred on Wednesday, Sept. 21. In that case, two suspects wearing balaclavas tried to gain entry to a retail outlet on the 800 block of Stonehaven Drive in Kanata at around 2:35 a.m. One of the suspects was seen carrying a gun. They were unable to break into the store and left on foot. Around 3 a.m. the same night, two suspects wearing masks tried to gain entry at a store on the 1900 block of Prince of Wales Drive in Nepean. They were unable to enter and left on foot. The other robberies occurred at the following locations: • 6000 block of Hazeldean Road, Kanata, on Sept. 2, at 3:30 a.m. • 1900 block of Prince of Wales Drive, Nepean, on Sept. 6, at

During the robberies the suspects were seen to be carrying handguns and have stolen cash, cigarettes and other items. Ottawa police are looking for the public’s help in identifying multiple suspects in this investigation. The suspects are believed to be black and between 20 and 30 years old. In at least one of the robberies, one male was noticeably heavier than
the other two suspects. Police are asking retail outlets open during overnight hours to be aware as the investigation continues. Rideau seeing low flow: Conservation Authority STAFF
Based on streamflow and precipitation indicators, the Rideau Valley Conservation Authority (RVCA) is declaring a level 1 low water condition in the Rideau river watershed. Under this condition, all residents and industrial water users are encouraged to voluntarily reduce their water use by at least 10 %. Precipitation amounts in the Rideau River watershed for the last three months are less than 80 % of normal for this date. Parts of the Rideau watershed have had less rainfall than others through the Summer but this week, the rainfall amount recorded at four of the five climate stations that RVCA refer to for data reached an average of 70% of the long term normal for late September. Two stations on the Jock River and Kemptville Creek are used to estimate the impact of the dry conditions on streamflow. Flows at the two stations are, respectively, 66 % and 85 % of the 30 day indicator for level 1. A further indication of dry conditions is the water level on the Ottawa River, which is presently close to the lowest recorded since 1950. Prolonged low rainfall has caused several minor streams and wetlands to dry

Smaller front lawns and more paved surface such as sidewalk is also a problem for rainwater drainage – the city generally encourages more “soft surface” such as grass that can absorb water instead of funneling it into sewers. A report on suburban sidewalks will come to the city’s planning committee on Oct. 27, but other issues, including parking and infill design guidelines, would be considered by the subcommittee Harder is looking to set up.

A long-awaited review of sidewalks in subdivisions will be considered by city councillors this month. Barrhaven Coun. Jan Harder is one of the politicians who has been pushing for city staff to look at whether it’s a good idea to require developers who build subdivisions in suburban areas to include sidewalks on most of the streets. In the meantime, residents on River Landing Avenue in the Half Moon Bay community are happy that they won’t have to give up some of their lawn space for a sidewalk they say is unnecessary. The city’s planning committee and council voted last week to remove that requirement. “I thought the sidewalks were going into the other side of street, but they decided not (to), so I’m happy,” said Paul Schiemann, who lives on the street. “Once they get the development done, there will hardly be any traffic at all.” Sidewalks mean shorter driveways, and that’s not something residents were happy about, Schiemann and Harder said. If the street had sidewalks, it would mean that all but the smallest of cars would have space to park in the driveway without blocking the sidewalk Thanksgiving Weekend – a fineable bylaw infraction. To combat that, the councillor said she intends to form a subcommittee of a planning working group that will focus exclusively on how decisions affect suburban wards, which are among the fastest-growing parts of the city. “We’ll look at specific policies as they impact the suburban area,” Harder said. Meeting the city’s intensification target is one such issue. While the city has a better grasp on the challenges that surround infill development in the urban wards, suburban infill such as “mini-townhomes” goes unnoticed, Harder said. A five-year action plan for arts and culture in Ottawa is already receiving kudos from at least one local arts group. cultural leadership. A big part of that is to develop and promote a local cultural brand, according to the report. Doing a better job of providing access to existing, underused cultural spaces would go a long way, according to the plan. The city should also nurture quality architecture and urban design, and it should also look at financial incentives to encourage private developers to create cultural spaces. Some of the other ideas include restarting the local poet laureate program, investing in fairs and festivals, and improving the preservation of built and natural heritage assets. Ottawa’s role as the nation’s capital, as a traditional land of the Anishinabeg First Nation and other aboriginal people and as the provincial capital of
Franco-Ontarian culture were considered as part of the plan, which will be in use until 2017. A final version of the plan will be considered by the city’s community and protective services committee on Dec. 15 and will need council’s final approval on Jan 11, 2012. The City of Ottawa just launched a service that allows people to speak to staff in their first language, whether it is Mandarin, Arabic, Somali or a number of other languages. When residents call certain city-hall phone numbers, they will have the option to be placed in a three-way call with an independent translator and
the city staff member they are trying to reach. The service provides access to translators who can speak more than 170 languages as they facilitate the call. Translation is available for city services such as the 311, information lines for OC Transpo, public health, tax and water customer service line and the social services intake line, as well as the offices of the mayor and city councillors.
The service is provided by a company called Language Line and is expected to cost the city $12,000 a year at a rate of $2 per minute. In Ottawa, the most commonly spoken languages after English and French are Arabic, Mandarin, Cantonese, Somali, Vietnamese, Spanish and Amharic.The city will be working with local agencies that serve immigrants, community and health centres and various worship centres.

