Banning of placer mining pushed ADM INISTRATION COUNCILORS of the Sangguniang Panlungsod this city are pushing for the prohibition and banning of the placer method of mining within the City of Butuan. In a proposed ordinance filed recently by Councilors Virgilio G.Nery, Jr., Ryan Anthony B. Culima, Erwin L. Dano, Angelo S. Calo and Liga ng mga Punong Barangay President Nestor D. Amora, it calls for the prohibition of anybody who will engage or employ placer method of mining in extracting gold and other minerals in the mountain slopes, along water channels and anywhere within the jurisdiction of the City Butuan.It also prohibits anybody from buying

or acquiring the extracted gold or other minerals derived through placer mining method or act as financier, whether directly or indirectly. Using or possession of water hose, water pump, sluice box, dishpan and other related equipments found within the small scale mining permit or contract area is also prohibited. Placer mining is a kind of surface mining for the extraction of gold or silver and other valuable minerals in the mountain slopes by means of hydraulicking or spraying water under pressure through the direct use of water hose or by flushing large volume of water from a minidam or water tank. Trillanes, Butuan agree on medical assistance THE SANGGUNIANG Panlungsod of Butuan City has approved a resolution authorizing City Mayor Ferdinand M. Amante, Jr. to enter into a Memorandum of Agreement (MOA) with the office of Sen. Antonio “Sonny” F. Trillanes IV for the implementation of the Medical Assistance Program to provide medical assistance to the indigent patients of the City who will be admitted at the Butuan Medical Center. Under the agreement, the office of Sen. Trillanes will allot P500,000.00 from the Senator’s priority development assistance program budget. It will also be tasked to identify the indigent patients who may avail of the benefits under the program as well as the extent of assistance that shall be extended to them by the Butuan Medical Center who will be tasked to treat the patients. In order to avail of the program, an indigent patient needs to seek a recommen-

dation from the office of Sen. Trillanes. Once an approval letter is availed, the patient will then present this to the Accounting office of the BMC for the issuance of service issue slip. In case of inpatient confinement, the patient or his representative will present the approved referral letter to the billing section of BMC before discharge of the patient. The medical assistance to in-patient, out-patient and emergency patient clients may include professional fees, medical laboratory tests, and other medical and laboratory procedures. Only the actual expenses incurred in the treatment of the patient’s ailment shall be covered by the program. The resolution was authored by all the members of the council led by Councilor Virgilio G. Nery, Jr., the Chairman of the Committee on Health and Sanitation and the council’s president officer Vice Mayor Lawrence H. Fortun.

Killing the killer smoke

It’s a fact, alright. And we know it. Smoking kills. It kills people and drains the family coffers on medication and maintenance – this is not to mention how it chips away from the allotment for family needs. It burdens the economy; it afflicts people who are at their prime, and pulls them away from being part of the productive force of our country. It impoverishes the government, as it allots a significant amount of the national budget on health programs to address solutions to tobaccorelated diseases. And oh, yes! It adds to the myriad of environmental pollutants, which have been steadily imperiling the stability of planet earth with climate change and global warming. Well, if you’re not entirely convinced how bad it is, let’s talk numbers. The Department of Health estimates that at least 20,000 Filipinos die every year due to tobacco smoking-related diseases. 10 Filipinos die by the hour and one-third of the population is at risk of dying from debilitating diseases and painful deaths due to tobacco use. Economic losses due to productivity and health care costs of the top 4 tobacco-related diseases (cancer, heart disease, stroke and chronic obstructive pulmonary diseases) are conservatively estimated at PhP 149 billion annually. If you get the sense of everything stated above, it’s precisely why cigarette smoking should be not just limited, but completely, faithfully, unequivocally banned. The world community has taken a serious move towards a sound solution to this global problem. Thus, was crafted, among many other measures, the World Health Organization (WHO) Framework Convention on Tobacco Control (FCTC) Article 8, which recommends the adoption of measures to provide protection from

