MR-OPV Mass Vaccination sa lalawigan ng Batangas, kasado na INIHAHANDA na ng Pamahalaang Panlalawigan ng Batangas ang mga Health Professionals na nasa kanilang pangangasiwa upang samasamang tumugon sa ilulunsad na Measles Rubella-Oral Polio Vaccine Mass Immunization (MR-OPV-MI) Immunization Program na gaganapin sa buong buwan ng Setyembre. Sa isinagawang planning session ng mga health workers na kinabibilangan ng mga kinatawan ng Department of Health Regional Office IV, Provincial Health Office, Local Government Rural Health Units at Provincial District Hospitals na magsasagawa ng MR-OPV-MI , binalangkas na ang mga plano upang tukuyin ang mga lugar na tinaguriang high-risk o yaong may tinatayang mataas ang posibilidad na tamaan ng MR-Polio ang populasyon. Binalangkas na rin ang mga hakbangin sa pagpapatupad ng mass mobilization o samasamang pagtitipon ng mga kaukulang manpower upang magsagawa ng mass immunization para sa mga batang may edad na 9-59 buwan para sa bakuna ng Measles Rubella at 0-59 buwan naman para malapatan ng Oral Polio Vaccine. isasagawa sa pamamagitan ng mass assembly o pagtitipon ng mga batang babakunahan sa isang itinalagang kombinyeteng lugar publiko. ‘Capitol on Wheels’, umarangkada na sa Laurel TUMULAK sa bayan ng Laurel ang mga opisyal ng lalawigan ng Batangas upang ihatid sa mga kababayan doon ang serbisyo kapitolyo bilang bahagi ng Capitol Service on Wheels, Agosto 11. Pinangunahan mismo ni Batangas Governor Vilma Santos Recto ang opisyal na gawain kung saan naghatid ang delegasyon ng Pamahalaang Panlalawigan ng Medical and Dental Mission para sa mga taga-Laurel na nangangailangan ng medikal na atensyon. Kasama rito ang libreng konsultasyon sa mga doktor para sa iba’t ibang karamdaman, pamamahagi ng libreng gamot, libreng dental services o bunot ng ngipin para sa mga bata at matatanda. Naging tampok din ang pagbibigay

ng tulong pinasiyal para sa mga naitalang naapektuhan ng bagyong Glenda kung saan tumanggap ang may 307 recipients mula sa 20 baranggay sa bayang ito. Umaabot sa halagang P921,000.00 ang naipamahaging tulong sa mga apektadong indibidwal na magagamit ang tulong pinasiyal sa rehabilitasyon ng kanilang mga nasirang ari-arian. Tumulak din ang delegasyon ng goberandora sa Laurel Municipal Hospital upang personal na bisitahin ang kalagayan ng nasabing pagamutan gayun na rin ang katatayuan ng mga pasyente rito. Sa pagpupulong na naganap sa Laurel Municpal Hall, nagkaroon ng pagkakataon na harapin ni Governor

Di hamak na mas interesado ang mga tao kung saan sila makakabili ng murang manok na lulutuin kesa kung sino ang mamanukin ng mga partido sa 2016. The government must remain focused on what must be done before 2016 and not on who can do best the things left undone after that year. Early fixation on an election that is still 634 days away puts politics in the frontburner, dissipates our energy, distracts our attention, and marginalizes the real concerns of the people.

How to solve problems that burden the people must dominate the national conversation and not the chatter of the political class on who shall succeed the president. We must restore our bearings. The people don’t want us to talk loudly about succession. What they want is for us to work hard so that government programs meant for their benefit succeed. Their concern is not on who will get that Malacanang job that will be vacant months from now, but on how to give work to the 12 million who’ve been unemployed for years. ‘Yan ang dapat i-push. Hindi ang kandidatura ng iilan. If we want the nation to march to the same beat, our leaders must tone

down the volume on topics about 2016 and in the meantime mute the Cha-cha music on changing political provisions of the Constitution. This early, unofficial pre-sidential primaries do not do anything good to us, except perhaps to create the spectacle of them throwing mud at each other, a show which can entertain the people but does not improve their lot. Baka siguro mas mabuti cease-anddesist muna sa lahat ng maagang kampanya. Ang kailangan siguro is a ceasefire of the political kind. There is a time for everything and a season for every activity. Four weather stations deployd in Batangas