Ottawa’s drinking water continues to be some of the safest in the word, the city says, after a provincial report gave the city perfect scores on water quality. “Two years in a row of perfect scores confirms that the citizens of Ottawa enjoy drinking water quality that is second to none and that city staff is committed to ensuring that this continues,” Mayor Jim Watson

The Ontario Ministry of the Environment report for 2010 looked at all six city drinking water systems: the central system (Britannia and Lemieux Island water purification plants) and the Carp, Richmond-Kings Park, Munster Hamlet, GreelyShadow Ridge and Vars well systems. According to the review, the city’s water-quality testing program meets or exceeds what is required by the Safe Drinking
Water Act. The operator certification program and maintenance standards are also up to snuff, according to the report. Ottawa treats and distributes 289 million litres of water every day and conducts more than 100,000 water quality tests each year.

Taxi fares won’t be going up in Ottawa this year. City hall regulates the taxi industry and staff had originally suggested im-
posing a 2.5 per cent increase effective Oct. 1. Citing the effects of meager economic times, the taxi union asked city council to nix the increase. The most recent fare hike was in the summer of 2010, when rates went up eight per cent to reflect the new har-
monized sales tax in Ontario. The taxi meter rate has gone up 42.5 per cent since 2003. Ottawa’s taxi rates compare favourably to Toronto and Mississauga, which both cost more than $21 to go 10 kilometres. Ottawa’s cabs charge $21.78. The highest rate for that distance listed in a city report is Vancouver at $22.13, while the cheapest 10-kilometre trip is in Winnipeg at $17.90.

Using salt on roads and hard surfaces leads to sodium and chloride runoff, which can impact the taste and health of our local water supply, according to the Smart About Salt Council. That’s especially an issue in rural areas, a city report notes, because of the close proximity of salt application to drinking water wells. Salt is also corrosive, so it slowly eats away at infrastructure, whether city-owned or on private property.
It also costs a lot of money to lay large amounts of salt onto roads and parking lots. Last year, the city spent $8 million on road salt. The city has already been tackling that problem with some high-tech resources: GPS data collection, electronic variable salt-rate controllers and infrared pavement temperature gauges. New measures will include working with the Smart About Salt Council, hosting a “smart salt summit” this fall to share best practices between the public and private sectors, starting new staff training programs for
salting city parking lots, phasing in smart-salt certifications for city contractors and adding info to the city’s website, www.ottawa.ca Gloucester-South Nepean Coun. Steve Desroches had the idea to include the Smart About Salt program. He said the program is a “unique opportunity” for the city to co-operate with the private sector and building owners to reduce unnecessary salt use. Expanding smart salt practices to other city departments, including the parks building and ground division, is expected to cost $10,000.