exposure to smoke in indoor workplaces, public transport, indoor places, and other public places. In its Principle One, the emphasis is put on 100% smoke-free environment, as there is no such thing as a safe level of exposure to tobacco smoke, as proven by scientific evidence. At the national level, our government responded appropriately, by issuing relevant policies, such as the Tobacco Regulation Act of 2003 (RA 9211), and the Department of Health Administrative Order 2009 - 0010, with the subject: Rules and Regulations promoting a 100% Smoke free Environment, one of whose objectives is to encourage LGUs to actively ensure 100% Smoke-Free Environment. In our city, it may be a surprise to so many residents to find out that there are actually similar laws, which have been adopted and enforced for decades. There’s SP Ordinance No. 623-1987, which prohibits smoking in any public utility vehicles, including tricycles and pedicabs.

There’s also SP Ordinance No. 778-1990, as amended by SP Ordinance No. 8111990, which prohibits smoking in specified public places, offices, and public conveyances. There, too, is also SP Ordinance No. 798-1990, which prohibits minors to smoke within the jurisdiction of Butuan City. Allying with this is SP Ordinance No. 1091-1995, which bans the sale of cigarettes inside school campuses and government offices. So the dangers are clear. And the laws are here. But they all will trigger nothing more than a fleeting attention, which in the passing of a day, a week, or a month, will slowly and surely die out, as thoughts of sickness and death waft away like smoke. To solicit and capture a sustainable popular response and support, some things have to be seriously considered. First is strict enforcement of laws. It’s time to do as the laws dictate. No excuses.

...Killing from page 2 If it’s no smoking in public places or in a public utility vehicle, it’s really no smoking. If you get caught, you get sanctioned. No concessions. Ignorance of the law excuses no one, so we say. Let’s take it black and white. Let Singapore be our model. Speaking of models, which institution would be best to set the trend but the City Government itself. This is second: leading by example. As encouraged by the DOH, let the City Government workforce be the exemplar by ensuring that its premises are absolutely 100% smoke-free. Oh, yes! Be the catalysts of change. Once this happens – wonderful, if ever - you won’t hear excuses from the constituents that the administration is hypocritical in its campaign, and they may just faithfully follow. Third is civility. Inasmuch as we love to do as we please, there is no such thing as absolute and thoughtless freedom. We know that cohabitating in this world that is not just ours, but also everyone else’s means we have to be heedful of others’ needs. In this city, as much as almost everywhere else in the world, people are afflicted with allergies, asthma, and some other respiratory ailments caused by air pollutants. Butuan, NCC to tie-up on treatment of kidney patients THE SANGGUNIANG Panlungsod of Butuan City has approved a resolution authorizing Mayor Ferdinand M. Amante Jr. to enter into and sign a Memorandum of Agreement (MOA) with the Nephrology Center of Caraga for the joint treatment of patients with kidney ailments in the City of Butuan. In the regular session held by the council recently, it unanimously approved the said resolution to address the problem of patients with kidney ailments on proper treatment and dialysis. Fortun pushes for puttingup of DTI Butuan office CITY VICE Mayor Lawrence H. Fortun is pushing for the establishment of DTI Butuan City Field office that will focus solely on the investment promotion, consumer protection and product marketing in the City of Butuan. In a resolution filed during the regular session of the Sangguniang Panlungsod, Fortun is strongly urging Sec. Gregory L. Domingo of the Department of Trade and Industry (DTI) for the setting up of the said office that will cater solely on the investment concerns of Butuan City. Fortun cited in his resolution that Butuan City is the regional center of Caraga Region but is currently serviced by the DTI Provincial office together with the 11 municipalities of the province. The City is also larger that the cities of Cotabato, Isabela and Gen. Santos to which said areas have their own DTI field offices. Initiatives such as the one-barangay, oneproduct (OBOP), tourism projects, agribusiness benefit and gain more mileage, if the City Office which will focus on these will be in place. Being the regional center, Butuan City hosts the most number of business establishments accounting for more than 80% of total firms monitored for FTL compliance and complianceto the Price Act. A more focused consumer welfare team from the DTI Butuan