2 persons nabbed for illegal firearms and ammunition

SAN JUAN, Batangas -- Two persons nabbed during the implementation of Search Warrant for Republic Act 10591 otherwise known as the “Comprehensive Firearms and Ammunition Act” in two consecutive days which were conducted by San Juan Municipal Police Station together with Criminal Investigation Unit. At about 6:00 AM of August 13, 2014, personnel of San Juan MPS led by Police Chief Inspector Pablo M. Aguda Jr., Acting Chief of Police together with a team of 4A Regional Criminal Investigation and Detection Unit led by Police Chief Inspector Benjie M. Calapiz, conducted Search and Seizure by virtue of Search Warrant No. 14-1004 dated August 12, 2014 issued by Hon. Judge Cynthia Mariño-Ricablanca of RTC Branch 27, Sta Cruz, Laguna that resulted to the arrest of one Ariel Balagtas y Mayo, 53 years old, married businessman and resident of Barangay Maraykit, San Juan, Batangas for violation of RA 10591. Among the confiscated pieces of evidence were one (1) Caliber .45 Pistol (Colt Mk Iv) With Serial Number 697411, with one (1) magazine and seven (7) live ammunitions. Physical inventory and photograph of said evidences were conducted in the presence of Barangay Councilor Mario Lopez of said barangay. On the following day, another Search Warrant No. 14-1007 dated August 12, 2014 issued also by the same judge for similar violation of RA 10591 was implemented by San Juan MPS led by the Chief of Police together with a team from Criminal Investigation and Detection Group led by Police Senior Inspector Danilo Balmes. Operation resulted to the arrest of one Virgilio Rabano y Mission, 35 years old November 10, 1978, married driver and resident of Barangay Quipot, San Juan, Batangas. Recovered pieces of evidence were one (1) caliber .45 Remington with serial number RLB 062178, with one (1) magazine and nine (9) live ammunitions. Physical inventory and photograph of said evidence were conducted in the presence of Barangay Chairman Owen Manimtim of said barangay. Arrested persons including confiscated pieces of evidence were turned over to Batangas CIDG for proper disposition.|

Earthquake Drill: An important part of preparedness THE 2013 Bohol earthquake remains the deadliest earthquake in the Philippines in 23 years. This demonstrates that there is no earthquake-resistant place on earth. However, preparedness on our part, may it in our homes, in schools, or workplace, we can do something to mitigate damages. Therefore, we should learn to recognize the importance of advanced planning and practicing. Our plan must be exercised constantly otherwise; it has no use if not known to everyone. To get really prepared in such emergency, PNP personnel of the Batangas Police Provincial Office carried out a drill to test their total emergency response when earthquake occurs. In a given scenario, all duty personnel and students under Onthe-Job training program participated in the simulation drill conducted at about 3:00pm of August 15, 2014 at Camp Miguel C. Malvar, Kumintang Ilaya, Batangas City. It was supervised and evaluated by Police Senior Inspector Caselda C. Ilagan, Deputy Chief Police Community Relations Branch. This activity aims to see how we react appropriately and further correct any problems on how we operate things under pressure.|