cross Ontario, and right here in Ottawa, young individuals are working hard to make a difference in their own communities and around the world. The Ontario Community Newspapers Association (OCNA), through Barrhaven This Week, is currently accepting nominations for the 2011 Ontario Junior Citizens of the Year Awards. Founded in 1950, the Ontario Community Newspapers Association (OCNA) is a nonprofit industry association representing over 300 community newspapers, including this one. Coordinated by the OCNA since 1981, the Ontario Junior Citizen of the Year Awards Program has recognized the best of Ontario’s youth with the help of sponsorship from TD Canada and Direct Energy and support from the Office of the Lieutenant Governor of Ontario. Helping who’s next and other Canadian innovations
O
ne of those new roadside places along the 401 has a Starbucks in it. Across the room, facing it, is a Tim Hortons. Intrigued by this highway culture clash, I checked out the lineups at both and headed for the Starbucks. The lineup wasn’t long but ahead of me a European tourist was elaborately ordering for a large group. As he began asking detailed questions about the pastries, I wandered over to Tim’s, where the lineup was amazingly short and in no time at all I heard the words “Can I help who’s next?” A couple of hours on the 401 can do strange things to your mind, which may be why I began mulling over what she had just said. Not only mulling, but mulling grammatically. “Can I help who’s next?” Is that a sentence? Possibly, with the words “who’s next” functioning as an objective clause. It just sounds clunky, because of the words “can I help who.” But it would be wrong to say “Can I help whom is next?” because “whom” can’t be the subject of the objective clause. See what the 401 does to you? Now a language purist – and you read their letters to the editor all the time,
CHARLES GORDON Funny Town complaining about pronunciation on the CBC – would say that the proper form would be “May I help the person who is next?” But that’s clearly worse. It sounds like something that would be said upstairs on Upstairs, Downstairs. And simply to say “Next?” seems a bit abrupt. So when you come right down to it, “Can I help who’s next?” does the job pretty well. It’s polite, it’s informal and everybody understands it, which is maybe the most important function of language. It’s interesting to ponder where the expression came from – or at least it’s interesting if you are driving on the 401 with nothing to do except stay in your lane. Twenty years ago nobody said “Can
I help who’s next?” Now everybody says it, except in airport lineups where nobody is ever next because the line never moves. Only a conspiracy theorist would think that this came about by decree. It is highly improbable that there is a manual given out to all employees of Tim Hortons and every other place where people stand in line ordering employees to say “Can I help who’s next?” More likely somebody somewhere said “Can I help who’s next?” Maybe they said it by mistake. Someone else heard, and said to himself “Hey, that will work in my coffee shop!” And he was so relieved that he no longer had to say: “Whoever is next in line it’s your turn,” or something like that. And then somebody else heard that and within a matter of months, probably, we arrived at the place we are now, where we all stand in line waiting to be Who’s Next. A similar thing happened even more recently with “Have a nice day.” For a long time, you heard it everywhere, to the point that the phrase became meaningless, but lately there has been a shift. Now people say “Have a nice rest of your day,” which is at least more precise.

It suggests that the speaker has no idea how the first part of your day went but is wishing you well for the remainder of it. These are but two of many examples of how adaptable our language is, and while the language snobs complain about people using “like” instead of “as” and “that” instead of “which” – not to mention dropping the last comma in a series – the net effect of change is to make the language easier to understand, if not more elegant. Barrhaven students deserve better To the editor, Re: “Overcrowded school may mean busing,” Barrhaven This Week, Sept. 29. I find it hard hearing from our trustee and school board that our schools are overpopulated and bursting at the seams. Actually most of our schools in the area are not at capacity. What the school board has done is put all the additional kids from the new areas of Stonebridge and Chapman Mills into two schools: Barrhaven and Farley Mowat. For example, the Barrhaven Public School has a capacity of 391 and it has over 800 students attending it. Jockvale Public has a capacity of 461 and there are 383 attending. Mary Honeywell is also underpopulated. What the school board has done is put our kids at risk from a safety standpoint. The school board is also breaking laws. When they go over their capacity, they have to add bathrooms, fire hydrants, etc. It’s surprising that no one seems to have had the foresight. It seems obvious to me and many others that building a huge development without a new school would be problematic. My question is this: why have you decided to displace so many kids? It seems the more logical solution would be to