City Office will ensure that the city’s consumers will get best value for their money and that business will continue to uphold responsible standards of conduct for trade and industry, the resolution added.Fortun believed that if the office will push through this will be a big boost to the city’s drive for more investments especially with the renewed investor confidence in the present administration.(given its vast agricultural area)and initiatives in ICT and business process outsourcing would benefit and gain more mileage, if the City Office which will focus on these will be in place. BMC to get medical equipments THE BUTUAN Medical Center will be a recipient of various medical supplies and equipment from the World Medical Relief, Inc., (WMR) a non-government organization based in Detroit, Michigan in the United States of America (USA) that operates exclusively for charitable purposes, through the receipt of contributions of cash and other properties, including medical and dental supplies, equipment, instrument and pharmaceuticals, and distributes the same to developing countries for the benefit and relief of financially impoverished persons throughout the world in a non-discriminatory fashion without regard to geography, race, color, creed, gender, age, nationality or political beliefs. In a resolution approved by Sanguniang Panlungsod of Butuan, it authorized City Mayor Ferdinand M. Amante, Jr., to sign for and in behalf of the City Government of Butuan, the indemnification and obligation agreement as recipient agency of medical equipment and supplies for Butuan Medical Center coming

Butuan City, German consultants ink agreement THE CITY Government of Butuan and the Conflict Sensitive Resource and Asset Management (COSERAM) Program of the Deutsche Gesselchaft für Internationale Zusammenarbeit (GIZ) GmbH formalized their partnership through the signing of a Memorandum of Agreement held at the City Hall building last August 23, 2011. Inspired by the City Government’s vision, the cooperation started with the question on how to bring forward the socio-economic development of the Nasipit Lumber Company (NALCO) are of which Timber License Agreement 34-A was cancelled in 2004. “To foster a peaceful prosperity of our city and to sustainable investments,” Hon. Ferdinand M. Amante, Jr. emphasizes that “the needs and rights of settlers and Indigenous People present in the area have to be reconciled.” “The partnership aims at supporting conflict sensitive land and resource use planning and management” explains Dr. Stephanie SchellFaucon, Principal Advisor of GIZ-

COSERAM. This includes capacity development for multi-stakeholder dialogue processes and participatory Barangay Development planning in eight (8) pilot Barangays of Amparo, Nongnong, San Mateo, Bitan-agan, Manila de Bugabos, Tungao, Dulag and MG Santos. GIZ-COSERAM will technically and financially support the city and will furthermore provide assistance to incorporate disaster-riskreduction and climate-change-adaptation in Comprehensive Land Use Plan (CLUP) and Forest Land Use Plan (FLUP). Beside members of the Steering Committee and of the Technical Working Group of the CoManagement Project, also members of the Sangguniang Panlungsod, Chiefs of Offices as well as Barangay officials joined the signing ceremony. from the WMR. Under the agreement, the recipient agency, in this case the Butuan City Government will only shoulder the shipment cost for the equipments. Among the equipments that are expected to be donated are anesthesia machines, cardiac monitors, defibrillators, dialysis machines, phototherapy unit, ultrasound 3D or 4D, ventilators, renal lithotripter and CT scan machines. The necessary budget and funding requirement has already been allocated to defray for the shipment cost and other allied expenses.

The Butuan Medical Center (BMC) for their part will admit patients endorsed by NCC depending on the patient’s preference. The NCC is also required to deliver all their medical and surgical instruments to BMC for autoclave sterilization. The partnership is seen to help ease the burden of patients with kidney ailments doing regular treatment. The resolution was authored by Councilor Virgilio G. Nery, Jr., the councils Chairman of the Committee on Health and Sanitation and a prominent doctor himself.