Kaugnay nito isinagawa ang pagbabasbas at turnover ceremony ng 4-classrooms building na kaloob ng Australian Government sa BANAHIS, Agosto 15. Sa pakikipag-ugnayan ni Mr. Nestor Alon, Division Facilities Coordinator ng DepEd Batangas City sa DepEd Regional Office, nabigyan ng katuparan ang kanilang hiling na magkaroon ng karagdagang silid aralan ang kanilang paaralan sa pamamagitan ng Australian Government. Sinimulan ang konstruksyon ng gusali noong Abril ng nakalipas na taon, at natapos nitong Agosto. Ang naturang gusali ay may sariling comfort room bawat palapag. Ayon kay Dr. Sonia Ebreo, Principal ng BANAHIS, ito ay magagamit ng may 250 mag-aaral mula sa 3rd at 4th year Mathematics classes. Aniya itoy isang katuparan ng isang pangarap na maging prayoridad sila na mabigyan ng classrooms. DSWD launches Women and Children Protection Program BONGABONG, Or. Mindoro -- The Department of Social Welfare and Development (DSWD) Mimaropa launched on August 14 the Comprehensive Intervention Against Gender Violence and Family Drug Abuse Prevention Program in Bongabong, Oriental Mindoro. The goal was to prevent incidence of violence committed against women and their children. Aside from barangay captains and other local officials of Bongabong town, delegates from people’s and faith-based organizations attended the launch. Meanwhile, the PTV- 4 reported on Wednesday that incidence of violence against children has doubled in the first semester of 2014. Philippine National Police’s Women and Children Protection Center (WCPC) has recorded 18,801 child abuse cases from January to June. That is about 93 percent increase as compared to the 9,737 child abuse cases reported for the first semester of 2013. Physical abuse topped the category of violence against children followed by rape, attempted rape, child labor and trafficking. WCPC said perpetrators of violence were mostly relatives of victims. Region 11 has the highest number of reported child abuse cases followed by regions 10, 6, 4-A and the National Capital Region.| LYNDON PLANTILLA

DTI reminds business establishment of providing Senior Citizen’s discount CALAPAN CITY, Oriental Mindoro, Aug. 18 (PIA) – The Department of Trade and Industry (DTI) Mimaropa urged recently all business establishments in the region to strictly comply with the agency’s Administrative Order No. 10-02, series of 2010. Said order would grant 5 percent discount to senior citizens of the total amount purchased not to exceed P1,300 weekly on the purchases of basic necessities and prime commodities. DTI categorized that basic necessities include the following: rice; corn; bread in any shape and name (excluding pastries and cakes); fresh, dried and canned fish & marine products; fresh pork, beef and poultry meat; fresh eggs; fresh and processed milk; fresh vegetables and root crops; coffee and coffee creamer; sugar; cooking oil; salt; powdered, liquid, bar laundry and detergent soap; firewood, charcoal; and candles. Prime commodities, on the other hand, include fresh fruits; flour; dried, processed and canned pork, beef and poultry meat; dairy products not falling under basic necessities; canned sardines and tuna; noodles; onions and garlic; geriatric diapers; herbicides; poultry, swine and cattle feeds; veterinary products for poultry, swine and cattle; nipa shingles, plyboard and construction nails; batteries; electrical supplies and light bulbs; and steel wire. DTI Mimaropa Regional Director Joel B. Valera said senior citizens who would avail this privilege shall present their valid senior citizen’s ID card issued by the Office for Senior Citizens Affairs (OSCA) together with the Purchase Booklet to record the purchases.