To the editor; I would like to congratulate Kirk Brant for coming forward in speaking out regarding the Nepean Redskins name. I have always thought the name to be inappropriate, but also completely non-reflective of our community. That being said, I also want to point out that I think the Nepean Football club staff and coaches are great members of the community and do an outstanding job for our youth. I think the uniforms should be fazed out over time to save costs and there are many name options. Perhaps taking on Jr. (whatever the name of Ottawa’s CFL team will be), or Cowboys (horse farm on Woodroffe) or Jets (for the flightpath) or Battalion (a nod to our vets). Representatives from the Nepean, Rideau and Osgoode Community Resource Centre outlined some of the ongoing projects ongoing to improve the local social programming infrastructure at an open house on Sept. 13. Kyle Kearnan, a community developer with resource centre and Marisa Moher of the South Nepean Satellite Community Health Centre were on hand to talk about programs offered by the two centres. Included in that mix is the low income energy assistance program, which is a one-time grant to help residents in crisis pay off their hydro bills, in conjunction with that is the centre’s Winter Warmth
program – which helps pay for heating. The centre also offers a citywide elder abuse program, debt and credit counselling, after-school programs, youth dropins, crisis counsellors and playgroups. Kearnan said the resource centre is always there to help the community reach goals to improve their individual neighbourhoods. He used the example of Parkwood Hills, where stakeholders came together recently to identify needs and help put programming in place. “One of the things we have seen come out of that is a Parkwood Hills youth group that came to us with the need for arts and culture programming,” Kearnan said. “So we have worked with them to set up a series of coffee houses.”

Waiting breathlessly in their seats aboard a plane set to whisk them off to a magic kingdom in a land far away, more than 100 children giggled and cheered as the pilot asked them to begin the countdown for take off. Thirty, 29, and then the engines roared to life, moments later lifting the plane into the air. The children cheered and hollered for joy. Their magical day had just begun. It was 4 a.m. when parents came to the airport to drop off their child for a 20hour trip with the Dreams Take Flight team to Disney World’s Magic Kingdom in Orlando, Fla., on Sept. 28. More than 90 volunteers, all wearing the same light blue t-shirt, were there with huge smiles on their faces to greet their team members and get them ready to board the donated Air Canada plane. All the children were given a red hat, white shirt and black pair of pants. Red Crocs went on every child’s feet. “I wish I had this type of opportunity when I was young,” Sally Debassige said. Her daughter was one of the children chosen for the trip. Some parents were nervous about leaving their children with almost complete strangers for the day, like Mike Alexander, who bid farewell to his son, six-year-
old Connor. “He has never been away from us for that long,” Alexander said. Like the rest of the children, Connor was full of mixed emotions that erupted the minute they saw the Disney World castle from the ferry. The first ride for most of the teams was Splash Mountain. Although it’s a ride that sends riders down a 15-metre drop into a pool of water, no child seemed to be afraid – adrenaline and excitement overcame any fears the children may have had. With almost eight hours of free time in the park, teams bounced from one ride to the next, sometimes even going on the same ride, like Space Mountain which shoots riders through the inside of a mountain in complete darkness, time and time again. “That was so awesome,” eight-year-old Lindsay MacMillan said. Lindsay seemed especially fearless; she took the front car on most rides and was determined to drive at the Tomorrowland Speedway – even when her feet could barely touch the pedal. Dreams Take Flight raised enough money for the 2011 trip to take underprivileged children and handicapped children on the one-day adventure to Disney World’s Magic Kingdom.

Trip of a lifetime to a land far away DREAMS, from 11 The children are selected on a case-by-case basis, keeping one very important factor in mind – they have not been to a Disney theme park before. The entire group received their clothing from sponsors Mark’s Work Warehouse and Crocs. The trip’s itinerary is simple
- hours of fun in the park and money to purchase a memento at the end of the day. And when it came to purchasing their memento, some children were quick, grabbing a Mickey Mouse stuffed character – others ran from toy to toy trying to decide. And unlike the trip to Florida, the plane was completely si-
lent on the way home. Children leaned on one another as they fell fast asleep, some clutching the toy they had just bought. Once the plane touched down in Ottawa, children clapped and cheered. Rounds of thanks were given to the flight crew, pilot and the many volunteers. Parents waited in anticipa-
tion to see their children. Each child received a Bentley donated backpack filled with more gifts to mark their trip. Alexander was overjoyed to see his son and hugged him tightly. Daphne Johnson said it was hard to work all day, knowing her son was thousands of miles away – but could not be
more proud of her son and the organizers for making this happen for her family. “It is such an awesome opportunity they had and this is something they will remember forever and stay with them for a long time,” Johnson said. “I am happy that he has had this experience.”

Whether the subject of their work was secret wishes or genocide, local teens have dipped into their talent and inkwells to produce work for this year’s PotPourri – an anthology of poems and short stories. The work was submitted through the annual Awesome Authors contest sponsored by the Ottawa Public Library. The competition was open to Ottawa residents between nine and 17 years of age. St. Mark’s Catholic High School student Victoria Klassen took home first prize for her English Short Story “Freedom,” which is a short story based on
an orphan’s view of genocide in a fictionalized war-torn country. The story was originally written for her writer’s craft class and was inspired by stories of Germans helping Jews escape the Nazis in her Grade 10 history class and by research into the Rwandan genocide. “My character helps the supposed enemies,” Victoria said. “And shows that we are all just people.” Klassen, who is in her last year of high school and plans to pursue a career in writing, was able to read from her poem at the launch of the anthology at the Library’s main branch on Metcalfe Street on Oct. 4. She read along with fellow winner Martin Baroody – who took home the prize for French poetry thanks
to his work titled, “Courbeau d’éclair.” Barrhaven resident and 13year-old student at Lisgar Collegiate Emmy Fu took first place in her age category for her poem, “Your Fingerprints Burnt Stories in Me” and first in her age category for her short story “Cherry Coke.” Emmy said her poem was based on you would when you knew someone who had been shot and the story was based on someone being lost in a dream, only to wake up and find their way. “They were both more freestyle than I normally do,” Emmy said. Both pieces of work were written while she was at Cedarview Middle School last year and Fu
said she was surprised and honoured to be told she won. “It feels good, I have a sense of accomplishment,” she said. “Now I can go through life and saying I was published. Eleven-year-old Barrhaven resident Michaela FournierMoar also submitted a school assignment from last year, when she was a student at Mary Honeywell Elementary School. The concept was sort of a play on words, but ultimately nabbed the budding author the top spot in her age category for her poem “If I Were a Secret.” “My teacher asked me what my poem would be about and I said it was a secret,” Michaela said. “Then she said I should write about that, so I did.”
Now at Cedarview Middle School, Michaela said she writes every day and plans to submit to the Awesome Authors contest again. Sir Robert Borden High School student Meghan McInnis also received an honourable mention for her poem, “Simple Words”. Once again the young authors of our national capital region have amazed me with their talent and creativity,” said Catherine Seaman, branch manager at the Ottawa Public Library. “I was moved by the depth of emotion and imagination found in these writings, these poems and stories were inspiring, provocative and some simply fun to read. - with files from Emma Jackson.

get the word out. He credits Darouze with much of the club’s recent success. “He’s the spark plug that just makes the whole club gel. He’s one of those guys that is passionate and outgoing and basically is willing to do anything to make it work,” Nicholson said.