DOH Mimaropa asks LGUS to require birthing facilities to secure license THE Department of Health - Mimaropa (DOHMimaropa) is urging local governments to help sustain quality and standard services from birthing homes. A birthing (homes) facility provides prenatal and post-natal care, normal spontaneous delivery and care of newborn babies. By requiring birthing homes to secure Licenses to Operate (LTOs) from DOH-Mimaropa, their services will be monitored, evaluated and regulated. “We need to certify that all birthing homes in MIMAROPA are duly licensed and manned by skilled health personnel and we are currently coordinating with the mayors, provincial and municipal health officers of the various provinces assist us by requiring business and sanitary permit for those who have already secured a License to Operate (LTO) duly issued by the Licensing, Regulation and Enforcement Division of DOH-MIMAROPA,” Regional Director Eduardo C. Janairo said. DOH-Mimaropa has started on Wednesday evaluating birthing homes and similar facilities across the region. A YEAR ago, a huge multitude joined the Million People March Against Pork Barrel in Luneta. It was a spontaneous manifestation of People Power triggered by widespread indignation over by the expose of the Napoles pork barrel scam. Various cities all over the country held similar marches and rallies. People from all walks of life joined the march–including priests and religious. Cardinal Luis Antonio Tagle delivered a message which condemned pork barrel. Consequently, Malacanang announced that there will be no more PDAF. Later, the Supreme Court declared PDAF and DAP as unconstitutional. However, the struggle against pork barrel has not ended. Recently, CBCP President Archbishop Socrates Villegas came out with a statement supporting the People’s Initiative for the Abolition of the Pork Barrel System. Archbishop Jose Palma wrote a pastoral letter for the archdiocese of Cebu exhorting the clergy and the faithful to support the campaign against the pork barrel system and inviting them to attend the official launching of the People’s Initiative in Cebu and to gather signatures in support of the Initiative. Likewise, various dioceses are starting to mobilize the faithful in the parishes, BECs and lay organizations to support this campaign. There are some people who ask why should the Church support this campaign when the Supreme Court already ruled the PDAF and the DAP as unconstitutional. The SC ruling has apparently abolished the pork barrel system. Thus, any campaign to have it abolished is moot and academic. However, this is not really the case. Various groups believe that Pork Barrel System has not been dismantled–it persists under various names and forms not only in the national level but also in local government units. What is really pork barrel? What’s wrong with it? In simple terms, pork barrel is any lump sum allocation coming from public funds that is granted to any public official (i.e.. president, senators, representatives, governors, mayors, councilors, etc) which can be used at their discretion without strict accountability. This fund is to be used for projects to benefit their constituents. The public officials do not directly handle the funds. They just identify the projects, beneficiaries, and those that will implement these. What kind of projects? Roads, bridges, school-buildings, fertilizers, waiting shed, basketball courts, scholarships, etc. So what is wrong with that? In the first place, it is a source for graft and corruption. It is easy for government officials to profit from the projects from the SOPs (the 10-20 percent kickbacks), fake beneficiaries, fake NGOs, etc. So they are able to accumulate millions that they can use to maintain their luxurious lifestyle and to finance their re-election campaign so that they will be able to perpetuate themselves (and their family dynasty) in power. The Napoles scam is just a tip in the iceberg. The pork barrel system is also at the heart of patronage politics. The political culture and system in the Philippines is based on a patron-client relationship between the politicians and their supporters and constituents. It can win over more supporters. It enables government officials to dispense favors to their supporters and constituents, creating dependence and debt of gratitude and thus ensure the advancement of their agenda and their continuance in power. With Pork Barrel System, the President can pressure Congress and Senate to do his bidding – such as the passage of the RH Law or the impeachment of a Chief Justice of the Supreme Court. A Mayor can use his intelligence fund to dispense favor to barangay officials, give gifts (foodstuffs) to all his constituents during Christmas, or even–God forbid–finance illegal/ clandestine anti-crime projects (death squads?). The pork barrel system is designed to enrich the government officials and to perpetuate them in power. It is part of the long-term campaign of the incumbent official. Even if some government officials claim that they do not engage in graft and corruption, the pork barrel system still benefits them as it continues patronage politics. The pork barrel comes in various forms and names–CDF, PDAF, DAP, intelligence fund, etc. God knows what will be their next incarnation. So, even if the SC can declare these as unconstitutional, the politicians will always find ways to keep them alive. While the attention of the public has focused on the national level (PDAF, DAP) the pork barrel system at the local level is also still very much alive.| - FR. AMADO L. For a Greener Tomorrow: A Story of a School’s Environmental Campaign

By LORNA M. OCHOA, Contributor Typhoon Glenda has wreaked havoc to our community more than we had expected it to. The Calumpang Bridge, which served to connect the city to its outskirts and vice versa had collapsed and it left in its wake, traffic problems and frustrated drivers and commuters. When the howling winds and the heavy rains subsided and while everyone was reeling from the effects of having lost electricity and water, I and my family went to Talumpok National High School to clear debris away and inspect the damage that Glenda could possibly cause. The school is situated atop a hill such that landslide is not a far thought. I was praying that nothing was seriously eroded so as to cause great destruction to the school premises...but lo and behold! Our school stood its grounds and except for some fallen leaves and disarray frames and chairs which had been moved in the school chapel, there was nothing that we had to repair or act on. That is why I want to take this chance to share with you, my fellow Batanguenos, the story of my school’s environmental campaign and how, as I think, it became the key as to why we withstood a typhoon so strong and immense such as Glenda. It all started with a vision. We envision our school to be not just a haven for learning but a place you can call “home away from home” one where the students, while studying and interacting with other students, faculty and employees, can feel the warm atmosphere of being home simply because they are close to nature and they move in a safe, environmental-friendly setting; one that I would’ve wanted for my own children as a parent. And we named this idea, “The VERDANT VISION PROJECT” The VERDANT VISION PROJECT is my brain child as the new principal of Talumpok National High School. The faculty gave me their full support towards adopting

environment-friendly practices which will enlighten the youth for them to have ecologically responsible decisions and lifestyles, which can in turn, help protect the environment and sustain its natural resources and nurture life. At Talumpok National High School, we put premium to practices aiming to save Mother Earth. It is very evident from the vast display of posters, announcement and other campaign materials around the school, which will somehow make the students aware of the importance of saving mother earth. Upon the introduction of this project, the sense of urgency behind the drive to save the environment became stronger than ever before. A touch of creativity and resourcefulness had transformed the school grounds into a pro-earth one. That is why I encourage all the readers to come visit the school when you have the time by informing us beforehand, for the purpose of surveying it so that you, too, can adopt similar practices in your school, or you own community. More or less, upon going there, your eyes will feast on a wide array of indigenous materials dispersed all over the campus which makes use of unwanted and barren resources in the area. We tried to revive the popularity of recycling and its dramatic impact on helping to save the environment. To prevent landslides or soil erosion, we had launched a campaign where we moved the community, the barangay, its officials and residents into helping us gather coconut husks. We then stitched together these coconut husks and have them surround all the trees that we had planted in the school. That way, when typhoons come, which in fact did come, the soil is protected from erosion. Another key to saving our mother Earth is through proper waste management and disposal. Students are oriented how to properly segregate wastes. Ignorance is no excuse as we can freely educate ourselves on how

Mar Roxas publicly proposed that President Aquino should get another 6-year term to continue the so-called reforms of the “daang matuwid”, it can be interpreted as his (Roxas) admission that that he cannot win if he himself runs for president. For a while, I thought it was a big joke. However, after a few days, some quarters started giving serious thought and supporting a 6-year term extension for P-noy although our Constitution does not allow it. Hellooow!  NO AGREEMENT STILL --- The 10-day “workshop” between the government and MILF panels at the Davao Waterfront Insular Hotel to resolve issues ended last weekend without any consensus draft for submission to Congress. They will resume more work this week. Let's all patiently wait. The task is not easy. Now, we are trying to finish another, separate peace pact with the Moro Islamic Liberation Front (MILF), originally only a break-away group of the MNLF. I think we are missing out on something important here. We do not see consolidation and stock-taking. As if there are two divides amongst our Muslim population. We must give the same attention to the 1996 peace pact even as we forge a new one. Otherwise, we will go nowhere! No amount of peace pacts will bring peace.  IN TURMOIL --- We are monitoring the turmoil now going on in Iraq in the Middle East. The islamic ISIS is slaughtering Christians forcing the US to save and rescue them by launching bomb attacks. Nearby, Israel and Gaza are bombing each other. In Libya, fighting is also raging. Dahil may opisina si Tom sa Manila, sumulat si Nena kay Angie sa nasabing opisina. Ipinaalam niya sa kapatid na anumang sulat o komunikasyon sa kanya ay ipadala na lamang sa kanyang asawang si Tom sa address nito sa Manila. Pitong buwan ang lumipas na walang nangyayari sa negosasyon ng magkapatid. Nagsampa na si Angie ng reklamo sa korte para hatiin ang lupa sa Paco, Manila at para hingin na magpakita ng tuos si Nena upang kinita ng lupa. Ang kaso ay isinampa sa Manila regional trial court laban kina Tom at Nena. Ayon sa reklamo ni Angie, parehong residente ng Amerika sina Nena at Tom pero para sa nasabing asunto, maaaring ipadala ang kopya ng summons sa address ni Tom sa Manila kung saan siya nag-oopisina. Ipinadala ang summons ni Nena sa opisina ni Tom base sa sulat mismo ni Nena sa abogado ni Angie kung saan nakasaad na ang lahat ng sulat at komunikasyon para sa kanya ay ipadala na lang sa abogado at mister niyang si Tom. Ang nangyari nga, ipinadala ang sum­mons galing sa korte sa opisina ni Tom sa Manila. Tinanggap ni Tom ang summons para sa sarili pero hindi nito tinanggap ang summons para sa asawang si Nena dahil daw hindi siya awtorisado ng asawa. Tulad ng inaasahan, walang anumang kopya ng summons at ng reklamo na naiwan para kay Nena. Nagsumite ng sagot si Tom sa reklamo pero hindi nakasagot si Nena. Dahil dito, hiningi ni Angie na ideklarang “in default” si Nena, kumbaga, hiningi niya sa korte na desisyunan na lang nito ang kaso dahil sa teknikalidad ng hindi pagsagot ng kapatid. Kinontra ito ni Tom. Ayon sa kanya, walang nangyaring legal na pagbibigay ng summons kay Nena. DA, DTI, poultry industry join forces to address ‘tight supply’ of chicken WHILE maintaining that there is actually no shortage of chicken meat, the Department of Agriculture (DA) said Tuesday it will closely monitor inventories and price movements down to the farmgate level to address what it calls a “temporary tightness” in the supply of the commodity due to “distribution issues.” Agriculture Undersecretary for Livestock Jose Reaño said they are now closely cooperating with the Department of Trade and Industry (DTI), as well as the poultry sector to address the prevailing concerns. “There is definitely no such thing as shortage. Supply is tight because of distribution problems as growers adjust their operations following typhoon 'Glenda',” he told the media after touring Commonwealth Market in Quezon City. With him were DTI Undersecretary Victorio Mario Dimagiba and DA Assistant Secretary Leandro Gazmin.