Members of the Osgoode Carleton Snowmobile Club were revving high last week after cleaning up at the provincial snowmobile awards gala. On September 17, the Ottawa South organization was named club of the year and its president George Darouze was crowned volunteer of the year by the Ontario Federation of Snowmobile Clubs at its annual gathering in Markham. Darouze said he and his executive team were floored by the news. “It was a kind of a shock and it was very big step for the club,” he said, noting his volunteer award was hardly expected either. “Obviously (the OFSC) is a volunteer organization, and there are many thousands of members. It was a privilege and an honour, and I didn’t expect it.” Darouze has been president of the Osgoode Carleton club since 2009, and has been involved in the organization for eight years since his first season as a snowmobiler. For Darouze, his relationship with snowmobiling was love at first sight. On a Sunday drive back to Ottawa, he and a friend hit a nasty snowstorm. Stopping at the friend’s empty home in Brockville, they had to take his snowmobile to find food. “We jumped on the snowmobile, I think he dressed me up in his daughter’s equipment, and it was the most beautiful evening in my life. I’ll never forget that night,” he said. The next day, a Monday, the roads were still impassable so the pair spent the day snowmobiling to Gananoque for dinner. By Wednesday Darouze was back in Ottawa and had purchased a snowmobile and all of his equipment. By Friday, he was on the trails.
“Either you love something or you hate it,” he laughed. Since then Darouze and his dedicated team at the Osgoode Carleton Snowmobile Club have made inroads into the community, working with community groups, local councillors and businesses to support a safe network of snowmobile trails for residents. They were in the spotlight late 2010 and early 2011 during the City of Ottawa’s series of tense and controversial consultations to decide if snowmobiles should be allowed on a multi-use pathway through the village of Osgoode. OFSC spokesperson Craig Nicholson said its clear the Osgoode Carleton club has something special, and not just because they achieved a very rare feat by taking home both top awards from this year’s gala. “They have a reputation through the OFSC, people have heard of Osgoode Carleton and they know they’re doing good things. Even if they don’t know the club or anyone in it, there’s a positive buzz about them,” Nicholson said, noting that the club thinks outside the box when it comes to community involvement. Last year’s ‘KISSmas’ performance in the Osgoode Christmas parade, where they dressed up as members of the glam rock band as part of their float, sums up their creativity and accessibility, he added. “A successful club is based on getting people involved, having fun and getting the job done. The Osgoode club has focused on having fun and getting people involved. Getting the job done falls naturally out of that, and now they also have many more people to do the job,” he said. Nicholson said the club is “plugged in” with the community, through their more than 30 social events throughout the entire year and the use of social media to

It was never a personal effort, it was a group effort and all the success I have its all from my team and the local businesses,” he said.

New Business Acquisition Sales Representative
Are you interested in working part-time with occasional fulltime days/ weeks? If yes, then this may be the position for you! Reporting to the Business Manager, you will receive direction from the Receptionist and Administrative Assistant, you will generally work two (2) full days per week with the exception of tax season (February 1 – May 31) which will be fulltime, and covering vacation and/or sick days (fulltime hours).

Capital City cruises to third-place finish in CSL BY DAN PLOUFFE Capital City FC’s final game of a spectacular debut regular season mirrored the rest of the franchise’s inaugural campaign in the Canadian Soccer League. With no chance of moving up or down in the standings, not many would have predicted a second-half comeback from a 20 deficit against Brampton this past weekend, similar to what was expected of the club overall in its first season. But with leading scorer Sullivan Silva taking the pitch to deposit the tying and winning goals, Capital City extended its unbeaten streak to eight games and put the wraps on a 15-4-7 regular season. “The guys have worked really hard and they definitely deserve to be where they’re at,” says Capital City head coach Shaun Harris, acknowledging that the team surpassed everyone’s expectations. “I think we had some trials and tribulations this year, some things haven’t gone our way, but for a first-year team, not a single player’s been a professional, they’re all on their first professional contract, I think it’s been terrific.”
With an average of around 800 fans coming out to watch games at Terry Fox Athletic Facility, owner Neil Malholtra was also pleasantly surprised at how quickly the club developed into a successful operation from all angles. “On-field has been a huge success,” Malholtra smiles, crediting Harris for the work he did to assemble a quality squad in a short timeframe. “Off the field’s been good too. Crowds have been growing. We rarely hear bad things. People keep wanting to come back after they come the first time and they bringing more and more people with them each time. Everything’s been pretty good.” The team’s first goal this season was to make the playoffs by placing in the top eight of the 14-team league. Once that was achieved, the goal changed to securing home-field advantage for the post-season, which the third-place club managed relatively easily with a six-point edge over the Serbian White Eagles in fourth spot. With a run where they allowed just one goal in seven matches prior to the regular season finale, Capital City finished the year