During their tour at the market, prevailing market price stood at P150 per kilo for dressed whole chicken. According to the DA and DTI officials, the price remained acceptable since consumers can still actually haggle to as low as P140 per kilo. Meanwhile, Agriculture officials said that farm-gate prices of live chicken, which range from P100 to P105 per kilo, were also at normal levels. Reaño also noted the availability of dressed chicken weighing 1.4 kilos to 1.6 kilos apiece. “This indicates that there is no problem in the inventory of birds as raisers could still afford to wait for right weight before selling their produce to traders,” he noted. Meanwhile, Gazmin, who is concurrent chief of the DA’s Agribusiness and Marketing Assistance Service (AMAS), confirmed that farmgate prices of chicken has slightly gone up, though still within the acceptable level.

“As part of the efforts to determine the real cause of the farmgate price increases, DA has secured the commitment of poultry growers to check their ranks and immediately address any concern,” Gazmin said. He said DA and DTI will regularly monitor the market in a bid to balance the interests and welfare of both the consumers and producers. On the other hand, Dimagiba said DTI will go after “profiteers” or retailers who will be found to be making unjustified increases in chicken prices. He warned retailers that under the Price Act, a person found profiteering and hoarding may be jailed between five and 15 years and pay a fine of between P5,000 and P2 million. For a greener tomorrow| A story of a school’s environmental program this is done. The most common way is to segregate the biodegradable waste from the non-biodegradable wastes. To attain the goal, the school has as well constructed compost pit through the initiative of Parents- Teachers Association. (PTA). One intended for biodegradable waste and one for non biodegradable waste. The garbage delivery is scheduled and monitored by the Supreme Student Government. It is made sure that every classroom has two garbage cans for waste segregation. Our project has been recognized by both the public and private sector as worthy of distinction in the field of

environmental management. We were given various awards and this project has been featured in a national television program before. I write about these things not for the purpose of bragging but for our story to serve as an example to other schools and communities who might be so minded to start their own environmental campaign in their respective territories. It is one of my greatest dreams as an educator to see every school become a place of comfort and happiness for the students, one where they can learn not just academically but one where they can grow socially and morally with a strong

sense of social responsibility for the country and the environment. I believe that when these youngsters are taught how to care for the environment, they will transfer such knowledge and practice to the next generation.
